  • Northeast Community School District Board Meeting Minutes February 19, 2020 There was a board work session at 5:00 P.M. Via video conference, Matt Gillespie, with Piper Sandler, reviewed the school infrastructure financing capacity. Board President Rich Krogmann called the regular meeting to order at 6:00 P.M. Present were Directors Shawn Rathje, Mary Smith, Jeni Grantz, Andy Friedrichsen, Board Secretary Marx and Superintendent Gray. Administrators present were Jennifer Huling, Troy Hansen, and Leigh McEwen. Joel Frost reviewed with the school board an offer from a local farmer, Randall Potter, for free use of 10 acres of cropland for organic crop production. Moved by Mary Smith, Andy Friedrichsen to approve the consent agenda, which included approving bills outstanding, recapitulation/finance summary, nurse report, transportation report, minutes from January 22nd and February 5th and the following open enrollments:

    2019-2020 Open Enrollment IN -- 2 Students from Easton Valley CSD 2020-2021 Open Enrollment IN – 4 Students from Clinton CSD 1 Student from Easton Valley CSD

    Motion carried 5-0.

    Information and Discussion Items—

    Superintendent Gray talked about the shared Social Worker position with Camanche CSD. A couple applications have been received. A combined interview team with the two schools will review them and make a decision. Camanche and Northeast are working on a shared College and Career Counselor position as well.

    Principal Huling shared a powerpoint that included staffing needs for next school year and a plan to improve WINN time

    Principal McEwen shared that the PTO would like to put concrete around the gaga ball pit. She reviewed the Illustrative Math Pilot for K-5.

    Activities Director Hansen gave the board an update on the Northeast Hall of Fame. He is working on a selection committee and plans to have the first inductees this fall. He reviewed a proposal for a new football scoreboard. The Athletic Boosters have agreed to pay $85,000 for the cost of the project. He also shared a proposal to have the track resealed this summer. He presented an idea for an eSports club. He will continue to get information on this to share with the board. Superintendent Gray gave a follow-up on the board retreat. He reviewed quotes for a new districtwide telephone system. A memorandum of understanding for a School Resource Officer was reviewed with more information to come on that.

    Recommendation to approve the appointment of Mercedes McCloy as High School Girls Soccer Coach for the 2019-2020 school year. Her salary will be $3,020.11 which

    is 11% of the Schedule B Base of $27,455.58.

    Recommendation to approve the resignation of Jordan Nissen as Assistant High School Softball Coach immediately.

    Recommendation to approve the resignation of Kathie Oberman as Middle School Softball Coach effective immediately.

    Recommendation to approve the resignation of Deb Shannon as Cook effective February 10th.

    Recommendation to approve the resignation of Jered Birt as Assistant Secondary Principal at end of the 2019-20 school year. Motion carried 5-0.

    Moved by Shawn Rathje, Jeni Grantz to approve the American Red Cross Shelter

    Agreement. Motion carried 5-0.

    Moved by Mary Smith, Jeni Grantz to approve an additional HS Track Coach for 2019-

    2020. Motion carried 5-0.

    Moved by Jeni Grantz, Mary Smith to approve the scoreboard project pending approval

    of the Athletic Boosters loan and $85,000 contribution. Motion carried 5-0.

    Moved by Shawn Rathje, Mary Smith to approve the 28E Agreement with Camanche

    School District for a Shared Social Worker. Motion carried 5-0.

    Moved by Jeni Grantz, Shawn Rathje to approve the 28E Agreement with Camanche

    School District & EICC for a Shared College & Career Counselor. Motion carried 5-0.

    Moved by Mary Smith, Andy Friedrichsen to approve the Overnight Travel for FBLA to

    attend the State Leadership Conference, March 26th-28th, in Coralville, Iowa. Motion

    carried 5-0.

  • School Nurse Report-February 2020  

    General Information:  

    Ambulance Calls: 1 (staff member)  

    Blood sugar monitoring: 3 students as needed daily(2 with pumps, 1 insulin pen use)  

    Home visits: 0   

    Parent contacts (phone/school regarding illness/injury/health updates): 243  

    Student illness/injury/ + seen in health office: 585+  

    Student illness letters or parent notifications:   

    I have been monitoring the Coronavirus-19, through emails sent out by the CDC and state and local Public Health on  my nursing listserv. At present it is advised to continue basic flu precaution protocols-Good Handwashing being  very important and covering coughs and sneezes.   

    Monday, March 2, a state webinar will be reporting specific guidelines for schools to follow.  

    Staff injury: 1  

    Seizure monitoring: 0  

    Headlice: 1 student monitored during the month  

    Nebulizer treatments: _3- MS/HS, Elem._ 7 for 1 preschooler,   

    Vision screening:   

    The Goose Lake Lion’s Club will be conducting Kidsight vision screening on March 19 for preschoolers and TK.  

    Dental:  

    Blood pressure monitoring: _2__students 2-3x/week (readings are sent to U of I Dr. monthly)  

    __4___staff: upon request   

    IEP: 1- Health/emergency plan yearly update done.  

    Health updates:   

    Student Emergency Plans: -Elem - MS/HS  

    Medicaid claiming information: - 5 students will have monthly claiming done.  

    Worked with the Timberline rep. and the teacher to get a new claiming students’ logs in proper order to submit.  

    Immunization update:  

    Student Daily medication doses: 16 elem.   

    MS/HS: 17 daily doses plus 3 students with diabetes have frequent monitoring during the day  

    Other:  

    CPR classes were held for the bus drivers with 13 certifying in AHA adult, infant, child. Other classes were held for staff with  9-non certified staff recertifying and 6 teachers.  

    Timberline webinar was held on Third Party Liability.  

    The month ended with the last 2 days having over 10% absent in the elementary. When we hit the 10% mark it is reported to the  Iowa State Dept of Public Health.   

    Throughout the month parents called in and reported having seen a doctor and being diagnosed with actual Influenza A-7cases,  Influenza B-21 cases. We have also seen strep throat and RSV. We have had many others with various respiratory infections, high  temps, and vomiting and diarrhea. It’s been a mix of a little bit of everything. Teachers and students have been diligent with good  handwashing and covering the coughs and sneezes.

    Northeast Regular School Board Meeting

    March 18, 2020

    Recommendation to approve the appointment of Haley Snyder as Associate Interventionist starting February 21st. She will work 7 hours per day at $12.29 per hour. This is based upon the 2019-2020 Associate Salary Schedule Column C Step 1 plus an additional $2.00 per hour for working with a Level III Behavior student.

    Recommendation to approve the appointment of Diana Gardner as Middle School Girls Softball Coach for the 2019-2020 school year. Her salary will be $1,921.89 which is 7% of the Schedule B Base of $27,455.58.

    Recommendation to approve the resignation of Ken Schoon as Assistant Middle School Football Coach at the end of the 2019-2020 school year.

    Recommendation to approve the resignation of Troy Hansen as Middle School Boys Basketball Coach at the end of the 2019-2020 school year.

    Recommendation to approve the resignation of Susan Cox as Elementary Associate effective March 5th.

    Recommendation to approve the resignation of Ryan Jordan as Assistant High School Football Coach at the end of the 2019-2020 school year.

    Recommendation to approve the appointment of Tierra Hildebrandt as Assistant High School Track Coach (pending she receives full authorization). Her salary will be $2,745.56 which is 10% of the Schedule B Base of $27,455.58.

    Recommendation to approve Lindsey Holst as a Volunteer Assistant Track Coach.

    Request to attend 2020 Iowa FFA leadership Conference.

    The 2020 Iowa FFA Leadership conference will be held, in Ames on the Iowa State University campus April 19-20-21

    We will be leaving from Goose Lake at Noon Sunday April 19nd and staying 2 nights, returning back to Goose Lake the evening of April 21st.

    We have 7 members that will be receiving their Iowa FFA Degrees. Beth Lamp, Robert Schaefer, Sierra Wegener, Colton Holdgrafer, Ciera Krogman, Brooklyn Kucera, Michael Mulholland.

    2 Members will be taking the Greenhand Quiz.

    Kesley Holdgrafer & Brooklyn Kucera will be recognized on stage for Proficiency Awards with their SAE Programs. Kesley as the State Winner in Agricultural Communications and Brooklyn State Runner-Up in Swine Production

    4 members each will participate in the Ag. Sales, Ag. Business Management and Poultry Judging Career Development Events.

    3 Members have applied to perform with the State FFA Chorus and 2 in the State FFA Band.

    Students will pay a portion of their lodging, registration, and their meal expenses. The Northeast FFA Alumni and the Northeast FFA chapter will be providing the remainder of the lodging and registration expenses through our fundraising efforts.

    At this time the total number of students could be about 20 as many will be participating in 2 or more activities. Our District qualifying event is Sat March 14th, we have contests there that could qualify.

    We also request the use of 2 school vehicles.

    Applications are to be initiated by each Board of Education and submitted not later than April 30, 2020. Complete the form below and click "Submit to IHSAA." The IHSAA will review your application and respond electronically. You may check on the status of your application by logging in to your school account and clicking on "Cooperative Sponsorship Agreements." Cooperative sponsorship conditions include the following:

    Member schools may apply for cooperative sponsorship to the governing Board of the respective activities organization.

    Separate applications shall be submitted to each activity association. School districts shall be contiguous with one of the other schools within the agreement unless the activity is not offered

    at any school contiguous to the party district in which case the contiguous requirement may be waived.

    Cooperative sponsorship agreement shall be for year. A school's students may be engaged in cooperative activities under the terms of only one (1) agreement. Decisions on all applications will be determined by the respective governing organization within 10 days.     MEMORANDUM OF UNDERSTANDING SCHOOL RESOURCE OFFICER

    AT NORTHEAST COMMUNITY SCHOOLS

    This Agreement is made between the Northeast Community School District and the Clinton

    County Sheriff’s Office and entered into this the day of , 2019.

    It is the intention of the Clinton County Sheriff’s Office and the Northeast Community School

    District to maintain collaborative efforts to provide a safe and healthy school environment for students,

    Purpose The purpose of this document is to facilitate a clear understanding of roles, duties, and

    responsibilities. The School Resource Officer (SRO) will handle all necessary law enforcement matters in schools when on duty at the school. If the SRO is not available, a Patrol Deputy will be dispatched to respond to the call for service. This Agreement will enhance communication and cooperation between school administrators and teachers, law enforcement officers, student, parents, service providers, and the community. The Memorandum of Understanding (MOU) is being set forth to provide universal clarification of expectations and to provide consistency between officers, schools, principals, and directors.

    Goals and Objectives 1. Maintain a safe and secure environment on a school campus which will be conducive to

    learning. 2. Assistance and information sharing concerning problems and issues affecting the school and

    students. 3. Prevention of crime or delinquent behavior by juveniles. 4. Establish a positive working relationship in a cooperative effort to prevent juvenile

    delinquency and assist in student development.

    Assignment of School Resource Officer 1. The Clinton County Sheriff’s Office agrees to provide a School Resource Officer to the

    Northeast Community School District. It is understood that the SRO also serves as the DARE Deputy to multiple schools within Clinton County. The SRO duties are on a limited, part-time function as the DARE Deputy’s time permits.

    2. The Clinton County Sheriff or designee will select proposed sheriff’s deputy for the SRO assignment.

    3. It is preferred that SRO vacation time be taken during school vacations, holidays, or times when school is not in session. However, the decision to grant SRO vacation time when school is in session will remain solely in the discretion of the Sheriff, and the parties recognize this may be necessary and advisable from time to time.

    2. Member of the prevention/intervention strategies team. 3. Assist the superintendent, principals, faculty, and staff in developing plans and strategies to

    prevent and/ or minimize dangerous situations that may occur on school grounds. 4. Inform appropriate school officials and staff of current law enforcement involvement with

    students and/or student’s families. 5. Present topics to students on various law enforcement/safety issues. 6. Interact with students to promote and reinforce basic life skills, self control, and accountability

    in areas of: a. Resolving Conflict without violence b. Problem Solving c. Peer Pressure d. Interpersonal skills

    7. Attend school staff meetings and training as appropriate. 8. Occassionally attend school-sponsored extra-curricular activities such as:

    a. Sporting Events Dances b. Concerts Assemblies c. Field Trips Others

    9. Are to be involved in school discipline, when it pertains to preventing a disruption that would, if ignored, place students, faculty and staff at risk of harm. The SRO will resolve the problem to preserve the school climate. In all other cases, disciplining students is a School District responsibility, and the SRO will take students violating the code of conduct to the principal where school discipline can be enforced.

    10. Have working knowledge of School Board policies, Administrative Regulations, and Student Handbook.

    Confidentiality The parties acknowledge that SROs will from time to time acquire confidential information concerning the District, students, and others. It is agreed that such information or records will be kept confidential by SROs in accordance with school policy, Chapter 22 of the Iowa Code, FERPA, and such other federal, state and local laws which may be applicable.

    Program Assessment The SRO program will be assessed annually, and the evaluation will be conducted jointly between the Clinton County Sheriff’s Office and Northeast Community School District. The following areas, at a minimum, will be used to evaluate the program: 1) Success of established goals and objectives. 2) The Superintendent or designee may evaluate each SRO’s performance of school-related duties under this Agreement and provide the Sheriff with the written evaluation yearly. The District’s evaluation may be utilized by the Sheriff or designed for use in comprehensive evaluation of an SRO’s performance. Effect on Previously Executed Agreements Upon execution of this agreement, all previous agreements between parties for the assignment of SRO to Northeast Community School District shall be void and of no further force or effect. Termination of Agreement The Clinton County Sheriff’s Office and the Northeast Community School District agree to provide their employees with training relative to this agreement and its purpose. The parties also agree to maintain regular and open communication to evaluate the effect of this agreement and suggest improvements and adjustments that may be necessary. This agreement constitutes a final written expression of all terms of this agreement and is a complete an exclusive statement of those terms. Either party may terminate this agreement upon 30 days written notice to the other party. In Witness Whereof, The parties have caused this agreement to be executed the day and year above written.
