Stoughton, Towns of Albion & Dunkirk The Case Management program links older adults with services available to help them remain as independent as possible in their own homes and community. Our Senior Center’s case managers are devoted to coordinating, evaluating and advocating for such services to meet each individual’s needs and preferences. Call 873-8585 to schedule an appointment. If you live in Dunn, Pleasant Springs or Rutland case management services are provided by the McFarland Senior Outreach, (608) 838-7117.

News: Case Management Information

VA to Look into Overmedication Reports at Tomah VA Medical Center by the GWAAR Legal Services Team (for reprint)

On January 15, 2015, the U. S. Department of Veterans Affairs announced it would launch an investigation into reports of overmedication and retaliatory management practices at the VA Medical Center in Tomah, Wisconsin. Officials stated the investigation would begin within two weeks and would include reviewing medication prescription practices. A spokesperson for the Tomah VA Medical Center said the center will fully cooperate with the investigation which gained momentum after the Center for Investigative Reporting (CIR) published a story noting the number of opiates prescribed at the Tomah VA had more than quintupled between 2004 and 2012 — even as the number of veterans treated there declined. Health care professionals have complained about the center’s practices for several years. The CIR report found that the hospital’s chief of staff, psychiatrist David Houlihan, was referred to as the “Candy Man,” and the Tomah VA was known by some as “Candy Land” because of the number of narcotic painkillers prescribed to patients there. Dr. Houlihan became chief of staff in 2005. In 2004, the Tomah VA dispensed approximately 50,000 oxycodone pills — a powerful narcotic — to 25,000 veterans.

By 2012, the number of pills prescribed grew to 712,000. Potentially troubling is the fact that Dr. Houlihan prescribed a very large amount of narcotic a painkillers, despite being a psychiatrist who treats mental rather than physical ailments. In August 2014, a 35-year old Marine Corps veteran died due to an overdose of painkillers while a patient at the facility. It was revealed that the deceased veteran was prescribed a 14-drug cocktail including powerful narcotics, tranquiliz-ers, muscle relaxants, and anti-psychotics. Dr. Houlihan has been reassigned pending the outcome of the investigation and will not be seeing patients or prescribing medication. There have also been accusations of retaliatory employment practices against those who have questioned the large number of narcotic prescrip-tions. The facility’s chief pharmacist resigned from his position in 2013 citing instances of outrageous prescription refill requests. Other pharmacists saw their employment terminated for failing to dispense controlled substances. Several employees at the Tomah VA have filed whistleblower complaints with the Office of Special Counsel, an independent federal agency. One former employee repeatedly pled for an investigation or for action, even as the existence of an Inspector General’s report detailing Dr. Houlihan’s prescription practices, was provided to Senator Tammy Baldwin’s office in August 2014. Some of the reported issues at the Tomah VA facility and the ensuing Inspector General’s investigation may have received lower attention as a result of issues at the Phoenix VA facility, which became the epicenter of a national scandal over the quality of care veterans received amid allegations that patients were dying while waiting to see a physician. Meals are provided by Dane County through Consolidated Food Services. They are packaged, delivered and served by Senior Center volunteers. If you are a vegetarian or have special dietary needs, call and talk with Lisa regarding your meal options.

Nutrition Site: The Center serves lunch Mon. thru Fri. at 12:00 PM. Menu pg.15.

Home Delivered Meals: Meal delivery is available to homebound older adults in the Stoughton Area School District every weekday.

Cost of Meals: Individuals 60 or older pay by donation. Suggested donation is $4.00. Individuals under the age of 60 must pay the total cost: Meal Site: $7.50 Delivered Meal: $7.75.

Please be reminded that cancellations and reservations must be made by 1:00 PM on the previous working day. Any cancella-tions made on the day of, are still subject to payment to the County/Senior Center.

Recipe of the Month Bubble Loaf Coffee Cake

1 (24 oz.) pkg. frozen

dinner rolls

1/2 stick butter

1 pkg. butterscotch pud-

ding 3 oz. (not instant)

1/2 c. brown sugar

1 tbsp. cinnamon

1/2 c. raisins or nuts

Butter bundt pan or glass baking dish. Place rolls in pan. Melt butter; combine with pudding mix, brown sugar, cinnamon and nuts or raisins. Sprinkle mixture over top of frozen rolls, letting mixture fall around rolls. Leave on counter to rise overnight. Bake at 350 degrees for 25 minutes or until done. Turn upside down. Remove from pan. Serve warm.

March is Meals on Wheels Month

8.8 million seniors, nearly 1 in 6, may not know where their next meal is coming from. Programs like Meals on Wheels are critical to solving this national crisis. The nutritious meals, friendly visits, and safety checks delivered each day are often what it takes to help our seniors live independently in their own homes. Did you know in Wisconsin: 124,236 seniors struggle with hunger? 68,470 seniors are served by Meals on

Wheels Programs? 70% of these seniors live in rural

communities like Stoughton? 22% live in poverty A single meal helps provide half or more of

total food calories for that day? Did you know at the Stoughton Senior Center: In 2014 we provided 13,940 meals to 137

participants and we have over 45 MOW Drivers and 12 Kitchen Volunteers.

Commission on Aging Meeting Highlights for February 3, 2015

Meetings are Open to the Public

Center News: Flooring is complete...with scratches. These we are told were caused by our chairs and will be buffed out free of charge when we receive our new chairs.

COA In-service: Case Manager Kelly Janda provided a talk on the Senior Center’s case management services. Discussion followed on current trends, and the importance of maintain-ing confidentiality and building client trust.

Syttende Mai:

Distributed the Program Committee’s meeting minutes and discussed the logistics of the Committee’s recommendation to check with the Chamber of Commerce if any organization would be willing to rent the Center during Syttende Mai weekend; and if not, for the Center to close.

Some COA members expressed interest in not renting the space and to instead share the responsibility tasks; a vote was taken and some members volunteered.

A motion was made to table the discussion for those who volunteered to meet and discuss how to cover the security and responsibilities associated with being open.

Legislative Update:

Federal funds have been budgeted for elimi-nating Social Security and Medicare Fraud.

Although not officially introduced, a bill called the Care Act is being proposed by Milwaukee Senator Tim Carpenter which would allow people to designate if they want their caregivers to receive medical informa-tion and instructions from their doctors.

Healthy Living With Diabetes

Living with diabetes can mean a constant struggle to lose weight, count carbs, control blood sugar and avoid problems. It may leave you feeling tired, depressed and un-able to do the things you love. Make sure YOU are in charge—not your diabetes.

The Music Appreciation Series with John Beutel is organized for anyone who loves music and would like to learn more about it. The classes are free, with donations appreciated. You may attend one session, two sessions, or all of the sessions depending on your interest and schedule. The Music Appreciation presentations are made possible because of the support of the Stoughton Area Senior Center and its staff, a generous grant from the Bryant Foundation and donation for class participants.

Our spring season is jam packed with exciting op-portunities to hear a wide variety of music. We are privileged to have a number of professional groups to present the very finest in music. Pass the word. Bring your friends.

Monday, March 23 The Stoughton Area Jazz Collective This group was a huge hit when it performed for us last fall and gave us great listening and information on Duke Ellington and the Harlem Renaissance. They are returning with a program on the music of the American icons-George and Ira Gershwin. Come to hear some great American music and learn more about it's origins.

Monday, March 30 Birth of the Recording Industry: 1893-1910 Henry Supoznik’s program, rescheduled from last fall, will illustrate his talk with vintage recordings from that era. Join us to find out where our recording industry had it's beginnings. Henry is from the University of Wisconsin, and as you will remember from last year, is a knowledgeable and engaging speaker so we are thrilled to have him back!

Fun with Ping Pong Join a fun group for lots of hoot ‘n’ hollering, great physical exercise and plenty of good-natured competition. The Senior Center Ping Pong group is scheduled three days each week for playing singles and doubles games. Check the next page for specific dates and times. We can reserve one of our two tables for those who haven’t played for awhile, so if you are little rusty, don’t hesitate to come!

Games Worth Playing Get ready! It’s coming! The Wisconsin Senior Games offers competitive events for seniors fifty and older. From June 6 – 20, events are held in Madison and the surrounding area. Registration opens April 1.Registration books will be available March 30 or check www.WiSeniorGames.org.

Main Street Kitchen to Cater Tuesdays The Food for Thought Survey results show that 70% of its respondents would like the Senior Center to have a soup or salad options. As a monthly trial, we are excited to partner with Main Street Kitchen to do just that on Tuesdays beginning March 3! Menu items will include a 4" sub sandwich and your choice of a cup of soup or pasta salad. The cost will be $5.00. Lunch reservations will need to be made by noon on the day before. Please call 873-8585 for more information, or to place an order.

This is a pilot program, and if it’s successful, will become a regular meal offering. If you know of other catering services that may want to be involved with this pilot program please call the Senior Center with your ideas.
