AMENDING THE CITY CODE BY ADDING/
MODIFYING LANGUAGE TOSECTION 1107.20,
SIGNAGE, OF THE CITY’S ZONING ORDINANCE
THE cITY cOUNcIL OF THE cITY OF BELLE PLAINE DOES ORDAIN:Section 1. Section 1107.20, Subd.
2. GENERAL PROVISIONS APPLIcABLE TO ALL DISTRIcTS, paragraph 7 is here-by amended as follows (deletions shown in strikethrough; additions in bold/underline):7. One (1) directional sign shall
be permitted in all districts for each ten (10) acres of land of each separately owned tract of land. (10 acres = 1 directional sign, 20 acres = 2 directional signs, etc.) Directional signs shall not exceed thirty-two (32) square feet, shall bear no advertising unless it is combined with an identification sign and signs which direct traffic to an event which has ceased exis-tence for thirty (30) days or more shall be prohibited and removed within thirty (30) days after written notice from the Zoning Administrator. Off-premises directional signage shall only be allowed as provided in Section 1107.20, Subd. 5.Section 2. Section 1107.20, Subd.
5. TEMPORARY SIGNAGE PROVISIONS: ALL DISTRIcTS, is hereby amended as follows (additions in bold/underline):
*** 6. Temporary directional signs
shall be permitted in any district upon the issuance of a temporary sign permit. Such temporary directional signage shall comply with the following requirements: A. The signage shall be for the
purpose of providing directions to a business establishment, and not for advertising, and shall include only the name of the establishment or logo and a directional arrow.B. The signage shall be placed
on private property, subject to the written approval of the prop-erty owner. C. The signage must be placed
10 feet from any street right-of-way line or internal property line.D. The signage shall be tempo-
rary and shall be removed within one year of placement.E. The signage shall not exceed
32 square feet and six feet in height as measured from the ground to the top of the sign.F. The signage shall comply
with applicable State and County regulations.G. The signage shall not be illu-
minated, will be neutral in color, and not conflicting with traffic signage. H. The temporary sign permit
may impose limits on the num-ber and appropriate location of signage. In no event will any establishment be allowed more than 1 sign per intersection, nor more than 1 sign per lot or parcel of land. The proximity of the proposed signage to TH 169 and
other directional signage, and the number of traffic turns required to reach a business location will be considered in determining the permitted number of signs and permitted location for signage. Section 3. This ordinance shall
be effective immediately upon its publication.Passed and duly adopted by the

competition Saturday runs from 1:30 to 4:30 p.m.The Belle Plaine team’s robot
carries No. 4663 as its moni-ker. “We never thought to give it a name,” said Jeff Heine, the team’s advisor and the school district’s facilities director. He said there were some people who suggested naming it after Lowell Hoffman, former junior-senior high principal, because of Hoffman’s staunch support for the robotics team.Heine and Kyle Iverson, a par-
ent of one of the team’s mem-bers, has also been working with a handful of students who have formed Belle Plaine Ju-nior-Senior High School’s first team.After six weeks of work, the
Belle Plaine team bagged up its robot before the mandatory feb. 19 deadline. The rules called for the robot to be in a sealed plastic bag by midnight. After a dozen successful climbs the previous weekend (feb. 16-17), the cyber Tigers closed the bag at 8 p.m. confident they had done their best.When the team formed, there
were members who didn’t know what to do with hand tools. Now, they’ve collective-ly designed and programmed a robot and attached basket that will allow it to score additional points.
‘... A Long Way’“We’re very proud of them,”
Heine said. “This group has re-ally come a long way.”The competing teams at the
regional will work as a rotating three-team group friday. The rotation means Belle Plaine will compete with all the other teams in the rotations. If 4663 performs well enough, the cy-ber Tigers hope another team in Saturday afternoon’s final round of competition will pick them for an alliance in an attempt to win the regional championship.The cyber Tigers head to the
U of Minnesota’s Mariucci Area hoping to earn respecta-bility as a first-year team. There have been first-year teams that have been skunked during the competition. Iverson, who has also worked with the veteran chaska team this year, believes the Belle Plaine students have exceeded realistic expectations and can be competitive with more experienced teams.The team is confident its robot
will be able to climb a 90-inch pyramid and earn 30 points. Additional points can be earned by placing a disc in a bin atop the pyramid. Other teams’ ro-bots can throw the disc into a target, earning up to five points per plastic disc.Belle Plaine decided to keep
things simple by designing its robot to climb the pyramid and deposit the plastic disc into the top basket to earn the maximum five points. The Cyber Tigers created a basket on its robot supported by remote-controlled arms allowing 4663 to dump a
plastic disc into a bin atop the pyramid.“We feel confident our ma-
chine will get us (an additional) 30-35 points,” Heine said.The competition at the U of
M will be much more intense than 4663’s public debut at the Belle Plaine-Jordan basketball game last month. It presented the referee the game ball and during halftime helped mop the court. It also visited a school board meeting just down the hall from the team’s workshop on the second floor of the Belle Plaine School District’s District center.
But in the regional competi-tion, competing against larger and more experienced teams, the robot will need to perform without fail. Some of the teams they may compete against and later be aligned with have doz-ens of members and budgets up to $20,000.Belle Plaine has seven mem-
bers and a budget of less than $7,000. That amount doesn’t necessarily include some staff time and several trips to Stef-fen’s Hardware, Menard’s, fleet farm or Home Depot.“We’ve got supplies for next
year’s robot,” Heine said.
