OVERVIEW Transnet Maritime School of Excellence (MSoE) is strategically located in Durban (the biggest port in Africa) and has satellite campuses in Richards Bay, Cape Town and Port Elizabeth.
The MSoE is carving out a position as the premier provider for marine and terminal training programmes. It is establishing itself as Africa’s leading training provider in Marine Operations, Terminal Operations, Port Management, Port Engineering, and the supply of high quality seafarers to the market.
Vast experience and expertise accumulated over many years within the Maritime industry, enables the MSoE to facilitate knowledge transfer in port related training and business solutions specific to customers’ needs.
The MSoE’s experienced and qualified facilitators provide some of the best training available on the African continent in Marine, Terminal Operations (Commercial), Port Management and Port Engineering (Infrastructure).
MARINE OPERATIONS TRAININGThis training is designed to provide the background knowledge and understanding as well as the practical training to enable participants to perform various marine operations duties.
TERMINAL OPERATIONS TRAININGThe School provides functional training to the Port Terminals to help them run efficient and effective operations. Courses include equipment training on a variety of cranes, such as ship to shore, rubber tyred gantry cranes, straddle carriers etc., liquid and dry bulk handling machinery, technical maintenance and cargo handling training.
The following programmes are offered which enable learners to perform the operational requirements of their jobs in the sector of the business where they are deployed:

PORT MANAGEMENT TRAININGSpecialising in the training and development of people, the MSoE offers Port logistics and terminal management training, customised for business needs.
A variety of supplementary courses is offered, such as Planning, Revenue, Induction and Customer Services.
PORT ENGINEERING (INFRUSTRUCTURE)The Engineering Training Department started operating in 2009. Today its biggest training offering is the Outcomes Based Modular Learning (OBML) programme, a Transnet Group initiative resulting from an Artisan Agreement with organised labour.

ACCREDITATION The Maritime School of Excellence is an accredited training institution with the South African Maritime Safety Authority (SAMSA); Transport Education and Training Authority and the leading provider of high-end training in the Port and Maritime sector.
The Maritime School of Excellence (MSoE) is accredited to conduct competency assessments and to issue Certificates of Competence to delegates. MSoE assesses and evaluates course delegates according to the National Qualification Framework (NQF) and the South African Qualifications Authority (SAQA) unit standards. Our team of facilitators are all accredited to perform formative and summative assessments and to moderate those assessments.

MARINE OPERATIONs TRAININgThe Maritime School of Excellence has been successfully offering certification in Marine careers since 1991, helping to fulfill the dreams of thousands of students through the excellent skills of our committed trainers. We strive to be the most sought after Training Institution serving the interests of South Africa’s workforce and improving the competency of our economy for future prosperity.
Understanding the entry requirements and training pre-requisites, which pertain to the Marine career paths within Maritime School of Excellence (MSOE) and to persons aspiring towards a Maritime career in Port Operations, is an important first step.
Recruits into the service should ideally have a grade 12 pass with English, Mathematics and Physical Science as credits if they intend to continue their studies.
These guidelines provide for standard training and developmental procedures, and apply to all relevant positions in all ports. They specify:
• the training modules to be completed;
• the assessment/examinations to be undertaken;
• the certification/qualification relevant to each training programme,
• the institution responsible for providing the training (where possible); and
• the means of facilitation appropriate to the type of training.
Note: Before the commencement of training at any level, all aspirant trainees MUST comply with the following:
• Pass an eyesight test, conducted at any SAMSA office.
• Pass a SAMSA medical examination conducted by an accredited SAMSA doctor. A list of these doctors can be obtained from any SAMSA office nationally.
REguLATIONs
All the requirements pertaining to the training of seafarers in South Africa are covered in the Merchant Shipping (Safe Manning, Training and Certification) Regulations, 2013 and Amendments. It is strongly recommended that interested persons obtain copies of these Regulations.

A shore hand will report to the Berthing Master (see Berthing Master) and assist in the safe berthing of vessels. Duties may include the splicing of ropes and wires, general maintenance of quay areas and positioning of fenders along the quayside.

Ordinary Seafarer Deck
The role of an Ordinary Seafarer Deck consists of cleaning the deck spaces and machinery, and assisting on the deck as directed. This is the entry level into the Marine Deck department.
Must be 16 years or older.10 hours steering time. (minimum simulator hours).
2 Months sea time accelerated practical training onboard the craft.
4 Months calender time for shift employees.)

Ordinary Seafarer Engine
The role of an Ordinary Seafarer Engine consists of assisting in the Engine room with watchkeeping duties. This is the entry level into the Marine Engineering department and is normally the stepping stone to achieving higher engineering qualifications.
Must be 16 years or older.
2 Months sea time accelerated practical training onboard the craft.
4 Months sea time (calender time).

Able Seafarer Deck (Port Operations)
The Able seafarer DECK is senior only to Ordinary seafarer DECK. Ordinary seafarer deck have various duties, some of which include, performing regular maintenance of the ship’s deck and other equipment, assisting on the deck with the repair and overhaul of the ship’s deck equipment, making regular rounds of the deck and designated spaces and alerting the deck officer on watch of any problems. The AB Deck is also required to keep the deck clean, tidy and freshly painted.
Must be 18 years or older.Qualified as Ordinary Seafarer Deck.
2 Weeks theoretical course.
6 Months sea time accelerated training onboard the craft.
( 12 Months calender time - shift employees).

Able Seafarer Engine (Port Operations)
The Able seafarer engine is senior only to Ordinary seafarer engine. Able seafarer engine have various duties, some of which include, performing regular maintenance of the ship’s plant, assisting the engineers with the repair and overhaul of the plant, watch-keeping duties and alerting the engineer on watch of any problems noted.
Must be qualified as an Ordinary Seafarer Engine with a completed task book.Must be 18 years or olderMust have completed SAMSA Ancillary courses.

General Purpose Rating (GPR)
A General Purpose Rating (GPR) performs a variety of duties concerned with the operation and upkeep of deck department areas and equipment. Upkeep duties include chipping and scaling, buffing, painting decks and superstructure; as well as sweeping and washing the deck and keeping accommodation areas clean. A GPR may be required to splice wire and rope and carry out any maintenance as required by the Master or Chief Marine Engineering Officer. Include engine room side.
Must be 18 years or older.Grade 12Pre-sea familiarisation carried out in respective ports on the crafts as required.

Berthing Master (available to TNPA Employees only)
Berthing Masters are responsible for managing a team of Shore Hands. To assist in the safe mooring of vessels. This will include assisting the Marine Pilot with all relevant information during the approach towards the berth, manoeuvring into final position and mooring of a vessel alongside a quay. They are also responsible for overseeing the connection of hoses and supplying vessels with fresh water.
Able Seafarer or GPR qualification.Driver’s License.Radio Ticket (VHF SRC).Passed Medical.At least 1 year of sea time as qualified Able Seafarer or GPR.

Marine Pilot (available to TNPA Employees Only)
A Marine Pilot is an expert in the port of operation and acts as an advisor to the Master of visiting ships regarding the safe navigation of the ship into or out of the harbour. The Pilot will determine the number of tugs required to assist with the manoeuvring of the vessel and direct the tugs to ensure the safe manoeuvring of the vessel.

Chief Engineer (Port Operations)
A chief engineer is responsible for all operations and maintenance that has to do with any and all engineering equipment throughout the entire ship. The chief engineer also determines the fuel, lube oil, and other consumables required for a voyage. The Chief Engineer also compiles an inventory for spare parts, oversees fuel, lubrication, and slops oil transfers, all major maintenance, prepares the engine room for inspection by local marine/safety authorities, is required to be in the engine room during maneuvering operations, and is in charge of the engine room during emergency situations.

Must be 18 years or older.Must have at least 12 months sea service in the deck department on any of the following ships of 25GT or more.

A helmsman is required to steer the ship on a steady course, properly execute all rudder orders and communicate utilizing navigational terms relating to heading and steering. Vessel Traffic Services Operators control the movement of marine traffic within port limits. They are responsible for the safe and efficient operations of shipping movements which will include the liaison with ships agents, masters, Pilots, Tugs and other role players.

Marine Resource Management

sIMuLATION TRAININgA simulator is a computer-based procedure and task trainer system that simulates specific conditions or the characteristics of a real process or machine for the purposes of operator training.
Use of a simulator as part of a training programme has important benefits like isolating tasks and dividing complicated procedures into manageable pieces.
The simulator training programmes help prevent accidents in the operational environment, whilst reducing the time required for the training of employees. The simulator accelerates proficiency through training.

ENTRY LEVEL REQuIREMENTs:

Literacy requirements: Each responsible person must be able to, or be assisted to, read sufficiently to understand all the relevant notices and instructions pertaining to the work performed. They must also be able to identify themselves in writing and make entries where their duties require.

Course Description:
To provide protection for all persons against the dangers arising from the use of electricity and from the existence of exposed “live” high voltage electrical equipment maintained and/or operated by Transnet. These instructions in addition to the minimum safety precautions, must be taken to ensure safe working on or near high voltage electrical equipment and must be observed at all times.
Course Duration:
Five weeks (full course) and four days (refresher).

This initiative is provided by the University of Stellenbosch, where participants are given exposure to the various facets of Port and Coastal engineering, including information on Development of Coastal Setback Lines. This takes the form of lectures and seminars that include various world-renowned and local professionals giving presentations in the above fields, offering interactive information sharing from their professional careers.

3. Development of Coastal Setback Lines - two days at University of Stellenbosch
