    European CommissionFranz-Xaver Soeldner, Deputy headof ‘Clean transport, Urban transport& Intelligent Transport Systems’,interviewed in Brussels for this GVRedition, stated that “Hydrogen is considered to have a large potentialfor the future, but it is still far fromthe real market and the focus has tobe on research and technologydevelopment. Natural gas is theother extreme, as it is already in themarket, and the focus has to bemore on a broadening of the marketbasis.”

    “What can be done (to promote afuel that, like natural gas, has a lotof advantages from the environmental point of view) is to usetax advantages, as offered with theEnergy Taxation Directive, whichallows favourable tax treatments foralternative fuels.”

    “We have to see if the growing pressure to replace oil and takemore radical measures to reduceCo2 will allow us to reach a certain

    pace of introduction of infrastructures all across Europe.We are positive on that, but we haveto see with all parties involved howto best implement it.”

    GermanyThe German government has clearlyexpressed its support for naturalgas and biomethane fuel in its newenergy concept. In the section “The Challenge ofMobility”, it states that: “The FederalGovernment advocates theincreased adoption of natural gasvehicles.”Tax breaks for bio-fuel and naturalgas should also continue indefinitely.The planned fuel tax based on greenhouse gas emissions alsofavours natural gas, as the environmentally-friendly fuel wouldalso benefit from a low rate of taxation over the long term.

    Dr. Timm Kehler, CEO of the industryassociation erdgas.mobil e.V., welcomes these decisions: “With itscommitment, the government is

    demonstrating that natural gas withbiomethane is the cleanest and mosteconomical fuel available and will bean essential component in the fuelmix of the future.”

    The government’s decision gives yetmore importance to the fact that the2nd NGVA Europe InternationalExpo&Workshops will be held inBerlin in June 2011, hosted byErdgas mobil e.V. and organized byNGV Communicatios Group. Moreinfo: [email protected]

    StatisticsThe NGVs world fleet exceeded 12million units by the middle of thisyear.

    The number of NGVs has increasedabout 12 per cent from mid 2009to mid 2010. In addition, the number of refuelling stations grew13 per cent, reaching almost18,000 worldwide.     DeutschlandDie deutsche Regierung hat in ihrem neuenEnergiekonzept klar ihre Unterstützung für die KraftstoffeErdgas und Biomethan zum Ausdruck gebracht.Im Abschnitt “Herausforderung Mobilität” steht: “DieBundesregierung fördert den steigenden Absatz vonErdgasfahrzeugen.”

    Die Steuerbefreiung für Biokraftstoffe und Erdgas sollunbefristet gelten.     Commissione europeaFranz-Xaver Soeldner, vicecapo di ‘Clean transport,Urban transport & Intelligent Transport Systems’, intervistato a Bruxelles per la presente edizione di GVRha affermato che “L’idrogeno è considerato come un gascon un grandissimo potenziale per il futuro, ma è ancoramolto distante dal mercato reale ed è necessario concentrarsi sulla ricerca e sullo sviluppo tecnologico. Il gas naturale si trova all’altro estremo, è già presentesul mercato e l’attenzione deve essere maggiormenterivolta sull’ampliamento della base del mercato.”Ciò che si può fare (visto che la promozione di un combustibile come il gas naturale presenta molti vantaggidal punto di vista dell’ambiente) è di utilizzare vantaggifiscali, come quelli offerti dalla direttiva sulla tassazionedell’energia, che consente trattamenti fiscali vantaggiosiper i combustibili alternativi. Dobbiamo vedere se la crescente pressione per sostituire il petrolio e prenderemisure più radicali volte a ridurre le emissioni di CO2 cipermetterà di raggiungere un certo ritmo nell’introduzionedi infrastrutture in tutta Europa. Siamo fiduciosi, ma dobbiamo vedere con tutte le parti coinvolte qual è ilmodo migliore di procedere con l’implementazione.”

    StatisticaA metà dell’anno in corso, la flotta di veicoli a gas naturale nel mondo ha superato le 12 milioni di unità. Il numero di veicoli a metano è aumentato di circa il 12percento dalla metà del 2009 alla metà del 2010.Inoltre, il numero di stazioni d irifornimento è aumentatodel 13 percento, raggiungendo quasi la cifra di 18,000unità nel mondo. Nous sommesconfiants en cela mais nous devons voir avec toutes lesparties concernées comment réaliser son implantationde la meilleure façon.’’

    AllemagneLe gouvernement germanique a clairement exprimé sonsoutien pour les carburants Gaz naturel et Biométhanedans le cadre de son nouveau concept énergétique.Dans le chapitre ‘’ The Challenge of Mobility’’, il y est déclaréque : ‘’Le Gouvernement Fédéral plaide en faveur d’uneadoption croissante de véhicules au gaz naturel.’’

    Europese CommissieFranz-Xaver Soeldner, gedeputeerde van ‘Clean transport,Urban transport & Intelligent Transport Systems’, geïnterviewd in Brussel voor deze GVR editie, verklaardedat “Waterstof gezien moet worden als een groot potentieel voor de toekomst maar nog steeds ver weg isvan de echte markt en dat er gekeken moet worden naaronderzoek en ontwikkeling van de technologie. Aardgas isde andere mogelijkheid en is al op de markt en de blik zalmeer gericht moeten worden op een verbreding van demarktbasis.” Wat kan er gedaan worden (om een brandstofte promoten die net als aardgas veel voordelen biedt,gezien vanuit het standpunt van milieuvriendelijkheid) is hetgebruik van belastingvoordelen, zoals geboden wordt metde Energy Taxation Directive, die belastingvoordeel biedtvoor alternatieve brandstoffen.We moeten zien of de groeiende druk om olie te vervangen en meer radicale maatregelen om Co2 uitstoot te verminderen kan zorgen voor een zekere stapnaar de introductie van infrastructuren in heel Europa. We zijn hier positief over maar moeten met alle betrokkenpartijen zien hoe we dit tot stand brengen.

    DuitslandDe Duitse overheid heeft duidelijk haar steun laten blijkenvoor aardgas en biomethaanbrandstof in het nieuweenergie concept. In het gedeelte, “ De uitdaging vanMobiliteit” wordt verklaard dat: ”De Federale Overheid eenvoorstander is van een vergroot gebruik van aardgasvoertuigen.”

    Europees NGV nieuwsBelastingmaatregelen voor bio-fuel en aardgas zullen dusdefinitief doorgaan. De geplande brandstofbelasting,gebaseerd op broeikasgas uitstoot biedt voordeel aanaardgas en deze milieuvriendelijke brandstof zal ook op langere termijn deze voordelen behouden.Dr. Timm Kehler, CEO van de industry association erdgas mobil e.V. , is blij met deze besluiten: “De regering laat met deze betrokkenheid zien, dat aardgasmet biomethaan de schoonste en meest economischebrandstof is dei nu verkrijgbaar is en een essentieel component is in het brandstofmengsel van de toekomst.”Het besluit van de overheid geeft meer inhoud aan het feit dat de tweede NGVA Europe International Expo enWorkshops gehouden zal worden in Berlijn in juni 2011,verzorgd door Erdgas mobil e.V. en georganiseerd door de NGV Communications Group.     Налоговые льготы на биотопливо и природный газ должны сохраняться. Предусмотренный расчет налога натопливо на основе выброса парниковых газов ставитприродный газ в более выгодное положение, и в долгосрочной перспективе экологически безопасное топливо также выиграет от низких налоговых ставок.

    Исполнительный директор промышленной ассоциации«Erdgas Mobil e.V.» доктор Тим Келер положительно отзывается о подобного рода решениях: «Выражая своюподдержку данным видам топлива, правительстводемонстрирует, что природный газ и биометан – самыеэкологически чистые и экономичные из доступных намвидов топлива, которые станут неотъемлемым компонентом в структуре топливного баланса будущего».

    Indian auto maker Maruti Suzukihas shown the importance of natural gas vehicles to the Indianmarket, launching five next-generation models all on thesame day.

    The company says the simultaneous launch of five CNGvehicles with the same contemporary technology demonstrates its “intent andfuture readiness to produce environmentally friendly vehicles inlarge numbers”.

    The models are all factory fittedand include ‘i-GPI’ or Intelligent GasPort Injection bi-fuel technologywhich delivers more power and higher fuel efficiency.

    The models launched included the

    Alto Lxi, Estilo Lxi, WagonR Lxi,Eeco 5-seater and the SX4 Vxi. Thei-GPI technology is a Dual ECU(Engine Control Unit) technology,delivering accurate amounts of gasto the engine to ensure consistent performance under various driving conditions.

    The i-GPI technology uses separateinjectors for each cylinder. Based oninputs from the ECU, measuredquantities of CNG are injected to theengine through gas ports.Shinzo Nakanishi Managing Director& CEO Maruti Suzuki India said, “Thedevelopment is significant on multiple counts.

    This is the first instance when a carmanufacturer has developed andlaunched factory-fitted technologicallysuperior CNG engines in India.Compressed Natural Gas is environment friendly and also reducethe country’s dependence on imported fuels.”

    The use of this technology, and thesimultaneous launch of five modelsusing it, sends an important signal,

    not just to the NGV industry but alsoto the motoring industry in general.

    Maruti Suzuki is effectively sayingthat NGVs are not just a token offering to the market but that theynow form an integral part of theirproduct line.

    This is a trend that looks certain tocontinue, not just in India but inother parts of the world also.

    OEM manufacturers are recognizingthat NGV technology should not justbe an afterthought or an adaptationof existing vehicles but should bebuilt taking a fuel into considerationright from the start.

    Methane Hydrates for On-Board Storage?

    We report on technology developments all the time in NGVGlobal News but this recent item onmethane hydrate storage(http://bit.ly/methane-hydrates)caught my eye.

    It’s not the first time I’ve seen synthetic hydrates mentioned as apossible means of storing fuel onboard. It is the first time though thatI’ve seen specific reference to refuelling nozzles designed to dis-pense fuel from them.

    I take that as a sign of optimism onthe part of the researchers.Is it a potential game changer? I’mnot a scientist or an engineer butthis does sound promising.

    La Commissione europea è moltoimpegnata sul fronte dei veicoli efficienti. Qual è il ruolo delle vetture a gas naturale in questastrategia?

    La Commissione mantiene una posizione di neutralità nei confrontidelle varie tecnologie e questo vienenormalmente apprezzato dagli attoridel mercato. Quest’anno la presidenzaspagnola dell’Unione europea hafatto grandi sforzi per sostenere leauto elettriche, ma la Commissioneha preferito un approccio più ampionella sua Comunicazione sui veicolipuliti ed efficienti, ad aprile 2010,sottolineando che il miglioramentodel motore a combustione interna, chedominerà il mercato per i prossimidecenni, è importante tanto quantolo sviluppo di nuove tecnologie e dinuovi carburanti. Bisogna tenere in considerazioni alcune nuove tecnologieparticolarmente promettenti per coprire tutte le esigenze legate ai trasporti. Il Parlamento europeo e ilConsiglio hanno dato pieno sostegno aquesto approccio più ampio e neutroda un punto di vista tecnologico. A noiquello che interessa sono i risultati: efficienza energetica, sicurezza degliapprovvigionamenti, taglio del Co2,riduzione dell’inquinamento.Qualunque tecnologia che possagarantire questo risultato, in terminieconomicamente accettabili, otterràsostegno dalla Commissione attraverso misure che sono neutrali.A volte siamo costretti a sostenereuna tecnologia in particolare, adesempio nel settore della ricerca edello sviluppo – basti pensare ai combustibili alternativi - in cui ilsostegno varia a seconda delladistanza del prodotto dal mercato.

    Prendiamo due esempi estremi comel’idrogeno e il gas naturale. Si pensache l’idrogeno abbia un grande potenziale per il futuro, ma è ancoralontano dal mercato e occorre concentrarsi sulla ricerca dello sviluppotecnologico. Il gas naturale è l’estremoopposto, poiché si tratta del combustibile alternativo più diffuso enon c’è bisogno di investire. Ormai èuna questione che spetta al mercato.

    Ma allora cosa si può fare per promuovere un combustibile che, comeil gas naturale, ha molti vantaggi da unpunto di vista economico?

    Quello che si può fare è usare vantaggi fiscali, possibili grazie allaDirettiva sulla tassazione dell’energia,che consente vari trattamenti fiscaliper i carburanti alternativi come ibiocarbutanti, l’elettricità e il Gpl.

    I veicoli a gas naturale sono moltodiffusi in alcuni Stati membri, ma èancora molto difficile viaggiareattraverso l’Europa con la certezzadi trovare una stazione di rifornimento.Come pensa di fare l’Europa perrisolvere il problema?

    Ci sono molte possibilità per svilupparele infrastrutture. Sappiamo di quantola situazione sia eterogenea inEuropa e la stiamo studiando moltoattentamente, anche se devoammettere che non è facile obbligaretutti gli Stati membri a garantire uncerto livello di infrastrutture.Dobbiamo vedere se la crescentepressione per sostituire il petrolio el’esigenza di prendere misure piùradicali per ridurre le emissioni digas serra ci consentirà di accelerarela creazione di infrastrutture inEuropa. Siamo d‘accordo con questo,ma dobbiamo vedere con tutte leparti in causa come realizzarlomeglio. Fino ad ora abbiamo consentitoche fossero applicate delle misure,ma non le abbiamo applicati noi stesse.A parte le agevolazioni fiscali, gli aiuti

    di Stato, e in particolare le lineeguida riviste e allargate per ragioniambientali, possono essere moltoutili. Ci sono stati alcuni casi in cuigli Stati membri hanno dichiarato divoler dare sussidi ad un certo numerodi stazioni di rifornimento e hannoottenuto il via libera della Commissione.Si tratta solo di consentire dellemisure. Per un sostegno economicodiretto, possiamo solo finanziare laricerca sulle tecnologie, ma è fuoriquestione che si faccia per il mercato. Ci sono aree in cui il bilancio comunitario è troppo piccolo.

    Un’evoluzione interessante può venire dal biogas. Quali sono i pianidella Commissione da questo puntodi vista? Perché non presentate unpiano per incoraggiare le città europee ad usare il biogas proveniente dai loro stessi rifiuti?

    Abbiamo finanziato la ricerca e glisviluppi telefonici sul biogas. Ma aquesto stadio è più un problema diottimizzazione di un processo.L’industria deve ottimizzare adesso lenuove tecnologie per la purificazionee trovare le giuste dimensioni delleunità di gassificazione. Abbiamomolto chiaro quello che dobbiamofare. Abbiamo delle raccomandazioniemerse dai più grandi progetti pilotadel biogas. Sono partiti con l’ambizionedi avere una produzione locale, unconsumo locale. Ma la raccomandazione,come risultato dell’esperienza pratica, è di immettere il biogas inun’unica rete del gas, laddove questosia economicamente ragionevole etecnicamente possibile. Non sarebbeeconomico avere una doppia infrastruttura. Il biogas deve corrispondere ai parametri tecnicirichiesti per la rete. Con una retemista, la parte rinnovabile potrà progressivamente aumentare.L’approccio integrato aumento la flessibilità per le future applicazioni eintroduce delle credenziali ‘verdi’ perl’intero sistema del gas metano.

    The European Commission is veryfocused on efficient vehicles. Whatis the place of natural gas vehiclesin this strategy?

    The Commission is technology neutral and this neutrality is usuallyappreciated by the stakeholders.This year the Spanish presidency ofthe European Union made strongefforts for supporting electic vehiclesand electomobility, but theCommission has taken a wider viewin its Communication on clean andenergy efficient vehicles of April2010, underlining that improvementof the internal combustion engine,which will dominate the market forthe forthcoming decades, is asimportant as the development ofnew fuel and vehicle technologies.Several promising new technologieshave to be considered to fully coverall transport needs. EuropeanParliament and Council have fullyendorsed this broader and technology-neutral approach. We areinterested in the results: energy efficiency, security of supply, Co2reduction, pollutant reduction. Anytechnology that can deliver this,under economic terms, will get support from the Commission, butthrough measures that are conceived mainly in a technology neutral way. Sometimes, however,we have to be technology specific,like in the area of research anddevelopment, i.e. of alternative fuels,where the support is different infunction of the distance to market.Let’s take the extremes on hydrogenand natural gas. Hydrogen is considered to have a large potentialfor the future, but it is still far fromthe real market and the focus has to

    be on research and technology development. Natural gas is theother extreme, as it is already in themarket, and the focus has to be moreon a broadening of the market basis.

    So what can be done to promote afuel that, like natural gas, has a lotof advantages from environmentalpoint of view?

    What can be done is to use taxadvantages, as offered with theEnergy Taxation Directive, whichallows favourable tax treatments foralternative fuels, such as biofuels,electricity and Lpg.

    Natural gas vehicles are quitepopular in some Eu member states,but it is still very hard to travelacross Europe being sure to find agas station. How the Eu is planningto tackle the problem?

    There are many possibilities for developing infrastructures. We knowabout the very heterogeneous situation in Europe and we arestudying it very carefully, even if Imust say that it would not be easy tooblige all member States to reach acertain degree of infrastructure. Wehave to see if the growing pressureto replace oil and take more radicalmeasures to reduce Co2 will allowus to reach a certain pace of introduction of infrastructures allacross Europe. We are positive onthat, but we have to see with all parties involved how to best implement it. So far we have enabledmeasures, we have not enforcedmeasures. Except from tax advantages, in particular the revisedguidelines for State Aids for environmental reasons can be veryhelpful. There have been a numberof cases where member States wanted to subsidize a certain numberof filling stations and this has beencleared by the Commission. This is justenabling.     Franz-Xaver Soeldner is the deputy head of Unit of the ‘Clean transport, Urban transport & Intelligent Transport Systems’ in the DirectorateGeneral for Mobility and Transport of the European Commission. We have asked him to explain us what is the strategy of the Eu concerning natural gas vehicles.

    can just support research on technology,but for the market it is out of questions. There are areas in whichcommunity budget is just to small.

    An interesting evolution can comefrom biogas. What are theCommission’s plans from this pointof view? Why don’t you issue a planto use biogas coming from theirown waste?

    We have financed research andtechnological development on biogas.But at this stage it is more aboutprocess optimization. Industry has tooptimise now the technology to purifyand the appropriate size of gasification units. We are very clearon what to do with biogas. We haverecommendations from major biogasdemonstration projects. They startedwith the ambition to have local production, local consumption. Buttheir recommendation, as a result ofpractical experience, is to feed biogas into a single gas grid, whereverthis is economically reasonable andtechnically possible. It would be noteconomic to have double infrastructure,it would be a waste of money. Biogasthen has to comply with the technicalparameters required by the grid.With co-feeding into the gas grid,then the renewable part couldincrease gradually. This integratedapproach increases flexibility for futureapplications and introduces greencredentials for the whole methanegas system.

    Many countries have reliable and regular official statisticscovering the total number of road vehicles, often split byvehicle type, sometimes also by fuel type. When it comesto NGVs it is more difficult to find official data, and wethus to a large extent have to rely on data provided bynational NGV associations, by CNG distributors, by vehicleconverters, or by OEMs supplying NGVs.

    As a rule of the thumb the quality of reported data ishigher in countries with a relatively high share of NGVs.In general it is also rather difficult to access reliable statistics from various countries which were once part ofthe Soviet Union.

    To be able to show in graphical form the developmentover time it would be desirable to receive market information updates at least twice a year (end of Juneand end of December), but this ambition cannot alwaysbe fulfilled. We have, however, completed an update as ofmid 2010 which shows that there are now over 12 million NGVs worldwide (+ 12 % over the last 12 months)whereof 1.34 million in Europe (+18%). The marketgrowth rate varies significantly by country – a few examples:

    Sweden from 18,600 to 28,100 (+51%)Thailand from 147,000 to 193,000 (+31%)Iran from 1.53 to 1.95 million (+27%)Korea from 20,200 to 25,700 (+27%)Italy from 588,000 to 699,000 (+19%)Pakistan from 2.19 to 2.59 million (+18%)Egypt from 110,000 to 130,000 (+18%) Colombia from 291,000 to 340,000 (+17%)Germany from 83,800 to 88,500 (+6%)

    It is worth noting that the growth rate is stronger amongheavy duty vehicles than among light duty vehicles. On a worldwide basis heavy duty buses grew from307,000 to 401,000 (+31%) and the number of medium/heavy duty trucks rose from 161,000 to218,000 (+35%).

    The trend towards an increased share of OEM vehicles isalso clear. Iran is e.g. currently producing OEM NGVs ata very impressive annual rate of not less than 550,000vehicles.

    The development of the refuelling network follows a similar pattern all over the world. In Europe the numberof CNG stations grew from 3,160 to 3,570 (+13%) andworldwide from 15,900 to 17.900 (also +13%).

    It is also interesting to note that LNG stations servicingheavy duty NGVs, and L-CNG stations servicing all kindsof NGVs, are now being established in a number of countries - Australia, China, Netherlands, Norway,Poland, Russia, Spain, Sweden, Turkey, United Kingdom,and USA.

    Small vehicle refuelling units suited for private use arealso being used. Countries with more than 10 such unitseach include Argentina, Australia, Austria, Bangladesh,Belgium, Bolivia, Canada, Czech Republic, Finland,France, Germany, Hungary, Italy, Japan, Korea, Latvia,Malaysia, Mexico, Netherlands, Poland, Spain, Sweden,Turkey, United Kingdom, and USA. The VRA’s are, however, mainly used in USA, Canada, France, Germany,Japan, Netherlands, and Italy.

    A dilemma during the market build-up phase is that abreak-through for the private use of CNG passenger carsdemands a decent refuelling network, but that the relatively high costs for each station makes it difficult toget the required payback before there are sufficient customers at each station. It is thus interesting to study,country by country, the average number of NGVs perfuelling station.

    Countries with over 900 vehicles per station are India,Iran, Egypt, Argentina, Bolivia, Brazil, and Italy. With suchhigh numbers there could possibly be some congestionproblems at the stations.

    Stations servicing between 400 and 900 vehicles shouldnormally have a sufficient base for good economy, and

    still provide its customers with a good service. Countries averaging these numbers include Pakistan,Peru, Uzbekistan, Bulgaria, Ukraine, Myanmar, Colombia,Chile, Thailand, and Bangladesh.

    Stations servicing 150-400 customers would have somemore problems with payback, but still not really problematic. Countries in this category are Armenia,Russia, China, Malaysia, Belarus, Tajikistan, Sweden, andKorea.

    Most of the markets not already mentioned have a muchlower number of vehicles per station and will obviously bestruggling to achieve a satisfactory fuelling station profitability. The typical solution during the market build upphase, however, is to start with refuelling outlets formunicipal buses and refuse trucks (which every nightreturn to base), then add taxi cabs, and local distributionvehicles, and eventually, as the market growths, alsoacquire early adaptors among the general public.

    Governments in various countries will sometimes financially support distributors putting up a CNG refuellingnetwork. Factors behind such policies could be the ambition to improve urban air quality, to limit greenhousegas emissions, and to reduce imports of expensive crudeoil or refined oil products.

    Buses or heavy duty trucks on account both of size andmileage may annually consume 20-30 times more fuelthan a privately owned passenger car. Looking at theNGV fuel consumption provides another perspective whenranking the size of various NGV markets. Unfortunately,information on the actual fuel consumption is not available for all markets. If we, however, make some reasonable assumptions on average fuel consumption fordifferent types of NGVs, and then use these assumptionsfor all markets, a new ranking order emerges:

    For markets where actual numbers exceed the theoretical number the explanation may be a high shareof taxi cabs with high annual mileage. For markets whereactual numbers are lower than theoretical numbers alikely explanation in some cases is that vehicles reportedas medium/heavy duty trucks in fact are light duty commercial vehicles. In a few cases the data on vehiclenumbers, and the data on actual fuel consumption, arenot from the same point in time. The data from theUkraine show a clear mismatch between reported num-ber of vehicles, and reported fuel consumption.

    All in all the theoretical numbers shown above seem reasonable and would correspond with the following annual consumption worldwide:

    It is worth noting that buses and trucks in Europeaccount for 73.5 % of all methane consumed in vehicles,but on a worldwide basis only 40.5 %.

    Another interesting observation is that methane poweredtrucks and buses often have a higher share of the totalnumber of NGVs than all the trucks and buses have ofthe total vehicle park. In Sweden e.g. methane poweredtrucks and buses account for 5.70 % of all NGVs whereas all trucks and buses account for only 1.95 % ofthe total vehicle fleet. As a consequence NGVs in Swedenaccount for 0.6 % of all vehicles, but some 1.2 % of thetotal fuel consumption.

    The share of HD NGVs is higher in Europe than theworldwide average. Thus Europe accounts for 21.3 % ofall methane consumed in vehicles worldwide, but only11.1 % of all NGVs in the world.

    As a final comment actual numbers in mid 2010 wouldbe somewhat higher than shown in this report as a consequence of delays in reporting. There are still numerous markets which have not yet reported newnumbers valid in mid 2010. This is also at least partiallyexplains the apparent decline of growth shown in thegraph over European market growth.

    NGVA Europe, the only EuropeanAssociation promoting natural gasand biomethane in the transportsector, has opened fromSeptember 1st a new office inBrussels as a consequence of itsstrong and continuously increasing presence in the Belgian capital.

    The main objective of this strategicmovement is to better coordinatethe different interests of its members, the European NGV related industry, with the Europeanpolitical institutions. MatthiasMaedge, joining NGVA Europe fromthe very start in 2008, is nowbecoming the new responsible of EU Affairs in Brussels.

    In his function as EU Affairs andMarketing Manager of NGVA Europe, he is the permanent representative in the new BrusselsOffice of NGVA Europe, which islocated in Rue d’Arlon 63-65. Beforemaking the move to Brussels,Mathias Maedge already spent 2,5years as Marketing &Communications Manager of NGVA Europe in the Association’s secretariat in Madrid, Spain.Matthias Maedge has a Masterdegree in Politics, Media &Communications Studies and English/ German translation and brings apolitical background by profession.

    Prior to his involvement in the gasvehicle business, he was a researchassociate to a shadow secretary and Member of theGerman Parliament in Berlin.

    NGVA Europe new staffmember

    At the same time, NGVA Europehas incorporated also fromSeptember 1st a new staff member, Jaime del Álamo, asTechnical Manager.

    He has a technical background anddegree (Mechanical Engineering).Before working in NGVA Europe, hehas been a technical assistant in theSpanish Ministry of Environment, Air Quality Dept. He was also as representative in various internationaltechnical working groups EU and UNlevel (EC, ISO, UNECE) and wasresponsible for elaborating reportson behalf of the Spanish Ministry.

    The intention of this new incorporation is to enhance and better coordinate all the technicalaspects being related to the association.

    His main responsibilities will be themanaging, coordination and assistance to EU/UN WorkingParties and NGVA Europe WorkingGroups, the monitoring of EuropeanStandards and Regulations affectingthe NGV market, to give a supportto NGVA Europe members on technical issues and the coordination

    of all the Association’s technicalpapers.

    NGVA Europe’s working priorities areall going in line with the EuropeanCommission objective to decarbonisetransport for a sustainable transportpolicy where NG/biomethane is areal existent alternative to oil derivedfuels.

    Berlin, 7. September 2010: Die Bundesregierung hatsich in ihrem neuenEnergiekonzept klar fürErdgas und Bio-Erdgas als

    Kraftstoff ausgesprochen. Unter dem Punkt„Herausforderung Mobilität“ heißt es: „Die Bundesregierung fördert den steigenden Absatz vonErdgasfahrzeugen.“

    Auch soll die Steuerbefreiung für den Kraftstoff Bio-Erdgas unbefristet gelten. Die vorgeseheneBesteuerung von Kraftstoffen auf Basis vonTreibhausgasemissionen fördert ebenfalls Erdgas: Der klimafreundliche Kraftstoff wird damit auchlangfristig durch einen niedrigen Steuersatz begünstigt.

    Dr. Timm Kehler, Vorstand der Interessenvertretungerdgas mobil e.V., begrüßt diese Weichenstellungen: „Mit diesem Bekenntnis zeigt die Regierung, dass Erdgas mit Bio-Erdgas als sauberster und günstigsterverfügbarer Kraftstoff ein wesentlicher Bestandteil imKraftstoffmix der Zukunft werden soll.“

    Das strategische Bekenntnis der Bundesregierung zuErdgas mit Bio-Erdgas als Kraftstoff bringt langfristigePlanungssicherheit sowohl fŸr Gasversorger als auch fŸrAutomobilhersteller und wird die dynamischeMarktentwicklung weiter beleben, so dieInteressenvertretung weiter.

    Auch fŸr Tankstellenbetreiber ist dies ein wichtigesSignal, weiterhin in den alternativen Kraftstoff zuinvestieren. Gerade die Ausrichtung der Bundesregierungauf erneuerbares Bio-Erdgas liegt klar im Trend: An rund 14 Prozent der Erdgastankstellen inDeutschland wird der erneuerbare Kraftstoff bereitsbeigemischt – Tendenz steigend.

    Die Absicht der Regierung zur WeiterfŸhrung derSteuerbegŸnstigung bestŠtigt, dass Erdgas mit Bio-Erdgas als Kraftstoff ein wichtiger Bestandteil fŸreine CO2-Reduktion im Verkehrssektor ist. Laut einer aktuellen Studie der DeutschenEnergieagentur (dena) verursacht ein Erdgasfahrzeugrund 25 Prozent weniger CO2 als ein vergleichbarerBenziner.

    Wird dem Kraftstoff 20 Prozent Bio-Erdgas beigemischt,kšnnen die CO2-Emissionen in der Gesamtbilanz sogarum bis zu 40 Prozent gesenkt werden. Wird reines Bio-Erdgas getankt, emittiert ein Erdgasfahrzeug „well-to-wheel“ laut dena-Studie bis zu 97 Prozentweniger Kohlendioxid als herkšmmliche Kraftstoffe.

    Jedes Erdgasfahrzeug kann Bio-Erdgas in beliebigenAnteilen tanken, was diese ausgereifte Antriebsalternativebesonders zukunftssicher und flexibel macht.

    The German government has clearly expressed its support for natural gas and biomethane fuel inits new energy concept. In the section “The Challenge of Mobility”it states that: “The FederalGovernment advocates theincreased adoption of natural gasvehicles.” Tax breaks for bio-fueland natural gas should also continue indefinitely.

    The planned fuel tax based on greenhouse gas emissions alsofavours natural gas, as the environmentally-friendly fuel wouldalso benefit from a low rate of taxation over the long term.

    Dr. Timm Kehler, CEO of the industry association erdgas.mobile.V. welcomes these decisions: “With its commitment, the government is demonstrating that natural gas with biomethane is the

    cleanest and most economical fuelavailable and will be an essentialcomponent in the fuel mix of thefuture.”

    The government’s strategic commitment to natural gas/biomethane gives long-term planningsecurity to both gas distributors andvehicle manufacturers and will helpthe market to develop even more dynamically, according to the industryassociation. It also provides a clearsignal to station operators to continueinvesting in the alternative fuel.

    The government’s bias towardsrenewable biomethane is clearly inline with the current trend: therenewable fuel is already being mixed with natural gas at around 14 percent of Germany’s refuellingstations, and this trend is set toincrease. The government's intentionto continue the tax concession

    confirms that natural gas/biomethane is an important element in curbing CO2 emissionsin the transport sector.

    According to a recent study by theGerman Energy Agency (dena) natural gas vehicles producearound 25 percent less CO2 than comparable petrol models. If the fuel mix contains 20 percentbiomethane, the CO2 emissions inthe overall balance can even bereduced by up to 40 percent.

    If pure biomethane is used, naturalgas vehicles emit “well-to-wheel” upto 97 percent less carbon dioxidethan conventional fuels accordingto the dena study. All natural gas vehicles can tank up with biomethane in any proportion,which makes this fully developedalternative fuel particularly future-proof and flexible.

    Erdgasautos könnten noch umweltfreundlicher werden. Nebendem Einsatz von regenerativerzeugtem Bio-Erdgas gibt es jetzteine zweite Möglichkeit, erneuerbareEnergien für Erdgasfahrzeuge zunutzen.

    Einem Forscherteam ist es gelungen,Strom aus Wind- und Sonnenkraft insynthetisches Methan – demHauptbestandteil von Erdgas –umzuwandeln.

    Das Verfahren wurde vom Zentrumfür Sonnenenergie- undWasserstoffforschung Baden-Württemberg (ZSW) inZusammenarbeit mit demFraunhofer-Institut für Windenergieund Energiesystemtechnik (IWES)entwickelt.

    Die industrielle Umsetzung wird vonSolar Fuel Technology aus Salzburgvorbereitet, die bereits in Stuttgarteine Demonstrationsanlage errichtethat.

    Eine größere Anlage mit einerLeistung von rund 10 Megawatt sollbereits ab 2012 entstehen.450 Kilometer mit Erdgas ausWindkraft.

    Die erste Fahrt mit Biogas ausÖkostrom wurde im Frühjahr erfolgreich absolviert. Ein VW Passat hat mit einerTankfüllung bereits eine Strecke von450 Kilometern zurückgelegt.

    „Unsere StuttgarterDemonstrationsanlage spaltet aus überschüssigem erneuerbaremStrom Wasser per Elektrolyse. Dabei entsteht Wasserstoff undSauerstoff«, erklärt Dr. MichaelSpecht vom Zentrum fürSonnenenergie- undWasserstoffforschung Baden-Württemberg (ZSW).

    »Durch eine chemische Reaktion desWasserstoffs mit Kohlendioxidentsteht dann Methan – und das istnichts anderes als Erdgas, nur synthetisch erzeugt.“ Dieseswiederum kann problemlos in das

    Versorgungsnetz oder vorhandeneSpeicher eingespeist und zumBeispiel als Kraftstoff fürErdgasautos verwendet werden.

    Das Verfahren wurde entwickelt, um überschüssigen Ökostrom z.B. beikräftigem Wind oder starkerSonneneinstrahlung effizienter nutzen zu können.

    Mit dem Boom der Stromerzeugungaus Wind- und Sonnenkraft kam dieFrage nach der Stromspeicherungauf. „Bisher haben wir Gas in Stromumgewandelt.

    Jetzt denken wir auch in die andereRichtung und wandeln Strom in syn-thetisches Erdgas um“, erklärt Dr.Michael Sterner vom FraunhoferIWES, an dem die systemtechnischen Aspekte desVerfahrens erforscht werden.

    Der Wirkungsgrad des Verfahrensliegt nach Angaben der Forscher beiüber 60 Prozent.

    „Das ist unserer Meinung nach definitiv besser als ein vollständigerVerlust“, so Michael Specht vomZWS.

    Researchers have made a breakthrough inthe storage of renewable green electricity.

    Wind power in thetank: natural gas fromgreen electricity According to German and Austrianresearchers, natural gas vehicles couldsoon be running with wind and solarpower in their tank. They have succeededin storing surplus green electricity as climate-neutral methane.

    Natural gas vehicles could become even more environmentally-friendly. In addition to using renewable biomethane there is now a second wayto use renewable energy sources for natural gasvehicles. A team of researchers has managed toconvert electricity from wind and solar power intosynthetic methane – the main component of naturalgas. The procedure was developed by the Centrefor Solar Energy and Hydrogen Research Baden-Württemberg (ZSW) in cooperation with theFraunhofer Institute for Wind Energy and EnergySystem Technology (IWES). Industrial implementation is being prepared by Solar FuelTechnology in Salzburg, which has already constructed a demonstration facility in Stuttgart. A larger plant with a capacity of around 10megawatts is already planned for as early as 2012.450 kilometres on natural gas from wind power The first journey using biogas from green electricitywas successfully completed in the spring. A fully tanked VW Passat travelled a distance of450 kilometres. “Our demonstration system inStuttgart separates water from surplus renewableelectricity by means of electrolysis. This produces hydrogen and oxygen,” explains Dr.Michael Specht from the Centre for Solar Energyand Hydrogen Research in Baden-Württemberg(ZSW). “A chemical reaction of hydrogen with carbon dioxide generates methane – which is nothing more than natural gas, produced synthetically.” This in turn can easily be fed into thenatural gas network or available storage facilities.The process was developed to enable surplus greenelectricity, e.g. produced on very windy and sunnydays to be more efficiently used. The boom in electricity from wind and solar power naturally ledto the question of power storage. “So far we haveconverted gas into electricity. Now we are alsothinking in the opposite direction and are convertingelectricity into synthetic natural gas,” explains Dr.Michael Sterner of Fraunhofer IWES, where theengineering aspects of the process are being investigated. According to the researchers theprocess is over 60 percent efficient. “In our opinion, this is definitely better than a total loss”said Michael Specht from ZWS.

    Perú: almost 100,000NGVs

    According to data provided by thelocal CNG association (CPGNV, as inits Spanish acronym), 95.242 unitswere switched to natural gas untilthe end of August. The entity alsoestimated that the conversion number 100,000 could be accomplished by mid-November.

    Regarding CNG stations, there are126 facilities in operation and 25under construction. “It is expectedthat there will be 140 dispensingpoints supplying compressed methaneby the end of the year in Lima andCallao,” added the institution.

    The initiative of the Mendozaprovince CNG stations chamber(Amena) tries to overcome liquid fuelshortages at stations. The advertisingslogan is “The CNG changes yourface” and is already printed inposters at public spaces, and in localnewspapers and radio stations.The promotional text which was cre-ated by Amena says “Save 75% without losing power. What are youwaiting to change? Convert your carto CNG and enjoy the benefits of thefuel of the future”.

    Escobar stated that “this project willprove that natural gas is the fuel ofthe future” and when Metropolitancorridor is fully operative “will be veryhelpful to Lima, to achieve a betterorder in the public transit and afriendly environment.”

    Colombia: Medellin’s publictransport will run on CNGsince 2011

    Metroplús will be the first system touse natural gas as fuel for its fleet inthe country, coming into operation inthe first half of next year.

    The news was announced by thepresident of the city Bureau ofTransportation, Ephraim GaleanoLujan, after a meeting with the system manager, Claudia PatriciaWilches and vehicles suppliers.

    At the meeting, public authoritiesand private transport executivescleared up doubts and guaranteedenough suppliers of CNG buses.MetroPlús project was born by apublic proposal of Medellín Mayor,Alonso Salazar Jaramillo, whoexpressed his wish to convert publicbuses to CNG improving this way thecommunity quality of life and reducing respiratory diseases.

    Venezuela: free service atworkshops

    The state-promoted program, knownas “My car on CNG”, will benefit drivers who use just methane topower their vehicles with a completefree maintenance.

    During an official ceremony broadcasted by national radio andtelevision, President Chavez stated:“If you have a car running only onnatural gas, you will be completelyentitled to free service at workshops. It includes works such asrepairing damages, replacing tires,maintenance and changing oil and filters”.

    This South American country haspreviously introduced a governmentregulation requiring that at least 30percent of imported, manufactured

    or locally assembled vehicles shouldbe bi-fuel equipped.

    Currently, Venezuela represents theeighth world’s largest gas reserves,while the Government is developingan international certification processthat would lead the country to fifthplace.

    Bolivia: Santa Cruz de laSierra will deploy CNGbuses

    The project, called Eco-Bus, seeks tosupply the deficit of diesel by anabundant local source as naturalgas, which also contributes to environmental and sound protection.

    Fabros Motors general managerErnesto Farell explained that in afirst phase they would bring intooperation 100 NGV buses in thecentral shafts of Santa Cruz city andthen it is expected to repeat the venture in other major urban centersof Bolivia.

    Paraguay: launch of itsfirst biomethane car

    The project is intended for three taxidrivers’ cooperatives and wasaccomplished by Enerpy SACI- a company producer of greenfuels- tocarry out a local government initiative seeking to optimize therefuse treatment and reduce pollutants emissions to the environment.

    The Paraguayan company made adeal with the Argentine ABAGas,which produces CNG kits, andCidegas, manufacturer of CNG cylinders.

    On the one hand, City Council wouldtake over the purchase of conversionkits, with the aim of making the vehicles available to taxi drivers.

    On the other hand, Argentine companies could install the equipment without an initial investment and get back that costwith a percentage that can beapplied to biomethane fillings.
