Greetings from your new President,

Life is full of surprises! But I am happy to step up to complete Carl Schuster’s term. For those who may not know, I served on the Board for nine years, 4 as President.

Thank you for your annual meeting attendance. Every homeowner has a stake in the success of our homeowners association. It is the interest and participation of every homeowner that makes CSE II an effective association.

What a great potluck dinner on February 6th! Many thanks to our new Social Committee leaders, Carlene Munro and Betty Dieter... or should I say Betty Dieter and Carlene Munro. Thanks to all the members of the Social Committee who work so hard for our enjoyment. I look forward to seeing everyone at the “Party in the Park” on Monday, April 10th where we will wish all our winter friends and neighbors a good summer back home. ARCHITECURAL COMMITTEE

Great looking common area and yards--

With the fabulous addition of rock in our common area and the improvement it has made in the appearance of our neighborhood, we homeowners are challenged to take extra special care to keep our own yards weed free, shrubs neatly trimmed, and trees topped to at least the top of the roof parapet, preferably lower than the parapet to allow for that inevitable growth. Winter residents will soon be leaving before the heat and rains begin, but there is plenty of time to get those landscapers working. Let’s get trimming! Air Conditioning & Heating Units—

The developer of CSEII homes painted the original heating and air conditioning units, so they didn’t attract the attention of uphill neighbors. If you have replaced your original unit, you can make the HVAC unit “invisible” by painting it the tan color so prevalent in our desert landscape. Most of our HVAC local companies will do this for you when you ask them to. Because they are a huge part of the view for your neighbor on the street above you, please make sure your green or silver or white unit is painted tan. Satellite dishes and solar units--- Our flat roofs, with short walls extending above the roof can hide most satellite dishes and solar units. If you acquire these devices, please ask your installer to put them in a spot as inconspicuous as possible. Garage Lights--- Does your light bulb shine into a neighbor’s window or has it burned out? …Just another area for you to check to assure that our neighborhood continues to be one of the best places to live in Green Valley!!!! Thanks everyone, for your cooperation and thanks to the ARC members for volunteering their time—Dixie Fundingsland, Sandy Hill, Melva Irvin, Ed Lippert, Peggy Tate, Julie Zeilenga and Co-chair Tim Stewart. Please, continue to contact the Architectural Committee when you plan any changes to the exterior of your house.

We have had much discussion regarding view preservation and our CC & R language pertaining specifically to Article 12, section 12.14. Our main objective as a Board is to preserve property values, and protecting views is a key element. At several of our recent Board meetings we discussed how best to manage view issues. The question becomes do we enforce the CC & R’s across the board—meaning all vegetation (palm trees and Ocotillo exempted) must be kept to parapet height or do we only enforce our parapet rule when there is a complaint? For clarification, we all are obligated to abide by our CC & R’s. If there is a complaint and the vegetation exceeds the parapet height, then the homeowner of the vegetation is obligated to trim to parapet height. If vegetation has been “let go” by the owner and not kept trimmed, the owner is still responsible for trimming—even if it endangers the health of a tree. When planting new vegetation, an owner should consider the potential height and trimming requirements. Everyone has the right to expect that the CC & R’s will be enforced. So that everyone is aware, we plan to notify all those who have vegetation that is above the parapet. Even though there may not be a complaint at the present time, there may well be one in the future, and delaying the necessary trimming could result in loss of the vegetation. We intend to give notice to all those who have vegetation above the parapet; however, if there is no complaint there will be no action taken. The only exception will be in the event of a sale of the home, at which time the compliance check will require trimming if the members of the Architectural Committee believe there is a potential for a future complaint.

FEBRUARY SOCIAL

Many thanks to all who made our annual Valentine Potluck Dinner a record-breaking success. The tables overflowed with delicious foods provided by our residents. A new and fun 50/50 raffle was well received and will benefit all of us for future events. Save Monday April 10 for our "Party In The Park" held once again on the shady, grassy grounds of Canoa Hills Rec. Center. Flyers will be at your door sometime in late March.

LOSS OF OUR NEIGHBOR

On February 23, 2017 we lost a well-loved neighbor, Lynn Filiatrault. Lynn was co-chair of our Social Committee since January 2010. Known as the queen of all hostesses- Lynn knew how to make everyone feel welcome. Lynn was sharp, a great listener and friend. Her positive attitude, her smile, and the gleam in her blue eyes were steady reminders to embrace all that is good in life. We will miss you Lynn. Our sincere condolences to her husband Tom and their family.

Welcome to Marilyn Gaizband and Sam Schaen (and their cat Pepe), new winter residents at 3831 Tordo. Home for them is Annandale, VA – part of the DC metro area.

Marilyn and Sam share their interests in photography and birding. They have traveled worldwide pursuing their passion.

Their story of buying a home in Green Valley is typical… visiting friends in Green Valley, renting during the winter season for several years, and then finding their perfect home in CSE II.

Meeting and greeting will have to wait because their rental is up February 28th, and there is no furniture for their new house!

WELCOME NEW NEIGHBORS

The new residents at 3761 Trogon are Michele Wilson and David Lovell, and their dogs Jack, Sophie, Buddy and Cooper.

A friend of David’s introduced them to Green Valley and now they are winter residents from Vermont. David quickly joined the Wood Working Club while Michele met the CSE II ladies at Coffee & Conversation in February.

They are both very impressed with the warm welcome they have received.

Kathleen Brady is very familiar with Green Valley and CSE II. Her parents owned the home at 3811 Urraca and were winter residents for many years. Kathleen and Steven Falk were married this past summer on Steven’s birthday. Both are now retired and enjoy art museums, music and travel. Residents of Minnesota, they look forward to enjoying their winter home on Urraca, and getting to know their new neighbors.

GREEN VALLEY COUNCIL

Financial Report: Treasurer Rich Hill reported that we left 2016 in the black, which was much better than last year. We have $4,600 in revenue already for 2017 from the Preferred Vendor program. Rich will provide a more detailed analysis next meeting.

Sheriff Mark Napier: newly elected Pima County Sheriff Announced he is in process of making over a million dollars in budget cuts to sheriff’s department. Has cut several administrative positions already and working to cut many more areas. He will purchase his own uniforms and own equipment to set an example. He has had ten years experience working in the field prior to administrative experience. He has moved Lt. Jeff Palmer back to Green Valley.

John Mataska, CEO, Green Valley Hospital: Has had experience managing various hospitals for over 40 years Prior to his being hired, physicians had cancelled contracts with GV hospital. He has renegotiated physician contracts Has incorporated telemedicine program Has a dialysis program up and running Is seeing a stabilization of financial status Has ten orthopedic surgeons on staff Has a hospice program in place Feels the hospital is meeting 85% of Green Valley’s needs “Prognosis projection…..looking good” !

Steve Christy, District 4 Pima County Supervisor: Some of the issues he is working on:

• Extending contract with the county for horse racing at Rillito Downs, Tucson for 4 years. (Also used for soccer, farmers markets; other multi uses) 1 million dollar grant….NOT tax payer money.

• Waste water proposing a 4% fee hike. Will be watching closely and be at public hearing in February. Questions justification for fee increase.

• Advocate of keeping taxes low……will fight increase of taxes unless justified.

• Monsanto; investigating BOTH sides of complicated issues in Monsanto situation. Will be studying carefully.

• Green Valley Economic Development: working closely with Green Valley Council, Green Valley Recreation, and Green Valley Chamber of Commerce in exploring avenues of economic development for our community.

• Green Valley Hospital; working with hospital to assist with future growth and ongoing progress

• Roads and Infrastructure; working with both Green Valley and with mayor Tom Murphy of Sahuarita on maintenance and future additions.

Bill Copeland, Vice President, Community Information Campaign

Bill presented a new, comprehensive brochure providing information on Green Valley Council…. what is, what it does, what it’s made up of and why we have a council as well as information about Green Valley itself. It is an amazing brochure, concise, thorough, and provides not only newcomers an overview of the functioning of Green Valley but those who already live here and haven’t really known what the Green Valley Council does.

Kudos to our very own Bill Copeland for the many hours spent on drafting, redrafting, and creating a document that will be of great benefit to all!
