1.0 INTRODUCTION

For the purpose of establishing a new sewer service area that is located in the northern part of the Carpenter’s Acres neighborhood in the Town of Ballston, a Map, Plan and Report (Report) has been prepared to present the boundaries, the general plan, capital costs, method of financing, and first year operating costs of the proposed Carpenter’s Acres Sewer District.

This Report documents the need for the project, the alternatives considered, the costs, and the recommended sewer and treatment options to serve the proposed district. The following are documented in this Report:

Identifies and describes the selected district and alternatives Finalizes the properties in the service area for the selected district Presents the method for assessing sewer rates to the properties served Documents the estimated capital and operational costs

1.1 Project Need

The Town of Ballston recognizes the need to maintain and upgrade public infrastructure. The Town has been proactive in taking steps to upgrade and maintain its water and sewer systems and completed a sewer master plan in 2014 for serving various areas of the Town. One of the areas identified for a potential sewer project is the Carpenter’s Acres subdivision area. Some residents within this neighborhood have been petitioning the Town to provide sanitary sewer service since late 2015.

In general, these same residents have identified existing on-site septic systems that are past their useful life or are in various stages of failing. The neighborhood has public water and on-site septic systems. Public sanitary sewer options were not possible when the neighborhood was first constructed. Since the late 2000’s, private development along NYS Route 50 between Brookline Road and NYS Route 67 has extended a sanitary sewer main (owned and maintained by Saratoga County Sewer District #1) along Route 50 to a point where it is now feasible for sanitary sewer infrastructure to be extended to this neighborhood.

Municipal sewer systems offer significant benefits to the community. Runoff from failing septic systems can deteriorate water quality in the adjacent creeks and water bodies. Inadequately treating sewage from failing septic systems can also pose a significant threat to

drinking water and human health because diseases and infections may be transferred to people and animals directly and immediately. Inadequately treated sewage from failing septic systems is the most frequently reported cause of groundwater contamination.

1.2 Alternatives Considered

The Town of Ballston has been studying the possibility of providing sanitary sewer to all, or portions of, the Carpenter’s Acres neighborhood since 2016. The following studies have been completed.

A “Draft Carpenter’s Acres Sewer Project (Engineering Report)”, prepared by Adirondack Mountain Engineering, was prepared in November 2016 and subsequently presented at a public hearing. This report focused on the feasibility of providing sanitary sewers to the entire neighborhood (160 properties) and presented low pressure sewer and gravity sewer/pump station options. Based upon this report, the Town Board determined that the cost per household was too high and could not justify the project cost correlated with the benefit. In addition, there were many residents opposed to the project at the time, with the residents desiring sanitary sewer generally limited to the northern and western portions of the neighborhood.

In 2019, C.T. Male was authorized by the Town Board to consider a smaller sewer service area, restricted to the northern and western portion of the neighborhood, where there were more clusters of residents who desired a public sanitary sewer system. Two sewer service area options were discussed in C.T. Male’s feasibility study dated August 20, 2019. Ultimately, Option #2 was deemed the most reasonable option to move forward and is presented in this report.

2.0 DESCRIPTION OF SEWER AREA

2.1 Existing Sanitary Sewers in Project Area

The Saratoga County Sewer District #1 currently owns and operates sanitary sewer infrastructure located on the east side of NYS Route 50. This infrastructure was installed in the past 10 years as private development, specifically apartment or condominium complexes, were constructed. The sanitary sewer infrastructure along NYS Route 50 consists of a parallel 3-inch and 4-inch forcemain extending from the entrance to the Cornerstone Condominium development south 1,200 feet to a sanitary manhole where the sewer flows into an 8-inch diameter gravity sewer main. This sewer flows south 1,500 feet to a SCSD #1 sewer that travels west to east following the National Grid power lines, then crossing Rolling Brook Drive and NYS Route 67, eventually flowing into the County interceptor sewer at the Zim Smith Trail. Prior studies have documented that this segment of sewer has enough capacity to receive flows from the entire neighborhood.

In addition to the infrastructure along NYS Route 50, the SCSD#1 currently owns the low pressure sanitary sewer systems located in Cornerstone Condos. At Cornerstone Condos there is a 2” line that runs southeast, which becomes a 3” line before it meets the sewer forcemain on NYS Route 50. For this development, the sewer piping is owned by SCSD#1 and the developer owns/maintains the grinder pumps.

2.2 Proposed Sewer Area

The proposed sewer service area includes 50 properties on Moonlight Drive, Robert Drive, Reita Street, and Cindy Lane. All of the properties are single family homes. A map showing the limits of the sewer service area is included as Figure 1. A list of the properties is included in Appendix A.

2.3 Sewer Collection System

The proposed low pressure sanitary sewer system consists of 2” and 3” SDR 11 HDPE piping and extends from the northwest corner of the subdivision, running north along Moonlight Drive, then west on Robert Drive, then south on Reita Street and east to the roundabout on Cindy Lane. These sewer mains will be installed in the Town road right-of-way. From Cindy Lane, the 3” sewer main would extend from Cindy Lane to Cornerstone Condos. Easements

from property owner(s) on Cindy Lane and Cornerstone Condos will be required for this portion of the main. The 3” sewer would then be installed parallel to the existing Cornerstone Condos sewer mains, in the SCSD#1 easement.

The project also includes construction of small-diameter HDPE force main lateral and curb stop (generally 1.25-inch in diameter) to each property, terminating at the property line. After completion of the municipal portion of the sewer system, each property owner will be able to connect to the sewer system by installation of a grinder pump. A typical grinder pump system is comprised of a small tank with an integral grinder pump along with a control panel. Each grinder pump would convey flow to a sewer lateral, which will connect to the curb stop at the edge of the right-of-way.

The sewer system within the municipal right-of-way will be under ownership of the Town of Ballston with the Saratoga County Sewer District #1 maintaining the system. This is consistent with the O&M agreement developed with the Town and County for the Ballston Lake Sewer project, and the expectation is that agreement will be modified to include Carpenter’s Acres if the district is formed and constructed.

The low pressure sewer system was sized by Environmental One and is based on connecting to the existing low pressure sewer system at Cornerstone Condos/NYS Route 50. The sizing criteria for each grinder pump system is based upon a number of factors, including elevation of the pump in the overall system, anticipated flow rate (250 gpd per home), and the percentage of pumps on. A copy of this report is presented in Appendix B.

2.4 Properties and Benefit Units

Each property listed in the Saratoga County Real Property Tax Rolls within the Town as a single family parcel is proposed to be equal to 1.0 Equivalent Dwelling Unit (EDU) or one Benefit Unit (BU). All properties in this sewer district are single family homes, therefore they each count as one BU. A total of 50 BUs comprise the sewer district per Appendix A.

The properties shown in the proposed sewer district are all adjacent to a sewer main, thus would be able to connect to the main. The properties in the proposed sewer district benefit from the installation of the sewer main adjacent to their property. This proposal does not exclude any properties from the sewer district if a sewer main runs adjacent to their property.

3.0 PROJECT COSTS

The project costs consist of three main components, capital cost, hookup cost, and operation and maintenance cost. The capital cost is the projected cost to build the infrastructure within the public right-of-way. The operation and maintenance cost is the annual cost to keep the sewer system functional and maintained.

3.1 Capital Cost

The projected capital cost for the project is presented in Table 1.

The capital cost of $730,936 assumes the project will be constructed in 2020, and includes all engineering, construction administration and legal costs, plus a contingency based upon the preliminary level of the current plans.

The annual capital cost per benefit unit is $670.55 or $55.88 per month. This is based upon the assumption that the project will be fully bonded with a traditional municipal bond over a 30-year period, at 2.25%. Under this bonding scenario, the annual payment on the bond would be $33,527.64.

The capital cost will be borne on all properties within the district, regardless of if they hook up to the sewer system or not.

3.2 Hookup Cost

Individual property owners will be responsible for purchasing, installing, and maintaining the E/One pump system along with the service lateral, as well as paying for electrical power to the pump. No separate hookup fee is proposed. The cost to install the grinder pump system and service lateral is estimated to be in the range of $3,500 to $5,000 per installation, depending on the distance of the lateral sewer line connecting the pump to the residence. The estimated cost for electricity to operate each grinder pump on an average single family residential property is estimated at $15 per year, per information from the grinder pump manufacturer.

At this time, it is anticipated that connection to the sewer system will not be mandatory pending finalization of the sewer use ordinance for this neighborhood if the sewer district is formed.

3.3 Operation and Maintenance Cost

Once a property owner hooks up to the sanitary sewer system, they will be responsible for paying operation and maintenance costs to the Saratoga County Sewer District #1. The annual O&M costs for 2020 is $287.50 or $23.96 per month. The O&M fee includes $237.50 for truck/treatment and $50 for maintenance of the lines, stations, trunk sewers, and meter vaults.

3.4 First Year Cost

The total first year cost for the average property in the proposed sewer district is $958.05 or $79.84 per month. This cost includes capital cost plus O&M.

Please note: Running flow for 50 homes through the 2" and 3" line will not work well, if at

all. The friction losses are simply too high in combination with the large static head due to

the elvation spike at the beginning of zone 11 (TDH values rise to almost 400 ft if we attempt

to use existing pipe sizing).

We highly recommend using new SDR11 HDPE pipe to serve this subdivision. I noticed

SDR 9 was used for the previous installation - This is overkill and the pipe IDs are smaller

for the same nominal size which will increase TDH unnecessarily.

rev. 2 - adjusted layout per Andrew Bailey @ CT Male. While the service area was reduced

in size more stations were added so the overall flow is about the same as in rev. 1. (48 accum.

pumps vs. 50) Using existing 2" line is still a no-go due to high number of stations and

elevation spike in zone 11.
