Portugal and Morocco
Between 711 A.D. (invasion of Iberia by Tarik) and 1769 A.D. (withdrawal from Mazagan, last Portuguese city in the coast of Northern Africa), a state of hostility existed between the peoples in Lusitania and the Berber nations.
One thousand years of bloodshed.
A deep heritage was however left on both sides:
- in culture - and genetics.
In 1774, a Peace and Friendship Agreement was signed – one of the oldest recognized nowadays.
A quarter of millennium of appeasement and reconciliation.
It’s about time we do something more.

INESC TEC studies the submarine interconnection Portugal - Morocco
INESCTEC is the winner (in consortium) of the international tender to study the electric power interconnection between Portugal and Morocco.
The INESC TEC and Portuguese technical and scientific capacity, demonstrated in Europe and South America, is now transposed to the connection to North Africa.
INESC TEC has been an active participant in many European Projects namely related to HVDC submarine links.
INESCTEC Participation
The INESCTEC contribution: evaluation of technical feasibility of differentinterconnection technologies leading to the best technic/economic solution.
This demands:
• a steady-state simulation model of the Iberian and Morocco Power Systems• a dynamic simulation to assess the impacts of the interconnection
INESC TEC has been an active participant in many European Projectsnamely related to HVDC submarine links.

Med-TSO aims at establishing a trans-Mediterranean Electricity System and cross-border exchanges
Med-TSO is the Association of the Mediterranean Transmission System Operators (TSOs) for electricity, operating the High Voltage Transmission Networks in 18 Mediterranean Countries.

National Energy Strategy of Morocco and INESC TEC
Several new institutions were created, associated to the Ministry of Energy, Mines, Water and Environment, such as: MASEN, to manage renewable energy projectsAMEE, for energy efficiencyIRESEN, to support research in renewable
generation technology and solutions
INESC TEC has a Strategic Agreement with IRESEN.Vladimiro Miranda (INESC TEC) is a member of the Scientific Council of IRESEN.
Morocco set as target for 2020 to reach 43% on renewables penetration inelectric energy generation – and to reach 52% by 2030.

The Strategic Agreement between IRESEN & INESC TEC includes a vision for theGreen Energy Park in Ben Guerir. This is integrated in the construction of theGreen City, developed around the Mohammed VI Polytechnic University (UM6P).

INESC TEC transfers technology to Morocco
Smart grids in Morocco.
With the support of IRESEN, and in partnership with ENSAK - Ecole Nationale Des Sciences Appliquées à Kénitra (Ibn Tofaïl University), INESC TEC develops the project SECRETS – Sustainable Energy Clusters Realized Through Smart Grids.
INESC TEC has a Cooperation Agreement with ENSAK.A Smart Grid Laboratory, similar to the Smart Grid and Electric Vehicle Lab at INESC TEC (Porto) is being put up in Kenitra and will be available for research by Moroccan partners.

Morocco and Portugal: a long continuous underwater frontier after the extension of the continental platform
INESC TEC has developed a set of new technologies and established partnerships with industrial companies to explore the ocean and sub-sea floor (underwater mining, oil and gas, extreme biology resources).

TURTLE may have 2 month autonomy under water. The TURTLE concepts may be applied in the development of underwater autonomous observation platforms, independent of underwater power or communication cables.

Oceanic underwater observation network composed of mobile TURTLE stations
Canada installed networks for oceanic observation, in the Pacific, Artic and, in smaller scale, in the Atlantic, in depths from 200 to 2000 m, with fixed stations connected by more than 1.200 km of submarine cables (for energy and data communication).
The deployment and maintenance cost is extremely high.
We propose that a joint Morocco-Portugal effort could deploy, in the border region, an underwater network of mobile TURTLE stations, with superior flexibil ity, and costs of 1 to 2 orders of magnitude below the Canadian design.
