These apply to marine diesel engines, with a power output of more than 5,000 kW and a displacement at or above 90 litres per cylinder, installed on ships constructed on or after January 1, 1990 but before January 1, 2000. The revised NO X controls require an Approved Method (if one is commercially available) to be fitted to engines no later than the first renewal survey which occurs 12 months or more after the date that IMO is notified of the Method’s certification. The purpose of an Approved Method is to restrict NO X emissions to no more than the limit values given for Tier I engines. Certification of an Approved Method for Wärtsilä RTA engines On February 4, 2011, the Administration of Germany notified the IMO of the certification of an Approved Method for certain Wärtsilä RTA engines. The IMO has published this information in Circular MEPC.1/Circ.743, which is applicable to all vessels regardless of flag. A copy is attached to this Classification News. The certified Approved Method comprises a NO X -optimised injection timing system. The individual scope of delivery for each engine can be obtained from the designer of the Approved Method. Installation of this Approved Method will be mandatory no later than the first renewal survey (five-year survey) for MARPOL Annex VI which occurs on or after February 5, 2012, subject to its commercial availability. Guidance Notes To assist shipowners and other interested parties, Lloyd’s Register has published Guidance Notes on the Approved Method requirements which are available here What should owners and operators do now? Owners and operators of ships which are within the construction date range, and which have Wärtsilä RTA engines, should check whether their vessel is listed in the Appendix to MEPC.1/Circ.743, which contains a list of vessels to which the Approved Method applies. If it is, the Approved Method should be installed before the next MARPOL Annex VI renewal survey. INFORMATION ON AN APPROVED METHOD UNDER MARPOL ANNEX VI

Communication received from the

Administration of Germany 1 In accordance with the provisions of regulation 13.7.1 of MARPOL Annex VI, a communication has been received from the Administration of Germany concerning certification of an approved method for marine diesel engines. The details are annexed hereto, and hereby circulated to Parties to MARPOL Annex VI and Member States of the Organization for information and appropriate action. 2 It should be noted that, for marine diesel engines with a power output of more than 5,000 kW and a per cylinder displacement at or above 90 litres installed on a ship constructed on or after 1 January 1990 but prior to 1 January 2000, installation of an approved method is required if the approved method for those engines have been certified by an Administration of a Party, or alternatively, for such engines, certification as provided for under regulation 13.7.1.2 of MARPOL Annex VI. 3 As the Administration of Germany notified the Organization of the certification of an approved method for engines specified in the annex to this circular on 4 February 2011, installation of the method for those engines will be mandatory no later than the first renewal survey for the ship's International Air Pollution Prevention Certificate, which occurs on or after 5 February 2012, subject to commercial availability. 4 Member Governments are invited to bring this circular to the attention of their Administrations, relevant shipping organizations, recognized organizations, shipping companies and other stakeholders, and encourage them to take action as appropriate.
