Schedules for Ultimate Heat Sink (UHS) related RAls were subsequently revised in Reference 2, May 18, 2012. The purpose of this letter is to provide a current Updated RAI Closure Plan including the UNE response schedule for all outstanding RAI questions. This letter also provides a schedule for revising the CCNPP3 Emergency Plan (EP), COLA Part 5, to address the enhancements identified in the referenced Interim Staff Guidance (Reference 3). The CCNPP3 EP will be submitted by April 30, 2013. This submittal date has been verbally discussed with the NRC staff at a previous UNE Design Center Working Group meeting. The submittal date supports the NRC request to review the CCNPP3 EP prior to NRC's receipt of the operating plants EP revisions in October 2013. UNE also plans to update the Security Plan, COLA Part 8, by April 30, 2013, including a revised Mitigative Strategies Report incorporating all RAls received to date. Schedules for the revised EP and Security Plans had not been previously established. Submittal dates are also being established for updated responses to RAI 329 for Parts 30, 40 and 70, and RAI 281 for COLA Part 1 and Final Safety Analysis Report (FSAR) Chapter 1 review issues.

On February 21, 2012, UniStar Nuclear Energy (UNE) submitted an Updated Request forAdditional Information (RAI) Closure Plan for the remaining RAI questions associated with theCalvert Cliffs Nuclear Power Plant Unit 3 (CCNPP3) Combined License Application (COLA)(Reference 1). The Enclosure includes revised dates for several UHS-related RAI responses. These reviseddates are due to incorporation of design changes to the UHS system in the design certificationand to modifications to the UHS Makeup system needed to support previous UHS related RAIs.The analyses to support these RAI responses could not be completed until details of the designchanges were established.

The majority of the remaining revised RAIs response dates in the Enclosure are required due tocomplexities that have arisen since the last schedules were established. UNE has undertaken asignificant increase in scope in the seismic analysis due to our commitment to use the SASSIdirect method. The resulting seismic models have a level of complexity such that significantportions cannot be analyzed on UNE or AREVA in-house computer systems. UNE and AREVAare employing multiple supercomputers owned by large universities and computer resourcecorporations to run the SASSI models. The seismic analyses for the EPR design certificationare being done with the same computer and human resources as the COLA analyses and mustbe performed prior to the site-specific analyses. These logistical complications combine tocause the need for additional time as compared to the previous UNE response schedule forseismic analysis related RAIs.

UNE recognizes the importance of providing complete and accurate responses in a timeframecorresponding to the availability of NRC staff resources. Therefore, in order to minimize thedelay, UNE will be providing the seismic RAI responses in conjunction with the designcertification advance RAI submittals. UNE recognizes the risk in providing these responsesbefore NRC review of the design certification responses is complete, however, this process isnecessary to maintain a review schedule that will support an acceptable COL issuance date.
