FOREWORD

The Civil Aviation Safety Authority is responsible under section 9(1)(c) of the Civil Aviation Act 1988 for developing and promulgating appropriate, clear and concise aviation safety standards.

CASA is also responsible under section 9(2)(b) and section 16 of the Act for promoting full and effective consultation and communication with all interested parties on aviation safety issues, and must, in performing its functions and exercising its powers, where appropriate, consult with government, commercial, industrial, consumer and other relevant bodies and organisations.

The Manual of Standards (MOS) is the means CASA uses in meeting its responsibilities under the Act for promulgating aviation safety standards. The MOS prescribes the detailed technical material (aviation safety standards) that is determined to be necessary for the safety of air navigation.

The MOS is referenced in the particular regulation. You should refer to the applicable provisions of the Civil Aviation Act and Civil Aviation Safety Regulations, together with this manual, to ascertain the requirements of, and the obligations imposed by or under, the civil aviation legislation.

The responsibility for the technical matters within this Manual of Standards (MOS) is the responsibility of the Aviation Safety Standards Division.

CHAPTER 1: INTRODUCTION

Section 1.1: General

1.1.1 Background 1.1.1.1 This Manual of Standards (MOS) amplifies the requirements established in

Civil Aviation Safety Regulations (CASRs) Part 66. Part 66 sets the standards and methods to be used in: (a) applying for an AME licence in either the Avionics or Mechanical

Categories in accordance with the recommendations contained in ICAO Annex 1;

(b) applying for an AME licence in either the Avionics or Mechanical Categories in recognition of holding a foreign AME licence issued by a foreign NAA in accordance with the recommendations contained in ICAO Annex 1;

(c) revalidation of current AME licences; (d) conversion of AME licences granted under CAR 31 of CARs 1988; (e) applying for an AMS 1, 2, 3, 4 or 5 certificate; (f) revalidation of current AMS certificates; (g) conversion of Airworthiness Authorities granted under CAR 33B and

CAR33D of CARs 1988.

1.1.2 Document Set 1.1.2.1 The document hierarchy consists of:

(a) The Civil Aviation Act 1988 (the Act); (b) relevant Civil Aviation Safety Regulations (CASRs); (c) the Manual of Standards (MOS); and (d) Advisory Circulars (ACs).

1.1.2.2 The Act establishes the Civil Aviation Safety Authority (CASA) with functions relating to civil aviation in particular the safety of civil aviation and for related purposes.

1.1.2.3 CASRs establish the regulatory framework (Regulations) within which all service providers must operate.

1.1.2.4 The MOS comprises technical specifications (Standards) prescribed by CASA, of uniform application, determined to be necessary for the safety of air navigation. In those parts of the MOS where it is necessary to establish the context of standards to assist in their comprehension, the sense of parent regulations has been reiterated.

1.1.2.5 Readers should understand that in the circumstance of any perceived disparity of meaning between MOS and CASRs, primacy of intent rests with the regulations.

1.1.2.6 Service providers and operators must document internal actions (Rules) in their own operational manuals, to ensure the maintenance of and compliance with standards.

1.1.2.7 ACs are intended to provide recommendations and guidance to illustrate a means, but not necessarily the only means, of complying with the Regulations. ACs may explain certain regulatory requirements by providing interpretive and explanatory materials. It is expected that service providers may document internal actions in their own operational manuals, to put into effect those, or similarly adequate, practices.

1.1.3 Differences between ICAO Standards and those in MOS 1.1.3.1 Notwithstanding the above, where there is a difference between a standard

prescribed in ICAO documents and the Manual of Standards (MOS), the MOS standard shall prevail.

1.1.4 Differences published in AIP 1.1.4.1 Differences from ICAO Standards, Recommended Practices and Procedures

are published in AIP Gen 1.7.

1.1.5 MOS Documentation Change Management 1.1.5.1 Responsibility for the technical content in the MOS resides with the Aviation

Safety Standards Division. 1.1.5.2 This MOS is issued and amended under the authority of the Director of

Aviation Safety. 1.1.5.3 Suggested changes to this MOS must be directed to the Head, Standards

Administration & Support Branch, Aviation Safety Standards Division. (See contact details in Foreword)

1.1.5.4 Requests for any change to the content of the MOS may be initiated from: (a) Technical areas within CASA (b) Aviation Industry Service Providers/Operators (c) Individuals/ authorisation holders.

1.1.5.5 The need to change standards in the MOS may be generated by a number of causes. These may be to: (a) ensure safety (b) ensure standardisation (c) respond to changed CASA standards (d) respond to ICAO prescription (e) accommodate new initiatives or technologies

Section 1.2: Definitions Definition Meaning

AME Aircraft Maintenance Engineer.

AMT Aviation Maintenance Technician

Annex ICAO publishes a series of Annexes to the Convention on International Civil Aviation (the Chicago Convention) to specify international standards and recommended practices on aviation aspects. Annex 1 specifies Personnel Licensing requirements, while Annex 6 deals with Operation of Aircraft.

Chicago Convention

The Convention on International Civil Aviation (Chicago, 1944), to which Australia is a signatory, is the basis for the existence of ICAO.

Difference (ICAO)

ICAO draws the attention of Contracting States to Article 38 of the Convention by which they are required to notify ICAO of any differences between their national regulations and practices and the International Standards contained within the Annexes. Contracting States are invited to extend such notification to any differences from the SARPs contained in the Annexes. In addition to the requirements of Article 38, Annex 15 contains provisions in relation to the promulgation of differences with ICAO SARPs.

MTO Maintenance Training Organisation, approved under CASR Part 47

SARPs ICAO Standards and Recommended Practices are promulgated in the ICAO Annexes. Contracting States have agreed to meet or exceed these standards. Exceeding these standards can be classified as a difference to the Annexes. A Contracting State that either does not meet the standards and recommended practices in the annexes, or exceeds them must register a difference with ICAO. (see difference ICAO).

CHAPTER 2: QUALIFICATIONS REQUIRED FOR THE GRANT OF AME LICENCE RATINGS - AVIONIC CATEGORY


2.1.1 Background 2.1.1.1 The minimum experience time period required for the grant of a licence is

four years experience in the inspection, servicing or maintenance of aircraft, aircraft systems, powerplant or avionic systems to which the rating applies. In addition to this general requirement, more explicit standards are specified in section 2.1.2 and 2.1.3.

2.1.1.2 The Scope and Rating endorsement rules for Avionic Category Licence Ratings can be found in Chapter 2 of the Part 43 Manual of Standards.

2.1.2 Diploma of Aeroskills 2.1.2.1 An applicant for an AME licence in the Avionic Category must hold a Diploma

of Aeroskills (Avionics) MEA50104 IAW CASR Part 66.030(2)(b)(i)(A) comprising of the appropriate units of competency IAW CASR Part 66.030(2)(b)(ii) for the licence rating sought.

2.1.3 Avionic General and Avionic System Licence Ratings 2.1.3.1 For AME licence ratings listed in Part 66.020(1)(a) to (p) to which an Avionic

General or Avionic System licence rating applies, the applicant must; (a) IAW CASR Part 66.030(2)(b) provide evidence to CASA of completing

the National Aerospace Industry Competency Standards (NAICS) as listed in Table 2.1-1 for the Avionic General Systems rating, or Table 2.1-2, Table 2.1-3 and Table 2.1-4 as appropriate for additional avionic system ratings; and

(b) IAW CASR Part 64 holds an Aircraft Radio Communication (ARC) Ground Authorisation appropriate to the licence sought.

2.1.4 Avionic Aircraft Specific Type Ratings 2.1.4.1 For aircraft to which specific type licence ratings apply IAW CASR Part

66.020(1)(n), licence applicants must, IAW CASR Part 66.030(2) provide evidence to CASA of: (a) Successfully completing the National Aerospace Industry Competency

Standards (NAICS) as listed in Table 2.1-1; and (b) Successfully completing a CASA approved specific type course

conducted by a CASR Part 147 MTO.

2.1.4.2 In addition to the NAICSs listed in Table 2.1-1, an applicant must also meet the following specific experience requirements: (a) Completion of a CASA approved Practical Consolidated Training (PCT)

program; or (b) Schedule of Experience (SOE) or Log of Industrial Experience complied

to the requirements specified in Chapter 9 of this MOS.

CHAPTER 3: QUALIFICATIONS REQUIRED FOR THE GRANT OF AME LICENCE RATINGS - MECHANICAL CATEGORY


3.1.1 Background 3.1.1.1 The minimum experience time period required for the grant of a licence is

four years experience in the inspection, servicing or maintenance of aircraft, aircraft systems, powerplant or avionic systems to which the rating applies. In addition to this general requirement, more explicit standards are specified in section 3.1.2 and 3.1.3.

3.1.1.2 The Scope and Rating endorsement rules for Mechanical Category Licence Ratings can be found in Chapter 3 of the Part 43 Manual of Standards.

3.1.2 Diploma of Aeroskills 3.1.2.1 An applicant for an AME licence in the Mechanical Category must hold a

Diploma of Aeroskills (Mechanical) MEA50204 IAW CASR Part 66.030(2)(b)(i)(A) comprising of the appropriate units of competency IAW CASR Part 66.030(2)(b)(ii) for the licence rating sought.

3.1.3 Mechanical General and Mechanical System Licence Ratings 3.1.3.1 For AME licence ratings listed in Part 66.020(2)(a) to (q) to which a

Mechanical General or Mechanical System licence rating applies, the applicant must, IAW CASR Part 66.030(2)(b) provide evidence to CASA of completing the National Aerospace Industry Competency Standards (NAICS) as listed in Table 3.1-1 for Mechanical General licence ratings and Table 3.1-2 and Table 3.1-3 as appropriate for additional mechanical general ratings.

3.1.3.2 IAW CASR Part 64 holds an Aircraft Radio Communication (ARC) Ground Authorisation appropriate to the licence rating sought.

3.1.4 Mechanical Aircraft Specific Type Ratings 3.1.4.1 For aircraft to which specific type licence ratings apply IAW CASR Part

66.020(2)(0), licence applicants must provide evidence to CASA of: (a) Successfully completing the National Aerospace Industry Competency

Standards (NAICS) as listed in Table 3.1-1; and (b) Successfully completing a CASA approved specific type course

conducted by a CASR Part 147 MTO.

3.1.4.2 In addition to the NAICSs listed in Table 3.1-1, an applicant must also meet the following specific experience requirements: (a) Completion of a CASA approved Practical Consolidated Training (PCT)

program; or (b) Schedule of Experience (SOE) or Log of Industrial Experience complied

to the requirements specified in Chapter 10 of this MOS.

Section 6.1: General 6.1.1.1 This chapter is still currently under development the syllabus is the last area

of this MOS to be developed, as it is dependant on the final version of the regulations.

6.1.1.2 The content of this chapter is provided as a draft for information only.

6.1.2 Purpose of this assessment 6.1.2.1 The purpose of this assessment, which is set in two parts, is to assess a

prospective licensed aircraft maintenance engineer's (LAME) underlying knowledge of, and ability to apply, the civil aviation regulatory requirements in the aircraft maintenance environment. The assessment is also designed to assess the prospective LAME’s level of English literacy and oral communication.

Section 6.2: Airworthiness Management - Part 1

6.2.1 Purpose of this Part 6.2.1.1 The purpose of Part 1 of the Airworthiness Management Assessment is to

assess an applicant's underlying knowledge of the regulatory requirements affecting the continuing airworthiness of aircraft.

6.2.1.2 A Part 147 MTO must conduct the Part 1 assessment.

6.2.2 Airworthiness Management Syllabus – Part 1 6.2.2.1 Following satisfactory completion of an approved training course and

assessment a student will be able to understand the responsibility of the AME licence holder in the airworthiness management system including the following items:

6.2.2.2 Regulatory System (a) Demonstrate familiarity with the structure and relationship of Civil

Aviation Act, CAR(1988), CASR (1998), CAO, MOS, AC, AAC, CAAP and AWB

(b) Demonstrate familiarity with the relationship of Australian requirements to ICAO documents

(c) Recall the applicability of any CASR Parts and subparts M related to aircraft maintenance

6.2.2.3 Maintenance Personnel (a) AME licences and ratings (b) Describe the Categories and Ratings applicable to an AME Licence (c) Describe the scope of AME Licence Ratings and rating endorsement

6.2.2.7 Demonstrate familiarity with the provisions in General Operating and Flight Rules related to: (a) Tasks and items included in servicing and pre-flight checks (b) Obligation of registered operator to have an aircraft maintenance

program for each aircraft and that the aircraft must be maintained in accordance with that program

(c) Requirement for and contents of an approved aircraft maintenance programs including requirements for ETOPS as applicable

(d) Requirement for and contents of a Maintenance Control Manual (MCM)





(e) Responsibility for continuing airworthiness and requirement to comply with Maintenance Control Manual

Section 6.3: Airworthiness Management - Part 2

6.3.1 Purpose and conduct of this Part 6.3.1.1 The purpose of Part 2 of the Airworthiness Management Assessment is to

assess an applicant's ability to apply the required regulatory knowledge to the duties and responsibilities of an AME Licence holder. This part will be conducted as an oral assessment using short answer and scenario type questions. The candidate will be supplied with a data package and a description of a scenario. The candidate will be asked to answer questions and complete documentation by applying his/her regulatory knowledge.

6.3.1.2 The Part 2 assessment can only be conducted by a CASA Airworthiness Inspector. The assessment does not contain a pass mark, instead the CASA Airworthiness Inspector will assess the applicant’s ability to apply the skill and knowledge to the scenario provided against an assessment guide and declare the applicant as suitable for grant of a AME Licence or not.

6.3.1.3 Part 2 of this assessment cannot be applied for until a person meets all other qualifications required by Part 66 including successful completion of the Part 1 course and assessment.

6.3.1.4 A minimum period of 28 days must elapse between airworthiness management assessments for a particular prospective LAME.

CHAPTER 9: SCHEDULE OF EXPERIENCE REQUIREMENTS FOR THE GRANT OF SPECIFIC TYPE LICENCE RATINGS –

9.1.1 Background 9.1.1.1 A Schedule of Experience is a document in which an applicant for an Avionic

category Aircraft Specific Type licence rating, records his or her practical experience against each ATA chapter during the course of normal employment within a CASR Part 145 approved maintenance organisation. This chapter details the requirements for the compiling of an SOE as required by Chapter 2 of this MOS.

9.1.1.2 Section 3 of the Log of Industrial Experience may be used in lieu of the SOE booklet if it is compiled using the instructions in the SOE booklet.

9.1.1.3 The aeroplanes and rotorcraft listed for SOE purposes in this chapter are not listed in the complete form, as they would be endorsed on an AME licence. The actual form of endorsement can be found in Chapter 7 of this MOS.

9.1.2 Required Hours of Experience 9.1.2.1 When determining the minimum hours an individual will require for an Avionic

category, Aircraft Specific Type licence rating, reference is to be made to Tables 9.1-1 and 9.1-2. Table 9.1-1 titled "Schedule Of Experience For Specific Types", lists aircraft types that are type certified in FAR23 commuter or SFAR 41 or FAR 25/29 transport categories. Applicants should first consult this table to establish which "List" includes the aircraft for which they seek a rating. Following this, applicants should consult Table 9.1-2 titled "Avionic Base Hours Requirement". The appropriate hours in Table 9.1-2 are then transcribed into the Schedule of Experience (SOE).

9.1.3 Reduction in Hours of Experience 9.1.3.1 For the grant of an additional Specific Type rating, the minimum hours set out

in Table 9.1-2 may be reduced. Refer to Table 9.1-3 titled "Rating Reduction" to identify the reduction that may be claimed.

9.1.3.2 The experience reductions detailed within the tables are a guide to the applicant or assessing AWI.

9.1.3.4 Table 9.1-3 represents the general reductions that may be claimed by applicants applying for an aircraft avionic specific type rating. This table is not designed to account for the "ifs, buts and what abouts". If a person believes that they should have a different reduction to that normally available via the table, then the person must refer to paragraph 3.10 of the Schedule of Experience and make representation accordingly.

9.1.3.5 Paragraph 3.10 of the Schedule of Experience provides for SOE reduction if an applicant believes that the hours for a particular ATA chapter represents an onerous task. Onerous tasks include: (a) those that cannot be easily satisfied due to inherent reliability of

systems and equipment; and (b) those that the applicant believe they have already satisfied via

experience on systems and equipment which are closely allied to those being applied for.

9.1.3.6 A claim for a reduced experience requirement (beyond that provided by Table 9.1-3) may also be based on the evidence provided by previously submitted SOE. Any application for a reduction in SOE requirements should be submitted as soon as possible after obtaining the SOE booklet.

9.1.3.7 Where an aircraft is of the same basic type but different dash number, they will be treated as one (1) rating for the purposes of the Rating Reduction Table 9.1-3.




Note: The holder of an Avionic category licence rated “Avionic General Systems”, endorsed with “Advanced Electrical Systems”, “Advanced Instrument Systems”, “Advanced Radio“, “Autopilot Systems (Aircraft)” and “Pressurisation Systems”, who applies for an Avionic Specific Type (Aeroplanes) rating may be granted a 20% reduction from the hours required in Table 9.1-2. This reduction is in addition to the reduction specified in this table to a maximum of 75%

10.1.4.4 Table 10.1-5 represents the general reductions that may be claimed by

applicants applying for aeroplane or helicopter airframe ratings. This table is not designed to account for the "ifs, buts and what abouts". If a person believes that they should have a different reduction to that normally available via the table, then the person must refer to paragraph 3.10 of the Schedule of Experience and make representation accordingly.

10.1.4.5 Paragraph 3.10 of the Schedule of Experience provides for SOE reduction if an applicant believes that the hours for a particular ATA chapter represents an onerous task. Onerous tasks include: (a) those that cannot be easily satisfied due to inherent reliability of

systems and equipment; and (b) those that the applicant believe they have already satisfied via

experience on systems and equipment which are closely allied to those being applied for.

10.1.4.6 A claim for a reduced experience requirement (beyond that provided by Table 10.1-5) may also be based on the evidence provided by previously submitted SOE. Any application for a reduction in SOE requirements should be submitted as soon as possible after obtaining the SOE.

10.1.4.7 Where an aeroplane or its engines are of the same basic type but different dash number, they will be treated as one (1) rating for the purposes of the Rating Reduction Table 10.1-5.





10.1.4.8 The holder of a Mechanical General Aeroplane licence who applies for a Mechanical Specific Aeroplane rating may be granted a 20% reduction from the hours required in Table 10.1-5. This reduction is in addition to the reduction specified in this table to a maximum of 75%.

10.1.4.9 The holder of a Mechanical General Rotorcraft licence who applies for a Mechanical Specific Rotorcraft rating may be granted a 20% reduction from the hours required in Table 10.1-5. This reduction is in addition to the reduction specified in this table to a maximum of 75%.

CHAPTER 11: NOMINATED COUNTRIES – AUTOMATIC LICENCE RECOGNITION


11.1.1 Nominated Countries – Automatic Licence Recognition 11.1.1.1 IAW Subparagraph 66.030(4)(a) and Paragraph 66.035(c), Table 11.1-1 lists

those countries whose National Airworthiness Authority CASA has assessed and found to be maintaining equivalent licensing standards as prescribed by Section 4.2 of Annex 1 to the Chicago Convention and are therefore deemed to satisfy the requirement of Subparagraph 66.030(4)(a) for the initial issue of an initial AME licence rating and Paragraph 66.035(c) for the issue of an additional AME licence rating.

11.1.1.2 New Zealand is not listed as recognition of these licences are covered be the Trans Tasman Mutual Recognition ACT (TTMRA). Table 11.1-1:

CHAPTER 12: AME LICENCE REVALIDATION – LIST OF COMPARABLE WORK


12.1.1 Comparable Work 12.1.1.1 This chapter provides the standards CASA must use for forming an opinion

on work that is considered comparable to meet the requirements of an AME licence holder for licence revalidation.

12.1.1.2 ICAO Annex 1 Chapter 4.2.2.2(c) states that the privileges of the holder of an aircraft maintenance licence shall be exercised only on condition that, within the preceding 24 months, the holder has either had experience in the inspection, servicing or maintenance of an aircraft or components in accordance with the privileges granted by the licence held for not less than six months, or has met the provision for the issue of a licence with the appropriate privileges, to the satisfaction of the licensing authority.

12.1.1.3 In CASA’s opinion a person who performs work listed below, satisfy the requirements for revalidation of their AME licence as specified in CASR Part 66.050(3), 66.050(2) and 66.050(1)(b). (a) Australian LAMEs who reside and work overseas in Contracting States

and are employed by the holder of an authorisation equivalent of a CASR Part 145 Maintenance Organisation

(b) Australian LAMEs who have worked as an AMS-1 or AMS-3 certificate holder.

(c) Civilian LAME contracted exclusively to defence forces to perform maintenance on military aircraft being maintained to civilian or military standards

(d) Serving members of the ADF employed to perform maintenance on military aircraft being maintained to military standards

12.1.1.4 In all cases where comparable work is used as the basis for AME licence revalidation the applicant must also meet the requirements of 66.050(4)(a), (c) and (d).

Section 13.3: Qualifications Required for AMS-2

13.3.1 Refer 66.075 Eligibility for AMS-2 certificate 13.3.1.1 AMS-2 certificates can be issued for maintenance or maintenance related

tasks. 13.3.1.2 These tasks may include specialised processes such as welding, NDT,

electroplating and machining. 13.3.1.3 For an NDT AMS-2 certificate the applicant must meet the qualification

standards for an equivalent AMT authorisation in Chapter 3 of the Part 145 MOS.

13.3.1.4 For a welding AMS-2 certificate the applicant must meet the qualification standards for an equivalent AMT authorisation in Chapters 3 and 4 of the Part 145 MoS; and

13.3.1.5 Meet the specific and continuing eligibility standards for welding AMT’s in Chapter 2.1.4 of the Part 145 MOS.

13.3.1.6 Qualifications for other specialised processes are still under development but will be similar to those for NDT and welding in application and location.

13.4.1 Refer 66.080 Eligibility for AMS-3 certificate 13.4.1.1 AMS-3 certificates relate to amateur built aircraft for which a special

certificate of airworthiness has been issued in accordance with regulation 21.190 or an experimental certificate paragraph 21.191 (g) or (h).

13.4.1.2 This chapter will reflect the qualifications for grant of an AMS-3 certificate refer to 66.080 for the full eligibility requirements.

13.4.1.3 AMS-3 certificates will be issued either: (a) To the majority builder of the aircraft; or (b) To an applicant who has completed training consisting of National

Aerospace Industry Competency Standards conducted by a Part 147 MTO; or

(c) To an applicant who has completed a CASA approved training program conducted by an industry association.

13.4.1.4 This chapter is still under development and subject to the direction taken on Part 103 and Part 149 self-administering organisations.

Section 13.6: Requirements for AMS-5

13.6.1 Refer 202.802 Certain certificates of approval under regulation 30 of CAR 1988

13.6.1.1 Prior to the commencement of Part 145, CASA had not previously specified any qualifications for this class of person working under CARs 1988 CAR 30 certificates of approval. Part 145 would recognise these people under Transitional regulation 202.802(2). However, should a person referred to in Transitional regulation 202.802(2) leave that AMO and wish to perform similar tasks for another AMO the person would not hold the appropriate qualifications. Transitional regulation 202.802(5) would allow a person in that position to apply for and be granted an AMS-5 certificate covering the tasks for which he/she was authorised. CASA would afford this certificate the same standing as the qualifications specified in Part 145 MOS.

CHAPTER 15: VISUAL ACUITY REQUIREMENTS

Section 15.1: General 15.1.1.1 This chapter states the initial and ongoing visual acuity standards for AME

licence and AMS certificate holders as appropriate to the licence or certificate issue or revalidation sought. (Refer 66.030, 66.050, 66.070, 66.075, 66.080, 66.085, 66.105, 66.110, 66.115 and 66.120)

15.1.2 Initial visual acuity standards for LAME’s and AMS-1, 3 and 4 Certificates

15.1.2.1 To be eligible for the grant of an AME licence or AMS-1, 3 or 4 certificate the applicant must provide evidence from an optometrist of meeting the following conditions for initial licence or certificate issue: (a) Eyes and ocular adnexa function normally (b) Has normal fields of vision (c) Can read (with or without correcting lenses) an N5 chart (or its

equivalent) binocularly at a distance that he or she selects (in the range of 30 to 50 centimetres), and can read an N14 chart binocularly (with or without correcting lenses) at a distance of 1 metre.

(d) Colour vision shall be such that the applicant is able to detect contrast between the colours encountered in the maintenance to be performed. Any limitation in colour vision shall be evaluated for its possible effect on the maintenance, by the AMO and this evaluation shall be documented.

15.1.3 Initial visual acuity standards for AMS-2 Certificates 15.1.3.1 To be eligible for the grant of an AMS-2 certificate the applicant must provide

evidence from an optometrist of meeting the following conditions for initial certificate issue.

15.1.4 AMS-2 Certificates for NDT 15.1.4.1 Refer to Australian Standard AS3669 for visual acuity requirements related to

the NDT process that is to be endorsed on the certificate.
