By Michael TwomeyPresentation: Presentation by Sean McLaughlin of theManagers Proposals for the Visual Uplifting of the Main Streetof the Town.This presentation was based on shop owners, businesses and resi-dents entering into the vision for heritage decoration of the MainStreet. Mr. McLaughlin said that owners and tenants shouldchoose colours for premises from the heritage catalogue. He pre-sented slide show examples of shop fronts of Youghal that bothfitted the proposed model and those that needed refurbishment. Headvised members that the heritage colours are more muted andthat ’garish’ tones are to be avoided. He stated that gutters, drain-pipes and window frames should be white and that mouldingsshould not be the same colour as wall tones. The task for owners,according to Mr. McLaughlin, is to work together to create anoverall positive impression. To facilitate the process during deci-sion -making on refurbishment, Mr. McLaughlin said a ’referee’would monitor the decision to ’prevent duplication’. He also stat-ed that exceptions to the catalogue would include stonework andbrickwork, which should be kept in their original state, while win-dowsills should also be left untouched. Those fronts that have’corporate identity’ should be ’tastefully done’ added Mr.McLaughlin. The County Manager added that owners would ben-efit from architectural advice that would otherwise be extremelyexpensive. She said the Council could offer to paint buildings as away of offering the owners a ’view of the heritage vision’. TheTown Clerk ventured that Development Contribution moniescould be used for this purpose before adding that the processwould ’take the jaded look from the town centre’. Cllr. Murraywarned that the time lapse between removing the recycling site atTides car park and the opening the new centre by the RailwayStation would leave users without cars in the area stranded. TheTown Clerk said Youghal had a ’state of the art civic amenity cen-tre and kerbside collection’. He also stated the availability of pri-vate collectors for refuse. Cllr. Murray replied that there was nofacility for collecting glass with kerbside collection. Cllr. linehan-Foley said all the bring sites had been removed from all areas inthe town while both the Mayor and the Town Clerk said the siteswere removed because of ’abuse’.Report of the Town Clerk on matters arising from the minutesof the monthly meeting held on 11th February 2008. HOUSING & BUILDING:1) The allocation of the first phase of Parklands amounting toeleven social housing units (10 3 bed, 1 two bed units) will takeplace this week. The anticipated handover time from the develop-er is within the next six to eight weeks. The successful applicantswill be required to undertake pre-tenancy courses and each tenan-cy offered will be for a period of twelve months initially. 2) We are concerned in relation to the initial response to theHousing Needs Assessment currently being undertaken by theCouncil. A public advertisement was placed in the Examiner andYoughal News newspapers informing people of this assessment.Letters and new forms were issued to each current housing appli-cant. Any person who has not completed these forms, needs to doso immediately to ensure that they will be considered for futureCouncil Housing Schemes and Casual Vacancies. Initial evalua-tion interviews on received forms are currently underway.ROADS & FOOTPATHS:1. A tender report has been received from David Kelly Partnershipin respect of the DeValera Street Car Park Project (consisting ofthe development of 37 car parking spaces). A contractor will beappointed shortly with a view to commencing works in April. 2. A tender report has been received from David Kelly Partnershipin respect of the Church Street Heritage Regeneration Project.Again a contractor will be appointed shortly with a view to com-mencing works in April. 3. Youghal Town Council have received notice of the NonNational Road Grant Allocation for 2008 from the Department ofTransport. This years allocation amounts to �287,000 (no increaseover 2007) and a report on same is currently being prepared by the

Town Engineer for presentation to the Members of the Council atthe April meeting. WATERS & SEWERS: 1. The reservoirs are currently at full storage capacity with anaverage daily demand of approximately 575,000 gallons per day. 2. I am unaware of any problems with the Waste Water DrainageSystem and all pump stations seem to be working satisfactorilycurrently. PLANNING & DEVELOPMENT:1. A planning application has been received from Cork CountyCouncil for the laying of a new 350mm trunk water main fromBoola Waterworks to the Reservoirs at Cork Hill. RECREATION & AMENITY:1. The Millennium Garden underwent seasonal maintenance dur-ing the month of February. This involved the cleaning out of allthe ponds together with the removal of all the vandalised pondstructures (it is hoped to replace these with a more practical solu-tion during the spring). The gates and archway have been paintedblack and gold to correspond with the scheme throughout thetown. Five new seats have been provided and all the brick pavingpowerwashed and cleaned. 2. As no funds were provided in the 2008 Council Budget for the1798 Memorial Park, I have had to source other sources of fund-ing from various agencies. I have managed to secure �26,000which will be spent on increased lighting, new balcony seating,planting and painting the park for the summer of 2008. Work hasalready commenced on the park and orders have been placed forthe extra seating and lighting. Votes of Congratulations.Cllr. Linehan-Foley offered high praise to athlete, Sarah Ryan.She added that the Council should acknowledge her recentachievements with a letter congratulating the athlete. Town Foreman’s Report. Cllr. Casey asked on behalf of the fishermen for a tap to beinstalled on the quayside. He informed members of complaintsfrom Prospect Farm about troublesome dogs running loose in thearea. The Cllr. concluded by seeking clarification as to why theside gates of the Mall House are closed throughout the day. Hesaid members of the public had pointed out to him that the areahas always been open to the public in the past. Cllr. Burke point-ed out that a section of footpath at the junction of Windmill Hilland South Cross Lane has been left unfinished. The Cllr. called for’extra ladders’ to be installed on Market Dock and Buttimer’sDock. He continued with requests to clean up jail steps, fix light-ing at 139 North Main Street and heavy ponding at entrance toPitch and Putt club while thanking the Town Clerk for his effortsin getting lights working at Seafield. Cllr. Linehan-Foley told theCouncil that she received a request to have a handrail installed atthe Mall Strand to ease access for the disabled. She cited aKilcoran wall that has been weakened by subsidence and whileshe acknowledged that the wall is ’privately owned’ she wonderedif the Council could contact the owner. The Cllr. wanted the pub-lic to know that the Millennium Garden playground is closed forrenovations and will reopen. "We are very lucky in this town tohave three playgrounds," she said. She then enquired as to why thebus continues to stop by Bertie Dempsey’s ’when we all agreedhere to relocate the stop to the back street’. She said members ofthe public had asked her why this was the case and that traffic con-gestion problems (the reason for relocation) continues. Cllr.Revins said the change had been suspended while investigation iscarried out on health and safety issues regarding the back streetstop. The Town Clerk said he was ’aware of only one complaint’about placing the new bus stop on Catherine Street. (This referredto Cllr. Murray’s information at a previous meeting asking theCouncil to reconsider the new bus stop as she had received a com-plaint from a woman who felt the stop was isolated and ’lonely’.Cllr. Linehan -Foley added that the new bus stop was ’part of ourdevelopment plan’, she asked. "Why did Bus Eireann change it?"Cllr. Murray said the woman in question ’must have phoned BusEireann herself’. The Town Clerk suggested Cllr. Linehan-Foley

The Town Clerk suggested Cllr.Linehan-Foley bring a motion at the next meeting ’calling on BusEireann to adopt the Council’s proposal’She replied that it was ’unfair that we do things in the Chamberand then it’s changed, it makes us look like fools’. The Cllr. thenadded that she felt frustrated by the lack of activity on reopeningthe Youghal-Cork railway line. "We need to take action, even if itmeans getting the public involved with placards. We need to getIarnr�d Eireann in here. We write letter after letter but nothinghappens,’ she said. The Town Clerk again advised she bring in amotion. Cllr. Beecher complained of youth activity in Green Park,particularly football playing. "I’d like to thank staff for the clean-ing up of Father O’ Neill statue although his hand is still missingand his head is loose," he said. He maintained that ’young familiesand the elderly are afraid to go into the park’ because of the bois-terous youth. He stated that ’ball playing should be banned’. Cllr.Linehan-Foley took umbrage with the Cllrs. suggestion and saidyoung people could be ’doing worse’. "What harm are they doingkicking a ball?" she asked. "They could be doing a lot worse likedrink and drugs. Where are they supposed to go?" she said. Cllr.Beecher replied. "Out to the beach." He warned that flowerbedswill be ’destroyed’ by those ’coming down from the estates’. Theissue of dog fowling was once again raised with the Town Clerkadvising that fines are at a national rate and abuse was a questionof personal responsibility. "They know who they are and they arethe same ones all the time," he said. Cllr. Beecher concluded byasking that refuse illegally dumped behind No. 9 Dermot Hurleybe removed by the Council at the owner’s request. Cllr. Revinssaid if he catches the dog owner fowling outside his premisesevery morning ’they will get more than a fine’. He then asked if asign be erected outside the Bun Scoil to signify the disabled park-ing space and requested the space be painted blue. Cllr. Hennesseyremarked that signs on the Rhinecrew roundabout were obscuringvision over the left shoulder on the third exit to the Breton roadand asked that the signs be rearranged. The Town Engineer hadgood news for Cllr. Burke with the announcement that funds hadbeen secured for the extension of the outfall pipe on Front Strandand funding would be available for works on SruthÆn na Sall� postEaster. Cork County Council Items a) Report by Cllr. Murray. Cllr. Murray said she has spoken to the offices in Cork CountyCouncil (CCC) about her proposal for the amenity walkways andhas requested that the project be broken into two phases. Sheinformed members that a CCC motion from Cllr. Aherne called onCCC to borrow money to build a permanent library in Youghal.She went on to say that Cllr. Aherne expressed the view that therent being paid to River Gate Mall is ’exorbitant’. Cllr. Murrayrefuted Cllr. Aherne’s claim and countered it by stating the rent forthe River Gate Mall premises was ’good value’ for money at�6.11c per sq. foot over 5,700 sq ft. She added that the CCCManager has ’no intention of borrowing’. Cllr. Linehan-Foley wasbemused by the information and called the rent ’dead money’. Shesaid she could not understand the logic in wasting money on rentthat ’could go towards a new building’. She also criticized CCC fornot having a public toilet in the library saying it was ’unheard of’.Cllr. Murray responded to the toilet issue by stating that users canbe ’buzzed in by library staff’ and that it is not an issue. MayorSavage said he thought Cllr. Aherne’s motion was ’good’ addinghis belief that ’paying rent is ludicrous’. Cllr. Murray ascertainedthat with being a member of the library committee she has workedhard to get a permanent library for Youghal and cited St. Mary’s asa possible location but was told the library had to be ’highly visi-ble’. Cllr. Linehan-Foley remarked that there is ’no high visibilitywhere it is’. She added that before Cllr. Murray was elected theYoughal Council had been presented with blueprint informationon a project for Collins Bakery to become the permanent libraryand that Youghal was third on the list in the County. She said mov-ing into River Gate Mall had moved Youghal down the list. Cllr.Murray said membership has ’tripled’ and people are very happy.She informed the Mayor on request that the contract for renting in

River Gate Mall was for 4 years and 11 months. Cllr. Linehan-Foley, still exasperated, said. "We are paying dead money."Clearly tired of the argument Cllr. Murray then stated. "I said tomyself before tonight if there is anymore of this carry on I will notgive another report. I will give it direct to the media." The Mayorwanted clarification. "Are you saying you don’t want to report onCCC issues?" Cllr. Murray replied. "I am fed up being ridiculedand humiliated." Cllr. Linehan-Foley remarked that the librarywas ’a local issue affecting Youghal town’. Cllr. Murray simplyreplied. "Forget it, forget it." She then left the Chamber at thispoint, returning a short time later. Following this debate mattersmoved on to the odour emanating from the Civic Amenity site.Cllr. Burke called the smell ’unbearable’ and at ’unacceptable lev-els’. He added. "Cork County Council appears to be non-compli-ant with section 6.2 of their licence." He said the environmentalwelfare of the town should not be dependant on the ’whim of thewind’. The AVR waste treatment site had also come under investi-gation from the Environmental Protection Agency (EPA) butwhile it was acknowledged the plant had released odours Cllr.Burke said information from the EPA clearly identified the fowlodour as 90% sourced from the civic amenity site. Cllrs. Beecherand McLellan backed Cllr Burke’s claim and criticized AVR fortheir leak while the County Manager promised to ’urgently’ passon the concerns over the amenity site. Cllr. Casey again rasied theissue on the delay in building a permanent fire station. He said themen and women ’risking their lives’ deserved a better facility. Cllr.Linehan-Foley said there was a change in design plans to make theproposed building fit in with the Credit Union and the lifeboat sta-tion. The County Manger promised to have an update for Cllr.Casey at the next meeting. Cllr. Beecher had a number of items toraise with the Town Engineer which included: when the footpathat the leisure centre would be completed, a disabled space forRaheen Park, loose manhole covers at Dun CorÆn and the state ofthe Hilltop Hotel. The Town Engineer replied that the leisure cen-tre footpath would ’hopefully’ be finished by summer and said hewould ’check out’ the possibility of a disabled parking space inRaheen Park. Mayor’s Business.The Mayor announced he had attended his first Area RoadsMeeting and said he had secured �180,000 for lighting atMillennium Court. The Town Clerk said he had contacted bothWaterford County Council and Cork County Council with the pur-pose of invoking the Section 58 Agreement in order to ’take con-trol’ for the maintenance of the Rhinecrew roundabout and theentrance of the N25 by-pass on the Cork side.

Planning ApplicationsCllr. Liam Burke said the Main Street is becoming a hive of activ-ity late at night with pubs, cabs and fast food outlets. He said thenoise levels late at night are a ’nuisance to residents’ who are suf-fering from ’sleep deprivation’. He added that vandalism to prop-erty and cars is common -place. "It’s a public order situation," hesaid. For these reasons he urged the County Manager to reject theapplication from Supermacs to extend their trading hours. He saidan extension would ’set a precedent for other fast food outlets’.Ollie Casey supported this move while Cllr. Beecher remindedmembers that ’there is already a fast food outlet operating until2am in the area and it causes litter all over the place’. Burke reported on recent developments such as the 50metreextension to the town walls wall top walk, which, he said,Medieval funday will be extended to incorporate the entire week-end with live music provided on the Saturday night to entertain thecrowds.

Report on the Harbour Municipal Policy Committee by Cllr.Casey.During this report Cllr. Casey informed members that HarbourMaster, Michael Kelly said the recent motion from Cllr. Murrayfor the installation of a pontoon at the quay was not feasible, as apontoon ’would not survive the south easterly winds or depres-sions in this area’. It was also reported that the Town Clerk sug-gested to the committee a fund of �30,000 from a Marina propos-al budgeted in 2003 should go towards a master plan for the entireharbour. It was also agreed at the committee meeting that the SlobBank was an ideal location for a marina. The Harbour Masteradded that ’infrastructure (is needed) within the town to facilitatethis provision’. Report on Rapid Issues by Cllr. Revins. Cllr. Revins said there was no report from RAPID this month.However, he was able to confirm that a day care centre ’will goahead’ and that Youghal is ’back on the list for a primary care cen-tre’.

Report on Claycastle Leisure Company by Cllr. Casey. Cllr. Casey reported that a letter had been sent to Youghal TownCouncil detailing the Leisure Centre’s proposed price increase for2008. These were: Public Swimming Pool to increase to �7 peradult, �4.20 per child and OAP and �21 per family. This is anincrease of 4.6%. Public Gym - no increase for adults andteenagers but there is an increase of of 5%. A swim in addition toeither a gym visit or fitness class will be available for �1 extra.

Motion in the name of Cllr. Murray seconded by Cllr. Beecher: "That Youghal Town Council call on the NRA to investigate as towhy no route is sign is posted for Killarney Via Youghal on N25".Speaking on this motion Cllr. Murray said. "A lot of our businesscomes in from Rosslare but a lot of it is going via Fermoy andLismore. We have an opportunity to do business in Youghal andwe should take it up with the NRA." Cllr. Beecher supported themotion. Any Other BusinessUnder any other business there was an expression of strong disap-pointment from a number of Councillors to the news that DancingThru the Ages will not be performing their seasonal show at theMall Arts Centre this summer. The traditional troupe has opted totake the show to Cork. Cllr. Revins said he was ’very upset’ at theturn of events and was forthright in pointing the finger of blame atYoughal Comhaltas. "We provided them with a site, they performin the Walter Raleigh, Brœ na S� and Gazebos, do they want thewhole town?" he asked. The Cllr. was referring to a dispute overComhaltas booking Thursday nights at the Mall Arts Centre,which was a regular night for Dancing Thru the Ages in the pasttwo years. The Town Clerk explained. "Both companies madeapplications for the same dates. Neither company was willing toaccommodate the other. I asked the Arts Officer to mediate. A rec-onciliation meeting was set up. Both agreed but then one(DTtheA) pulled out and decided to move elsewhere. The MallArts Centre is there for everyone. It would be unfair to pick oneover the other. It’s not good for either show and not good for thetown. It is unfair to put the Council in this position." Cllr. Revinssaid one individual ’wanted Thursday nights’. Cllr. Casey said itwas a ’sad day when two groups can’t reach agreement’. Cllr.Murray said there would be a ’huge loss of revenue to the town’."Dancing Thru the Ages were working under a lot of pressure andthey have invested heavily in props and lighting and they didn’twant anyone else using it without supervision. Dear Councillor.I understand from reports of last night’s monthly Town Councilmeeting that there seems to be some confusion regarding Ceolta Sibooking of the Mall Arts Centre. Before going on our recent tripto China we were summoned to a meeting by the Arts andHeritage Officer Mr Ger O Riordan to discuss our booking. Weunderstand that another booking was sought for the same dates.We agreed to meet on our return from China, but alas when wereturned, our meeting had been cancelled. As the matter has nowre-appeared I would like to take this opportunity to state the long-standing Comhaltas relationship with Youghal Town Council andthe Mall Arts Centre.

During the Pre-Development, brainstorming and consultativestages of the proposed Mall Arts Centre, Comhaltas along withother Arts organisations was happy to input its ideas and perceivedneeds for the Centre. When Youghal Town Council submitted theapplication for a Government grant under the Access 2 FundingProgramme, it included a letter of support from Comhaltas outlin-ing its commitment to the Centre. During this consultativeprocess Comhaltas committed to performing it’s then establishedThursday evening Ceolta Si Seisiun at the Mall Arts Centre.Monday and Thursday were selected for Youghal Ceolta SiSeisiuns as the neighbouring Ballyduff Booly House was held onWednesday evening while Cul Ceoil in Dungarvan was held onTuesday evenings. When Micheal Ahern TD Minister of State finally opened the MallArts Centre, Ceolta Si provided the musical entertainment on thatoccasion. Comhaltas immediately booked the Centre for a Concerton the Eve of St Patrick’s Day and also booked Thursday eveningsfor July and August of that year. In year two of the newly openedMall Arts it was suggested in the Business Plan for the Centre thatthe local Arts groups would form part of the new Board ofManagement. Sadly this did not happen and when Comhaltas sought to book itsusual Thursday evening for the following summer the CouncilOfficial informed us that the Centre was given out on a first comefirst served basis. A similar response was received the followingyear, while in 2007 we were informed that no bookings would betaken until Court days were identified. Having viewed the book-ing journal in September, November, and December 07, we foundthat there were no bookings for July and August 08, so we dulybooked our preferred dates for 2008.Thank you for taking the time to read this report we can assure youthat our story and our version of the success or otherwise of ourbookings for the Mall Arts Centre can be verified through theusual channels. The Business Plan for Brœ na S� presented to MsMary Linehan Foley Mayor of Youghal Town Council on StPatrick’s Day 2003 shows that the Mall Arts Centre was alwaysviewed as an integral part of the vision of Comhaltas. The late James Jim MulcahyRath Kinsalebeg With sadness we recall the recent passing of Jim Mulcahy RathKinsalebeg, which occurred on January 31st in the loving care ofthe matron and staff of Youghal Community Hospital, he was inhis late 80’s and had been ill for just a short time prior to his death. An industrious and hard working man Jim Mulcahy was a man ofthe soil and he toiled honestly all of his life on the family farm inRath. Jim was a very strong willed and positive person, family andfriends recall the early years of Jim’s life when he ploughed withhorses, the pride he took in his work and counted the spoils of agood days work in the perfection of a job well done and in thewarmth of a neighbourly turn. Typical of his vintage everythingwas hard earned and Jim was very protective of his passions heloved his car and the freedom to travel it brought to his life. Helived life to the full he loved to dance and enjoyed nothing betterthan a night of traditional music and song, or watch our tradition-al games on the telly. Reposing at Egan’s funeral home Youghal Jim’s removal tookplace on Friday evening. On Saturday morning requiem mass wascelebrated for the happy repose of his soul, Jim’s sister May Kellypresently a patient in Youghal Community Hospital was silentlyremembered in our prayers during the mass. Following mass Jimwas laid to rest in the adjoining cemetery. He is sadly missed by his sisters Julia and May his brother Matt,all his relatives neighbours and friends; to each of you we extendour deepest sympathy. May he rest in peace.

take part in a Football Blitz. They performed very well. Winning3 out of their four matches and held to a draw in the fourth one. Michael Hennessy son of Christy and Karen Hennessy of theMarket Square has all but qualified for the Irish U-14 snookerteam to play against Wales in June of this year. With just the cham-pionships left to play in April, Michael stands at No.5 in the rank-ings. 6 players qualify and Michael is far enough ahead of the 7thranked player to ensure his place in this year’s Irish team.The grandson of the late Christy who for many years gave sterlingservice to the C.Y.M.S. Michael has put in great effort over theseason and is well deserving of his place in the spotlight. He hascontinued the C.Y.M.S. representation over the past 3 years fol-lowing his brother James and his fellow member ChristopherCooney. It is indeed a great honour for the C.Y.M.S. and particu-larly for his family.Kenny Wight grandson of the late Jack Trihy another great stal-wart of C.Y.M.S. teams over the years has an outside chance ofmaking the team. He currently lies one place off in 7th. This is asuperb achievement from a player who is underage again nextyear. YOUGHAL CYCLING CLUBOver the past few weekends club training spins have been wellattended with upwards of 10 riders putting in Sunday morningspins covering 60 to 90km.With the clocks about to change at the end of the month, clubmembers will be looking forward to the upcomingLeisure/Cyclosportif/Challenge Ride Cycling season which is justaround the corner. With the first event kicking off in May clubtraining spins will gradually increase in intensity and distance cov-ered,with midweek evening training spins added into the mix.As mentioned May sees the Mount Leinster Challenge a 100kmand 150km cyclosportif taking in 2 ascents of mount Leinsterwhich is promoted by slaney cc and held in Enniscorthy. TheWicklow 200 takes place in June with a 100km and the tough200km cyclosportif through the Wicklow mountains. The Ring ofKerry Cycle Challenge takes place in July which is a 180km char-ity fundraiser in aid of Enable Ireland around the picturesque(on adry day) ring of Kerry.Also taking place in July is the 10thAnniversary Tour De France Cycle Challenge a 200km cyclebetween Enniscorthy and Cork the exact route of the TDF stage 10years ago with the cyclists passing by Youghal .August brings the2nd Sean Kelly Tour with 3 distances to suit all abilities from45km,100km to the tough 160km trek through the Comeraghmountains.We will hold 2 Youghal CC club tours in August and Septemberwith distances to suit all abilities. By Christy Parker Sinn Fein MEP Mary Lou McDonald ignored the parking spacereserved outside the Town Council offices Hall for her Youghal visitand availed of the nearby car park instead. It may have been uninten-tionally symbolic but Ms. McDonald’s demeanour very much pro-nounced her a woman of the people as she greeted supporters in casu-al, chatty style. Not that there were many people about, common or oth-erwise, with just a handful of constituents accompanying SF Towncouncillors Sandra McLellan and Michelle Hennessy. Wrapped in a pitch-black coat offset by a healthy complexion, the artic-ulate Dublin Central politician was on the Cork leg of a nation widemission to decry the impending Lisbon Treaty on which Ireland is thesole EU country holding a referendum. The EU says it won’t recognisea democratic ’No’ if Ireland delivers one but that’s for another day,Senor. Meanwhile, Sinn Fein is the only Irish parliamentary partyopposing a Treaty that Mary Lou says is "particularly bad."Q: So what’s wrong with it? ML: We’ll lose our commissioner and half our voting weight atCouncil of Ministers and hence our influence on European institutions.Public services like health and education may become prone to market-ing and competition, which is wrong. There’s no advance in terms ofworkers’ rights or the environment. It supports nuclear energy and thenuclear industry. Then there are unwelcome complications aroundDefence and Single Foreign Policy...Q: Oh. But doesn’t EU Commission Vice-President MargoWallstrom say indigenous nations can decide their own Defencestrategies?ML: Only in terms of troop commitment. The government may want tonarrow it down to our ’triple lock’ system but this Treaty is also abouthow you fashion foreign policy. ’Triple lock’ hasn’t stopped belligerentAmerican troops passing through Shannon airport. Lisbon will ask thatwe increase our military spending and sign up to a common foreign pol-icy, i.e a foreign Minister and a European diplomatic corp. I don’t thinkIreland’s foreign policy interests coincide with a British, French orGerman foreign policy. Q: Name three changes you’d make to the Treaty? ML: 1. I’d insert a clause recognising the rights and responsibilities ofthe new military neutrals, giving them equivalence in law with theNATO members. NATO is all over this Treaty without one mention ofthe military neutrals, except a torturous formation of words that marksus out as an oddity. 2. Insert a clause that defines and protects public services. I’d recognisethe market and competition but draw limits and say in law that the mar-ket will not intrude into health or education. These are basic servicesthat citizens have a right to expect and its inappropriate to turn a profiton them. 3. Discard the institutional changes in terms of the Commission. I thinkevery member state has a right to have a commissioner. But there’s adozen changes I’d make�Q: Is it practical for every country to have a commissioner?ML: It’s practical and necessary. It’s insane that the key agenda setterin Europe doesn’t have representation from each Member State. Thetrick in political influence is to be in early. If you intercept something� way through the programme, its very difficult to change it. That’s thevalue of being at that table. Q: Do people really care? ML: I think once people see how big and central the issues are they willtake a bigger interest. I think overall Irish people very much have adesire to be part of Europe though its difficult to get them to engagewith it. Q: Do you think the Treaty is deliberately presented as complicat-ed? ML: Very possibly. I think a decision was taken among European lead-ers to let it creep up on people. A political cabal holds a view of whereEurope should go but also know that their view differs with what peo-ple want. Political elites and power structures protect themselves. Somepoliticians believe they now better than the people. I see it around me.

SINN FEIN: Q: What lessons have SF learned from the last general elec-tion trauma? ML: We’ve learned a lot about the necessity to project our politicalmessage in a way that’s relevant, contemporary and accessible. We’velearned to go back to basics in terms of what we’re good at -organisingand community activism. We’ve also learned that things can turn veryquickly and we need to have a much better capacity to read things.

Q: Does SF have a big problem with voters associating it with 30years of Northern Ireland’s problems? ML: Yes, because we’re an all-Ireland party and yes because there is ahangover from the conflict. But in the course of the election, though theresults didn’t reflect it, I found the level of goodwill from people muchmore significant than I had expected.Q: Will issues surrounding the Gerry McCabe, Jean McConvilleand Robert McCartney murders continue to affect your electionperformances? ML: I think people of a certain mindset might try to exploit those trag-ic cases. The truth is, a lot of people suffered and people lost their lives.The truth is, none of that will go away, nor should we wish it to goaway. We’ve been saying for some time that we need some sort of atruth recover process to feed into that sense of reconciliation. Q: But are these issues compromising your position in the South? ML: I don’t think so.Q: You’re dragged into them nonetheless�ML: Look, we’re coming out of an incredibly difficult cycle of violenceover decades. Anyone who imagines emerging easily from that or thata peace process is un-problematic is wrong. But I don’t feel either or theparty or me are damaged by these things.Q: Isn’t being an All-Ireland party a two-edged sword becausewhat happens on one side will affect the other? ML: Absolutely. And we seem to be constantly fighting elections. Priorto last year’s election we were incredibly busy in negotiations with theBritish and DUP and the issue of policing. Then we faced into aSouthern election. That’s a dilemma in being an All Ireland party. ButIrish politics is in transition and Sinn Fein is in the process of becom-ing mainstream. I think that throws up challenges for other parties andfor us.Q: You brought baggage into the South; some associate SF supportwith beer-swelling, Celtic supporting, confrontational yobbos.Agree? ML: Nationalists don’t all correspond to that image. I’m not saying wedon’t have young guys in Celtic shirts but it’s not the typical image.Republicans and SF are a very diverse group. People say, ’you’re notvery typical of what we’d expect of SF’ and I say, ’Why not? Are you socaught up in your own stereotypes? I’m not untypical; lots of women ofmy age and background support Sinn Fein. Q: Do you think you get a fair media representation then?ML: There is a very definite bias. Q: Why? ML: Lot of reasons. Censorship ended officially but for many people itcarries on unofficially. For some elements, the status quo is a comfort-able place and we’re seen as new kids on the block and irritants. Weargue a different type of politics and I think a lot of people would pre-fer we weren’t doing it. But as the phrase goes, (smiles) ’We haven’tgone away you know."

IMMIGRATION: Q: You have said that ’people turn against each other people butit’s the system that causes it’. Explain that in terms of immigration. ML: If we allow a racist outlook to develop here, we’ll cause a catas-trophe that will diminish us all. Nobody will win. Secondly, in areaslike equal pay, conditions, and public service, this government must getthings right. When Irish workers can be displaced by exploited foreignlabour, it’s setting up a nightmare collision. Equally so regarding accessto school places, housing and so on. If the government doesn’t deal withthe bread and butter issues, then its not serious about creating a harmo-nious, integrated Ireland. Q: What are your views on the current immigration process? ML: We need to modernise an archaic system. It’s difficult to get intoIreland even for work purposes! But if you have a booming economypeople are going to come here and Irish people must understand we area diverse society now. There is no turning the clock back. Obviouslyanyone looking at the phenomenon of such strong emigration fromAfrica needs to be concerned about it; not just because of Europe butbecause its bad for Africa. That’s one area where Europe can be veryeffective if we get the politics right. Q: Finally, as an MEP and having an in-depth knowledge of thepan-European psyche�ML: Yes?...Q: Do you think Dustin has any chance?ML: "I’ve seen less talented turkeys doing well in Europe."(Ok, I made up the last bit)

AQUATREK NAVIGATESITS FIRST AWARDS DIN-

Sixteen students from Aquatrek’s inaugural Day Skipper(Navigation) theory course received their certificates at the busi-ness’s first Awards Dinner at the Walter Raleigh Hotel last week-end. The sixteen represented the course’s full contingent andranged from 16 to 70 years. Wexford’s Justin Slattery, the first Irishman to win the world’smost famous yacht race, the Volvo Ocean Race, in 2005-06, pre-sented the certificates. Revenue from the �30 per head event, plusraffle proceeds for many prizes kindly donated by local business-es, went towards the Lifeboat service and music came courtesy ofMartin & Jason. John Innes who, along with fellow lifeboat crewman John Griffin,established Aquatrek last year, complimented all who undertookthe course, which ran twice weekly from October to February atthe Quality Hotel. "They gave it everything and when it got tough,we rowed in behind them," said John with apt analogy. The syllabus covered "navigation to a middle/high level" accord-ing to John and covered such aspects as, sea safety, survival andlife saving techniques, on board fire safety, navigation, racing andlife jacket procedure. "Every boat owner or sailor wants to reachYachtmaster qualification, which divides into shore based -whichis theory- and practical. These people are now � way there, hav-ing known nothing about it last October," John explained. The students ranged from experienced to novice and one of thosesurprised to know what he didn’t know was Peter Murray, who hashad four decades of rocking boats, so to speak. "Its unbelievablewhat we learnt. This course will make a huge difference to me butI also know there is much more to learn and I will be signing upfor further courses," he said. Peter, who co-owns a 22ft Trophy powerboat, at times found thethree-hour sessions less than plain sailing. "There were difficultparts and the homework reminded me of my schooldays," helaughs. "But it all ties in with what Aquatrek are doing, which isthe best thing to happen in Youghal for many a year. Justin Slattery, congratulated all present. Later, the man who hasraced round the world several times, including as crewman on aworld record 58-day odyssey in 2004, recalled his first boat expe-rience. "As a teenager I asked someone at my local club to let metake a dinghy out. I spent half the day upside down and swimmingin the harbour. I decided to take a sailing course immediately! Justin, 33, recommends doing courses before purchasing a boat."That way you learn safety and also may find out the boat you hadin mind is not actually what you need at all," he says. "On cours-es you meet people who will give you very good advice before itstoo late."Meanwhile, its almost launch time for Aquatrek’s summer 2008."Last year was extremely successful and to be honest the poorweather gave us a chance to learn as we went along ourselves,"says John. WILLIE O’MAHONEY By Christy Parker

Athlete Willie O’Mahoney was inducted asthe 2007 Usual Place Hall of Fame sportspersonality at the recent Annual Awardsceremony. The 62-year old grandfatherreceived the accolade for outstandingcommitment and contribution to his sportover a career spanning -thus far- almost 40years. Former Olympic silver medallistand Sports Council of Ireland CEO, JohnTreacy, presented the Inch native with aClashmore crystal trophy. Willie, a salesman at Broderick’s hardwareshop on North Main Street, has remained amember of Youghal Athletic Club since joining as a 14 year old."I remember a bunch of us from Inch called to (the late) PaddyCooney to join what was then the Youghal Athletic and CyclingClub," he recalls. Their mission, he says, was inspired by suchachievements as those of Youghal’s Paddy Coleman, an Irishchampion over a mile and across country. A lot of track, field and road has bridged the years between thatknock on Paddy Cooney’s door and his most recent circuit repre-senting his club in a four-mile Masters (over 60’s) County RoadChampionship, earlier this month. March also saw him complete aseven-kilometre Munster cross-country Masters race in Tralee anda Ballycotton 10. Through the years, over all grounds and distances, indoors andoutdoors, Willie has raced, triumphed and lost against a vast arrayof friends, strangers and admirers the length and breath of Ireland.Sprints and seven Irish marathons have been amongst the mile-stones on the road from Inch to the Hall of Fame. Off the track, he has been treasurer of the East Cork Board since1970, forming part of an administration that has nursed throughathletes-cum-acquaintances like Sonia O’Sullivan, John Treacyand Marcus O’Sullivan. "I’ve filmed a lot of their happy homecom-ings too," says Willie, in reference to a secondary passion forvideo, which he sometimes aligns with athletics. In 1974, Willie moved to Gortroe where he and Macroom-bornwife Breda, -also an athlete- reared two girls and two boys. Thechildren inherited their parents’ affinity for sport (daughter Sharonhas represented Ireland in athletics and orienteering) and Willierecalls weekends "when the whole family would head off to com-pete in one competition or another somewhere in Ireland." Teetotal and a non-smoker, Willie’s early career saw him focuslargely on track & field and cross-country. He was part of theYoughal team that won County Junior, Intermediate and Novice inthe mid 1960’s. In that same era, when television sets were threeto a street, road running became immensely popular in Irelandboth amongst runners and spectators. As Youghal Athletic Clubtreasurer, Willie played a role in inaugurating the annual and leg-endary New year’s Eve ’round-the-houses’ race, in which the run-ners set off with the old year and returned with the new one. Up the road, another race awaited. In 1978 Willie and John Walshefrom Ballycotton lined up with 29 others for the firstBallycotton10 road race. This month the two friends were amongstthe 2,200 to compete, having not missed a single year in between. Individual rewards were mostly participatory through Willie’speak years but he began to pick up a lot of indoor and outdoorTeam and Individual County and Munster medals, from ’over 35’slevel upwards. Then in Nenagh in 2007, after "umpteen 2nd and3rd’s" came that elusive first All Ireland title in the Masters 400metres. Forty years of training had paid off! He was quickly back training of course, relishing those long, ful-filling hours along Gortroe’s roads, Redbarn’s strand andGlenbower’s woods. He trains mostly alone nowadays but theyearly schedule remains almost unchanged since 1962.

"Winter is cross country, indoors in January, Ballycotton 10 inMarch, Munster track& field in May and road races through thesummer, with the Masters in Tullamore in August," he reels offenthusiastically. His philosophy remains unchanged too. "It’s allabout the joy of competing. If you win that’s brilliant but it’s pri-marily a fantastic way of life. I’ve been blessed," he says.It would probably not be inaccurate to say the 2007 Hall of Fameinductee has, accumulatively, run to the moon and is nearing homeon the way back having diverted round Mars for the scenery. Butwhat else would a star do?

CREATING anaccurate plan of aroom is vitalbefore undertak-ing a redesignproject to get aclear idea of thespace you’reworking with.Estate agentswould estimatethat 90 per cent ofhomeowners don’t

know the dimensions of their rooms. Most people base their cal-culations on an exaggeration of how they view their rooms.

So, they are surprised that the "box bedroom" is actually larg-er than they guessed, but a "spacious conservatory" is often small-er. This mistaken view reinforces another truism of interior designthat "box bedroom" clutter makes a space look smaller, while"conservatory" light creates a feeling of space.

Measure up and draw a plan Before making any changes to the room itself, measure up anddraw a to-scale floor plan. Drawing a room floor plan will clearlyoutline the kind of space available: SMALL - if either dimension is less that 3m (10’), then the roomwould be classified as small, but don’t panic, efficient use of spaceand a few design tricks will overcome this.Long and thin - if the length of the room is more than three timesthe width, then this is known as the "corridor" effect and, if thereare windows at each end, inventive use of lighting will be neededto "open up" the space.LARGE - most homeowners see large rooms as a blessing, but ifeither dimension is greater than 9m (30’) furniture placing will bevital to overcome the un-welcoming "warehouse effect".

Note the immovableThe key to successful design is to detach yourself from what iscurrently in the space, however, some things can’t be moved with-out a great deal of extra work, so note the position of doors, win-dows and radiators on the plan.

It is also important to mark "sweeps" on the plan - the spacerequired to open doors or French windows. Be careful not to placefurntiure in the path of sweeps. The same is true if the furniturehas drawers or doors that need space to open. Power points, tele-phone and aerial sockets are less important, but may influencesome decisions, so it might be a good idea to note them on theplan.

Furniture cut-outs If large items of furniture must remain in a room, but you wouldlike to experiment with locations, measure the item and cut a cardto scale, move this around the floor plan to assess the options. It’sa lot less tiring than physically moving the furniture!

Function and traffic Consider carefully what the room is actually used for and how fre-quently different areas of it are used. For example, a dining roomis likely to require a table, but the space may double as an officeand the room may serve as a walkway for access to other areas. Sodon’t place a table where it will block traffic and remember toleave space for a work station. There are more specific tips onthese principles in the room sections. Creating a floor plan in this way ensures you are aware of the cor-rect dimensions of a room and the constraints of power points,radiators and household use, but it frees the imagination to com-pletely re-arrange the contents of a room.

IF you’re looking for a good builder but don’t know where to start,follow these helpful guidelines to make sure you get the right per-son for the job.

Recommendation- Ask for references and names of previous clients. Speak to themand look at their previous work, if possible. - Deal with an established firm- Make sure they have an office address, telephone number and useheaded notepaper. - Check they are a member of a reputable trade association, and ifVAT is being charged, make sure there is a VAT number shown. - Be clear about what you want- Get a written specification and estimate. - Agree any stage and final payments before work starts. - Get more than one estimate. - Avoid changing your mind halfway through a job - it usuallycosts more and causes delays. - Ask for an insurance-backed warranty for the work.

Youghal Town Council has a large programme of hous-ing works upcoming in the immediate and near future.The following is a breakdown of that programme foryour information.

SOCIAL HOUSING

A total of three schemes will be completed this yearproviding a total of 50 Social Housing Units for thepeople of Youghal.(A) PARKLANDSTwenty three houses at Parklands are being snag listedby the Council currently with a view to handover to theCouncil within the next 6-8 weeks. Twenty two of thehouses are three bed with one house a two bed. Theoverall cost of the development being purchased is�3.497m, resulting in an average unit cost of �152,000,which represents excellent value for money.The allocation of the these houses will take place intwo phases starting with phase one next week (11 hous-es) to be followed by phase two (12 houses) in 4 to 6weeks time. The Council expect to receive the housesfrom the developer within the next 6 to 8 weeks. Postallocation each tenant will undergo a pre-tenancycourse prior to occupation. The scheme is funded bythe Department of the Environment, Heritage andLocal Government. Developer: O�Neill Bros. Ltd

(B) KILLEAGH ROAD SCHEMETwenty four houses will be completed later this sum-mer in Seafield. The 24 units will consist of 21 Twobedroomed units, 1 three bedroomed unit, 1 one bedand one special needs unit. These will also be allocated

in two phases and again pre-tenancy courses will beheld for all successful applicants. The location is verydesirable and with close proximity to shops, church andnumerous amenities. The overall cost of the develop-ment is approximately �2.9m, resulting in an individualunit cost of �122,000, which represents excellent valuefor money. The scheme is funded by the Department ofthe Environment, Heritage and Local Government.Contractor: Adamslane Properties, T/A LFMConstruction

(C) ASHE STREET DEVELOPMENTAshe Street will be the site of 3 Town Houses. Thesewill be 1 three bedroomed and 2 two bedroomed hous-es. The cost of this project is �622,000 with each unitat a cost of �207,300. The Contractor for the AsheStreet Town Houses is Tourig Homes Ltd. As before,successful applicants will be obliged to attend a pre-tenancy course. The project is funded by theDepartment of Environment, Heritage and LocalGovernment.Allocation of the three houses will be given before theend of the year.

REFURBISHMENT WORKS

Refurbishment works on houses will be carried out inthree phases. Phase 1, which is currently nearing com-pletion, will see 33 houses at Blackwater Heights refur-bished at a cost of �410,000. The works will incorpo-rate central heating, wiring, insulation, windows anddoors. Phase 2: tender documents are currently beingprepared by the Architects Department of Cork COunty

of Cork County Council with a view to going to tenderwithin the next few months. The houses involved are21 units at Dermot Hurley Estate. Phase 3 of the refur-bishment programme will be directed at the remaininghouses at Blackwater Heights.

AFFORDABLE HOUSING

There are 6 houses coming on line atArdan na Mara supplied by MurphyConstruction. The 2 two bedroomedhouses will be 82 metres sq. andhave a current market value of�215,000. Successful applicants canmake a �50,000 saving on a pur-chasing cost of �165,000. Interviewshave taken place with allocationexpected within three weeks. The 2 three bedroomedhouses with a 92.5 metres sq floor area are �185,000,resulting in a saving of �50,000 with a current marketvalue of �235,000. 2 three bedroomed houses with a101 metres sq floor area resulting in a saving of�70,000 costing �199,000 with a current market valueof �269,000.

FUTURE PROJECTS

Meanwhile, the Council are negoti-ating a Part V Agreement withMurphy Construction for a site atBawnmore for the purpose of build-ing 100 houses over a five yearperiod. These will be split 25%Social housing and 75% Affordablehousing and will be delivered at arate of approximately 15-20 housesper year.

Further discussions are being heldwith McInerneys, now that they have obtainedPlanning Permission, for 30 houses at Whitebarn andland for future needs. It is planned to integrate deliveryof this project with the Bawnmore development. Both

of these projects are to meet current housing needs overthe next five/six years.

The aforementioned projects mark a significant com-mitment by Youghal Town Council to meet the housingneeds of the area. It maintains the Council’s record as

one the most pro-active Councils in provid-ing housing to meet local needs and for-ward planning. All of the projects aredesigned and constructed with an emphasison social integration.

AVOID a home improvement nightmare by following our essen-tial guide to DIY preparation. Follow our tips to ensure youachieve real improvements, while saving time and money.

Planning your decoratingPlanning sounds boring but it does save time in the long run. Ithelps you think the job through, make all those difficult decisionsabout colour-scheming, and get together everything you needbefore you start work.

BudgetIf you’re going to redecorate a room, begin by deciding how faryou’re going to go. Will you just repaint the walls, ceiling andwoodwork? Will you be papering the walls for the first time, or doyou want to replace the paper you already have? And how aboutchanging the carpet and curtains, even the upholstery and the light-ing? These decisions will often depend on the size of your budget.

You can probably do a quick room repaint for £50, but addsome new wallpaper and you’ll at least double the spend. Moreextensive changes than this will definitely have you dipping deepinto your savings. The choice is yours, of course, but be sure youknow what you’re in for before you start.

Start a fileUnless you like white rooms, you’ll need paint colour charts, wall-paper and even fabric samples to help you decide which productsto use. Buy a cardboard pocket file or a scrapbook from a station-er’s to keep them all in. - Pick up free colour charts from the DIY stores- Ask for samples of unwrapped rolls of wallpaper and borders ondisplay- For fabric samples, try the curtain shops and department stores inyour local high street- Local markets can be an excellent source of cheap fabrics- Tear pages out of monthly home magazines for colour-schemeideas- Many magazines have separate stockists lists at the back for allthe relevant product details

Plan your timeYour time is the free ingredient of any project, but you still haveto work out how much of it is needed for the job. Don’t underesti-mate how long things can take. Just preparing a room for redeco-rating - clearing the furniture, taking everything off the walls,washing down surfaces, patching up any damage, covering up thecarpet or stripping it and so on - could take a day at least.

Allow a whole weekend for a simple repaint, and two if you’repaper-hanging, tiling or laying new flooring as well. This mightsound a lot, but you’ll feel much better if you set yourself a realis-tic timetable and are able to keep to it as you go along. Everyonehates a job that drags on and on when you thought you could bedone in a day.

Get organisedLast but not least, make sure you know exactly what you’re upagainst by reading through the appropriate DIY project in ourguide.

For example, a bathroom makeover could involve replacing allthe old wall tiles (or tiling over them), painting the ceiling and thewoodwork and putting down some new cork tiles. You could evenfix that annoying dripping tap while you’re at it.

By doing this now, you’ll be able to work out what order to dothings in and then organise your shopping and work time accord-ingly. For this particular job, you should do tiling (the messiest bit)first, then painting and finally flooring. But before you can beginwork, you have to estimate how much of everything you need.

BEFORE embarking on a DIYproject, it�s essential that youtake the proper safety precau-tions. Remember that, if indoubt, always consult a profes-sional. Here are some tips tohelp your home improvementsgo smoothly and safely.

Safety tips- Wear protective clothing including safety goggles, gloves anddust mask when working with potentially hazardous materialssuch as glass or spray paint. Gas and elec-trical work is best left to a registered professional. - When using a power drill, choose a model that has a plastic non-conducting body. Unplug the drill before fitting parts and removethe chuck key before switching it on. Avoid wearing loose cloth-ing or jewellery, which could get caught in the drill. - Ladders are one of the main causes of DIY accidents. Erect theladder according to the manufacturer’s instructions. Never lean toone side as you could lose balance. - Don’t rush as you’re more likely to have an accident. Carefullyplan the job before you start work. Know your limitations andconsult a professional if you are unsure. It’s also a good idea toask someone if they can help you. - Take extra care when removing artex or textured paint fromwalls as these materials may contain asbestos. ST. PATRICK�S DAY PARADE Victorious St Patrick’sWeekend for Comhaltas

The local branch of Comhaltas receives a brace of awards over StPatrick’s weekend. Having received first and second prizes in theGrupai Cheoil competition on Saturday evening the branch top upa great weekend when they won the Fr O Sullivan Trophy for beatcultural group in the Youghal Parade on Sunday. Feis MatthewFor the first time, Feis Maitiœ, a Cork institution in the world ofthe arts and the development of young talent, included Irish tradi-tional music in its programme. On the evening of Saturday 15thMarch, a bus of nearly fifty young musicians left Brœ na S� inYoughal and returned as champions.The Youghal branch of Comhaltas Ceolt�ir� �ireann has been pro-moting Irish traditional music in east Cork for twenty five yearsand its junior ranks have seen a recent upsurge of interest. Theunder 16 competitors, a group of more than twenty young musi-cians collectively named LÆr na Cruinne, won the top prize at FeisMaitiœ, coming first in the Grœpa Ceoil competition.A younger group, named Dra�ocht an OileÆin, had their first per-formance on the city stage. Together only a matter of weeks, theirprogress has been phenomenal and they achieved second place inthe under 13 competition. Both groups played a carefullyrehearsed medley of tunes, many of which had local lore and sig-nificance attached.A large number of parents and supporters werein Father Matthew Hall for a wonderful evening’s entertainment.With more events and competitions ahead, plans are being put inplace for these young east Cork musicians to perform in Youghalfor the summer. They are also making links with other groupsaround the county, as well as in Wales and further a field, all ofwhom hope to visit Youghal and Brœ na S� in the coming months.Congratulations to Jo Burke and Aidan Morrison who were alsoprize winners in solo competitions. All competitors did their men-tor Daithi Kearney proud on the day. Branch teachers AislingPearce, Louise Keating, Sinead Mansfield, and Aoife Butler alsosupported Daithi in turning out both groups.Youghal Parade"Hats and flags from around the World" was the theme selected forthis year’s Youghal parade. Influenced by the global exploits ofCeolta S, branch members donned hats from many countriesaround the world. Flags from the various countries visited byCeolta Si were also on display. These countries were Ireland,Wales, France, Mexico, Italy, China, and Check Republic.Having travelled the world in the promotion of Irish Culture,Comhaltas is always proud to perform here at home in Youghal,for events like the Annual St Patrick’s Day Parade, the turn on ofthe Christmas lights, Festivals, the tourist season, monthly con-certs at Bru na Si, and other social and charitable events. After the parade Comhaltas returned to the Local GAA Centre forthe Annual Mol anOige Concert andCeili. Everyonewas in a celebra-tory mood andwhen AislingPearce receivedthe Fr O SullivanTrophy for bestCultural Group,for the secondyear in a row, itmarked the end ofa very successfulyear. Youghal Racquetball ClubYoughal interest in the Mens Novice Munster Championshipended Thursday 6th March when Wayne Fitzgerald was defeatedby Din Carey of Templederry in their semi-final meeting. In whatwas proved to be a very competitive match Wayne and Din keptvery close on scores, however at the end of the day it was a strongserving game from Din that separated the two and ended up withDin qualifying for the Munster final. Next up for the Club will bethe Fermoy Open which is being held on the weekend of March29th & 30th. Please note that this competition has moved out aweek due to the conflict with Easter Weekend. To date we haveseven adults signed up and going to compete in the men�s novicesection. For four of these players this will be their first competi-tive outing. More details will follow in coming weeks.Further out on the horizon the big event from the club will be onthe weekend of April 5th & 6th when we have the honor of co-hosting the Munster Junior Doubles Championships withTouraneena Racquetball Club. NITY COUNCILA meeting of the above was held in Inch Community Hall onThursday 6th March with 19 members in attendance. This was thefirst meeting of the newly elected committee. Newsletters weredistributed to members for distribution to all households in theParish.The results of the Needs Survey which was carried out in conjunc-tion with the recent elections was then discussed. Topping thesurvey were road improvements, crime prevention, amenities forthe youth and community care. A number of sub-committeeswere then established to work in these areas. - A NRA sub-committee was established to deal directly with theNational Roads Authority with regard to the proposed upgradingof services in Killeagh. These services include water, sewerage,traffic calming and footpaths. A public meeting is being soughtwith the National Roads Authority to discuss the proposed worksand to allow the people voice their concerns regarding the disrup-tion of traffic and the inconvenience which will arise while theproposed works are in progress. - A County Council sub-committee was also established to dealwith the issues arising with regard to the roads throughout ourParish. If you have any concern or complaint regarding the con-dition of your local road please notify your local community coun-cil rep. who will raise same at the next meeting. Arising from theMarch meeting this sub-committee intend lobbying our CountyCouncillors and the County Council on a number of mattersraised including:o Public Lighting at the Halfway Bar, sanctioned but not erected.o Lack of public lighting at Cois Cille Estate in Killeagh.o Flooding at Cork Road Corner and the general state of repair ofCork Road.o Dangerous potholes at Ballydaniel adjacent to Park School.o Large potholes at Monabraher.- A Crime Prevention and Community Care sub-committee whichwas already in existence secured funding for alarms and securitylighting for those eligible throughout the Parish. The Commission operates a consumer information line that pro-vides information on the hiring of taxis, hackneys and limousinesand advises callers about making a complaint. Once the complaint has been investigat-ed, the Commission will decide whether to take further action. Ian wins race for space on valuable energy course

By Christy Parker It’s not quite -or even nearly- flying to themoon but Ian Broderick’s career is certain-ly taking off with Nasa. The Youghal elec-trician has just embedded himself with theAmerican space agency on a three-month’upskilling’ course being run in conjunc-tion with FAS. The futuristic electronics programme willfocus on the science of alternative energyand require the 24-year old to study vari-ously at Florida’s Institute of Technologyand the University of Florida, alternatedwith work practice at the Florida SolarEnergy Centre at Nasa’s base in Cape Canaveral, 30 miles fromthe Kennedy Space Centre. "People naturally associate Nasa withspace travel but there is a lot more goes on there," he says.There were 120 applicants nationally for Nasa’s expenses-paidplaces and the Youghal man is one of seven electricians amongstthe chosen 20, which also includes seven plumbers and six heavyvehicle mechanics on relevant courses. Ian, who lives at Carleton village with his brother Colin, is the sonof Dennis and Bettie Broderick and works for the family hardware& electrical store in North Main Street. Bright and talkative, hequalified as an electrician with FAS last March, following a briefstint studying civil engineering at WIT that ultimately didn’tappeal. Last December, his former Cork FAS co-ordinator Ken Quinninterrupted Ian’s dreams of a travelling trip to Canada to recom-mend he apply for the FAS/Nasa opportunity. Anything involvingAmerica’s Space Agency seems sure to be kick-ass intense and soit proved with Ian’s "gruelling 40-minute interview" in which"they wanted to know everything about my life!" They probed as to what he knew of solar energy. "Technically verylittle," the former busker, disc jockey and drummer informedthem, before announcing his awareness that "renewable energy isgoing to be a big part of people’s lives in years to come." He toldthem his dad’s business would have to react to those needs. He letthem know why felt he should be chosen, that he was honest,hardworking, eager to learn and wouldn’t waste their time. Theyhad no reason to doubt him and two weeks later Nasa had replacedMontreal on his immediate horizon. Had he not quit smokingmonths previously he’d probably have lit up a cigar. Some of Nasa’s top technicians and engineers will tutor thecourse, which swathes four modules: solar photovoltaic (convert-ing solar energy into electricity), wind turbines for houses andsmall businesses, fibre optic cabling for communications andsmart systems for homes. Ian is not unaware of their significance."Nasa is at the cutting edge advanced technology. Their engineersare scientists. The Emer Casey Foundation Update:The inaugural Emer Casey memorial 10k, which took placeon the 27th of May 2007 was a phenomenal success. Therewas tremendous support, goodwill and generosity in thebuild up to the race and this resulted in a very well organisedand enjoyable day. The 800 plus participants in the race camefrom all over the country together with representatives fromScotland, the U.K., Australia, Switzerland, Germany and theU.S.A. The 10k was very kindly sponsored by MathesonOrmsby Prentice Solicitors, Dublin. Gerard Galvin’s goody-bags also ensured that nobody went home empty handed. This research group is directly engagedin addressing the pathogenesis of the most silent and dead-liest of all cancers affecting women. This consortium is composed of researchers from severalIrish institutions, whose aim is to develop a test for the earlydetection of ovarian and uterine cancer. These cancers aretwo of the most difficult cancers to detect and the develop-ment of an early test for their occurrence has the potential tosave many lives in Ireland and abroad. The director of thisconsortium, Professor John O’Leary is director of pathologyat the Coombe Women’s hospital and professor of pathologyat Trinity College Dublin. The DISCOVARY research teamis composed of gynaecologists, oncologists, pathologists,molecular biologists, bioinformaticians, cell biologists, sur-face chemists, pharmacologists and nurse specialists whohave constructed a research pipeline that enables them tocarry out individual yet linked projects. In this way, the con-sortium is broad-based with investigators from UniversityCollege Dublin (UCD), University College Cork (UCC),Dublin City University (DCU), University College Galway(UCG) and Trinity College Dublin (TCD). The consortiumhas also established substantial research links with world-leading professors in the USA both at the George MasonUniversity Centre for Applied proteomics and molecularmedicine and the department of obstetrics and gynaecologyat the University of California in Los Angeles.The Emer Casey Foundation has agreed to fully fund twopost-graduate researchers on a full-time basis for three years.These researchers will be based in TCD and UCD and willfocus their research on (a) protein signatures in early andrecurrent ovarian cancer and (b) developing novel therapeu-tic approaches in cisplatin resistant ovarian cancer patients. Gortroe ladies club held a women’s health forum on Thursday lastat Gotroe community hall. A very large gathering of woman fromGortroe and surrounding area were very well informed of the impor-tance of good health. The main sponsors of the night were Pfizer’shealthcare Ireland. Ms Sinead Fitzgerald attended on behalf ofPfizer’s healthcare Ireland. Sinead gave a very interesting talk andpower point demonstration on the healthy heart pointing out riskfactors and how to avoid these problems. Breast check covered themain importance of the new unit set up in Cork and also discussedthe Mobile unit. They gave a very informative talk on the impor-tance of early detection their delegation was headed by Ms. AoifeCollins. Our speakers on the night included Ms. Pauline Lynch ofThe Disable Federation; Sr. Siobhan of the Irish hearth foundation,Dr Oonagh Moynihan GP spoke on women’s health screening. Mr.Dermot Twomey Pharmacist and properly and covered how to dealwith cuts, burns and properly and scalds in the home. And last butnot least Dr. Brid Corkery Physiatrist gave an inspirational talk onmental health. There was blood sugar testing on the night overseenby Ms Pauline Lynch of the Diabetes federation and blood pressurescreening by Sr. Siobhan of the Irish hearth foundation. Local nurs-es were to the fore here and worked very hard for the night in theclinicsThere were a number of other stands on the night including Pfizer’sforever living products. Youghal, who were defeated by Bride Rovers in a preliminary round,were under pressure from the word go as O’ Neill’s had too much firepower in their forward line in the opening exchanges. However,goals win games but a worrying feature of the game was that therewas no point scored from play in 66 minutes of play - O’ Neill’s onlypoint coming from a 30M free from the boot of Eoghan McCarthyafter 12 minutes.Kieran Wall opened the scoring with a goal on the 4th minute andEoghan Mc added a second a minute later when he took a pass fromShane Harrington. Shane Spillane raised Youghal’s first white flag onthe 10th minute when he pointed after Eoin Coleman played a shortpass to him from a 13M free. Eoghan Mc’s pointed free came twominutes later but the other ’Eoin’, Eoin Coleman countered that pointwith another pointed free on the 15th minute. Kieran Wall added hissecond score of the game when he kicked a rebound into the Youghalnet to extend the O’ Neill’s score. John O’ Mahoney and EoinColeman (free) reduced the O’ Neill’s lead with two points on the24th and 26th minutes. Shane Harrington got his name on the scoresheet when he goaled on the 28th minute and Johnny Flav scored hisfirst goal when he took a good pass from the industrious Kieran Wall,who had deftly sidestepped a Youghal challenge. Heritage Municipal Policy Committee Report March �08This is an update of all that has taken place since the previousreport in December 2007.

Town Walls 1. (a) The recent collapse of portion of the Town Walls has beeninspected by various technical experts with a view to obtaining thebest advice on how to implement the necessary repairs.Emergency funding of 300,000 euros has been requested from theDept. of the Environment, Heritage and Local Govt. and aresponse is awaited. (b) Meanwhile an additional 50 metres of wall walk has been com-pleted which will greatly enhance the visitor experience of theTown Walls (c) A walkway has been completed outside the Town Walls link-ing the Raheen Road carpark to the sallyports(d) A new goalpost type barrier has been installed at the entranceto this carpark which will receive tour buses during the comingseason.2. SignageNew signage has been erected at the College Gardens, QuakerCottage, Sallyports and St. Mary‘s Collegiate Church Graveyard.Signs are on order for the Red House, Tynte‘s Castle, The MarketSquare, The Clock Gate and The Water Gate (Cromwell‘s Arch).A grant application has been made to Failte Ireland for over 60new fingerpost signs throughout the town all of which will carrythe Youghal Heritage logo. These signs will direct people to fea-tures of visitor interest such as Heritage Buildings, MedievalGardens, The Heritage/Tourist Trail, Town Centre ShoppingAreas, Public Toilets, Car Parks, The Waterfront, Mall Arts Centreetc.3. Heritage CouncilApplications for 7 Heritage Projects for 2008 have been made tothe Heritage Council as follows:-(a) �80,000 for Restoration Works to St. Mary‘s College(b) �75,000 for Urgent Conservation Works to the Town Walls(c) �50,000 for the Clock Gate Tower Feasibility Study(d) �40,000 for the Niche Retailing Strategy for Youghal TownCentre(e) �25,000 for the ongoing Town Walls Conservation andManagement Plan(f) �20,000 for the Cannon Restoration Project(g) �10,000 for Youghal Medieval Family Fun Day4. Public Realm ConferencePlans are being finalised for the holding of a Public RealmConference at The Mall Arts Centre on Thursday and Friday 15thand 16th May 2008. A panel of speakers of international distinc-tion on Heritage and Public Realm will address the Conference.Accommodation has been booked and brochures have been sent toall local authorities and to their Conservation and HeritageOfficers in order to nationally advertise the event. 5. Youghal Public Realm PlanPublic Consultation on this Plan has been completed and submis-sions received. These are being examined by the authors of thePlan and their report awaited which will be considered by themembers of Youghal Town Council prior to final adoption of thePlan.6. Medieval WeekendYoughal Medieval Family Fun Weekend will take place onSaturday and Sunday August 23rd and 24th 2008. This year it willcommence on the Saturday evening with an open air concert forall at St. Mary‘s College Gardens.7. Church StreetA number of tenders have been received for the heritage re-pavingof Church Street. These are presently undergoing technical exam-ination. It is expected that a contractor will shortly be appointedand that the works will commence after Easter.8. FundingDetails of funding for 2008 are still awaited and full details will begiven in the next Heritage Committee report to be given at theJune meeting of Youghal Town Council.
