with Coast Guard Legal & Administrative responsibilities rest with

DG Shipping Risk exposure to Oil Spill likely to increase Oil Spill Management requires operational &

functional agency mandated to handle spills under overall supervision of Maritime Authority i.e. DG Shipping

A separate entity was not necessary
