    Mapping for Inclusive Mobility: Mapping Public Transport Terminals, Hubsand Related Services

    A Crowdsourcing Activity Concept Note

    INTRODUCTION

    The Ateneo School of Governments iBoP Asia (Innovation for Inclusive Development) Programsproject entitled Catalyzing New Mobility in Cities: The Case of Metro Manilawill launch and explore the

    use of crowdsourcing as a method of mapping transport hubs including informal ones and the other

    transport- related services in Metro Manila. It generally use ICT (e.g.web-based and mobile-phone based,and social media) applications. Locating and mapping these public transport terminals, hubs, and modes

    are crucial in order to assess the mobility problems and opportunities in Metro Manila. Through

    crowdsourcing, it is envisaged to improve the information generated that will aide in planning processes

    of the cities especially in the areas of transportation and mobility and in developing innovative ideas thatcould help ensure seamless multi-modal interconnections that would benefit the poor and the vulnerable

    groups.

    The engagement with different stakeholders (that will serve as the crowd) offers a theoretical,methodological and empirical contribution to the field of user-driven innovation. Part of the activity is to

    create protocol in designing crowdsourcing activities using ICT platforms. It is envisaged that the

    method will provide a fast, inexpensive, timely and reliable data on informal transport hubs and relatedservices to enrich the information for transportation and mobility. The maps that will be generated is

    expected to provide an overview of the key locations of these hubs and identify gaps in the public

    transport coverage. This will also, help identify alternative strategic actions for local governmentutilizing

    the new mobility ideas.

    OBJECTIVESThe goal of this activity is to help improve mobility through the use of crowdsourcing (e.g. web-based,

    mobile phone based) in mapping the transport hubs especially informal ones and its related services in

    Metro Manila.

    Specifically, the activity aims to:

    1. Generate transport-related data specifically public transport terminals and hubs usingcrowdsourcing activity methods;

    2. Translate the data generated from crowdsourcing into maps of available web-based mappingapplications (e.g. Openstreet map and Google map maker);

    3.

    Recommendation on the use of crowdsourcing as a method in improving mapping, planning andpolicy design.

    METHODOLOGY

    The activity will explore the use of crowd-sourcing in mapping transport terminals and hubs (bothformal and informal) in Metro Manila. To ensure greater crowd and information, the Project plans to

    enter into agreement with selected NSTP classes of universities in UP, La Salle, Ateneo and PUP.

    Moreover, collaborate with the transport sector leaders, and MMDA for their employees as part of the

    crowd.

    Part of the activity is the creation of protocol in designing crowdsourcing activities and explores its

    applications using ICT platforms. Moreover, leverage possible future collaborations with existing web

    platforms (e.g. parasatabi.com, Openstreetmap, Googlemap), NGOs (e.g. CAI Asia, Partnership for

    Clean Air) and private sector led initiatives in transport (e.g. Interaksyon.com).

    The conceptual framework for this activity is presented below.

    EXPECTED OUTCOMESThe expected outcome of this activity is to better policy and planning with most up-to-date information

    and views of the stakeholders. Supported with crowd-sourced information, the analysis from this activity

    may provide avenues for identifying other factors that affect mobility in Metro Manila. Through the

    maps, it is envisaged to provide a snapshot of the key locations of the public transport terminals and

    hubs and the gaps of public transport coverage. Moreover, identify alternative strategic actions for local

    governmentutilizing the new mobility ideas.
