“One Belt One Road South East Asia Concrete Technology Forum”, jointly organized by ACI –

Singapore Chapter and School of Materials Science and Engineering, Tongji University with the

theme of Innovation in Concrete Technology, is riding on the Belt and Road initiative to bridge

infrastructure gap for accelerating economic growth especially in the Asia Pacific Region.

The Forum promotes innovation, sustainability and productivity in concrete technology and

applications for construction industries, aims for the exchange of knowledge and provides

opportunities for industry experts, researchers, academics, and students to network in the field.

This One Day CPD certified seminar has garnered both local and overseas renowned speakers

comprising industry experts, academics, and private practitioners to share their expertise and vast

Professor Feng Nai Qian Professor, Tsinghua University, China Professor Feng is the Professor from Tsinghua University China, guest Professor of Meiji University Japan, Visiting Professor of Kuala Lumpur Infrastructure University. He has published more than 10 books such as: (Construction

materials), (Flowable Concrete), (High Strength Concrete Technologies), (High Performance Concrete), (Mineral Admixture for Cement and Concrete), (Testing and Quality Control in Cement Industry) and more than 260 technical papers in Chinese, English and Japanese.

Er. Dr. Johnny Wong Group Director, Building Research Institute (BRI), Housing & Development Board of Singapore Dr Johnny Wong Liang Heng is currently the Group Director of the Building

Research Institute (BRI), a set-up under the Housing & Development Board (HDB) of Singapore. As the Group Director of BRI, Dr Wong is responsible for leading HDB’s efforts in spearheading new technology to bring about innovative,

cost effective and productive solutions for HDB’s projects. Dr Wong has been involved in many research studies on areas relating to new housing materials, advanced prefabrication technology, prefabricated prefinished volumetric construction (PPVC), urban solutions and systems, green construction technology, smart technology and environmental sustainability. In support of Singapore's Smart Nation efforts, Dr Wong co-chairs the inter-agency Smart Urban Habitat working committee to help spearhead the Smart town efforts, which aims to leverage smart technologies to make towns and estates more liveable, efficient, safe and sustainable.

Professor Wang Hailong Professor in Civil Engineering, Zhejiang University, China Prof Wang is a member of Building Materials Society of China, a member of Building Materials Test Technical Committee of China, a member of Repair Materials and Application Technology Committee of China, and a member of Concrete Quality Committee of China. His research interests include the durability and life cycle performance of

RC structures, high performance materials and structures, and composites for construction and new structures. He was awarded more than 20 research grants from Chinese government, published more than 90 technical papers in refereed journals and conference proceedings, co-authored 1 book and 4 technical codes. He has been awarded 9 patents and several research prizes, such as second prize for Science and Technology Awards of China, highest award of Science and Technology Awards of China Highway & Transportation Society, second prize of Science and Technology Awards of China Education Ministry, first prize of

Science and Technology of Zhejiang province.

Ir Dr. Tam Chat Tim Adjunct Associate Professor, National University of Singapore Dr Tam is a PE and Fellow of IEM, IES, IStructE, ACI and Concrete Society, UK. After working for three years with the Hydro-Electric Commission in Hobart and a consultancy firm in Kuala Lumpur, he joined the Department of Civil Engineering of the University of Malaya in 1963.

Between 1968 and 1972, he was on leave from the UM to obtain his PhD on the topic of

chemical admixtures in concrete. After returning, he was Head of the Department before leaving in 1979 to join the then University of Singapore, now National University of Singapore, and held the position of Vice-Dean before his retirement in 1996. His current appointment is Adjunct Associate Professor to continue with research on concrete materials and construction. He has been active in the development of concrete standards and laboratory accreditation activities in Malaysia and Singapore for over 50 years.

Dr. Hao Ting Yu Deputy Director, Research Institute of High Performance Concrete, China

Dr. HAO Ting-Yu is currently the deputy director of Research Institute of High Performance Concrete (RIHPC), a branch of Central Research Institute of Building and Construction (CRIBC), China Metallegcial Group Ltd. He graduated from Dept. of material science and technology in Chongqing

University, P. R. China and obtained BSc and MEng in 1993 and 1996 respectively. In Jan 2001, he obtained PhD of civil engineering from Tsinghua University, P. R. China. From Feb 2001 to March 2007, Dr. Hao was a research engineer in National Engineering Research Center of Diagnosis and Rehabilitation of Industrial Buildings (NERC-DRIB), where had actively involved in the diagnosis of buildings and infrastructures, including big public buildings, industrial buildings, railway and highway bridges, tunnels and harbors. He has expertise of analyzing durability problems of existing concrete structures. His interests also include durability design, repair and maintenance strategy of infrastructures. Till now, he is in charge of drafting several China technology specifications of repair/retrofit concrete structures.

Mr Ion Dumitru, JP Technical & Product Development Manager, Australia Cement, Concrete and Aggregate Association For over 30 years, Ion Dumitru has been a Technical and Product Development Manager at Boral Construction Materials, Australia. This has given him a vast experience in assessing and testing a wide range of construction materials, including aggregates in concrete,

asphalt and other flexible pavements. His input in Australia Standards Committees has been extensive and he is currently sought as a consultant in several areas of the industry: Expert witness in the field; Assisting in product development and carrying out concrete plants audits; Assessment of materials to be used in major structural concrete projects; Design and development of high performance concrete to be used in major infrastructure projects, etc. Ion has published and presented more than 50 scientific papers in the area of construction materials, with several scientific papers covering Manufactured Sand as natural sand replacement in high performance concrete.

Dr. Wang Jun Vice-general Manager, China West Construction Group Co. Ltd Wang Jun is a senior engineer, a professor, and an expert to enjoy the State Council's special allowance. He is the adjunct professor of Chongqing University and Wuhan University of Technology, vice-general manager of China West Construction Group

Co., Ltd., standing member of China Silicate Academy Concrete and Cement Products Branch, vice president of High-Performance Concrete Council, member of National Concrete Standardized Technology Council, standing member of China Architecture Academy Project Construction Academic Council, vice president of China Civil Engineering Academy Concrete Quality Council, and an expert of National High-performance Concrete Promotion and Application Technology Directing Team. Dr. Wang is specialized in the research of high-performance concrete, resource conversion of solid disposals, green and low-carbon technology application of concrete, etc.

He has organized or directed over 10 super-high (400 meters and above) buildings concrete execution and application in China, like Wuhan Greenland Center (construction height 636 m), Tianjing 117 Mansion (construction height 597 m), etc. Under his direction, the super-height pumping in the Tianjin 117 Mansion project reached 621 m and set a Guinness World Record.

Dr. Zhou Sheng Jun Principal Engineer, BCRC (Qld) Pty Ltd, Australia Dr Zhou is Principal Engineer –

Civil/Materials of BCRC (Qld) Pty Ltd in

Australia. He has 32 years' experience in

civil/materials engineering holding

various key positions including principal

materials consultant at Ancon Beton,

principal materials engineer at AECOM

and R&D manager at Boral Concrete

after being post-doctoral research fellows, a university lecturer and

a research engineer. His key strength is durability modelling &

design of concrete structures and early-age thermal modelling for

cracking & DEF control.

He has established the third-generation (3G) analytical models for

predicting chloride diffusion with an (linear & square-root) increasing

surface chloride content & a decreasing diffusivity and 3G numerical

carbonation model for gradually changing future climate conditions

(CO2 concentration, temperature and humidity). He is a Charted

Engineer of Australia (CPEng, RPEQ & NER). He is the chairman of

the task group for Recommended Practice of Durability Modelling in

Concrete Institute of Australia (CIA). He is an Adjunct Professor of

China Three Gorges University.

Mr. David Corbett Product Manager, Proceq SA, Switzerland David Corbett, Product Manager for concrete non-destructive testing at Proceq SA. David Corbett graduated from the University of Birmingham (UK) with an honours degree in mathematics. He has many years’ experience working in the field of concrete NDT, with a focus in recent times on the development of ultrasonic pulse echo techniques and NDT

techniques applied to on site strength determination. As part of this professional activities he is the Swiss representative on the European standards body CEN/TC 104/SC 1/TG 8. SC 1 deals with the standardization of specifications for concrete and concrete-related products. In addition to this David is an active member of RILEM, in particular RILEM TC 249-ISC (In situ Strength assessment of Concrete) and RILEM TC 230-PSC (Performance based specification and control of concrete durability). He is also a former member of ACI committee 228 ‐ responsible for guidelines

for non-destructive testing of concrete.

Professor Wang Junyan Professor at School of Material Science and Engineering, Tongji University, China Dr. Wang Jun-Yan is a Professor at School of Material Science and Engineering, Tongji University, Shanghai, P.R. China. He obtained his doctoral degree from Tongji University at 2010. Prior to joining Tongji University, he has worked as a Research Fellow at Department of Civil and Environmental Engineering, NUS

from 2010 to 2014. Dr. Wang’s main research works focus on ultra-high-performance concrete (UHPC).

He has developed a commercial UHPC product (trademark: TENACAL®) and successfully applied this UHPC in more than 20 projects in China, including the first UHPC highway bridge constructed in China.

Mr. Julifin Huang Business Development and Technical Department, Admaterials Technologies Pte Ltd, Singapore Julifin received his Bachelor Degree in Chemical Engineering in 2007 from Gadjah Mada University in Indonesia. Having 10- years’ experience in laboratory testing, mainly in building and construction materials with the

wide knowledge of test standards and specifications.

He has set up hundreds of tests; including civil engineering, chemical and mechanical tests. Currently heading the business development and technical department of Admaterials Technologies Pte Ltd, providing the technical expertise and solution for the customers and developing new tests.

Dr. Tan Kang Hai

Professor of Structural Engineering, School of Civil and Environmental Engineering, Co-Director of Transport Research Centre, Director of Protective Technology research Centre, Nanyang Technological University, Singapore Dr Tan Kang Hai obtained his BSc(Eng) and PhD from the University of Manchester, UK. Currently,

Dr Tan is a Professor of Structural Engineering in the School of Civil and Environmental Engineering, Nanyang Technological University, Singapore. He is concurrently the Co-Director of Transport Research Centre and the Director of Protective Technology Research Centre in NTU. Prior to joining NTU, Dr Tan worked as a Graduate Engineer in Ove Arup & Partners, UK. He won the UK Institution of Structural Engineering Henry Adams Award in May 1989 for original research work in structural sandwich panels subjected to lateral loading. This award was given on an annual basis to the best original research paper published in the UK Institution of Structural Engineers. A registered Professional Engineer in Singapore, Dr Tan works on numerical simulations of fire effects on structures and experimental testing of sub-assemblages using electrical heating furnaces. He also served as Chairman of a few task force groups on Structural Eurocodes relating to structural fire applications. He has been regularly conducting professional short courses and seminars on Eurocodes for reinforced concrete and steel structures and Structural Fire Engineering in Singapore, Hong Kong and China. He has written about 170 SCI international journal papers and around 190 international conference articles on structures. In 2014, he received a SGD$6 million research grant on “Life Safety and Structural Fire Safety of Mega Underground Caverns in Singapore” from the Ministry of National Development (MND), and also a SGD$2.8 million research grant on “Development of a Design Guideline and Analytical Tool to Mitigate Progressive Collapse of Buildings against Explosive Effects” from the Ministry of Home Affairs (MHA).
