The San Marcos CISD SchoolBoard voted to name the new elemen-tary school in honor of veteran SMCISDeducator Irene Mendez . A native of SanMarcos , Mendez was herself a proudproduct of the local public schools,having attended Southside Elementary(now Bonham PreK School) , SanMarcos Junior High and San MarcosHigh School.

After her high school graduation,Mendez earned her Bachelors andMasters Degrees in Education fromSouthwest T exas State University ,now Texas State University , and de-termined that she wanted to give backto her community. She became a Mas-ter Bilingual kindergarten teacher andserved SMCISD for 28 years before her

life was cut short by cancer. During the1980’s, Mendez was recognized as a Career Ladder Teacher, an award given for excellencein teaching.

Diana Guerrero addressed the school board, stating that Mendez “carried herself withremarkable spirit, moving mountains with her teaching, building skyscrapers with her ex-pectations, and changing the hearts of so many children by enriching their lives with endlesspossibilities.” Retired SMCISD principal Sarah Lesak added, “She [Mendez] was an ex-

ample and positive role model to her students and taught them the power of education. Shewas patient, always finding solutions to any situation, especially if it had to do with educatingchildren.”

The school board acknowledged that choosing a name was difficult, for the three candi-dates submitted by the naming committee for consideration were stellar educators andcitizens: Irene Mendez, Johnnie Armstead , and Theodora Scrutchin . Irene K. MendezElementary will be located at 1805 Peter Garza Drive, the site of the current GoodnightJunior High School . In late December 2008, Goodnight moves into its new facility at 1301

Highway 123. As soon as it is vacated, the former Goodnight site will be fully renovatedthroughout the spring and summer so that Irene K. Mendez Elementary can open in fall2009.

En cuanto se va cerrando el año 2008, es apropriadoque reflejamos en todo lo que ha pasado.Primeramentetenemos y debemos de felizitar a Barack Obama y atodos los que le ayudaron en su campaña para lapresidencia de los Estados Unidos. Deveras, fue un logrohistorico de que los votantes pudieron elejir a un Afro-Americano a este puesto. Por lo tanto, esperamos quecon el liderazgo de Obama el país va poder realizar loscambios que se necesita para mejorar las vidas de lagente. Pero hay que reconocer que Obama no lo va hacersolo. Como decimos por aca en Tejas, una mano no selava sola. Eso quiero decir que Obama , comoPresidente, va necesita la ayuda de todos. Todos vamosa tener que poner nuestra parte si queremos que se cam-bia la situación sea aquí en el país o afuera del país. Ahora vamos a la situación economica. Para los queven la televisión, lo que se oye es que estamos en tiemposdeficiles. Se dicen por allí que ya no va hacer facil obtenercredito, comprar una casa o un carro. También dicenque mucha gente han perdido cantidades de dinero enel mercado monetaria de fondos mutuales y “stocks.” Aunque tal vez todo esto es cierto, hay otra gran cantidadde personas que estan diciendo o preguntando, a cualcrises? Donde esta el problema monetaria de la cualtodos estan hablando? Estos individuos tienen razon.Ellos hacen estas preguntas porque no tieneninversioners en el ‘stock market.” No tienen fondos dejubilación para cuando ya no trabajan. Asi es que esdeficil para ellos ver o entender de que se trata toda elsusto con la economia. La realidad es que no sabemos que es lo que va pasarcon la economia en los Estados Unidos o en el mundo.No sabemos en algunos casos, ni si quiera a quien se ledebe el dinero que esta en tanto peligro. Ya la vida noes como antes. Antes uno se hiba al trabajo y se saliadel trabajo. Se necesitaba algo de la tienda, se pagabaen efectivo. Si uno no tenia el dinero para hacer la comprarse esperaba o se ponia en “lay away” como más antes.Pues con eso les dejo. Pongan atención y mantenganseen comunicación.

As the year 2008 comes to a close it isappropriate that we pause and take a mo-ment to reflect on all that has gone on. Firstand foremost, we all need to congratulateBarack Obama and all those who helpedhim in his campaign for the Presidency ofthe United States. Really, it is historic thatthe voters in America were able to elect anAfrican American to this very important po-sition. And while we hope that the leader-ship of Obama will help us to realize thekind of changes that are necessary to im-prove the lives of many people, we must berealists. We must recognize that Obama by him-self is not going to bring about the kind ofchange we seek. As we say down here inTexas, a hand by itself does not wash itselfby it self.” (Sounds better in Spanish) Presi-dent elect Obama is going to need all thehelp he can get. We are all going to have todo our part if we want to change here athome and abroad. Now let’s turn to the economic situation.For those who watch television it is beingstated that we are in the middle of hard times.We are being told that it is no longer goingto be easy to obtain credit, buy a house or acar. We are also being told that many peopleare losing great sums of money in the stockmarket and with mutual funds. While all of this may indeed be true, thereis another group of people who are asking,what crises? Where is the money problemthat everyone is talking about? These indi-viduals have a reason to wonder. Some ofthem are asking these questions becausethey do not play the stock market. They donot have money tied up in mutual funds. Soit is difficult for them to understand what thiseconmics scare is all about.

The reality is that we do not knowwhat is going to happen with theeconomy in the United States orthe world for that matter. We don’teven know in some cases who isthe owner of the debt that is in somuch trouble of being lost. Life isnot like it used to be. There was atime when went to work and gotoff work. If you needed somethingfrom the store, you went and paidcash. If you didn’t have the moneyto make the purchase, you waitedor you put it on “lay away.” But things are not like that anymore. We live in a modern worldwhere things go faster. Progressis measured by how much con-sumption a house hold can under-take. Many have been conditionedto believe the bigger is better, thatmore is better. The world is changing and nowwe are beginning to see the firstsigns that we are going to have torethink what it is that makes ushappy.

One day, a poor boywho was selling goodsfrom door to door to payhis way through school,found he had only onethin dime left, and hewas hungry. He decided he wouldask for a meal at thenext house. However, helost his nerve when alovely young womanopened the door. Instead of a meal heasked for a drink of water. She thought helooked hungry so brought him a large glassof milk. He drank it slowly, and then asked,“How much do I owe you?” “You don’t oweme anything,” she replied. “Mother hastaught us never to accept pay for an act ofkindness.” He said..... “Then I thank youfrom my heart.” As HowardKelly left that house, he not only felt stron-ger physically, but his faith in God and manwas stronger also. He had been ready togive up and quit.

Years later, that young woman becamecritically ill. The local doctors were baffled.They finally sent her to the big city, wherethey called in specialists to study her raredisease. Dr. Howard Kelly was called infor the consultation. When he heard the

People have asked metime and time again why I vol-unteer. When I volunteer Iknow that I am giving some-

Specialindividuals have truly impacted my life in manyways when I was a young child; from thechurch youth workers, to the Aspendale Campleaders, to the speakers at the UTEP UpwardBound Youth Program , to the senior citizens

that delivered books to my school! It is nowmy turn to give back and I do what I can. Iencourage you to be part of our communityand contribute! There are so many options for being in-volved in your community, through profes-sional associations, neighborhood organiza-tions, arts and historic organizations and so-

cial service organizations. No man or womanis an island. People and societies co-dependon each other for survival. We can bridge theexpanding gap between communities and so-

cieties through volunteering.Volunteering is ultimately

about helping others takingpart in impacting people’s wel-fare and happiness. What better way is there toconnect with your communityand give something back? Doyou feel strongly about some-thing that is happening or not

happening in your communityand want to get involved? As avolunteer, you certainly return

to society some of the benefits that societygives you. You may be a teenager, a student, a work-ing professional, a homemaker or a seniorcitizen. Whether it’s an hour or a oneday....Find your passion and volunteer!

tation room even more determined to dohis best to save her life. From that dayforward he gave special attention to hercase.

After a long struggle, the battle waswon. Dr. Kelly requested the businessoffice to pass the final bill to him for ap-proval. He looked at it, and then wrotesomething on the edge and the bill wassent to her room. She feared to open it,for she was sure it would take the rest ofher life to pay for it all. Finally she looked,and something caught her attention onthe side of the bill.

Years later , that youngwoman became critically ill.

After a long struggle,the battle was won.

“White Christmas” (1954), starring Bing Crosby and Danny Kaye, was the first movie to be made in Vista Vision, a deep-focus process.

Every spring for the first 11 years of his life,Jaime Chahin had to leave his Eagle Pass,Texas, home a month before school let out totravel to places like Oregon, Montana, Wash-ington and Idaho — places where his par-ents could earn a living picking potatoes, hopsand cherries and hoeing sugar beets. It wasin those fields and orchards during thoselong, hot summers that Chahin learned thevalue of opportunity and education. “My frameof reference was working with the sun on yourback for nine or 10 hours a day and gettingpaid $25 an acre,” he says. “It made me real

hungry.”

That hunger spurred Chahin to chargethrough his secondary education with single-minded determination. After graduating fromEagle Pass High School in 1971, he earnedhis bachelor’s degree in sociology and po-litical science in just 33 months, immediately

landed a full scholarship to pursue hismaster’s from the University of Michigan ,then completed his doctorate in educationadministration in 1977 before his 25th birth-day.

Today, as the dean of the College of Ap-plied Art s at Texas State, Chahin hasn’t for-

gotten his roots. He has made it his missionto introduce educational opportunity intoplaces it often isn’t found.

Among his many efforts are receiving fund-

ing to endow the Tomás Rivera Children’sBook Award to promote literacy; establishingCaminos , a summer camp held at TexasState that helps disadvantaged ninth-grad-ers he calls “youth of promise” prepare forhigh school; helping to create the RockefellerBrothers Fund’s (RBF) national Fellowshipsfor Aspiring T eachers of Color program ; pro-ducing “The Forgotten Americans” a PBSdocumentary on colonias on the U.S. Mexicoborder and engaging students with camerasto document their social condition; and es-tablishing the Center for Migrant Educationat Texas State.

The Center for Migrant Education

Chahin established the center in 2000 witha small grant to provide training to teachersof migrant students within the state of Texas.Its responsibility grew rapidly. In 2003, thecenter’s staff received its first five-year grantfrom the U.S. Department of Education (DOE)in the amount of $2.8 million. “That beganthe first effort to provide training and in-ser-vice to migrant education staff in the school

districts throughout the nation,” Chahin says.

In 2008, the center received another five-year, $3.1 million grant from the DOE, giving

Chahin good reason to take pride in thepart the center and its staff has played inbringing educational opportunities to migrantstudents. “We received this grant in a na-tional competition during difficult financialtimes in this country,” he says. “To continuefunding for the next five years means thecenter staff has done exemplary work to pro-

vide the training and in-service that is neededto support the migrant education programsin America.”

Those programs include providing in-structional resources and technical assis-tance to educators who work with migrantstudents. The center facilitates training forevery state in the nation that has a migrant

education program. It also brings bilingualteachers from Mexico into the school dis-tricts where they are needed to provide criti-cal summer instruction to migrant students.

“A migrant student might leave Texas orMexico in late April to go to Wisconsin andcome back in September or October,”

Chahin explains. “So they miss [school] themonth of May and potentially the month ofSeptember. The Center for Migrant Educa-tion makes sure they transfer transcripts andhave instructional support so they can con-tinue their education and they don’t lose outwhen they come back to their home base.”

Under another DOE grant, the Center forMigrant Education also coordinates theCAMP program for migrant students attend-ing Texas State. “It pays tuition, room andboard, fees and a stipend for 50 migrant stu-dents a year,” Chahin says. “It’s for the wholefreshman year, so it adds up to about $13,000per student.”

Fellowship s for Aspiring Teachers of Color

In 2008, the Rockefeller Brothers Fundhonored Chahin for his years of service toits Fellowships for Aspiring T eachers ofColor program, which he helped establish.

Each year the program selects 25 collegejuniors from across the United States re-ceive fellowships of $22,000 to attend gradu-ate school.

RBF recognized Chahinat its annual summerworkshop in New York,where he gives a presen-tation each year to theRBF Fellows and advisesthem about applying forgraduate school and find-ing matching funds for

their fellowships.

Back home at TexasState , Chahin personallycoaches the university’snominees for the RBFFellowship. “I spend sixweeks with our students

who are chosen,” hesays. “I tell them, ‘Youhave to show that youknow the applied part, thatyou know about thetheory, and that you havethe passion to want to bea master teacher.”

Most recently, Chahincoached education ma-jors Audrey Estupin anand Albert W alker , who

became the 18th and 19thTexas State students to receive RBF Fellowships since the program’s inception.

The Road Ahead: Los Caminitos

Chahin’s newest project, Los Caminitos , is a spin-off of Caminos , the six-week summercamp he created to provide disadvantaged ninth-graders with the opportunity to earn highschool credits and gain the confidence to take a college-bound curriculum.

Los Caminitos targets much younger students — 4-year-olds. Inspired by a book heread about the impact that early exposure to language has on children’s ability to learn andsucceed academically, Chahin is working to bring together colleagues from Texas State’sDepartment of Family and Consumer Sciences to launch the program at Bonham , a SanMarcos pre-kindergarten. “I have to sell them on the idea,” he says. “They’re the experts inearly childhood education. I don’t know anything about that. The job of a dean is to facilitatethe engagement of other scholars and identify potential funding resources.”

Chahin has an idea for that. As a National Kellogg Fellow, an honor he received in 1993,he plans to seek grant funding from the Kellogg Foundation for Los Caminitos . If LosCaminitos becomes reality, it will be yet another worthy project Chahin’s passion for educa-

tion has brought to students and another notable addition to his curriculum vita, but moreimportant, to the public good. “If someone asks me where my passion for all these pro-grams come from,” Chahin says. “I say, ‘I lived it.’”

Mr. Ruben Ruiz is asuccessfull businessmanbased in San Marcos,Texas. As the author of TheOne Hour HispanicMillionarie and other books,we thought that during thistime of “economic crises” itwould be most appropriateto share his views with thereaders of La Voz de HaysCounty .

La Voz: Mr. Ruiz, you have a bookout on the market about moneyand finance. Can you tell about itand what inspired you to write it?

Ruben Ruiz: This is my secondbook of at least 6 books that I willwrite on money & financial plan-ning. The first book, The One HourHispanic Millionaire was 30 chap-ters and contained about twelvekeys to achieve financial success.For success you have to go to all12 keys in order. My latest book,The Richest Latino in America, isof course a self-help money book,but it is written in a “Novella” orstory format.

La Voz: In the book, the pointabout savings is stressed. Whatdo you tell people who say theydon’t have enough money left overafter paying all the bills to evenhave a savings account?

Ruben Ruiz: This may soundkind of tuff, but you have to find away. There are many Americansthat spend more than they make,even if it’s for necessities for thefamily. But if they always say wedon’t have any money left over allthe time, then they never will. Thatis why is so important to take anhour a week to plan, even whenyou don’t have any savings. Thehabit of putting away a percent-

age of income is easy, but is veryhard if you haven’t done it, or yourparents or grandparents did notteach you.

La Voz: Have you noticed a dif-ference between Mexican Ameri-cans who have been in the coun-try for two or three generationsand recently arrived Mexicanswhen it comes to how they handletheir money?

Ruben Ruiz: There are some dif-ferences. I think the majority ofHispanic Immigrants that havecome to America in the last tenyears have no knowledge of thefinancial system plus they alsohave not been taught to save orinvest by their parents or grand-parents. So they have two majorstruggles to contend with. Statis-tics have shown that the older ageneration is, the more they knowabout financial matters in Americaand their educational attainmentis higher. But let me be very clearabout this, it does not mean thata 2nd or 3rd generation born His-panic-American is saving or in-vesting at present, or that theyhave a good net worth; the major-ity don’t.

La Voz: In the areas around thestate where you operate, what sur-prises you the most when itcomes to personal finance?

Ruben Ruiz : In a nutshell, NOTH-ING. What I mean, is that there isno major difference in personal fi-nance, because it is a bigger city,or that the population if largely His-panic or Non-Hispanic.It is basedon Income & the “structured finan-cial plan.”. While many Hispan-ics that move to the bigger cities,

because they are paid more perhour and take home a bigger pay-check, it doesn’t mean that theysave more. It just means that theycan spend more.

La Voz : As you know theeconomy is in the news almosteveryday if not every hour. Whatare your views on what is goingon with this “economic crises?”

Ruben Ruiz: The financial crisisis again about debt. It started sev-eral years ago with the premisethat all Americans should have theopportunity to purchase a home.Everyone knows that a home-owner usually is more stable, andvalues oriented that a renter. Soover the years the government &private sector has made the “buy-ing a house” and getting a mort-gage process easier and easierto qualify.

I think many Americans alreadyknow that a lot of people shouldnot have been given a mortgage.The process became so easy thatalmost everyone that wanted ahouse could qualify for a mortgageloan. Then the lenders of theseloans would turn around and sellthem to “Investment Banks”. Thenthese banks would create a new“Mortgage Security of Bond” and

sell to institutional investors. Sobecause so many mortgage loanswent into default, it started a chainreaction. Same old story on Debt, but amuch bigger scale, because afterall everyone that wants a houseshould get one. Americans willhave to learn how to save more oftheir paycheck. This learningdoesn’t happen overnight, it takestime to get this into everyone’smindset so that it becomes auto-matic. If we compare the Internet& Cell Phone use, we find that ittook many years for the majorityof Americans to use everyday asthey take a bath.

La Voz: Let’s change up the dis-cussion and talk about RubenRuiz. Share with our readers a

little about your background andwork experience.

Ruben Ruiz: My work experiencein Financial Planning started outa few months after I graduatedfrom SWT ( Texas State Univer-sity ), and I did not plan this. I hadworked at IRS part-time while go-ing to college, and after gradua-tion worked for the IRS full time. But, I was not a permanent em-ployee and had to take the Fed-eral Exam. Well, in July of thatyear our seasonal job was over,

My work experiencein Financial Planning

started out a fewmonths after I

graduated from SWT

and I had been approved as a per-manent employee. It was going tobe about a month that I would getapproved, but in that one month Ifound the financial services indus-try and started working for a Col-lege Insurance Company. For the next 9 years I would beworking in the insurance or riskmanagement industry. During thattime I was reading more and moreabout this new industry called “Fi-nancial Planning.” Finally I madethe decision to become a finan-cial planner, advisor, coach, what-ever you like. Since the financial planning in-dustry was only about 10 yearsold, we were both writing the bookon how to market or build a finan-cial planning business. I made justenough money to pay bills for thenext twelve years because I waslearning something new about theindustry and then had to transferthat knowledge into a profitablebusiness.

Throughout those years andeven up to the present I neverstopped learning, and acquiredseveral professional designations& diplomas. Then I made up mymind to get my Masters in finan-cial planning and started, andabout three months later while at-tending a “financial bootcamp” onWealth, I made the decision towrite a book on financial self-im-provement. So here I was in a state of mindthat I had to accomplish both ofthese major goals, and still con-tinue my business & practice. Itwas so enjoyable & pleasurable

for me because of what the futurewould bring, that I worked everyweekend to complete these twogoals. All of this experience &training has given me today themindset to quickly determine aclient’s financial mess or how toincrease their net worth with a rec-ommended structured plan of ac-tion. I continue my education ev-ery month.

La Voz: Who inspires you?

Ruben Ruiz: I don’t know if I re-ally have a single person anymore,besides my family, which is kindof an automatic inspiration for me.But, the goals are my big inspira-tion, because when you write themdown, and then the steps to ac-complish them, I see the future.And that is always exciting.

At one point just a few years ago,I had thought about being an au-thor, as am sure many peoplehave. But I did nothing about it be-cause I thought, it’s too hard, toomuch money, when will I write it,how will I write it, and so on. It was not until I wrote down asa goal, and implemented thesteps to reach that goal that ithappened. This is much the samefor Hispanics that want to increasetheir net worth and become finan-cially independent; they will needto set up their goals, and then thesteps (structured financial plan)to accomplish.

La Voz: What would you say isthe best economic decision youhave ever made?

Ruben Ruiz: That’s easy becom-ing a business owner/entrepreneurin financial planning.

La Voz: What was your worsteconomic decision?Ruben Ruiz: That I did not savemoney for the first 15 years of myadult life (Seems I have heard thatbefore).

La Voz: Tell us about your cur-rent business.

Ruben Ruiz: My business prac-tice consists of working withmainly Baby Boomers, and alsoSeniors, Business Owners andYoung Adults to help them achievefinancial independence. When Iwrote my first book three yearsago, I decided to self-publish andhave made another goal to do aseries of financial self-improve-ment books. My second book just came outthis year, The Richest Latino inAmerica, and in addition to beinga self-improvement book, it is alsoa “Novella” or story book.

It won three International LatinoBook Awards in Los Angeles ear-lier this year. My business is allabout educating and trainingpeople, the majority of them be-ing Hispanic, about financial plan-ning & building their net worth &wealth, whether I do it through aprivate consultation or meeting, orthrough my books & workshops.

I just recently wrote down anothergoal, and I think maybe I blew agasket or something, but the goalis to sell One Million books by 12-31-10 , through non-profit organi-zations, private companies, andassociations, online, throughseminars & workshops, all thenon-traditional outlets for book dis-tribution. By doing this especiallyfor the Non-Profit Organizations,they can make a profit to use forthe further development of theirorganization and their members.

La Voz: You recently moved fromdowntown San Marcos to Corpo-rate Drive on the South side ofSan Marcos . Are we to interpretthat as a sign of growth?

Ruben Ruiz : Well I hope so. Forthe last 20 years I had either paidrent or shared space & ownershipwith my partner & friend JavierLedesma , and I wanted to find anoffice just for my business. At thesame time, Javier needed morespace because of the growth ofhis Tax Business in CentralTexas , and so Javier kept 100%of the building and I moved to thenew office. In addition my spouseAmanda , and son Richard &daughter Raquel work with me inthe business. We are also closerto our home, about 10 minutesaway.

La Voz: What is left on your listof things to do in life?

Ruben Ruiz: Alfredo, I am gladyou asked me that. I have threethings currently, that I want to doin life; The first is writing a finan-cial column for a newspaper,magazine and get paid for it; and2nd, which I have mentioned ear-lier, to sell one million books by12/10, and you get to help me doboth. The third thing or goal is togo to the Fiji Islands in the Pa-cific and stay a month.

The Caminos Pre-College Leadership Campat Texas State University is in its fifth year of bringing students fromMiller and Goodnight Junior High schools into a six-week transi-tional program, preparing them for success at the high school level.Students graduating from the 8th grade are chosen by the teachersto participate in the program to gain leadership skills and earn creditstoward high school. The Caminos project focuses on leadershipdevelopemnt, academic instruction, and the college application pro-cess. Dr. Jaime Chahin, Dean of the College of Applied Art s,says that Texas State provides room and board, field trips, and onand off campus transportation for the participating students. Texas Folklife , a statewide non-profit organization,

wants the Rio Grande Valley to tell its story with its ownvoice in the “Voices of the Valley” project. Residents ofthe Rio Grande V alley will have the opportunity to learnhow to record oral history and have their work aired onan hour-long performance and radio program. The project was launched in April at the University ofTexas-Pan American (UTPA) during a public lectureconducted by Elizabeth Perez Luna . Luna is the newsdirector and executive producer of national radio pro-

gramming at WHYY-FM (90.9) in Philadelphi a. “It wasan intense two-day radio training focused on creating a10 minute piece on curanderismo,” said Nancy Bless ,Texas Folklife executive director. Texas Folklife wants to collect stories on the folklifeand folklore of the Valley as a way to document its his-tory. They have worked with community residency workin the past with various people in doing just that. “We

are currently working with teachers and students fromLa Joya High School, Edcouch High School’s Llano Grande Center for Research andDevelopment and UTPA,” said Bless. B less explained that there is an interest intelling community stories among the students currently receiving training on the proper useof audio technology including microphones, being aware of the environment while recordingand then editing the material they record. Cristina Balli , project director of The South T exasProject, is now based in the Valley and currently providing the training and workshops to theLa Joya and Edcouch students on a weekly basis. Balli provides such basics as how toconduct an interview, proper use of audio equipment, how to structure a story, and editing the

finished product. “Some of the stories they have mentioned interest in documenting are theirfriend’s lifestyles, quinceaneras, and even livestock and slaughterhouses. Their interestsare all over the place and that’s great,” said Balli. Students are now familiar with audio production formats; they can record interviews andgather sound elements and they know the basics of digital editing. Next they will learn howto log their material and produce their stories. Some of them know how to conduct oralhistories as well. UTPA students work without the assistance of a trainer since they havemore resources. They then present their creations to Texas Folklife. The Austin -basedorganization has worked on smaller projects with the Valley community in the past but sees

so much more potential and expects great success with this current project. They are now partnering with the non profit organization La Unión del

Pueblo Entero (LUPE) to train staff and members to also produce stories for the radioprogram. On Nov. 14, Alex Avila , senior producer of Latino USA on NPR, and Balli gaveLUPE staff their first orientation on the project and overview of the technology they will learnto use. Ideally, students will create short edited pieces about three minutes each for publicconsumption by springtime. The final pieces will also be available online at the TexasFolklife Web site when they are finalized.

No existeninguna ley federal o estatal que prohiba laadmisión del los imigrantesindocumentados a colegios y universidadesen los Estados Unidos de América , ya sean

públicos o privados, ni hay una ley federal oestatal que requiera que los estudiantesdemuestren que son ciudadanosamericanos para seradmitidos a una institución de enseñanzaavanzada en los Estados Unidos.

Sin embargo, hay polizas institucionalesque varían en la admisión de este tipo de

estudiante. El estado de Texas fue el primeroen decretar una ley en 2001 para que estosestudiantes pudieran asistir a unauniversidad y pudieran pagar in-state tuitiony no tuvieran que pagar costos como losestudiantes internacionales. Rick Noriega ,Diputado del Distrito 145 en Houston, tuvoéxito en pasar una propuesta histórica

conocida como House Bill 1403 para proveercostos estatales y asistencia financial aciertos estudiantes que son inmigrantes.

También, en Texas fue donde se inició laseñal del juicio Plyer v . Doe que llegó hastala Corte Suprema de los Estados Unidos en1982 permitiendo a cada niño la educación

gratuita en las escuelas públicasgarantizando una educación hasta el grado12. Esta legislación fue ganada en la basede la Enmienda Catorce de los EstadosUnidos.

Muchos legisladores en otros estados handebatido propuestas con criterio similar parapasar tal legislación. La legislación estatal

decretada generalmente, requiere que losestudiantes hayan residido en el estado portres años, que se hayan graduado de unasecundaria estatal, hayan recibidonotificación de haber sido aceptados a uncolegio o universidad pública y que hayanfirmado un affidavit declarando que harán unasolicitud para legalizar su estado de

residencia legal.

Diez años después de la conquista deMéxico, el día 9 de diciembre de 1531, JuanDiego iba rumbo al Convento de Tlaltelolcopara oír misa. Al amanecer llegó al pie delTepeyac . De repente oyó música queparecía el gorjeo de miles de pájaros. Muysorprendido se paró, alzó su vista a la cimadel cerro y vio que estaba iluminado con unaluz extraña. Cesó la música y en seguidaoyó una dulce voz procedente de lo alto dela colina, llamándole: “Juanito; querido JuanDieguito”.

Juan subió presurosamente y al llegar ala cumbre vio a la Santísima Virgen Maríaen medio de un arco iris, ataviada conesplendor celestial. Su hermosura y miradabondadosa llenaron su corazón de gozoinfinito mientras escuchó las palabrastiernas que ella le dirigió a él. Ella habló enazteca. Le dijo que ella era la InmaculadaVirgen María, Madre del V erdadero Dios .Le reveló cómo era su deseo másvehemente tener un templo allá en el llanodonde, como madre piadosa, mostraría todosu amor y misericordia a él y a los suyos y acuantos solicitaren su amparo. “Y pararealizar lo que mi clemencia pretende, irása la casa del Obispo de México y le dirásque yo te envío a manifestarle lo que muchodeseo; que aquí en el llano me edifique untemplo. Le contarás cuanto has visto yadmirado, y lo que has oído. Ten por seguroque le agradeceré bieny lo pagaré, porque teharé feliz y merecerásque yo te recompenseel trabajo y fatiga conque vas a procurar loque te encomiendo. Yahas oído mi mandato,hijo mío, el máspequeño: anda y pontodo tu esfuerzo”. Juanse inclinó ante ella y ledijo: “Señora mía: yavoy a cumplir tumandato; me despidode ti, yo, tu humildesiervo”.

Cuando Juan llegó a la casa del ObispoZumárraga y fue llevado a su presencia, ledijo todo lo que la Madre de Dios le habíadicho. Pero el Obispo parecía dudar de suspalabras, pidiéndole volver otro día paraescucharle más despacio.

Ese mismo día regresó a la cumbre de lacolina y encontró a la Santísima Virgen que

adquirieron el nombre de Guadalupe , títuloque ha llevado por cuatro siglos.

Se lee en la Sagrada Escritura que entiempo de Moisés y muchos años despuésun gran cometa recorría el espacio. Tenía laapariencia de una serpiente de fuego. Losindios de México le dieron el nombre deQuetzalcoatl , serpiente con plumas. Letenían mucho temor e hicieron ídolos de pie-dra, en forma de serpiente emplumada, alos cuales adoraban, ofreciéndolessacrificios humanos. Después de ver lasagrada imagen y leer lo que les dijo, losindios abandonaron sus falsos dioses yabrazaron la Fe Católica. Ocho millones deindígenas se convirtieron en sólo siete añosdespués de la aparición de la imagen.

La tilma en la cual la imagen de laSantísima Virgen apareció, está hecha defibra de maguey. La duración ordinaria deesta tela es de veinte años a lo máximo.Tiene 195 centímetros de largo por 105 deancho con una sutura en medio que va dearriba a abajo.

Impresa directamente sobre esta tela, seencuentra la hermosa figura de NuestraSeñora. El cuerpo de ella mide 140centímetros de alto.

Esta imagen de la Santísima Virgen es elúnico retrato auténtico que tenemos de ella.Su conservación en estado fresco y hermosopor más de cuatro siglos, debe considerarsemilagrosa. Se venera en la Basílica deNuestra Señora de Guadalupe en la Ciudadde México , donde ocupa el sitio de honor enel altar mayor.

La Sagrada Imagen duró en su primeraermita desde el 26 de diciembre, 1535 hastael ano de 1622.

La segunda iglesia ocupó el mismo lugardonde se encuentra hoy la Basílica. Estaduró hasta 1695. Unos pocos años antesfue construida la llamada Iglesia de losIndios junto a la primera ermita, la cual sirvióentonces de sacristía para el nuevo templo.En 1695, cuando fue demolido el segundotemplo, la milagrosa imagen fue llevada a laIglesia de los Indios donde se quedó hasta1709 fecha en que se dedicó el nuevohermoso templo que todavía despierta laadmiración de Mexicanos y extranjeros.

Cuando Juan Diegoestuvo ante el ObispoFray Juan deZumárraga , y le contó

los detalles de la cuarta aparición de laSantísima Virgen , abrió su tilma paramostrarle las flores, las cuales cayeron alsuelo. En este instante, ante la inmensasorpresa del Señor Obispo y suscompañeros, apareció la imagen de laSantísima Virgen María maravillosamentepintada con los más hermosos coloressobre la burda tela de su manto.

LA CURACIÓN DE

JUAN BERNARDINO

El mismo día, doce de diciembre, muytemprano, la Santísima Virgen se presentóen la choza de Juan Bernardino para curarlede su mortal enfermedad. Su corazón sellenó de gozo cuando ella le dio el felizmensaje de que su retrato milagrosamenteaparecido en la tilma de Juan Diego , iba aser el instrumento que aplastara la religiónidólatra de sus hermanos por medio de laenseñanza que el divino códice-pinturaencerraba.

Te-coa-tla-xope en la lengua Azteca quieredecir “aplastará la serpiente de piedra”. Losespañoles oyeron la palabra de los labiosde Juan Bernardino . Sonó como “deGuadalupe. As a young man, Abraham Lincoln went to war a captain and returned a private.Afterwards, he was a failure as a businessman. As a lawyer in Springfield , he was tooimpractical and temperamental to be a success. He turned to politics and was de-feated in his first try for the legislature, again defeated in his first attempt to be nomi-nated for congress, defeated in his application to be commissioner of the General LandOffice, defeated in the senatorial election of 1854, defeated in his efforts for the vice-presidency in 1856, and defeated in the senatorial election of 1858. At about that time,he wrote in a letter to a friend, “I am now the most miserable man living. If what I feelwere equally distributed to the whole human family, there would not be one cheerfulface on the earth.”

Winston Churchill failed sixth grade. He was subsequently defeated in every elec-tion for public office until he became Prime Minister at the age of 62. Tamales in Latin America

In Belize, El Salvador , Cost a Rica,Honduras, Nicaragua and Colombiathey are wrapped in plantain leaves, andthere are several varieties, including tamalde gallina, tamal pisque, and tamal deelote (in Costa Rica , the name can alsobe used for a type of corn pastry). Theyare generally large, similar in size to thetamales of southeastern Mexico.

In Guatemala, Belize and Honduras, inaddition to the El Salvador versions, thereare tamales without filling which are servedas the bread or starch portion of a meal:· Tamal de elote (made with yellow corn,sometimes with a sweet taste)· Tamalito de chipilín (made with Chipilín,a green leaf)· Tamal blanco (simple, made with whitecorn) During Christmas holidays, tamales ofcorn flour are a special treat for Guatema-lans. The preparation time of this type oftamal is long, due to the amount of timerequired to cook down and thicken the flourbase. In Panama , tamales are considered oneof the main national dishes. The Panama-nian tamal is fairly large. The most com-mon fillings are chicken, raisins, onions,tomato sauce, and sometimes sweetpeas. Rarely you see pork versions. An-other variation is tamal de olla, which iscooked in a pot and then served directlyonto plates. A tamale (Spanish tamal, from Nahuatltamalli), is a traditional indigenous Ameri-can food consisting of steam-cooked corndough (masa) with or without a filling. Ta-males can be filled with meats, cheese(post-colonial), and sliced chillis or anypreparation according to taste. The tamaleis generally wrapped in a corn husk orplantain(post-colonial) leaves before cook-ing, depending on the region from whichthey come. Their essence is the corn meal doughmade from hominy (called masa), or amasa mix such as Maseca, usually filledwith sweet or savory filling, wrapped in plantleaves or corn husks, and cooked, usuallyby steaming, until firm. The most common filling is pork butchicken is also used, in either red or greensalsa or mole. Another very traditional varia-tion is to add sugar to the corn mix and fillit with raisins or other dried fruit and makea sweet tamal (tamal de dulce). Since thecooking of tamales is traditionally done inbatches of tens if not hundreds, and theratio of filling to dough (and the coarse-ness of the filling) is a matter of discretion,there are commonly a few “deaf”, or filling-less, tamal (tamal sordo), which might beserved with refried beans and coffee. In-stead of corn husks, banana leaves areused in tropical parts of the country suchas the states bordering the Gulf of Mexico,Oaxaca, Chiap as, Veracruz , and theYucatán Peninsula . These tamales arerather square in shape, often very large—15 inches (40 cm) or more— and thick; alocal name for these in SouthernTamaulip as is zacahuil.
