Role in Home AttacksSince 2009, Mr Bosman has been responsible for Law Enforcement, Disaster Management and Fire Services.

Regarding the arrest of the 'blind busker', Bosman claimed that the City was enforcing a Cape Town council policy document from 1993 – which he could not produce and was later found to protect the 'busker'.

In Tafelsig: “Members of the Anti-Land Invasion Unit also assisted with the removal of 28 illegal temporary structures as part of the operation.” Quoted in CoCT Media Release, 16 April 2012.

“An X painted on a shack is often used by the city as a warning that the structure is illegal. In February, Khayelitsha resident, Nokwandisa Shukuma, spent R3000 replacing her old corrugated iron sheeting. She came home one afternoon to find a yellow X on her house. Richard Bosman boasts in CoCT Media Release on the 21st of May 2012: “Inclement weather doesn’t stop Law Enforcement’s highly successful ‘Zero Tolerance’ operations”.

These “successful” operations saw the Anti-Land Invasion “unit” evict poor residents regardless of the cold, freezing and wet weather.

“It is not the city's responsibility [to ensure provision of electricity]” - Quote in reference to residents demanding electricity in Browns Farm, Du Noon and Philippi East on 22 April 2011

Punishing the Poor: Friday 15th November 2010, JP Smith is quoted in that morning’s newspaper as refusing to deploy additional metro police units in Khayelitsha, as poor people there “do not pay rates”. But he is happy to deploy the Anti-Land Invasion “unit” in those areas as often as he likes for Home Attacks on the poor.

Monday 8th July 2013, JP Smith makes up by-law to create the impression that the actions of the law-enforcement officers evicting a poor musician had some basis in the rule of law.

Dozens of residents who were first evicted from the Old City Hospital Complex where again evicted from living on the pavement outside Somerset Hospital by the Anti-Land Invasion “unit” in 2010.

Die Burger wrote: “JP Smith, ward councillor for the Atlantic Seaboard, says that the group was not given alternative housing because they did not qualify for placement on the emergency housing list.”

When the city announced last year's 'winter plan', instead of focusing on preventing flooding by building safe communities with proper sanitation and drainage systems, JP Smith said his focus would be ensuring that the City's Anti-Land Invasion “unit” evicts people who build in flood-prone areas”

June 2009, Sowetan:

Abahlali baseMjondolo, the shackdwellers movement, got a “Cape high court interdict preventing the city from demolishing their shacks. But the city’s anti-land invasions unit destroyed the shacks anyway. ALIU head Stephen Hayward, said they had the right to evict the residents.”

Role in Home AttacksIn an October 2009 Cape Argus article on the forced removal of the Symphony Way Pavement Dwellers to Blikkiesdorp, Stephen Hayward said “the place they would be moved to was non-negotiable”. So much for the City's commitment to meaningful engagement.

13 July 2011, Stephen Hayward said to The Sowetan that a house built on City-owned land in Du Noon would have to be torn down or the ALIU would demolish it.

Dlamini Mdlalo had lived in a shack on that land for 10 years and decided to remodel it and use bricks instead. Hayward decided that Mdlalo had no right to live in an “unsafe” brick house.

Role in Home AttacksOn 3 May, the CoCT's Media Manager, Kylie Hatton emailed the following statement:

“On Wednesday 1 May 2013, the City’s Anti-Land Invasion Unit demolished 125 structures in Philippi...This was done in accordance with the Protection of the Possession of Property Act, which does not necessitate a court order.”

“It must please be noted that the City did not remove the homes people were staying in. The Anti-Land Invasion Unit removed illegal unoccupied structures and the materials that were being used to build them.”

However, the act turns out to be fabricated and photo evidence shows the ALIU evicting people from fully occupied homes.

July 2010, Sowetan: “Kylie Hatton confirmed that the anti-land invasion unit had removed the pegs put up by the tenants [in Happy Valley] to demarcate the plots they wanted to occupy.”

June 2011, Kylie Hatton said to WCN re: the violent eviction of backyarders: “it was highly unlikely that it was not city owned land as the Anti-Land Invasion unit was very cautious about the actions they take”. Ignores accusation that the eviction without a court order was illegal.

July 2011, IOL: “City spokeswoman Kylie Hatton confirmed that the anti-land invasion unit had demolished Dlamini’s structure twice.” Dlamini had tried to attach a wendyhouse to his tiny brick house.

Role in Home AttacksPresent during most home attacks; often seen coordinating the attacks.

Sometimes seen taking video and pointing out specific people who are most vocal in resist the forced removals.

Photographic evidence depicts his presence during Marikana home attacks on the 28 April, 1st of May and the 2nd of May.

Name of Anon #1 remains unknown because of a general lack of transparency within CoCT and ALIU in particular.

Hiding their identity? ALIU and Law Enforcement officials don't wear name tags during their home attack campaigns.

Has a digital camera from which to take photos of the home attacks.

Photographic and video evidence depicts his presence during the Marikana home attacks on the 28 April, 1 of May, and during other home attacks.

Role in Home AttacksEvidence suggests Anon #3 to be the primary 'on-scene' manager of Marikana Settlement ALIU attacks.

Wears collard button-down blue ALIU shirt instead of branded ALIU jersey worn by other attackers.

Always wears glasses; possibly to augment his aura of indifference to people's suffering.

Anon #3 remains unnamed. No name tag. No info divulged from the City.

Her meek and harmless look hides abusive role in home attacks

28 April 2013: participated in the Marikana demolitions where she pepper sprayed Abahlali baseMjondolo activist Cindy Ketani and stole her cell phone which had evidence of police abuse.

Participated in the physical abuse and assault of Cindy who is disabled and recovering from a major stroke in 2012.

Cindy laid a charge at Philippi East SAPS. However SAPS refuses to divulge the officer's name.

Four months on and still no progress with the IPID investigation against her.

Da' Big Baas: Very scary looking...and for good reason: he carries a giant shotgun and is not afraid to use it.

Proficient user of rubber bullets. Caught on video using his shotgun to chase after and shoot at township youth.

Played a leading role in coordinating police violence on 28 April 2013.

Major abuser: pushed, shoved and assaulted a number of community members.

Officer assaulted Boitumelo Ramahlele after arrest while he was being held inside the police Casspir. Video evidence and J88 hospital form provide additional evidence.

Also pushed and shoved a journalist who was filming the 'home attacks'.
