THE EMMA BAILEY SCHOLARSHIP FUND NEEDS YOUR HELP
The town Washington awards two scholarships each year to the town’s graduating high school seniors who successfully complete their first college semester. Neither is funded by taxes. The Washington Scholarship is funded by the election day bake sales. The Emma Bailey Scholarship, which has been awarding scholarships for 30 years, is funded by the proceeds of a small donation from Ms. Bailey’s estate.
The history of the Emma Baily Scholarship is incomplete at best. However, it is known that a Frederick Manley was born in Washington in 1810 and was a local teacher and railroad station agent. Also, Emma Manley Bailey of Middletown, CT attended the Sons and Daughters Reunion in 1910 and 1911. An Emma A. Bailey died in Middlesex, CT in 1967. The Emma A. Bailey Trust was apparently held by a Rose Gardner who died in Suffield, CT in August of 1984. In 1985 the First Agricultural Bank was notified that the Emma A. Bailey trust “left three-thirty-seconds (3/32) to the Agricultural Bank of Pittsfield, Massachusetts for the benefit of the town of Washington in the education of its youth and to help keep the town house in repairs”. In April of 1986 the First Agricultural Bank ceased to hold the trust and transferred $13,369.72 (original $12,507.18 plus income) to the town of Washington. Subsequently the Emma Bailey Scholarship Fund was established and the Emma Bailey Scholarship Committee was formed to determine the use of the funds.
The history of the scholarship committee’s determinations from 1986 through 1992 could not be found; but since 1993 one hundred scholarships have been awarded. The original award amount was $150. That gradually increased to $300; but recently has been reduced to $200 due to dwindling funds. While certainly appreciated by the recipients and forming a lasting memory of their youth in Washington wherever they may end up, that is barely enough to cover a semester of college text books. The fund has dwindled and needs to be bolstered if this scholarship is to continue in any meaningful form.
Thus, the Emma Bailey Scholarship Committee is asking for your support. We are asking you to consider and hopefully plan for a (tax deductible) donation to the Emma Bailey Scholarship Fund.

The annual Gardening Symposium sponsored by the Berkshire
area of Western Massachusetts Master Gardeners' Association
will be April 8 at Lenox High School and Middle School, 197 East
St., Lenox. There are 15 gardening topics and attendees can
choose 3. The $35 fee (after March 28th-$45) includes the three
classes, lunch, coffee and pastries in the am. There will be early
spring flowers and vegetables for sale as well as Bonsai (miniature
trees) and a raffle of gardening items.

Annual Town Meeting The date for the 2017 Annual Town Meeting is Wednesday, May 10, 2017. The meeting will be held at the Town Hall, 8 Summit Hill Road and will start at 7:00 PM.
If you have an article you would like included on the warrant, please submit a petition to the Town Clerk. The petition must include the wording for the article along with a minimum of 25 signatures of town residents that are registered to vote. The last date for any such petitions to be submitted is Monday, March 27, 2017.
Annual Town Election The 2017 Annual Town Election is Saturday, May 20, 2017 at the Town Hall, 8 Summit Hill Rd. Voting hours are from 12:00 PM to 4:00 PM.
The following offices will be on the ballot this year. ‧ Auditor: One 1-year unexpired term ‧ Finance Committee: Two 3-year terms ‧ Planning Board: One 5-year term ‧ Select Board: One 3-year term ‧ Tax Collector: One 2-year unexpired term
Nomination Papers for Elected Town Positions If you would like to run for one of the above elected positions, please see the Town Clerk to obtain nomination papers. Nomination papers are available now through Friday, March 17, 2017.
In order to be included on the ballot you will need to obtain a minimum of 25 signatures from town residents that are registered to vote and submit the nomination papers to the Town Clerk by Tuesday, March 21, 2017.
Voter Registration Session for Annual Town Meeting and Election A voter registration session will be held on Thursday, April 20, 2017 from 2:00 PM to 4:00 PM and 7:00 PM to 8:00 PM. If you are not already registered to vote in the town of Washington, this will be your last chance to register and be eligible to vote at the Annual Town Meeting and Annual Town Election.
Special Election Each member town in the Central Berkshire Regional School District will hold a special election on Saturday, April 8, 2017. The voting hours for Washington are from 8:00 AM to 2:00 PM at Washington Town Hall, 8 Summit Hill Rd.
A voter registration session will be held on Monday, March 20, 2017 from 2:00 PM to 4:00 PM and 7:00 PM to 8:00 PM. If you are not already registered to vote in the town of Washington, this will be your last chance to register and be eligible to vote at this election.
The purpose of the election is for each town to vote by ballot on the proposed feasibility study for Wahconah Regional High School.

We are delighted to announce the appointment of Washington resident Melissa Martinetto as our Tax Collector. • After Melissa has had some time to learn the ins and outs of her new position the Select Board will consider the
need for a position to assist the Tax Collector and the Treasurer.
After many years of effective service as our representative to the Central Berkshire School Committee Mike Case is stepping down. Anyone interested in filling this important role for our community, please let Jodi know.
The Central Berkshire School Committee has voted unanimously to apply for state funding assistance (MSBA) to upgrade or replace Wahconah. The first step will be a vote on April 8 for all of the seven towns to authorize the funding of an $850,000 feasibility study which will include preliminary plans.
• The Education Task Force looking at how best to organize and structure the Berkshire’s schools should have the results of their separately funded study available this summer to incorporate into the Wahconah feasibility study.
We rely on Becket for our ambulance service and they are asking us to cover a portion of their costs. The Finance Committee is working with Becket to come to an equitable solution.
• The idea of inter-municipal resource sharing for both improved reliability and reduced cost was behind Representative Pignatelli’s Community Compact initiative which we joined last year. The Select Board has also requested funding through a BRPC grant to work directly with our neighbors in Becket, Dalton and Hinsdale on shared services.
Road & Bridge:
• Bad news: the headwall of the culvert at the top of Frost Road has collapsed. This culvert is over 30 feet below the level of the road and will be expensive to repair; we may need to restrict Frost Road to local traffic.
• Good news: we have been awarded $250,000 through the new Small Bridge Program to replace the Middlefield Road Bridge, presented to us by Lieutenant Governor Karen Polito on February 16.
• DOT still has not signed off on the Eden Glen culvert; work must be completed this year. • We expect work to begin on the Summit Hill Road bridge over the CSX tracks on April 29 and the road to be
reopened by August 29. A map of the detour route is printed elsewhere in today’s Tracks. We will make sure that DOT makes good on its promise that the road surface throughout the detour will be acceptable.
After the presentation of the Middlefield Bridge grant, we urged both Lieutenant Governor Polito and Michael Knapik, the Governor’s representative in Western MA (well, Springfield) to empower Wired West and get high speed internet to us as soon as possible.
