Commander Deaville was the son of a Master Chief Machinist Mate and raised in Washington, California, Virginia, and Illinois. He received his commission from Naval Reserve Officer’s Training Corps at University of California, Berkeley and graduated with a Bachelor of Arts Degree in 1990.

After commissioning and graduating from Surface Warfare Officer’s School in San Diego, CA, he served as a division officer in Engineering, Deck, and Operations Departments onboard USS MOUNT VERNON (LSD 39) from 1991 to 1994. He deployed to the Arabian Gulf and Indian Ocean for Operations DESERT STORM and SEA ANGEL (typhoon flood relief in Bangladesh). With his second division officer tour, he commissioned the USS HARPERS FERRY (LSD 49) as the Combat Information Center Officer in early 1995 and prepared her for her maiden deploy-ment in 1996. Additionally, he received his Master of Arts Degree in management from the University of Redlands in 1995.

Deaville was then assigned to Naval Command, Control and Ocean Surveillance Center (NCCOSC) in San Diego, CA. During this tour, he served as the aide to the Commanding Officer and was temporarily assigned duty to Commander, THIRD FLEET as a liaison between THIRD FLEET and Commander, SPAWAR during the Commander Joint Task Force ship alteration to USS CORONADO (AGF-11).

After his tour at SPAWAR, he attended Department Head School in Newport, RI and then served as the First Lieutenant onboard USS MOUNT VERNON (LSD 39) from 1999 to 2001. Onboard MOUNT VERNON, he participated in Cooperation Afloat Readiness and Training 2000 (CARAT 2000) where MOUNT VERNON deployed with three other ships to Southeast Asia to conduct international exercises with Philippines, Indonesia, Brunei, Thailand, Malaysia, and Singapore. He was as Operations Officer on USS CLEVELAND (LPD 7) deploying to the Arabian Gulf/Western Pacific with the BOXER Amphibious Ready Group participating in CENTCOM exercises EAGER MACE (Kuwait), RED REEF (Saudi Arabia) and INFINITE MOONLIGHT (Jordan) and humanitarian operations in East Timor.

CDR Deaville took command of the Navy Operational Support Center in Rochester, NY in 2002 where he supervised over 200 Navy Reservists through Operations ENDURING FREEDOM and NOBLE EAGLE and Operation IRAQI FREEDOM. He supervised the mobilization of over 56 Sailors.

In 2004, he was assigned to USS NIMITZ (CVN 68) as the Auxiliaries and Electri-cal Officer supervising over 330 Officers and Sailors in the maintenance of one of 11 national assets. He went on one Arabian Gulf/Western Pacific deployment in 2005 in support of Operation IRAQI FREEDOM.

Graduated from the Naval War College receiving his Master’s Degree in National Security & Strategic Studies and was the Operational Support Officer for NATO Supreme Allied Commander Transformation where he managed the only Navy Reserve program supporting NATO guiding over 240 Reservists with an over $2 million budget in support of this critical alliance.

CDR Deaville retired from Active Duty in October 2011 as the Commanding Of-ficer, Navy Operational Support Center Buffalo, NY where he supervised a staff of 16 Full-Time Support personnel and over 230 Navy Reservists and managed a 70,000 sqft facility and four afloat craft. He is currently the Vice Commandant for NJROTC and Senior Naval Science Instructor for the Western New York Maritime Charter School in Buffalo, NY where he supervises the Naval Instruction to 330 NJROTC Cadets and running a robust NJROTC leadership program guiding these Cadets’ futures.

Western New York Maritime Charter School is a four year Public High School chartered by the New York State Board of Regents in 2004. The school was commissioned and “got underway” with its first class of Freshmen in September 2004. Current chartered enrollment is 325 students. Our first class of Seniors gradu-ated in June 2008 with 41 of 43 earning New York State Regents diplomas. The graduating class of 2009 of 53 Cadets included 48 Regents Diplomas (3 Advanced Regents). The class earned over $1 Million in grants and scholarships, in addition, we have had four Cadets win Navy ROTC Scholarships of $180,000 each. The graduation rate after the first four classes is 92%. Our maximum enrollment of 325 Cadets includes 88% from the Buffalo Public School District, with the remaining 12% coming from the surrounding suburbs. Over 80% of our students are entitled to free and reduced lunches. Character Development is the cornerstone of the school. Our guiding principles include self-discipline, personal responsibility and integrity; they are practiced every single day at Maritime. The philosophy instilled into every Cadet is that if they are a person of character, they will ultimately be successful in life. Our Cadets are taught that as a principled person, they have limitless potential if they ap-ply themselves towards academic excellence. At maritime, we are fortunate to have a Navy Junior Reserve Officer Training Corps (NJROTC) program which plays a key role in character development. In 2011, 2012, and 2013 we were selected as a Distinguished Unit by the Naval Service Training Command for outstanding perfor-mance during those school years. This award is only bestowed upon the top 10% of 700 NJROTC schools nationwide. All Cadets attending Maritime are NJROTC Cadets. NJROTC stresses leadership and citizenship and instills the Navy Core Values of Honor, Courage, and Commitment. Cadets wear Navy-provided NJROTC uniforms and earn rank through demonstration of leadership ability and participation in advancement exams. All Cadets are expected to adhere to a Cadet Honor Code which is summed up in the statement “a Cadet will not lie, cheat, or steal, nor tolerate those who do”. NJROTC extra-curricular activities include Color Guard, Armed and Unarmed Drill Teams, Orienteering, Marksmanship and Academic Teams. The school competes in Drill and Field meets with other JROTC programs throughout the region, state, and coun-try. The school also fields teams in Men’s and Women’s Basketball, Baseball, Crew, Track, and Cross Country in WNY Section 6 Athletics.

In 2006 the school launched a sailing instruction program. The program began with Cadet refurbishment of a sailboat under supervision of the Coast Guard. Sailing lessons began in August 2006 and the first five Cadets to participate graduated in October 2006. A boatbuilding class was established with Buffalo State College in 2008 as part of the STEM Program (Science, Technology, Engineering, and Math) in an effort to encourage the pursuit of Math and Science programs upon graduation from Maritime. The WNY Maritime Charter School is commanded by Commandant Lawrence W. Astyk LtCol, USMC (Retired). The Vice Commandant for Academics is Ms. Catherine Oldenburg. The Vice Commandant for Navy JROTC is Anthony Deaville, CDR, USN (Retired). One of our “Founding Fathers” and Past-President of the WNY Maritime Charter School Board of Trustees was Mr. Albert Scott who passed away in July 2007. This school is a realization of Mr. Scott’s vision to provide a school for young adults which also teaches discipline, responsibility, and self-reliance.
