Written documents include Exercise Plans, evaluation processes and After Action Reports for BP Terminals and Pipeline, BP Gulf of Mexico, Shell United States and international, Alaska Tankers, and Conoco Philips. All required regulatory needs such as NPREP and OPA 90 are taken into account and addressed as required.

As a U.S. Coast Guard Pollution Investigator and Hazardous Materials Specialist, he conducted over 500 oil pollution investigations. After 9/11, Chief Petty Officer (CPO) Rea was recalled to active duty with the U. S. Coast Guard in the capacity of Sea Marshal (law enforcement). As

a team leader, he was responsible for twelve Boarding Officers under conditions of duress and physical hazard. Further responsibility included Training CPO, and Level II radiation response coordinator. CPO Rea was instrumental in creating radiation response training and instruction for all U. S. Coast Guard boarding teams.

Before retiring from the U. S. Coast Guard, he was assigned to the U.S. Coast Guard Pacific Strike Team. In 2010, he was attached to the Deepwater Horizon event in Louisiana. CPO Rea created and led the first Quick Reaction Force. He was in charge of a 25-man Strike Team assigned for rapid emergency assistance clean-up operations throughout a large area of coastal Louisiana.

Mr. Rea was an Emergency Planner and Hazardous Materials Duty Officer with the County of San Joaquin, Office of Emergency Services from 2006 to 2010. Projects included writing, review and implementation of Department Emergency Plans for county departments and Facility Threat Plans for county facilities. Mr. Rea wrote the Department Injury Illness Prevention Program Plan, and the Hazard Communication Plan. He conducted approximately 50 classes on employee emergency preparedness and Threat Coordinator response. Other written plans include Extreme Heat Plan, County Risk Assessment Plan, Confined Space Operations, Hazardous Materials Mitigation Plan, and county-wide Hazardous Materials Response Procedures. It was ensured all plans were SEMS/NIMS compliant. During a county flood emergency in 2006, Mr. Rea was the Planning Section Chief in the County Emergency Operations Center responsible for coordinating daily briefings and meetings, the daily Incident Action Plan, and multi-agency data flow during 21 days of high-tempo operations.

In 2010, he transferred to the San Joaquin County Public Health Department. With Public Health, Mr. Rea created or rewrote the Public Health Emergency Response Plan, Department Operations Center Plan, Continuity Plan, Communications and Notification Plan, and the Training and Exercise Plan. He created a new template for Standard Operating Procedures for Public Health plans, and conducted multi-agency table-top and functional exercises utilizing Homeland Security Exercise and Evaluation Program (HSEEP) procedures as part of statewide annual medical and health emergency exercise.

As an industry consultant with Safety Compliance Management (SCM), Mr. Rea created programs and plans involving initial investigation of “sick building syndrome,” emergency action plans, confined space issues, site worker safety (asbestos, fall protection, demolition work),

permit processes and lock out/blockout programs. He conducted over one hundred Hazwoper classes ranging from basic Refresher to the 40-hour Technician course.

With SCM, Mr. Rea wrote three chapters and assisted with general editing of “Hazardous Materials, Regulations, Response & Site Operations,” Delmar Publishers 1998. He wrote the chapters covering principles of chemistry, toxicology, and decontamination.
