March 2015 The extension and modification works of Diamond Hill Station have been in progress for over a year and the works are now in full swing. Many people would have seen the changes at the station, such as closure of parts of the concourse and platform areas, reversal of entry/exit gate directions and relocation of shops and ATMs etc. Carrying out such works in a bustling station is inevitably challenging. How do you think it is done? In fact, only limited station modification works can be carried out during daytime in order not to affect the existing train service. For that reason, the station is still bustling at night as work continues after traffic hours. When most people are asleep, workers undertake a variety of important tasks such as relocating the entry/exit gates and ATM machines, and strengthening the jack-arch wall at the southern concourse adjacent to the track to facilitate pedestrian subway construction to link up the existing and extended parts of the station. From preparation works to final clean up before train operations in the morning, the workers need to race against time since all of the works have to be completed within 3-4 hours. With support from the public and round-the-clock efforts of the construction team, some of the new lifts and escalators at the existing station will be ready for use in phases starting from the end of this year. To serve the future interchange station of Kwun Tong Line (KTL) and Shatin to Central Link (SCL), more facilities are now under construction at the extended part of the station including the SCL concourse, platform, and public toilet facilities, which will be opened at the same time as the completion of the SCL construction. The second phase of shaft excavation is underway at Ma Chai Hang Recreation Ground. Foundation and structural works for the ventilation building will follow. Shaft excavation for the emergency access at the junction of Shatin Pass Road and Wong Tai Sin Road has been completed and advanced works for the construction of the emergency access are in progress.

The Tunnel Boring Machines (TBMs) “Nu-wa” and “Mu Gui-ying” are working hard after their launch in the third quarter of 2014. “Mu Gui-ying” completed the construction of the up-track tunnel from Kai Tak to Diamond Hill in March 2015 while “Nu-wa” will complete the up-track tunnel from Diamond Hill to Ma Chai Hang within the first half of 2015. The construction of the down-track tunnels will follow.

The underground rock layer that supports the diaphragm wall of the Diamond Hill station extension was found to be deeper than expected, requiring more time to complete the diaphragm wall construction works. Diaphragm walls are a fundamental part of the station foundation works. Without a solid foundation, other procedures would not be able to proceed. In order to tackle the challenge, the Corporation has rendered assistance to the contractor to adjust the works procedures so as to “break down” the shaft excavation works into “pieces”. The excavation could be started in the area where diaphragm wall construction was completed. Huge struts (see the right photo) were installed to support the station structure. With the efforts of the team, the excavation works have commenced smoothly and the diaphragm wall construction was completed in October 2014.

Tsz Wan Shan is a densely populated area and works sites are located close to residential blocks. It is challenging for the team to arrange works in a limited space and to minimise works impacts on the residents at the same time. Understanding the residents’ concerns is the key to solving problem. The construction team always maintains close communication with the community such as organising site inspections before implementing major works procedures and temporary traffic arrangements. In this way, relevant procedures and arrangements can be adjusted according to the views of the community. With public support and team efforts, the whole section of the covered walkway along the northern footpath of Fung Tak Road was opened to the public in the first quarter of 2015. The Corporation and the contractor will strive hard to complete the construction works of the facilities as soon as possible for public use.

The excavation of the Diamond Hill Station extension has fully commenced

A site inspection was organised with the local community to explain temporary traffic arrangements.

The covered walkway along the northern footpath of Fung Tak Road has been opened to the public.

A temporary staircase connecting Tsz Wan Shan Road has been constructed near the footbridge. Noise barriers have also been erected at the footbridge to minimise impacts on the community.

Foundation works for the lift at Tsz Wan Shan Road (near Ching Hong Estate) have commenced. The original staircase is temporarily closed.

Ventilation Shaft and

emitted from the ventilation shaft. Train is motivated by electricity and it will not emit any exhaust gas. The

air emitted from the shaft is the same as the air surrounding.

Community Liaison

To enhance communication with the community, the SCL Wong Tai Sin Section Projects Team, together with contractors Sembawang Leader Joint Venture and VINCI Construction Grands Projets visited FDBWA Cheung Chuk Shan Kindergarten and Hong Kong Sheng Kung Hui Nursing Home to celebrate the Mid Autumn Festival and Christmas with around 30 children and 50 elders respectively. The participants paid close attention on the introduction of the SCL and actively took part in quizzes and games. Gifts were distributed to the participants as a token of gratitude.

The kids eagerly took part in the quizzes about proper behaviour on trains.

Wong Tai Sin Section Newsletter

The major works under the Wong Tai Sin Section of the SCL project, including the station excavation works at Diamond Hill Station and tunnel boring works for the two tunnels between Kai Tak and Ma Chai Hang have fully commenced. Although there have been different challenges since the commencement of the project, the works are moving forward smoothly with the support and understanding of Wong Tai Sin residents. We treasure the support of the community. The team will continue to listen to the concerns of residents through different channels, such as Community Liaison Group etc.

With the completion of the covered walkway at the northern footpath of Fung Tak Road and the phased opening of some enhanced facilities at Diamond Hill Station, residents can enjoy more convenience in their daily journeys. We hope the project can bring the citizens a better life. Let’s enjoy the fruitful achievement of the project together.
