    for contesting Panchayat polls

    Rajasthan becomes the first statein the country to set minimumqualification for contesting Panchayatpolls or ZillaParishad. In this context,the government had issued an ordinanceviz The Rajasthan Panchayati RajAmendment Act in 2014. It sets a passin class 8th as the minimum qualificationfor a sarpanch (village head) and fortribal reserved areas where a pass inclass in 5th is required. A pass in class 10is mandatory for contesting theZillaParishad or Panchayat Samitielections which is mandatory.Eventhough the scheme is a soundphenomenon, the government is facing a lot of hurdles in enforcingthe act. It found that during their recent elections many candidateshad furnished fake certificates to the educational norm.

    The government is planning to check the use of unfair means.The government had authorized their District Educational Officers toattest the educational board certificates submitted by candidates.However their officers could attest the certificates issued byeducational boards and not those by schools. After the conclusion ofelections, so many complaints were pouring inabout issue of faketransfer certificates and mark sheets.

    In Dausa district alone, 28 elected sarpanch members were foundto have obtained fake documents from a private school which wasunearthed by lodging a complaint by defeated certificates.Investigations were revealed that the school had issued so far 150fake certificates to contestants and the government had immediatelyarrested the school management members. In view of this aberration,several posts were still vacant because there are no eligible candidates.

    It is also surprising that many candidates were elected unopposedas there were very few to meet the seat criterion. It is a laudablephenomenon to fix minimum educational standards for contestingelection which will pave for equipping themselves with the set rulesand regulations and to gain some knowledge.

    Other states in the country should also follow this criterion setby the state of Rajasthan. A minimum qualification of Plus 2 should beearmarked for candidates contesting for M.L.A or M.P of a constituencyalso. Necessary Electoral Laws should be amended and passed by theParliament to become a law. This will make our country proud. Thiswill also avoid contest by all and sundry without any educationalqualifications.

    The department of Environment , Govt of Tamilnadu andThiruvallur dist Education Dept jointly organised a oneday Trainingfor 255 NGC/Eco Club teachers of Thiruvallur District including teachersfrom Mogappair,Valasaravakkam and Nolambur on 25.02.2015 at SriVenkateswara college of Science & Technology, Kolunthalur,Thirupachur .

    Mrs. Divya Shree , Deputy collector(training), thiruvallur distinaugurated the training in the presence of V.Gunasekaran, Dist Ecoclub coordinator,G.Thangaraj,Dist.Coordinator,NGC , Mr.AlociousFrancis Asst.conservator of Forest and gave instructions to teachersto follow the environmental awareness practices which will be followedby the society.     Lions Club of Chennai Valsaravakkam under the Lions Dsitrct 324A1 Governor 's thrust area of Demonstrate Dignity has built fourtoilets at the Adi Dravida Welfare High School, Virugambakkam. Two

    toilets are for girl students andtwo are for staff. The school witharound 200 students and staff hasbeen functioning with one toilettill now.

    The cost of the project isaround 2 lakhs but the value isseen in the happiness of the stu-dents and staff on this day of in-auguration.

    Attukal Bhagavathy Temple is located two kilometers south-east of theSree Padmanabha Swamy Temple. The origins of this temple, which nowconducts the annual pongala festival attended by the highest number ofwomen devotees in the entire world, still lies concealed within a shroud ofmystery. Recorded history shows no trace of such a temple existing at thecurrent place before the onset of 19th century ACE.

    Legend says that the place was visited by Kannaki to take some restafter having arrived here via Kanyakumari while on her journey toKodungalloor after destroying the city of Madurai with flames of her angerand retribution for the unjust killing of her husband.. The Goddess at Attukalis worshipped for being the supreme mother who nurses her devotees as amother does her children.The two early factors that spearheaded the growthof Trivandrum were the Sree Padmanabha Swamy Temple and the variousfestivals that were held at this place whose auspiciousness and fame attracteddevotees and priests from faraway lands.

    The role of Attukal Devi Temple and the world famous Attukal Pongalawhich falls on the ninth day of the ten day festival is immense in gainingpopularity for the City in the eyes of the world. Around 5 million womenoffered pongala to appease Kannaki in the year 2011. The growth ofAttukal Pongala as the premier festival that is exclusive for women folk has

    Wonder of Trinvandram... shown a sudden surge during thelatter half of the 20th century. Youcan still hear old-timers ponderingon how small a festival the AttukalPongala used to be; earlier, thenumbers of women who gathered forthe festival were far less and thepongala was made within thetemple premises and its immediatevicinities. But since the 1950s therehas been a sudden surge in the numberof female devotees who beganarriving to offer pongala for theAttukal Devi.

    The meteoric increase in numberseventually forced the authorities tostart a booking process for those whowanted to reserve a space near to thetemple itself. Women began arrivingdays earlier to the festival, equippedwith utensils, food items, bricks andfire wood in order to get a cookingplace as close to the temple aspossible for them to offer pongalato the supreme mother. Thefestival happens in the Malayalammonth of Makaram-Kumbham(February March). Ninth day iswhen the Pongala Mahotsavamtakes place. Pongala is the sweetpayasam made from rice porridge,sarkara, coconut gratings, nuts andraisins.

    The fire for lighting the aduppuis passed from the priest, who firstignites the hearth in front of thetemple, onto the women who pass italong one after the other. The makingof pongala which commences in themorning, will get completed byafternoon when the priest will gorounds, blessing each offering bysprinkling holy water on them.

    Attukal Bhagavathy temple hascome to be called as the Sabarimalaof women. The gathering of millionsof women from Kerala and from theneighbouring states, irrespective oftheir religious and culturalbackgrounds is proof of thesolidarity and unity among the peoplein the region. On this day, the richand the famous place their hearthside by side with the common folks.

    Attukal Pongala did gainTrivandrum a place in the GuinnessWorld Records for being the festivalwith the largest gathering of womenin the entire world. But thesignificance of Attukal Pongala to theculture, unity, tradition and the veryexistence of the city is even more; inshort Attukal Pongala is a wonderthat is exclusive as much as for thecity of Trivandrum as it is for thewomen who submit pongala totheir supreme Goddess.
