Justin Simon was an aspiring storyteller at an early age, writing numerous short stories since he was a teenager. His passion for storytelling evolved in-stantly to a passion for film where he quickly real-ized the power to emote a viewers feelings by using music, cinematography, and editing. He had realized that film was essentially storytelling in a new way.After numerous gigs in many industries, ranging from Kitchen Supervisor, Administrative Assistant for a Law Firm, to even being an Ironworker on Cal-gary’s skyscraper skyline; Justin decided to follow his boyhood dream of “working in the movies”. Af-ter numerous failed attempts at enrolling into a lo-cal post-secondary Film & TV program, Justin went on vacation to Vancouver, BC, where he toured the facility for the Vancouver Film School. Immediately he was sold; and despite his previous failed attempts to local programs, he applied for enrollment and got accepted. Justin packed up everything he had and moved to Vancouver. With the help of family and friends, he was able to complete two programs with the Vancouver Film School; Visual Art & Design and Entertainment Business Management. Justin’s biggest challenge he faced was time and money. Tuition for both programs was so high that even with the financial aid of Nipishikophak Educa-tion Authority and Samson’s Human Resources, he also needed Alberta Student Loans and a part time job to maintain rent and daily living expenses. The

programs themselves were condensed programs, two years of schooling done in one year. With his exhaustive school schedule ranging from 9-4 daily, plus homework and huge group projects, Justin also worked part-time evening and weekends. It was an exhaustive two years, but for Justin it was worth it.With the Entertainment Business Management Pro-gram, he produced an award winning short film en-titled The Little Mermaid, an adaptation of the story by Hans Christian Anderson. “Its popular princess stories with a feme-fatale twist” says Justin. The Little Mermaid is just one of a series of 4 stand alone films that comprise a series called Compendium 4: Psycho Princesses. In 2011 the short film was submitted into Screamfest 2011, an annual Horror Film Festival set in Los Angeles, California. Here it won Best Short Film despite competition against Hollywood’s own big wigs.Justin Simon also produced another short film, a cultural story about a Hoop Dancer called The Spirit Within. This film was Justin’s own response to the negative attention garnered by the news media in relation to his hometown of Hobbema; that “despite the problems and tribulation we face as a commu-nity, we are still a beautiful and powerful people. This short film is meant to remind us of that and not to wholly focus on the negative headlines that the media floods our community with.” The Spirit Within will be circulating the film festival circuit in the near future.Justin Simon currently resides in North Vancouver, BC and is co-creating and a co-writing a TV series inspired by aboriginal folk lore, and has high hopes that it’ll be picked up by a network.

Negotiations progress on the ATCO southern exten-sion pipeline replacement project. This pipeline was originally constructed in 1945/46. It runs from Bit-tern Lake to Red Deer, through Samson Cree Nation (SCN), transporting sweet gas. The utility pipeline services the four nations of Maskwacis as well as rural residents and six other municipalities. A full-scale replacement was recommended after a detailed integrity assessment in 2005. Discussions on the next steps for both ATCO Pipelines and SCN have been ongoing since 2008.The SCN Consultation committee has developed a compensation package. In recognition of the ATCO Pipelines and SCN’s negotiations process, the break-down includes: right of way compensation, a new permit area, construction and employment, and sup-plementary annual compensation.A memorandum of understanding (m.o.u) between Samson Energy Services Construction Incorporated,

Samson Oil and Gas, and SCN was signed on January 12,2011. This m.o.u included opportunities to meet pre qualification packages for construction, a twenty percent profit from the pipeline, and no money down on the project. The opportunity to meet pre qualification packages for construction broadened the options for alterna-tive companies to carry out the construction of the replacement project. Spirit Pipeline is one of the companies the SCN Consultation committee has sought out. sticks. Various supplies such as mouth guards, water bottles, laces, and more are also available. With 342 player registered in minor hockey this year, and many more adult play-ers, there is definitely a mar-ket and need for this type of service in this community. The C/L Skate Shop owners remain optimistic for next season with hopes to ex-pand their product range and serve the Maskwacis area for years to come.

A lot of new and exciting things have happened in Justice and Legal Support. Our committee has com-bined with the Governance committee, placing both under one pillar. With the change we have also changed our name to Nipisihkopahk Pamîhowin, we have also established a new Terms of Reference for the committee. The Samson Cree Nation Residency bylaw has been reviewed by Aboriginal Affairs and Northern Devel-opment Canada and it has been approved. The Resi-dency Bylaw came into force on February 15, 2012. This is a great step towards positive change in the community. We are now taking steps towards imple-mentation of the bylaw. We are working towards hir-ing a Registrar of Residents and finalizing the Terms of Reference for the Tribunal. We are NOT taking ap-plications for eviction at this time. Once the staff are in place, notice will be posted and we will inform the community as to the process that will be followed. Please keep a look out for job openings in with Nip-isihkopahk Pamîhowin department. Our committee has begun to take a look at Land Is-sues. We have developed a Land Dispute Policy. This policy will facilitate a circle process to resolve land disputes. For more information see Donald North-west our Lands Coordinator. We have also begun to review and update the Community Land Use Policy, we will be hosting a community meeting as part of the review. In conjunction with the Infrastructure department we held an informational session re-garding CP's (Certificate of Possession) with Shane Vallette from Aboriginal Affairs and Northern Devel-opment in February.
