Waynoka News 2013 SEASON INFORMATION The Spring & Summer season is quickly approaching. Listed are just a few items to remember to help things go as smooth as possible for you.

President, Jim Meyer, called the meeting to order at 10:00 a.m. The invocation was then given by Reverend Sam Talley of the Lake Waynoka Community Chapel and followed by the Pledge of Allegiance. Roll Call: Present: Blackburn, Bullock, Kirk, McDulin, Meyer, Robinson, and Taylor Absent: Holt (ex.) and Mgr. Cahall (ex.) Minutes: The motion to approve the minutes of the January public meeting as published in the February Waynoka Newsletter was made by Robinson, seconded by McDulin and passed unanimously. Treasurer’s Report (Eric Kirk): Kirk reminded the property owners that copies of the January WPOA financial statement are available up front. He noted that dues notices were sent out in mid-January and payments are already coming into the WPOA accounts. Kirk also shared that the format of the monthly financial report will be revised beginning next month. Manager’s Report (operations update given by Pres. Meyer): • Buckeye Engineering has submitted to the ODNR the revisions/changes to the Emergency Action Plan that were requested. • A contract to have the interior of the Lodge painted was signed. The work will be done the week of Mon., Feb. 18. Access to the Lodge will be limited during this time. • The Poolside Restaurant at the Lodge opened Friday evening, February 8th. Meals will also be served on Saturdays (breakfast, lunch and supper) and on Sundays (breakfast and lunch). Meyer encouraged property owners to patronize the restaurant. Mgr. Schmidt is asking patrons to provide suggestions and input regarding what they want from their restaurant! The management of the Lounge asked that Mr. Schmidt be thanked for their generous donation of pizzas for the Super Bowl Party last weekend. • On Friday, March 1st at 3 p.m. the committee organizing the Spring OLCA Meeting being held at Lake Waynoka May 15th and 16th will meet with the OLCA Executive Secretary. They will be given direction as to what to expect during the Spring Meeting and how to assist the participants during their visits to Lake Waynoka. Ginny Tatman is chairperson of this committee. • The paperwork related to the refinancing of the loan on the Health and Recreation Center has been completed converting the interest rate from 5.9% to 3.75%. • Four additional full hook-up campsites are being created at the Campground. • Several applications have been received for the newly created police officer position. Security Chief’s Report (Gordon Ellis): In regards to traffic and traffic conditions several single car accidents did occur during recent inclement weather requiring the assistance of Security. However, overall, the Chief would like to ‘commend the vast majority of residents who are obeying traffic signage’. The Chief expressed his pleasure about the quality of several of the applicants for the police officer position. Resume reviews will begin soon and candidates will be selected for interviews. Other Reports:Long Range (Steve Sears): The Committee has determined that the work done on the condo project over the last several months was not adequate. The investigation of this project will begin again using a more detailed and structured approach. The Committee is preparing a questionnaire with more specific questions for

property owners to answer as a starting point to determine the direction this project should take. These will be mailed in the near future. The driving range is still being investigated to generate additional revenue as well as the possibility of a marathon and/or a triathlon to generate revenue as well as exposure for Lake Waynoka.Lake Advisory (Vern Taylor): During the Committee’s meeting last Tuesday the issue at the east end of the Lake was discussed in detail. It was determined that the upstream side of the road is the #1 concern and that legal advice is needed before proceeding with work on the downstream side of the road. On February 15th at 2 p.m. another engineering/contracting firm is meeting with the Gen. Mgr. and Committee members at the site. New members Gene Johnson and Frank Skidmore were welcomed.Building (Gary Blackburn): At this time only one house permit is being reviewed. Since the Lake was not lowered this season there have not been dock permit applications to review. Presently there are four mem-bers on this Committee (Blackburn, Sears, Snyder, and Tatman). Blackburn questioned if the number of members should be limited to keep the efficiency and the effectiveness of the Committee at its best.Rules and Regulations (Eric Kirk): After he confers with Chief Ellis Kirk believes that the Blue Book revisions can be prepared for distribution and review by property owners. Most likely the revisions will be posted on the website for several months as well as a few black and white copies will be printed for review. The website version will show the actual revisions in color ink. After sufficient time is allowed for this review to be done and suggestions to be made a special meeting will be held to approve the revisions. Work on the Yellow Book of rules and regulations is continuing and will be available for review at a later date.EMS/Fire (Vern Taylor for Todd Holt): A CPR class (a Health Care Provider class with AED usage) will be taught by an instructor from Air Evac 89 at the Lodge on Friday, March 29th beginning at 10:30 a.m. The Class is open to all area residents, members of fire departments and especially Lake Waynoka Employees. The cost is $20 per participant. The sign-up sheet is available at the Administration Office. Payment of the fee (cash or check payable to Air Evac 89 Jason Spears) is due at the time of sign-up. Franklin and Jackson Township trustees are working with the Brown County Prosecutor’s Office to draft contracts for the proposed “New Firehouse”. It is most imperative that residents volunteer to become a Firefighter and/or an EMT. To move forward with this project there must be ‘a bank of VOLUNTEERS’. Sign up at the administration office.Campground (Walt Robinson): Four more full service hookups are being installed at the Campground. There were no fee increases for campers this year. Monies for improvements are ‘short’, but one of the bathrooms has been renovated. It is planned that one of the bathrooms will be upgraded and brought up to code each year until they are all finished. It is hoped that the WPOA Maintenance Staff can repaint the numbers on the roadways to reduce costs. Nominating: No reportWater Sports Club (Gary Blackburn): Blackburn reported that the Club will be meeting in March and will be discussing Waynoka Day since it is the Water Sports Club’s turn to host this event.Chapel (Reverend Sam Talley): Reverend Talley reviewed the Sunday schedule: Discovery & Recovery 8:30 a.m.; Sunday School 9:30 a.m.; Church Service 10:00 a.m.; and Bible Study 6:30 p.m. The phone # at the Chapel is 446-4462 and Rev. Talley’s personal phone # is 937-695-9074. The Chapel will present the Four Chaplains Service again next year. In the tradition of St. Frances of Assisi a Blessing of the Animals will be held on March 17th at the Chapel. Rev. Talley invited children to join the Preacher’s Creatures on their trip to see a Cyclones game on Feb. 15th. He also announced plans for trips to the Cincinnati Playhouse in the Park on May 25th; to Bardstown, Ky. to see the Stephen Foster Story on June 22nd (or possibly an overnight trip June 21st and 22nd); and Renfro Valley on August 24th. He also asked if there was any interest in pilgrimages to Israel and Egypt or Italy and Greece in the future. On the Tuesday before Easter Rev. Talley and several others will be preparing a Passover observance meal to share.Civic Club: No reportShawnee Squaws (Kathy Farrell): Farrell asked that all members attend the meeting on Wed., Feb. 13th at 10 a.m. to plan the annual Spaghetti Dinner on Wednesday, March 13th in the Rec Center. The Dinner will

be BYOW (bring your own wine). Contact a member of the Squaws to get your dinner ticket as the number of seatings is limited.Lake Committee: No reportWaynoka Tribe (Joe Rockey): Rockey requested permission from the Board to hold the annual Easter Egg Hunt on Saturday, March 16th at 11 a.m. in the Little Turtle Recreation Area. He also asked that Security be allowed to accept donations of wrapped candies for the eggs hidden for the Hunt. The Board agreed to Rockey’s requests with a yea voice vote of approval. For more information or to volunteer to stuff or hide the thousands of eggs call Rockey at 513-404-2622.Lions Club: No reportGarden Club: No report Old Business: The Board approved by a unanimous yea voice vote of approval to pay an additional $30K to the already allocated $20K (total of $50K) on the Health and Recreation Center loan. New Business: • The Board agreed with a unanimous yea voice vote of approval that the Mgr. should request bids for a new tractor with a ‘bat wing’ mower for April delivery. Monies are already allocated in the budget for this purchase. • Taylor asked the Treasurer about the Finance Committee meeting more often. Kirk responded that the code requires that the Committee meet quarterly and that when the Mgr. returns from vacation a date for a meeting will be determined. • McDulin asked if the meeting on the 15th with an engineering/construction firm representative was in answer to Coker’s concerns raised at the last meeting about what was being suggested to remedy the problems at the east end of the Lake. He was assured that it was. • Blackburn then thanked Roger Coker for raising those concerns because he believes it has caused the Board members to begin asking more questions about this situation. He also believes the ‘direction this project is now heading is a lot more appropriate’. Taylor commented that ‘at this time there seem to be more questions than answers’ about the project. Motions and Regulations: none Membership Concerns: none Adjournment: Prior to adjournment of the meeting Pres. Meyer requested that the Board meet for a brief executive session. WRWSD MEETNG - Mon., January 28, 2013President Ron Gloss called the meeting to order at 7:00 p.m.Roll Call: Present: Beresford, Buskey, Doughman, Gloss, Purdin, Plant Supt. Culver & Mgr. Cahall Absent: Kirk (ex.) & Redick (ex.)Minutes: Prior to approval of the minutes of the January 12th Saturday meeting as distributed via email the date of the meeting was corrected from January 8th to January 12th. A motion was then made by Doughman and seconded by Purdin to approve the minutes as corrected. The vote was taken and the motion passed unanimously.Treasurer’s Report (John Buskey): • The WRWSD received $56,577.55 from the atrazine settlement. Buskey expressed his appreciation to Plant Supt. Culver for his diligence in following this effort since 1998. The Board agreed that a news release about this additional income be included in the March Waynoka Newsletter. The Board also agreed that these monies should be placed in the water reserves account. • After reviewing the end of the year financial report for 2012 it is believed that there were surpluses of about $30K in the water operating fund and about $30K in the sewer operating fund. These monies will be placed in their respective reserve funds in December 2013 as was done with the 2011 surpluses last December. Report from the Manager (Paul Cahall) and the Plant Supt. (George Culver): • Culver shared that for the first time ever it was discovered that tree roots had damaged not one, but two residential grinder pump stations requiring replacement of these units. • Cahall noted that the permit to finish the work to install the last four full sewer/water hook ups in the campground expires soon. This work will be done in the coming month. • The one ton toolbox truck has ‘died’ and is not repairable without excessive costs. After discussing the ‘needs’ in a replacement truck as well as where and how to purchase a new truck the Board directed Cahall and Culver to ‘go shopping’. Monies for this purchase are already allocated in the 2013 budget. • Cahall shared that the WRWSD’s previous accounting firm had recently sent both the 2010 and the 2011 adjustments to its financial reports. This action changes the amount of work that the new accounting firm of Kamphaus and Associates will need to do to prepare the WRWSD financial records for an audit by the State of Ohio. The Board directed Cahall to discuss the ramifications of this development with both firms. • The ODNR has not yet shared their review of the Emergency Action Plan submitted by Culver several months ago. • When Cahall contacted the Brown County Treasurer he learned that the properties owned by the WRWSD which were listed as delinquent in payment of property taxes were those properties that the WRWSD had purchased at sheriff’s auction. The tax status of these properties had not yet been changed to tax-exempt status. This has been done since Cahall made the inquiry.Other Business Items: • Buskey and Cahall shared that they are not happy after reviewing the aerial photographs of the Lake taken by ‘Artists in the Sky’. Even though the company was given a map highlighting areas that needed to be photographed only a couple of the areas were included among the photographs taken. The Board directed Cahall to contact ‘Artists in the Sky’ to discuss this matter. • Gloss asked Culver about the schedule for the flushing of fire hydrants and turning of valves. Culver shared that the staff is following a ‘continuous plan’ to do this. He estimates that in 2012 all of the hy drants were flushed at least twice and about half of the valves were turned. • Gloss shared that he would be asking each Trustee to share which office(s) they might be interested in holding for the 2013 WRWSD Board. From this information the slate of 2013 officers may be determined prior to the Annual Meeting in April.

• Gloss reminded the Board that two of the workshop meeting dates in 2013 will be changed. The May workshop meeting will be on Monday, May 20th instead of Memorial Day, May 27th and the December workshop meeting will be Monday, December 16th prior to the holidays of Christmas and New Year’s Day. • Buskey shared that he is in the process of creating a WRWSD Treasurer’s Handbook. This document will include information such as where various funds come from, how different funds are allocated and how these decisions came to be. • Buskey requested that Cahall, Culver, Kay Bundy, WRWSD Clerk, and he meet as needed in the next month to review and update the WRWSD Capital Improvements Plan.

Motions and Resolutions: none

Adjournment: Prior to adjournment the Manager requested a short executive session to discuss personnel. OHIO BOATERS SAFTEY COURSE MARCH 16th The Waynoka WaterSports Club will be sponsoring an Ohio Boating Education Course at 8:00 am on Saturday, March 16th at the Lake Waynoka Lodge. Cost of this course is $5 payable to ODNR Watercraft. This course will consist of 8 hours of instruction in a certified class followed by an exam. This year (2013) everybody younger than 31 years of age needs to pass a test certified by the State before they can drive any type of boat powered by more than 10hp. This class and exam will fulfill the Ohio’s Boater Education Requirement that went into effect in January of 2000 and is administered by the ODNR Division of Watercraft. The law prohibits any person born on or after January 1, 1982, from operating a vessel powered by more than 10HP unless the person has successfully completed either a boating education course approved by the National Association of State Boating Law Administrator (NASBLA) or a proficiency examination approved by ODNR Division of Watercraft. You can pre-register for the class by calling ODNR Watercraft at 513-734-2730. Be sure to reference the date and location for above class. This class is open for any age and not just Lake Waynoka.

WRWSD Board of Trustees Meeting – Sat., February 9, 2013Vice President Larry Doughman called the meeting to order at 9:30 a.m. Roll Call: Present: Beresford, Buskey, Doughman, Kirk, and Purdin Absent: Gloss (ex.), Redick (ex.) and Mgr. Cahall (ex.)Minutes: The motion to approve the minutes of the January 28th WRWSD meeting as read was made by Purdin and seconded by Kirk. The motion passed unanimously.Treasurer’s Report (John Buskey): • The Treasurer noted that the January 2013 WRWSD financial report is available for review and that he is also available to answer any questions. • The monies from the atrazine settlement ($56,577.55) were placed in the water reserve account. This class action lawsuit was started in Illinois and originally filed in 2004. Closure came in 2012 and the monies were received in January of this year. • In March two CDs will be allowed to ‘roll-over’. The legal reserve fund CD ($16,906.00) has made about $23 in interest and the sewer reserve fund CD ($125K) has made about $173 in interest. The income from CDs is not much, but more than from savings accounts. • During one of the next couple of WRWSD meetings a motion to amend the budget will be necessary to make adjustments for the atrazine income, the accounting fee increase and a capital expense from last year.Manager’s Report (Paul Cahall): noneOld Business: noneNew Business: noneMotions and Resolutions: noneBoard Member Concerns: noneMembership Concerns: noneAdjournment: The motion to adjourn was then made by Purdin and seconded by Kirk. Your grinder pump has moving parts which can be damaged if you put oils or grease or strong chemicals

(like drain cleaners), down the kitchen disposal or any drain on your property.

If these items are introduced into the WRWSD sewer system they could result in the premature failure of your grinder pump

and the need for a replacement or repairs. $$$$$ This tip is courtesy of the WRWSD.

President’s Message Spring is just around the corner. The Campground opens in just a month. Easter will have been here and gone. The “SNOWBIRDS” will return from their winter retreats and the “LAKE” will be ready for another season. The Lodge will have a new interior paint job (after 20 years). The men’s restroom will be updated (after 40 years). Our Lounge and Restaurant will be even more inviting for your food and refreshments. The Rec Center has done an excellent job over the winter months with even more activities for the entire family. A Big Thanks also go to Paul, our dedicated Manager, Security and Staff for all their work over these months, plus all the committees, clubs and organizations. Last, but not least, your Board of Trustees who have and are now working diligently to pull this all together and keep things working. New proposed clarifications and updates for our Rules and Regulations (The Blue Book) will be published on our website, www.lakewaynoka.com, shortly for each and every Property Owner to view and give their input. Remember this is YOUR community and your input is considered for the entire community.

Monthly publish highlights from the Waynoka Awareness Safety Program to keep you and your neighbors safe. Each month you will find a helpful suggestion from the program guide for your use and to share with those around you. If you would like to have a WASP booklet or if you have something you would like to have included please call.

FIRE SAFETYMost home fires are caused by carelessness or faulty equipment. These fires can be avoided through simple preventative measures. There is always the possibility of fire after an earthquake because of broken or damaged gas lines. Fire following an earthquake has the potential of causing greater loss of life and damage than the earthquake itself.

SAFTEY CHECK LIST• Remove debris from garage, attic, closets, etc.• Store flammable liquids in proper containers, away from heat source.• Keep matches and lighters out of sight, away from children.• Teach family members how to use a fire extinguisher.• Purchase a fire extinguisher for all suitable types of house fires (A, B, C)• Place fire extinguishers in an accessible location. Test them often and recharge after every use and as recommended by the manufacturer.• Install smoke detectors throughout your home. Test them once a month and replace the batteries once a year.• Use a screen for the fireplace and a spark arrester on the chimney to trap flying sparks.• Do not overload electrical outlets. Replace worn or frayed cords.• Keep your yard well groomed and your weeds cut.• Develop and escape plan with two exits per room. Practice the plan.• Teach your family to “STOP, DROP, and ROLL if their clothing catches fire.

SMOKE DETECTORSMost home fire deaths occur during the early morning hours when most people are sleeping. The heat and smoke from a fire are more dangerous than the flames. The heat can scorch your lungs and the smoke travels faster than the flames. Ninety percent of all fire deaths are caused by smoke inhalation.

• Install smoke detectors in your home. Working smoke detectors double your chances of surviving a fire. Do not remove the batteries if the smoke detector sounds.• Place smoke detectors on the ceiling or high on the wall outside bedrooms. Also place them at the top of open stairways or at the bottom of enclosed stairs and near (but not in) the kitchen. Place a smoke detector on every level of your home.• Check your smoke detector at least once a month to see if it is operating properly. Do not remove batteries if the smoke detector sounds. A battery operated smoke detector cannot alert you if the batteries are taken out.• Clean your smoke detector once a month and replace the batteries at least once every year. HINT: Choose a date that is easy for you to remember. For example, each spring and fall when you reset your clocks, a birthday, holiday, etc. • Smoke detectors are inexpensive and can be purchased at most hardware, home supply, discount, and drug stores.

LAKE WAYNOKA BASS TOURNAMENT RULES

1. Interpretation of the following rules shall be the sole responsibility of the tournament directors.2. Any style of boat may be used (canoe, pontoon, etc.) if the following criteria is met:

a. Owned by a member in good standing and Lake Waynoka registered for the current year with attached sticker.

b. Has an operating aerated live well. No stringers or baskets are permitted. Live wells must be checked by a tournament official prior to tournament start time.

c. Is covered by a minimum of $100,000 liability insurance. By payment of entry fees the boat owner is certifying they have insurance coverage.

3. This is a Team event with a maximum of two anglers per boat. Entrants may launch anywhere, but must be at tournament headquarters thirty (30) minutes prior to the scheduled take off time.

4. Only Largemouth, Smallmouth and Spotted bass will be eligible. A total of six (6) fish, twelve (12) inches or longer may be weighed per boat. Weight in pounds and ounces will determine winners. In the event of ties in weight, order of finish will be determined by (a) the boat having the most fish (b) the largest fish (c) flip of a coin.

5. Only six (6) bass can be in the team’s possession at any time. Culling must be done immediately. No undersized bass may be kept at any time. All fish must be released after being weighed.

6. Bass must touch the 12” line with mouth closed on the official tournament measurement board. Any dead bass brought to the scales will NOT be weighed or counted. A one (1) pound penalty will be charged for each fish less than twelve (12) inches weighed in. Courtesy board provided.

7. All bass must be brought to the weigh in scales before the boat is removed from the lake. No bass will be weighed if brought to the weigh in scales from a trailered boat.

8. Life jackets must be on and zipped at all times when the outboard engine is running. The boat operator must have the kill switch cord attached to their life jacket at all times the engine is running.

9. OBEY all no wake markers—idle speed only in these areas. Safe boating conduct is a must. All WPOA Rules & Regulations and State boating regulations will be strictly adhered to, subject to disqualification.

10. All participants are expected to exercise good sportsmanship and courtesy, including maintaining at least 50 yards between participating boats.

11. The entire lake becomes no wake at dark (indicated by the automatic lights on the dam). Both bow and stern lights must be in good working condition and must be turned on from sunset to sunrise.

12. No team member can depart from their boat at anytime during tournament hours unless returning to tournament headquarters. (Marina dock).

13. Intoxication will not be tolerated. Alcoholic beverages and non-medically necessary drugs are not permitted in the boat.

14. Only artificial lures may be used during the tournament. No trolling is permitted.15. Lake Waynoka is OFF LIMITS for fishing to all tournament participants 24 hours prior to the scheduled tournament

start time. Violation of this rule will result in automatic disqualification.16. Team number tokens must be hung back on the display board by team members only at or before the official time has

been reached to end the competition. Late arrivals will be penalized 1 pound per minute for each minute they are late. Five minutes late will disqualify a team’s complete weight for the tournament. A clock with the official time will be displayed at the sign in table, set your watch.

17. No underwater cameras will be permitted during the tournament.18. All protests must be lodged with the tournament director PRIOR to any announcement of payouts.
