Marcus Moziah Garvey(1887-1940)

Marcus Garvey was born on August 17, 1887, in St. Ann’s Bay, Jamaica. At an early age, Marcus learned to take pride in his race. He was an excellent reader who tried to read every book he could find. He would often read the dictionary to increase his word knowledge and reading skills. But, at age 14, Garvey had to quit school and go to work to help support his family.

Garvey became a printer’s helper in Kingston, Jamaica. In this newspaper job, he learned many skills that would be useful to him later. In 1912, he went to London, England and studied at Birbeck College. There he became interested in African Independence. He began to write for the African Time and Orient Review.

In 1914, Garvey returned to Jamaica, convinced that blacks must find ways to help themselves. So, he and a small group of friends founded the Universal Negro Improvement Association (UNIA). The UNIA promoted racial unity through education, racial pride, business development and trade with Africa. In 1916, Garvey came to the United States. Within two months, Garvey had recruited nearly 2,000 members in the UNIA organization. He traveled throughout the United States preaching racial pride and independence.

Within five years, more than one million Blacks had joined the UNIA. The UNIA had chapters in every major U.S. city, the Indies, Central America, and South America, and South America. In 1918, Garvey began to publish the Negro World, which became a leading weekly newspaper.In 1922, however, the UNIA fell upon hard times, and Garvey was falsely arrested and convicted for mail fraud. After many appeals in the courts and receiving support from many friends, Garvey began serving his jail sentence in 1925. In 1927, his five-year prison sentence was suspended.

In 1940, Marcus Garvey died in London at the age of 52. We can remember Garvey best for his great ability to organize the masses of Blacks. He would often state, “Up you mighty race, you can accomplish what you will.”

History of Marcus Garvey School

Marcus Garvey School was opened on September 4, 1973. The membership was comprised of pupils from the overcrowded Fernwood and Mount Vernon Schools. Parents named the school after Marcus Moziah Garvey, a pioneer for the advancement of Black people of all nations. Mrs. Marie Veazey, the first principal, served from 1973-1983. Dr. Eleanor Temple, the second principal, served from 1983-1993. Our third principal, Mrs. Patricia Taylor, served from 1993-2005. Our current principal, Mrs. Michelle (formerly Miller) Van Allen, joined the Marcus Garvey family in 1994 and has served as principal since 2005.

Principal’s Welcome

We are happy to have each of you as a member of the Garvey family. Marcus Garvey School is a Chicago Public School serving children in grades pre-kindergarten to eighth grade.

The Marcus Garvey Math and Science Program places an emphasis on math using the Math Connects program in grades K-6th, which incorporates using math manipulatives and frequent review and assessments and Algebra I for 8th grade students. Our emphasis on science is enhanced with our Science Labs.

To assure that our students acquire the skills of research, writing and publishing, we have a Computer Technology Lab for grades Kindergarten-8th. The computer lab is equipped with 32 computers and a mobile laptop unit.

Marcus Garvey also offers programs such as Accelerated Reader, Primary and Upper Grade Science Fair, Social Emotional Learning, Character Education and Mentoring.

Marcus Garvey School has many extracurricular activities in which students can become involved. They include basketball, track and field, softball, football, golf, band, inspirational dance, robotics, cheerleading, an award winning Video Production Program, You Be the Chemist and the National Junior Beta Club.

The Marcus Garvey School provides an Annual Awards Banquet where students who are on the honor roll, have perfect attendance, and/or are winners of a state, district, or city competition are acknowledged and presented awards.

Admissions

New kindergarten students must be 5 years old on or before September 1 of the school year in which they are enrolling. New first grade students must be 6 years old on or before September 1. A physical examination is required when a student enters school for the first time. Ages must be verified by an original birth certificate and immunization records must be complete. Upper level students who are transferring from other schools should arrange to provide copies of their academic record and medical record to ensure their admission to the proper class.

Medical Requirements for September

Please see special notices regarding measles and lead screening. The following physical examination and inoculation guidelines apply to all children attending a Chicago Pubic School in August:

Physical Examinations are required for the following children: entering pre-school, kindergarten, 6 th grade, and 9th grade and students who transfer in from any school other than a Chicago Public School. Physical examinations must be less than one year old when the child enters in the fall.

Dental Examinations are required for the following children: Students entering kindergarten, 2nd grade, and 6th grade.

Chicken pox vaccination is required for Pre-kindergarten and Kindergarten students, Hepatitis B Series is required for Grade 6, and Haemophilus Influenza Type B (HIB) is required for Pre-Kindergarten. Lead screening is required for all children age 6 and under. Tdap Pertussis (whooping Cough) is required for all 6th -8th garde students. Lead screening test results must be written on the child’s physical examination form or in a doctor’s statement. Statements such as results pending are not acceptable.

Medical Exclusions

Children are excluded from school for the following health problems: Fever Vomiting Diarrhea Skin Rash/Infections Severe Cough or Cold

Extreme Pallor (paleness) Sore Throat Chicken Pox Open Sores

Pain in Chest/Back of Neck Dizziness/Weak Pink Eye Swollen Glands in Neck

Because one or more of these symptoms may be a sign of an illness that is very contagious to other children, it is advisable that the school exclude the child. Please call your family doctor or clinic for medical care. Children cannot return to school without a doctors statement for the following conditions: Scarlet Fever, Measles/Rubella, Meningitis, Pink Eye, Hepatitis, Fungal Infection (Ringworm), Chicken Pox,

Strep throat, and Contagious Skin Rashes.

Discipline Code

Marcus Garvey School assumes that all students come with the intention of doing their best in all areas of school life. Our goal is to teach students to behave in an appropriate manner and to take responsibility for all of their actions. This responsibility is the key to good conduct and proper consideration for other people. Students showing disrespect or violating the classroom, cafeteria, or playground rules will be disciplined according to the Chicago Public Schools Student Code of Conduct. You should receive a copy. Please inform the classroom teacher or the office if you do not have one.

Please Note: Fighting is strictly forbidden in the school or on campus. Breaking this rule will result in immediate action according to the Chicago Public Schools Student Code of Conduct.

Expected Behavior for Marcus Garvey Students

1. Students must model quiet, courteous behavior at all times.2. Students must respect the rights of other students and adults.3. Students must not fight or play roughly.4. Movement through halls must be quiet and orderly.5. Tardy students must bring a note from home.6. Absent students must bring a note from home.7. Students should not arrive at school before 7:45 a.m. Breakfast will be served in the classroom

beginning at 8:00 a.m. (In inclement weather, pupils will be allowed in the lunchroom.)8. Obey all teachers and other adults in the building.9. Students must not bring radios, tape recorders or cell telephones to school without advanced

permission from the administration.10. Students must be absolutely quiet during fire and disaster drills.11. Come prepared to work everyday with pencils, pens, and paper.12. Listen courteously.13. We act proud to be proud.

School Hours and Bell Schedule

The entrance bell will ring at 7:55 a.m. each morning. Children are expected to be in their lines ready to enter the building at that time. Parents are not to accompany children to their rooms. If they wish to see a teacher, they must schedule an appointment in the main office. The tardy bell will ring at 8:05 a.m. Breakfast will be served in the classroom from 8:00 a.m.-8:15 a.m. Students that are tardy will not be able to receive breakfast after 8:10 a.m. Since we are a closed campus school, children are dismissed at 3:00 p.m. Please

be sure your child is on time for school. A note must be sent if your child is tardy or absent.

Occasionally, during the winter months, weather conditions may cause schools to have a delayed opening or a complete close down. In either of these events, the school superintendent will notify us of the situation.

Entrance and Dismissal Procedures

In an effort to continue to provide a safe and orderly environment for our students we are asking for your help and understanding in carrying out our entrance and dismissal procedures. Our goal is to see that each child experiences a safe and productive day from the time he/she arrives and/or is dismissed from school. We look forward to the home, community, and school to continuously work together to maintain this goal.

Preschool students are to enter and exit via the lunchroom door located on 103rd street. Kindergarten through fourth grade line up on the east side of the playground and will enter through the Sangamon Street door. Fifth through eighth grade will line up on the west side (Morgan Street) of the playground and enter through the main entrance. All students are to line up according to their room number. All students will be dismissed through the Morgan street doors. Our crossing guard will be located on 103rd and Morgan.

Because our sidewalk space is limited, and we must dismiss approximately 300 students, parents are requested to please remain outside the fenced area as they wait for the student(s). An orderly dismissal is difficult if we have additional people in the dismissal area. Please emphasize to your child/children to come directly home when dismissed. If students must wait it is imperative that they wait in the designated areas, which have been explained to them.

Traffic Safety

Parents who drive students to and from school are asked not to park on the east side of Morgan. This space is reserved for our buses. For our children’s safety, please be patient and do not honk horns. This noise is very distracting to little children and they may do careless things because their attention is interrupted. Instruct your child not to run out into the street traffic or dart between cars and buses. Please display good manners when picking up your child. Do not block traffic by sitting in the middle of the street. If your child is late, try to go around the block again. Do not make everyone else wait for your convenience.

Student Appearance/Uniforms

Students are expected to keep themselves well groomed and neatly dressed at all times. Clothing that does

not sufficiently cover a student is considered inappropriate. Halter-tops, tank tops, spaghetti straps, half or fishnet shirts, shorts and skirts above the knee, holes/slits in pants, form fitting apparel, flip flops, open toe shoes, body piercing, distracting hair designs/color, earrings on boys and make-up on girls are not permissible at school. Leggings with short shorts or skirts are not acceptable.

T-shirts or other clothing that in any way promote alcohol, drugs, smoking, violence or offensive language are not permissible at school. Students are expected to observe the basic standards of cleanliness, modesty, and good grooming. Marcus Garvey Local School Council has implemented a uniform dress code for students. Students are expected to wear uniforms Monday through Friday.

*Note: Jeans or black denim are not acceptable. All shirts must be collared without logos. Uniforms must be worn Monday through Friday. All skirts/shorts must extend below the middle finger tip all around. Any clothing accessories must be the approved school colors (red, white, black or navy). This includes belts, tights, socks, leggings, etc.

Attendance

Regular school attendance is required for successful learning. Students should strive to be in school each day and be on time. Parents are required to call the school between 8:00-9:00 a.m. if their child is absent from school. The following are the only recognized excuses for school absence: personal illness, family illness, death in the family, and religious holiday. Upon returning, a note must accompany the student stating cause and date of absences. Students must be in attendance at school on the day of event in order to participate in the event. This includes all 8th grade events.

Punctuality is important at all times. The home and school must cooperate in helping children feel a definite responsibility for arriving at school on time. A student is considered tardy if he or she arrives in the classroom after 8:10 a.m. (There will be an exception if tardiness is due to late arrival of school bus).

Tardiness records are kept and marked on the students’ report card. (Note: Students should not arrive at school before 7:45 a.m. When your child is ill, the evening before the day of school, please keep him/her at home. Children who run fevers, vomit, experience diarrhea, coughing or sore throat or other cold/flu related symptoms are not ready for a rigorous day of school. They need at least 24 hours rest before returning to school.

Early dismissals seriously disrupt the entire educational program; therefore, do not use this procedure for your convenience. Please note that students who arrive after 8:45 or receive an early dismissal prior to 2:20 are considered absent for half-day. However, any arrival after the schedule school start time or prior to the scheduled dismissal time is considered an early dismissal. Consider the needs of your child. Avoid early dismissals whenever possible. For your child’s safety and protection, a specific procedure must be followed:

1. Send a note indicating date and time, name of the person picking up your child (this person must be registered on the emergency form and 21 years or older), and telephone number where parent/guardian can be reached to confirm the dismissal.

2. The child must be picked up by a parent or an adult 21 years or older from the school office.3. An adult listed on the emergency form must sign the child out from the main office including after

school programs.Change in Child’s Regular Schedule

When it is necessary for a child to deviate from his normal routine, a note from the parents should be presented to the teacher. These changes include staying after school for an event, or being picked up by a parent when the student usually rides the bus.

Illness or Injury

In case of illness or injury, a student will be cared for temporarily by a member of the school staff. If emergency medical treatment is necessary, the parents will be contacted. If parents are not available, the student will be taken to the emergency room at the nearest hospital.

Remember, an emergency telephone number where a parent can be reached and the name and telephone number of the students family doctor must be up to date and on file in the school.

Medication and Drug Policy

Many students are able to attend school regularly only through effective use of medication in the treatment of chronic disabilities or illnesses that will not hinder the health and welfare of others.

Students may not bring any medication to school except inhalers to treat asthma. School must be notified of this need in writing. The Board of Education strongly recommends that medication be administered at home. Parents should ask their doctor to arrange the time medication is given to avoid school hours if possible. If this is not possible, parents may come to school to administer medication to their children. Teachers and other staff members are NOT to administer medicine.

Valuables

Common sense and consideration is the best guide in determining whether or not to bring personal possessions to school. The school administrators and staff cannot be responsible for valuables that students bring to school. The school will not be responsible for lost, broken, or stolen items. Examples include electronic devices, cell phones, dolls, toys, etc. Valuables or large sums of money should not be brought to school at all. According to Board Policy cellular telephones are not allowed in school unless the administration has given prior approval. If students are caught with cell phones they will be taken and only returned to the parent/legal guardian before or after school.Homework Policy and Guidelines

Definition of Homework: Studying, written work, and doing projects at home for school preparation.

Purpose of Homework: Homework is an extension of the school experience designed to enrich

and reinforce learning and contribute toward the development of responsibility.

Parent support: Homework is only truly effective when parents are supportive and cooperative with the teachers. Students in all grades will have homework assignments on a regular basis. Parents are asked to check the agenda book everyday for homework assignments. Homework must be neatly completed, on time and turned in as instructed.

Homework is an important part of our program. We expect students to spend time each evening completing homework. In addition, we also ask that your child spend at least 20 minutes each evening reading a book for pleasure. We have library books available for this purpose Children in the primary grades should spend at least one half hour studying. Intermediate grade students will be assigned an average of one hour of homework each evening. 7th and 8 th grade students will be given an average of 1-2 hours of homework to be completed. Please supervise this time.

We ask that parents of pre-school and kindergarten students read to their child for 20 minutes each evening. We ask that all other parents, grades 1st-8th, listen to or read with their child for 15-20 minutes each evening.

A quiet place, free from distractions such as TV and radio, should be available for study. Please take time each evening and check the work your child is assigned. Check with your child ’ s teacher immediately if your child says there is no homework assigned.

Homework will be assigned Monday through Friday. Students will also be involved in long-term assignments, projects, research assignments and the Measuring Up Program.

Students should maintain an assignment notebook and complete all assignments carefully and on time. Parents should review the student’s assignment book and completed assignments regularly.

A quiet study atmosphere should be provided, and if there is a problem with homework, please communicate with the teacher.

Report Cards and Progress Reports

Report cards are issued to all students every ten weeks. All report card distribution days are attendance days for students. Parents are required to pick up report cards for the first and third marking periods. Progress reports are issued to all students after the sixth, sixteenth, twenty-sixth and thirty-sixth weeks of school. The progress reports must be signed by the parent/guardian and returned to the teacher. Parents may also monitor and check their child/children progress daily on GRADEBOOK. Progress reports will be distributed September 25, 2013, December 11, 2013, February 26, 2014 and May 7, 2014.

Parent/Guardian Conferences/Visits

Parents/guardians are encouraged to communicate with their child’s teachers regarding any school concern. Teachers are available by appointment only. Please stop by or call the main office if you would like to schedule an appointment with your child’s teacher. Drop in visits disrupt the learning activities of the class and will not be allowed. To the extent your schedule permits, we encourage parents/guardians to be INVOLVED in the school by:

Newsletters

Classroom newsletters and reminders will be sent home quarterly.

Supplies/Books/Supplementary Materials

Most materials are provided by the schools. Students and parents are asked to cover books and take

proper care of them. Parents will receive notice of workbook and lab fees. These materials become the property of the student. There are supply lists for each grade level.

Bus Service

Bus service is provided for some children who are in special education or students who live in walking routes involving hazardous situations. Please call the bus company directly if the bus does not arrive on time. Pick-up points have been established for each child. The same site must be used for both pick up and drop off. Students assigned to the bus must ride the bus to and from school.

It is very important that your child knows what to do on and around a school bus. Talk with your child about how to get on and off the bus safely. They should always wear

the seat belt and use handrails in getting on and off the bus. They must remain seated until the bus comes to a complete stop. Children on the buses are expected to behave properly at all times. They must obey the following safety rules:

1 Arrive at the bus stop before the bus is expected to arrive and wait in an orderly fashion.2 Students assigned to the bus must ride the bus to and from school, unless the parent sends prior written

notification to the school.3 If a line is formed to board the bus, do not push; wait until the bus has come to a complete stop.4 Sit in the seat assigned by the driver or school staff.5 Students will use a quiet 12 inch voice. 6 Students will care for and respect the bus property. 7 Students will remain in their seats at all times8 Do not open windows without the driver’s permission.9 Do not ask to be dropped off anywhere except at your regular stop.10 Keep your head, hands, and arms inside the bus at all times.11 Keep the aisle clear at all times12 Never throw things into or out of the window.13 Do not touch the emergency doors or the fire extinguisher.14 In an emergency, stay in your seat until the driver tells you what to do.15 Eating and drinking are not permitted on the bus16 Observe the rules of courtesy toward your classmates while boarding the bus no pushing, shouting, etc.17 Swearing, fighting or threatening a fellow student is not allowed. 18 Failure to follow bus safety rules will result in suspension of bus privileges.

Breakfast/Lunch

Breakfast and lunch are served daily. Applications for free and reduced priced meals are sent home. They are to be filled out completely, signed and returned to school immediately. This form must be approved and kept on file for inspection. One must be on file for every child before we can provide free/reduced cost lunch.

Students remain at school and eat lunch under the supervision of the school staff. All students receive a hot or cold breakfast as they enter the building each morning. Students who arrive to school after 8:10 a.m. will not be allowed to have breakfast. Lunch or milk alone can be

purchased by students. Free or reduced lunches are provided for students who qualify. Remember, bag lunches must not include glass bottles or cups and should be nutritious. Please avoid junk food (cookies, candy, etc.). Students are expected to follow lunchroom rules of conduct. To encourage and maintain an orderly, safe and pleasant eating environment, we are asking that you review with your child the following lunchroom guidelines:Students will:

1 Sit in their assigned seating area and remain seated until the end of the lunch period.2 Refrain from yelling and talking loudly. Use a12 inch voice.3 Never throw food.

Classroom Parties/Birthday Celebrations

Marcus Garvey has adopted a healthy eating program. If students would like to celebrate their birthday with their classmates, the parent must get prior permission from the teacher. Students may not bring cupcakes or cookies. Only healthy snacks will be allowed. All snacks must be purchased and prepared from the store. Healthy snacks include vegetables or fruit.

Awards and Recognition

Academic Excellence -- Students who make Honor Roll are students with a B or better in each subject area, meet the minimum CPS reading requirement and have no checks two or

more quarters will receive a plaque and will attend the annual awards banquet.

Perfect Attendance-- Students who have not been absent, suspended, tardy, or have any early dismissals during the school year will receive a plaque and attend the awards banquet.

Winner of a State, District or City Competition- Students who have participated on a team, in a club, after-school program or individual activity and have won state, district or city competition.

Extramural Activities

Students involved in basketball and other school related extracurricular activities must adhere to the following academic and behavioral guidelines:1. Maintain achievement and conduct grades of at least a “C”.2. Meet the Marcus Garvey School required reading goal.3. No profane language or fighting.4. Students will respect school property.5. Students will be respectful to fellow students, teachers, and other school

personnel.6. Students must do all homework and meet all classroom requirements.

7. Students are expected to exhibit good effort in academic areas.8. Students are expected to exhibit good sportsmanship.9. All student athletes will be required to have a current physical on file prior to participation.

FAILURE TO COMPLY WITH THESE GUIDELINES WILL RESULT IN THE FOLLOWING:

Field Trips

Field trips within our city and to nearby points of interest are scheduled by various classroom teachers throughout the school year. These trips are designed to supplement different aspects of the classroom curriculum and to introduce students to the resources of the community. Parents will receive notices of field trips in advance of the scheduled trip date and will be asked to sign a field trip permission form. Parents are encouraged to attend field trip outings with their children. All money and permission slips for field trips must be turned in one week prior to the scheduled trip. The exact money and permission slips must be returned in a labeled and sealed envelope. (cash or

money orders only)

Children will not be allowed to accompany their class on a field trip without a signed permission slip. Permission by telephone will not be allowed. Please let your child’s teacher know in advance if you are available to chaperone. The teacher will contact you to confirm if you are needed. No siblings will be allowed to accompany the parents during the field trip.

Emergency Drills

Fire drills and tornado drills are conducted regularly. Detailed escape plans are posted inside the door of each classroom. During tornado drills, each classroom goes to a designated area a safe distance from the window. All children kneel with heads covered and faces toward a wall. For fire drills, each class has an escape route to an outside area a safe distance away from the building. Children are moved to these designated areas in a safe, quiet, and orderly manner. A detailed emergency prepared plan is available in the school office.

School Pictures

School pictures are taken as a service to parents each year. You will be notified of the date and time.

Physical Education

Every student who is not medically excused is scheduled for physical education class at least once a week. Every student must wear a Garvey gym uniform to each class. Valuable class time is lost when students have to change clothing on gym day; therefore, students are required to wear their gym clothes under their school uniform. Gym shoes are required for each gym class. Uniform order forms will be sent home with the students

D.E.A.R. Time (Drop Everything and Read)

Reading is an important part of our school program. Each day, time will be set aside for silent reading. Students and teachers alike will be able to use this time to enjoy reading their favorite books.

Science Fair

Each year our students present an all-school science fair project that is required for all students. This science fair determines our entries into the area competition. This activity is one of the highlights of our academic year.

Marcus Garvey Elementary School students have won first, second, and honorable mention awards during previous recent years. Parents are encouraged to support this activity and to promote the interests of their children in the science fair projects.
