Since then a great deal has changed regarding the Coronavirus/ Covid 19. The first confirmed case of Covid 19 in Washington and the US had occurred in January. Then the recommendations on gatherings no more than 500, no more than 50, and no more than 10, the closures, restrictions, and shelter in place orders have kept us in a constant state of evaluating cur- rent precautions for the safety of members and employees. Its alarming to see that many people (maybe 10%+-) believe this is not serious or is hype. As we got closer to the Board of Trustees meeting planned for Saturday March 21 there was a question as to whether we should have the meeting and whether members would be in attendance. On Monday, March 17, 2020 I sent out a memo to all staff and committee members discussing measures to keep our staff, members and committees safe. All in House committee meetings were canceled. There may be committee meetings by conference call. Social activities including the fishing derby are canceled until further notice. The office is closed to all members; however, we are providing most of our usual services. We conducted a work session/phone conference practice with the Board on Thursday, March 19. Our objective was to share information, have some debate and make sure the phone conference would work. Some of our more techie Board members are working on methods to conduct BOT meetings with access by members via videoconferencing. It took Kurt Olds more than 24 hours to get a response on Webex. Do you think theres a few organiza- tions trying to organize conference meetings?? We concluded we could not make the conference open to members by the meeting. We hope to have it running by the April BOT meeting. We concluded that for the safety of Board of Trustees, staff, and members, no members would be allowed in the meeting. We received a handful (5) out of the 2030 members that objected to either having the meeting or having it without members present. Below is the summary of Saturdays meeting.

Summary by Tom Reber, General Manager, The Surfside homeowners Association Board of Trustees met on February 15, 2020. Since then a great deal has changed regarding the Coronavirus/Covid 19. The first confirmed case of Covid 19 in Washington and the US had occurred in January. Then the recommendations on gatherings no more than 500, no more than 50, and no more than 10, the closures, restrictions, and shelter in place orders have kept us in a constant state of evaluating cur-rent precautions for the safety of members and employees. It’s alarming to see that many people (maybe 10%+-) believe this is not serious or is hype. As we got closer to the Board of Trustees meeting planned for Saturday March 21 there was a question as to whether we should have the meeting and whether members would be in attendance. On Monday, March 17, 2020 I sent out a memo to all staff and committee members discussing measures to keep our staff, members and committees safe. All in House committee meetings were canceled. There may be committee meetings by conference call. Social activities including the fishing derby are canceled until further notice. The office is closed to all members; however, we are providing most of our usual services. We conducted a work session/phone conference practice with the Board on Thursday, March 19. March 21, 2020 Scott Winegar, Pres. of the Board of Trustees opened the meeting by explaining members were not al-lowed to attend to preserve social distancing. Board Members Present: Scott Winegar, Gary Williams, Kurt Olds, Annette deLeest, Mark Scott, James Clancy; Ric Minich and Rudd Turner via speakerphone Staff Present: Tom Reber, Maureen Gilbert Safety Message: Scott Winegar gave this month’s safety message; practice social distancing and wash your hands frequently and thoroughly.

NOTE: MP= motion passed Old Business:

MP to accept the 2020-2025 Level II Reserve Study report by Schwindt & Company as presented. (Explanation= an outside consultant reviews all of our assets determines a value, recommends a year for replacement, out to 30 years, and recommends how much money needs to be set aside so money will be available when the asset needs to be replaced.)

MP to close the lighting complaint against Ron and Joanne McMurphy. (Explanation =This was an old com-pliance issue that was in limbo because of the possible changes to the lighting covenant.)

In response to a recommendation from our auditor the Board clarified our policy on the lower limit of value to capitalize an asset. MP to capitalize any assets valued at $2000 (was $500) to $9999.99 and amend the Surfside Operations manual on Fiscal Policy to include this provision and amount. (Anything valued at $10,000 or more becomes part of our reserve study.

New Business: Board of Trustees Application. MP to accept the Board Trustee Application as amended, adding a cut

off date of 7 days to withdraw after the application deadline. Defer Annual Meeting. MP to defer the Annual Meeting until after the State lifts the ban on public

meetings. The Trustees whose terms are expiring will remain in place until such time as we can re-schedule the Annual Meeting and the election.

Accept Bid on Mini Excavator. MP to accept the bid from Bobcat of Olympia to purchase a mini ex-cavator not to exceed a cost of $69,555. (The excavator is used most days of the year. Having a new excavator will eliminate the need to repair and rent a substitute machine during repairs.. This ex-penditure comes from our Reserve savings.)

Lower Columbia Engineering contract. MP to accept a contract to establish a process for the RV/Compactor site that will result in a scope of work not to exceed $35,000. Explanation= (This will move us forward toward a design for improvements to the RV storage and compactor site. This ex-penditure comes from our Reserve savings.)

Decrease Conservation Rate. MP to reduce the conservation rate from 8,000 cubic feet to 5,000 cubic feet. Explanation= (The purpose of the conservation rate is to charge high water users as an encour-agement to reduce water consumption, High water use is often the result of a significant leak or break after the meter.)

Purchase Signs. MP to purchase signs to put around Sea Breeze Lake warning of Blue Green Algae, not to exceed $1000. Explanation=( after significant research into treatment for blue-green algae, it was decided to post signs to warn members of the blue-green algae. Costs to control blue-green algae are significant, not always effective, and only last for a few years)

Eradipest contract. MP to approve the contract with Eradipest for treating trails for Sand Spur as well as Seabreeze Lake and the canal not to exceed $14,160. Explanation=(these are two separate treat-ments – 1. Will treat Seabreeze Lake and the canal for water plants such as milfoil 2. Treat our trails for Sand Spur.)

HEALTH OFFICER ORDERS CANCELLATION OF CLAM DIGGING IN PACIFIC COUNTY UNTIL FURTHER NOTICE

{South Bend, WA March 19, 2020} On Thursday, March 19, 2020, the Pacific County Deputy Health Officer (“Deputy Health Officer”), Dr. Steven Krager, ordered that all clam digs in Pacific County, Washington be cancelled until further no-tice in order to mitigate the spread of COVID-19 The prohibition on clam digging in Pacific County is in effect as of 12:01 AM on March 20, 2020 per the Health Officer’s Order and remains in effect until further notice. The Deputy Health Officer has determined that this step is now necessary in Pacific County in light of the increasing scope and severity of the threat that COVID-19 poses. Although no cases are confirmed in Pacific County at this time, the increasing instances of community spread in Washington State have influenced the decision. Summary of the Deputy Health Officer’s Order The Deputy Health Officer issued an Order prohibiting clam digging in Pacific County to mitigate the spread of COVID-19 due to: (a) the increased likelihood that gatherings will attract people from a broad geographic area; (b) the prolonged time period in which large numbers of people are in close proximity; (c) the difficulty in tracing exposure when large numbers of people attend a single event; (d) the inability to ensure that attendees follow adequate hygienic and social distancing prac-tices; and (e) the potential impact on community resources including food, pharmaceutical supplies, and healthcare re-sources. For the purposes of the Order, “COVID-19 risk mitigation measures” include all of the following: (a) The space in which a permissible gathering is held must accommodate social distancing by allowing all attendees to stand or sit at least six feet from any other attendee; and Proper hand hygiene and sanitation material must be readily available to all persons at all times, including soap and water, tissues, and waste receptacles (if soap and water are not available, alcohol-based hand sanitizer may be used). Pacific County Recommendations This Order does not ban access to public beaches. However, as a reminder, Pacific County recommends that people at higher risk of serious illness from COVID-19 stay home as much as possible. This includes individuals over age 60, and/or those with serious, chronic medical conditions (diabetes, heart disease, lung disease, or those who have weakened im-mune systems, etc.). Anyone who has questions about whether their condition puts them at risk for COVID-19 should contact their primary healthcare provider or an appropriate medical practitioner. Pacific County also recommends everyone take steps to keep themselves and others healthy, including: Wash hands often with soap and water for at least 20 seconds. When soap and water are not available, use an alcohol-based hand sanitizer that contains at least 60 percent alcohol. Avoid touching your eyes, nose or mouth. Cover coughs and sneezes. Use a tissue, then throw the tissue in the trash and wash your hands. Stay home and away from others when sick. Avoid close contact with people who are sick. Clean and disinfect objects and surfaces that are frequently touched. Pacific County will continue to update the public with information pertinent to COVID-19 as soon as it is available. Surfside Members Due to the threat from COVID19, we are making changes to our

procedures. Our number 1 priority is the delivery of safe

drinking water. We can keep employee and member exposure

to a minimum and still provide information and services to

members by:

• Closing the business office and the water department office to members.

• All in House committee meetings and evening activities are cancelled un-

til further notice.

• Members can call in to make credit card payments and we can email you a

receipt. Members can still mail in checks or drop them through the mail

slot in the front door.

• We can make arrangements to allow members to pick up compactor

passes; RV permits and RV storage keys.

• We can still accept any applications for the Architectural Review

Committee

SURFSIDE GOLF SCRAMBLE

Due to the current climate surrounding the coronavirus pandemic, our annual "Surfside Scramble" golf tournament has been put on hold. Many of our loyal do-nors and sponsors have had to close the doors of their businesses, and most of our participants and volunteers are in the group at the highest risk for consequences of contracting the virus.

At this time we do not know if we will try to reschedule for later, or cancel for this year. The best I can say is "stay tuned", and we will try to keep you informed.

Community Development will be the initial agency for investigating reports of businesses operating in violation of Governor Jay

Pacific County Health Officer Orders Closures of All Ocean Beach Approaches and Hospitality Lodging

South Bend, WA. – Effective immediately and continuing until further notice, all ocean beach approaches and hospitality lodging within Pacific County will be closed. This decision was made as a necessity to help control and prevent the spread of the dangerous and contagious COVID-19 disease. Pacific County Health Officer Dr. Steven Krager has determined that additional steps are now needed to limit gathering measures in light of the increasing scope and severity of the threat that COVID-19 poses. Although we have zero confirmed COVID-19 cases within Pacific County, confirmed cases of infection and increasing instances of the infection spreading within other areas of Washington State warrant this order. Dr. Krager’s order was fully supported by the Pacific County Board of Commissioners, City of South Bend Mayor Julie Struck, City of Long Beach Mayor Jerry Phillips, City of Raymond Mayor Tony Nordin and the City of Ilwaco Mayor Gary Forner. While this order will hopefully be temporary and will most certainly disrupt the daily mainstream of each respective jurisdiction’s operations, it is the hope of each jurisdiction that people are understanding and supportive of this decision. Once this order is lifted, each jurisdiction hopes that everyone will come back and enjoy our ocean beaches and all that Pacific County has to offer. The order of closure is listed below. ORDER OF THE PACIFIC COUNTY HEALTH OFFICER

CLOSURE OF PACIFIC COUNTY BEACH APPROACHES AND CLOSURE OF HOSPITALITY LODGING

DATE ORDER ISSUED: March 22, 2020

Please read this Order carefully. Violation of or failure to comply with this Order constitutes a misdemeanor punishable by fine, imprisonment up to ninety days, or both. The virus that causes Coronavirus 2019 Disease (“COVID-19”) spreads easily from person to person and may result in serious illness or death, and it is essential that the spread of the virus be slowed to safeguard the public and protect healthcare resources. The Pacific County Health Officer (“Health Officer”) has determined that steps to limit gather-ing measures are now necessary in Pacific County (“County”) in light of the increasing scope and severity of the threat that COVID-19 poses. Although not yet confirmed in Pacific County, confirmed cases of infection and increas-ing instances of community spread in Washington State require the limitations in this Order. Accordingly,

UNDER THE AUTHORITY OF RCW 70.05.070 THE HEALTH OFFICER HEREBY ORDERS:

1. Effective immediately, as of 2:00 p.m. on March 22, 2020, and continuing until further notice, all beach approach-es in Pacific County are closed until further notice. This is necessary to control and prevent the spread of a danger-ous, contagious disease within the jurisdiction of the Pacific County Health Officer; to maintain health over the terri-tory of this jurisdiction; and to promote the public health. 2. Effective immediately, as of 2:00 p.m. on March 22, 2020, and continuing until further notice, all hospitality lodg-ing within the territorial boundaries of Pacific County is closed until further notice, with the following exceptions con-tained in paragraph 3 below. This is necessary to control and prevent the spread of a dangerous, contagious disease within the jurisdiction of the Pacific County Health Officer; to maintain health over the territory of this jurisdiction; and to promote the public health. “Hospitality lodging” includes:

Resort, Hotels, Motels Short-term Rentals, Timeshares, Homestays (including Bed and Breakfast) Campgrounds RV Parks Private property being used as campgrounds

3. Exceptions for hospitality lodging. It shall not be a violation of this order for hospitality lodging to remain open to the following:

Any person who has resided in the hospitality lodging since March 17, 2020 or earlier. No new long-term rentals are allowed.

Any person employed in the hospitality lodging. Any person working directly on the COVID-19 response. This includes healthcare professionals; first respond-

ers; national guard; law enforcement; local, state and federal government employees; and other essen-tial personnel responding to the COVID-19 emergency.

Any person required by their employment to travel in Pacific County to provide services, shipping, or deliver-ies. This includes truck drivers and service providers.

Exceptions may also be approved in writing by the Public Health Officer or his designee for purposes neces-sary to assist in controlling or preventing the spread of COVID-19, or to promote the public health. Con-tact the Emergency Operations Center to request an exception.

4. Copies of this Order shall promptly be: (1) Posted on the County Public Health Department website (https://www.pacificcountyhealthdepartment.com). (2) It is requested that the Washington State Parks as well as hospitality lodging entities post this Order on-site in a place viewable to the public, as well as on their website or social media platform. 5. If any subsection, sentence, clause, phrase, or word of this Order or any application of it to any person, struc-ture, gathering, or circumstance is held to be invalid or unconstitutional by a decision of a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Order. 6. The Health Officer will continue to assess this quickly evolving situation and may at any time modify, cancel, or extend this Order, or issue additional orders related to COVID-19. PURSUANT TO RCW 70.05.070, THE HEALTH OFFICER REQUESTS THAT ALL LAW ENFORCEMENT ENSURE COM-PLIANCE WITH AND ENFORCEMENT OF THIS ORDER. IT IS SO ORDERED:

Community Relations Committee

This wonderfully fun committee is seeking new members. You would

help in the planning of all social events in Surfside, collaborate on ideas

and activities. It’s a great way to meet other Surfside members as well as

enjoying our amazing community. Events range from chili cook-offs to

Bunco, Sip N Paint to ceramics classes, potlucks to Jam Sessions. The

committee also plans the Golf Tournament, which provides scholarships

for the local seniors and provide Christmas wishes for the local foster

children.

This is a great group of people, so come on down and join the fun.

Architectural Committee

Just a reminder if you are planning on installing a fence, a shed, a garage or building a house ALL building plans must

be

submitted to the Architectural Committee prior to any construction.

The committee usually meets weekly on Tuesdays at 9 a.m., dependent upon if there’s

anything on the agenda. All applicants are encouraged to attend the

meeting (if possible) to answer any questions that may arise.

Two (2) sets of plans must be submitted to the committee. Once approved, you will get a copy of the plans that have been stamped so you can take them to the county for

their approval.
