1 Executive Summary

The mapping of humanitarian services at community level in the Gaza Strip was conducted between

April 2018 and March 2019. NRC teams conducted 1085 semi-structured interviews with service

providers and stakeholders to collect data at community level. The information presented here is

extracted through analysis of data and triangulation with findings from other sources and studies

published by other humanitarian actors. The findings highlight sectoral capacities and opportunities

available for humanitarian emergency services provided at community level alongside with the main

gaps and vulnerabilities.

The mapping exercise identified locations and details of spontaneous displacement sites which were

used by IDPs as temporary or emergency shelters during previous big conflicts. In addition, the

extracted information asserts that displacement in the Gaza Strip would potentially occur from east to

west where DESs and the larger numbers of residential housing units are located. The findings also

reveal a big gap in NFI service provision, as only few local actors mentioned that they have the capacity

or intention to distribute NFIs during any upcoming emergencies. Furthermore, the information reveals

that there is lack of information regarding the shelter sector as mentioned by 78% of the interviewed

informants.

For water, sanitation and hygiene (WASH) the findings show that only a small number (26 out of 118)

of interviewed desalination plant owners mentioned that they have an agreement to work in

emergencies. The study found that displacement-receiving cities have adequate sewer networks

where most of the residential housing units are connected, except for Khan Younis and Rafah that

have lower percentages of housing units connected to sewer networks.

Regarding food security, the findings highlight a clear gap in food provision as all interviewed CBOs

highlighted that they do not have food stock and will depend on big actors and donors to provide food

during emergencies. Nonetheless, the exercise identifies a plethora of warehouses at local community

level that can be used for food and NFI distribution.

From another perspective, the findings also shed the light on methods of communication used by

communities during emergencies. The findings affirm that radio is the most preferred channel followed

by internet and then phone calls/SMS.

Key recommendations include, (1) shelter actors should prioritize stockpiling activities to leverage

preparedness and capacities to respond; (2) all humanitarian actors are advised to utilize

communities’ capacities in emergency preparedness and response and build on them; and (3)

conducting informed programming for emergency preparedness by addressing the highlighted gaps

and targeting localities with more vulnerabilities and higher exposure to hazards.

2 Introduction and Rationale

The humanitarian situation in the Gaza Strip has dramatically deteriorated since 2018 due to the

tightening blockade imposed by the Israeli Government, the Palestinian Authority’s sanctions against

the de-facto government, and the repeated military escalations culminated by three consecutive wars.

The 2014 aggression was the most destructive of them all, affecting 1.8 million people. Around

500,000 people (28% of the population of Gaza) were displaced by the war; over 18,000 houses were

destroyed or rendered uninhabitable1.

In addition, the Great March of Return (GMR) that started in March 2018 continues until today with a

series of protests that has increased confrontations between Palestinians in Gaza and the Israeli Army.

These frequent confrontations result in a large number of causalities and injuries, and puts an extra

burden on the stressed health sector in the Gaza Strip.

Furthermore, the poor and economically deprived population of the Gaza Strip faces additional

hardship due to reductions in funding to major humanitarian service providers, such as UNRWA and

other US-based NGOs, particularly from USAID. The recent World Bank Economic Monitoring Report

(27 September 2018) confirms that, “The economic and social situation in Gaza that has been

declining for over a decade, has deteriorated exponentially in recent months as transfers from outside

the territory are squeezed. The impact this is having on people can be seen in the significant increase

in poverty and reduced opportunities since 2011 – which has worsened further in 2018. The situation

has reached a critical point with increased frustration, feeding into downward cycle.”2

The Gaza Strip is not only at risk of open conflict, but also subject to natural hazards such as storms,

wind surges, floods, and heatwaves. Moreover, because exposure to these hazards is combined with

the aforementioned high level of vulnerability, the fragility of Gaza’s communities to emergency

situations has increased. This required an effort to identify local humanitarian actors and highlight

their capacities and gaps at community level in order to devise interventions that leverage local

capacities, and direct scarce emergency funding towards fulfilling the critical gaps. To contribute to

this objective, NRC’s UDOC team, through funding from ECHO, initiated the “Mapping of Humanitarian

Lifesaving Services in the Gaza Strip” exercise. This exercise began in April 2018 and finalized in

March 2019. The main findings from the collected data are presented in this report, alongside the

main recommendations that will orient future emergency preparedness and response efforts.

3 Objective

This exercise was funded through ECHO under the project, “Protecting at-risk vulnerable households

and building an enabling environment for resilient communities”. The overarching goal of the exercise

was to conduct a life-saving services mapping exercise, with planned community engagement, as a

foundation for developing better field level coordination, coherent emergency preparedness, and

efficient response mechanisms per governorate across the Gaza Strip. The exercise produced

municipal-level profiles and key factsheets that indicate gaps/opportunities in each community at field

level. The exercise also included an analysis for the life-saving capacities during emergencies and

services provided by humanitarian actors through consulting with main humanitarian stakeholders in

the Gaza Strip. Thus, a comprehensive picture can be drawn to inform emergency preparedness and

response planning while including communities.

3.1 Linking to NRC Programmatic Objectives

The exercise links to the overall programmatic goal of strengthening emergency preparedness and

response capacities of humanitarian service providers and communities to facilitate coordinated

assistance to urban displaced during/after potential emergencies. NRC has been operating for several

years with host community preparedness and providing basic services to those displaced outside of

Designated Emergency Shelters (DES). Therefore, this activity also paints a picture of community

capacity and how it can be harnessed by international actors to support IDPs outside of formal camps.

4. Methodology & Implementation

4.1 Mapping Tool Development

In collaboration with the United Nations Office for Coordination of Humanitarian Affairs (UNOCHA),

related clusters, and other IDPs Working Group (IDPs WG) members, NRC developed the mapping

exercise tool (Annex 1) use for this activity. As the mapping exercise gathered data based on the

humanitarian sectors’ needs, the mapping tool was designed, piloted, and rolled out in close

coordination with the IDPs WG and clusters. The mapping tool incorporated inputs from the

humanitarian stakeholders to collect basic information needed on humanitarian lifesaving services.

The development of the tool was based on the Sphere Project's standards for humanitarian services

during large-scale emergency. The key life-saving sectors considered were WASH, food security,

shelter, education, and health with protection as a component of humanitarian action.

The tool also was used to collect information about Communication with Communities (CwCs) methods

available at the field level, as well as the availability and capacity of different community structures

and community based organizations (CBOs) who can support humanitarian responses during

emergencies. The exercise also examined displacement patterns based on previous experience.

4.2 Data Collection Process

Before conducting interviews at field level, methodology was set to be all-encompassing and ensure

the participation of both local communities and the international humanitarian structure. The mapping

exercise began with a desk study with information available from humanitarian actors and local

authorities, such as the Islamic Relief Palestine (IRPAL) vulnerability study, the 4Ws and DESs

information from OCHA, and information obtained from the Palestinian Central Bureau of Statistics

(PCBS) 2017 census. Not only did NRC’s UDOC team read reports, but meetings were also set with

cluster coordinators and UNOCHA in order to get a sense of the kind of literature that exists on the

topic. The goal of conducting this initial step was to capture the holistic view of the current emergency

preparedness situation and avoid duplication of efforts. The desk review continued throughout the

project duration to ensure that it captured all recent and updated publications in order to triangulate

them with the exercise findings.

After the desk study, a process began of community and field level mapping through Key Informant

Interviews (KIIs). Through this stage of community mapping, data was collected from community

representatives including: municipal staff, municipal forum members, CBO members, water

desalination plant owners, warehouse managers, and other local services providers. The community

and field level mapping collected detailed information about community’s humanitarian emergency

response related capacities and resources, local service provider’s resources and capacities,

community vulnerabilities and capacity, municipal infrastructure, field level communication during

emergencies, and community perception of sectoral life-saving services during emergencies. The KII

participants were identified using a “snowball” sampling technique. In another words, interviews were

conducted starting with known actors and service providers in the field, such as municipal forum

members and some well-know CBOs. Because the field teams did not have enough information about

all service providers, they asked questions to identify more actors during the interviews to the known

actors. Those newly identified were then interviewed and the process continued until no new actors

were mentioned during the interviews ensuring that data related to the most important and active

emergency service providers was collected.

Finally, governorate level mapping through KII with the United Nations Relief and Work Agency’s

(UNRWA) and the Ministry of Social Development’s (MoSD) representatives in the five

governorates of the Gaza Strip was conducted. A semi-structured discussion with those

representatives was held to triangulate the findings from the field level mapping tool. These

discussions were navigated using a set of pre-identified questions (Annex 2) to validate the

findings and give more explanations and details. NRC interviewed Area Chiefs from UNRWA and

Governorate Managers from MoSD. The figure below highlights the main steps taken to collect

and validate the data:

4.3 Field Work

NRC contracted 28 field workers (13 females & 15 males) from the pool of volunteers who participated

in the original IDP re-registration exercise in 2015. The field workers were selected from each

governorate and conducted the interviews individually after pre-coordination. The selection of field

workers considered factors such as their availability, gender balance, and geographical location. Those

field workers attended an induction session to be orientated with the exercise and practice the tool on

Kobo.

The exercise was piloted in Rafah governorate. After the pilot, NRC conducted a Focus Group

Discussion (FGD) with Rafah municipal members, CBOs, and local community members in order to

receive their feedback regarding the data collection process and the implementation of field work. In

addition, NRC organized a discussion workshop after the pilot phase with the project partners (AAH

and PUI), OCHA, the clusters, and other INGOs to present the initial findings and extract their

recommendations on the tool, data collection methodology, and the way forward. Then, NRC rolled out

the field level data collection in the North and Middle governorates in parallel, and finally in Khan

Younis and Gaza governorates. After data collection was finished at community level, NRC’s UDOC

team visited UNRWA and MoSD staff members to conduct the governorate level data collection. In

total, the process of data collection consumed 210 working days from the field workers with 1085

interviews conducted across the Gaza Strip. The table below highlights the number of interviews

conducted with the different categories of stakeholders during the exercise:

5. Findings and Analysis

5.1 Shelter & Displacement Trends The findings of the analyzed data show that displacement mostly occurs from east to west in the Gaza

Strip. In addition, the collected data shows that populations of the following municipalities are prone

to displacement during some natural hazards as well as during small scale and large scale conflicts:

Al Shoka and Al Naser in Rafah Governorate

East of Al-Qarara, Khuz’a, East of Bani Sohyila, Fokhari, Abasan Kabeera, Abasan Jadeeda in

Khan Younis Governorate.

Wadi Al Salqa, Al Musaddar, Al Maghazi and Al Buraij in Middle Area Governorate

East of Gaza “Shujayia, Zayton, Tofah” and Al-Shatee camp

Umm Al Naser, Beit Hanoun and Northern Beit Lahia in North

Throughout the exercise, NRC teams identified “un-official” or spontaneous displacement locations

that are spread across the five governorates in the Gaza Strip. These locations are community places

that IDPs used to flee to during previous large escalations, and includes CBOs, kindergartens, sports

clubs, religious facilities, and family divans. The majority of these identified locations are concentrated

in the big five cities: Jabalia, Gaza, Deir Al Balah, Khan Younis, and Rafah. The figure below shows the

numbers and locations of the identified spontaneous displacement sites.

Results also confirmed that there is a lack of knowledge amongst community members and local

service providers on the numbers and locations of DESs across the Gaza Strip governorates. In that,

47% suggested that they do not have any knowledge about the numbers and locations of DESs. The

interviewees did not provide consistent numbers of official DESs, nor did they provide the accurate

locations of these sites. Instead, the exact numbers and locations of DESs are obtained from OCHA.

The graph below highlights these DESs and their distribution.

The data collected from the PCBS during this exercise shows that the largest number of homes in the

Gaza Strip is concentrated in the big five cities. In addition, a deeper look into the mapping findings

reveals that people sought shelters in the areas where official DESs are located in the big five cities.

Also, the concentration of spontaneous displacement locations matches the locations of “official”

DESs and the locations where housing units are concentrated. This means that displaced populations

felt that big cities’ centers are safer and offer easier access to shelter and humanitarian services

during emergencies. However, although the feeling of safety may be present, the exercise also

demonstrated that some of these displacement-receiving neighborhoods in the big cities and other

cities west of Salah Al Din Street suffer from certain dynamics of vulnerabilities as described by the

interviewees. The interviewees highlighted the following neighborhoods where IDPs are expected to

flee to at some point during an emergency as suffering from overcrowded housing conditions,

deteriorated infrastructure, and other concerns:

Al Shabora in Rafah City

Block 9 in Al Buraij, the New Camp in Al Nusairat, Al Berka & Al Heker in Deir Al Balah

Ezbit Beit Hanoun in Beit Hanoun, Mashro’ Beit Lahya, Al-Amal, Al-Shekh Zaid in Beit Lahyia,

Beer Al-Na’ja, Al-Fakhora, Jabalia refugees camp in Jabalia.

Al-Shatee camp, Al-yarmok in Gaza City.

Al Amal neighborhood and Khan Younis refugee camp in Khan Younis

Regarding the provision of non food items (NFIs) during potential emergencies, only few CBOs

mentioned they have framework agreements or would provide NFIs (Table 2). The majority of local

service providers affirmed that they would wait for INGOs, UNRWA, and the government to provide

NFIs during emergencies. This confirms the large gap in relation to preparedness and the stockpiling

of NFIs to be used during emergencies.

Finally, the interviewees mentioned some concerns regarding the shelter sector during emergencies.

service providers and members. The graph below shows the percentages of those who mentioned

certain issues.

5.2 Water, Sanitation, and Hygiene (WASH) During the exercise, the field teams visited 118 desalination plants across the Gaza Strip to

understand their capacities and willingness to work during emergencies. The table below shows the

visited desalination plants in each municipality along with their estimated capacity.

Although there are many plants, a few of these mentioned that they have framework agreements with

humanitarian services providers in order to provide drinking water during emergency situations. More

specifically, only 26 water desalination plants mentioned that they have an agreement with a

humanitarian organization to provide drinking water during emergencies (Figure 5).

From another perspective, and based on the data collected from the PCBS according to 2017 census,

the housing units in most of the displacement-receiving areas have proper connection to sewer

networks, except for Khan Younis City and to some extent Rafah City. These two cities have only 71 %

and 82 %, respectively, of their housing units connected to sewer networks while the rest of the

households use different drainage methods. This highlights the possibility of extra challenges that the

population residing in these cities would face in the case of an IDP influx, as the movement of IDPs

will put more pressure on water and sewer networks. In addition, some rural municipalities do not

have sewer networks which makes them more exposed to environmental risks resulting from

alternative methods of drainage. Figure 6 below shows the percentages of housing units connected to

sewer networks in each municipality.

When asked about their concerns regarding WASH services during emergencies, the participants

highlighted the following:

- During emergencies, there will be insufficient drinking water due to water salinity, general increase

in population and water inaccessibility due to electricity shortage and lack of emergency

preparedness.

- Water pollution is an expected issue as monitoring and control during emergency are limited.

5.3 Food Security / Livelihoods

The findings confirm a big gap regarding provision of food items during emergencies. All interviewed

service providers mentioned that they do not have any food stock and will depend on donors and big

agencies to provide food in times of emergency.

Regarding evidences, unemployment rates among Gaza’s communities have reached staggering

levels. The data extracted based on the PCBS 2017 census shows a sharp rise in unemployment rates

(Figure 7). The numbers reveal that highest rates are found in rural and semi –rural communities

where municipalities in Rafah governorate lead their counterparts.

The interviewees mentioned the following concerns that they expect to face regarding food security

during emergencies:

There will be lack of official monitoring and control on food provided to affected people. Based

on previous experiences some food was expired, damaged, and not suitable for special needs

groups. There was also little variation in distributed food.

The distributed amount was usually insufficient and organizations would not be able to cover

the number of affected people

Accessibility to food can be problematic because of the lack of information from service

providers

5.4 Miscellaneous Findings:

The analyzed data extracted from the PCBS 2017 census shows the percentages of households with

no sources of heating in winter in each municipality. It is worth mentioning that big cities have higher

percentages of households without a heating source compared with rural and smaller cities (Figure 8).

This can be directly linked to the electricity crisis because people in rural areas can access wood for

heating whereas thisis not available for those living in cities.

Furthermore, the findings highlight that health services in the Gaza Strip are mainly provided through

the government and UNRWA. Most of the private and community health service providers did not

participate in the exercise on the locality/municipal level and asked for central coordination to take

place with their headquarters in Gaza City to be able to provide us with information. However, there

are a few health CBOs, from those who agreed to be interviewed, who mentioned that they provide

health services during emergencies. These are segregated in the following in table:

The participants highlighted the following as their main concerns regarding health services during

emergencies:

There will be an insufficient number of medical centers, medical facilities, medicine, and proficient

health staff during emergencies.

There will be physical, informational, and environmental inaccessibility of health facilities.

When asked about preferred information channels during emergencies, the participants highlighted

radio to be their first preference followed by internet and mobile communication as shown in the graph

below:

5.5 Community Capacity

The mapping exercise identified communities’ capacities that can be a potential support to emergency

preparedness and response. In this regard, the following capacities are identified where initial

information was collected and available:

The mapping exercise identified locations and contact details of 202 warehouses that can be

used to distribute humanitarian assistance in all municipalities. The following figure illustrates

the numbers of these warehouses in each municipality:

• In addition, 305 active CBOs were interviewed during the data collection period. The CBOs

were identified as active and the team created a database with their contact details, services,

and geographical coverage. The concentration of these CBOs is in the big five cities which

aligns with the findings highlighting that services are most prevalent in these locations. The

graph below shows the numbers of these CBOs identified in each municipality:

• The results also highlighted 193 community committees and structures who can be active

and support humanitarian emergency response. Most of these committees offered support

to communicate with the affected population, raise their needs, support in data collection,

and provide volunteers for aid distribution during emergencies

5.6 Municipal Profiles/OCHA Dashboard

In order to collate all the findings per municipality, NRC put together municipal profiles. These profiles

provide the data related to humanitarian sectoral services that are available and provided by

humanitarian organizations to the affected communities at field level. Life-saving services are

identified as critical and basic humanitarian services related to WASH, Shelter, Protection, Food

Security/Livelihoods, Health, and Education. This also includes communication as an essential aspect

of emergency response, as well as community engagement and coordination modalities. In addition,

the profile provides information on basic demographic compositions of certain municipality in

combination with some indications to vulnerability dynamics and displacement patterns during

emergencies.

6. Conclusion & Recommendations

NRC concluded the mapping exercise in February 2019 by conducting a final presentation and

discussion of the main findings. The workshop was attended by cluster coordinators, OCHA, UNRWA,

the MoSD, and other humanitarian organizations. Gaps, findings and recommendations mentioned

here were discussed in this workshop.

The following points highlight the main gaps derived from the mapping exercise results:

The results affirm that there is lack of knowledge among community members and local

service providers on the numbers and locations of DESs across the Gaza Strip (47% of the

interviewees did not have any knowledge and those who have knowledge did not give

consistent and correct information).

Many DESs are located in vulnerable neighborhoods within the larger cities of the Gaza Strip.

These neighborhoods already suffer from overcrowding, sub-standard housing, higher poverty

rates, and deteriorating infrastructure.

• There is a clear gap in the provision of food items as 87% of respondents stated that they

don’t have or know of a humanitarian organization ready to provide food during an emergency.

• In addition, 77% of interviewees highlighted that there is no stockpile nor framework

agreement to provide NFIs during an emergency.

• For most of the services, the interviewed actors stated that humanitarian organizations will

wait for donors to provide funds for food and NFIs to support emergency interventions.

• It was clearly mentioned that humanitarian services will be concentrated inside DES and in

the large five cities of the Gaza Strip.

• There are limited numbers of framework agreements to provide drinking water during

emergencies which indicates an insufficiency of this service and requires WASH actors to

address this issue.

From another perspective, the results of the mapping exercise shed light on the following opportunities

and capacities that could be utilized by the humanitarian actors for better preparedness and response:

• The mapping exercise identified locations of 72 spontaneous displacement locations in the

Gaza Strip such as CBOs, sports clubs, religious facilities and kindergartens. Those locations

can be further assessed and upgraded to leverage hosting capacity for the displaced

population.

• Locations, areas of work, and contact details of 118 water desalination plants and water

truckers are available. This data can be used to enhance coordination and achieve faster

access to distribute drinking water during emergencies.

• The mapping exercise identified locations and contact details of 202 warehouses that can be

used, after further assessment, to distribute humanitarian assistance in all municipalities.

• More than 300 active CBOs are identified alongside with their contact details, services and

geographical coverage.

• The results contain details of 193 community committees and structures who can be active

and support humanitarian emergency response.

Recommendations:

Humanitarian actors are advised to utilize the data relevant to local service providers as well

as the highlighted results to conduct informed programming for emergency preparedness and

response.

Clusters should be the communication and information hub that can channel requests for

information to NRC.

Emergency preparedness focusing on stockpiling of NFIs and food items is recommended

because there is a clear gap in such services.

Humanitarian actors should take more efforts to prepare and enhance the capacities of

drinking water provision during emergencies.

More focus on enhancing modalities of CwC is required as the exercise highlights clear

disconnect between humanitarian interventions carried out at central levels and local

communities.

INGOs, UN agencies, and other additional actors should harness the local enthusiasm,

capacity, and knowledge of CBOs and other local groups. This exercise should create a

baseline for the international community to better understand what is available at the local

level and how these resources can be built upon for preparedness and response activities.
