TheManifestodeclaresasetofrules,establisheseffecDveprocedures,andidenDfiesfurtherissuesforfilmmakersusingpre‐exisDngCCTV(surveillance)systemsasamediumintheUK.ThemanifestoisconstructedwithreferencetotheDataProtecDonAct1998andrelatedprivacylegislaDonthatgivesthesubjectsofdatarecords(includingCCTVfootage)accesstocopiesofthedata.Thefilmmaker'sstandardequipmentisthusredundant;indeed,itsuseisprohibited.

TheinsDtuDondeliveredhardcopiesofeachoftheseveralhundredrelevantframesfromtheDme‐lapsecamera,withthirdparDes’headscutout,apparentlywithnailscissors.Twodocumentshad(accidentally?)slippedinbetweentheprintouts–onealenerfromajunioremployeetenderingherresignaDon(wasitconnectedwiththebeheadingjob?),andtheotheranironicmemo:‘Andthegoodnews–Ienclosethe£10feetobepassedtothebranchsundryincomeaccount.(HeadofSecurity,internalcommunicaDon09/2003)’
