COMMUNITY SERVICES DEPARTMENTAL REPORT May 2019
COMMUNITY DEVELOPMENT Mansfield Library This April 3,769 people visited the Library. Over the Easter school holidays an Easter preschool story time extravaganza was held where 45 children and adults joined in the stories, songs, games, hat making, an Easter parade and an egg hunt. There was also two movie and craft afternoons held as part of the Easter holidays. Three classes of Grade 5 children attended sessions at the Library, learning about membership, the collection and other services on offer. Most became members. The Library has also welcomed a new staff member; Libby Matktovich a year 11 student from Mansfield Secondary College has begun a School Based Apprenticeship with the Library, following a considerable amount of work experience at the Library last year. Health and Wellbeing and Community Development initiatives: The community engagement component of the Age – Friendly Communities Project was completed and included: • 191 questionnaires received (both online
and hard-copy); • 9 community meetings (totalling over 100
community members) were held in 8 communities over March and April;
• 10 Age-friendly audits were completed over 8 townships;
• 10 focus group/face-to-face consultations were held by Age-friendly Communities Ambassadors across the Shire with a total of 47 residents consulted.
The data identified over 230 suggestions for age-friendliness improvements in the Mansfield Shire, which are currently being prioritised to develop an Age-Friendly Community Plan. End of Life Project (EOL Project): As part of the National Advanced Care Planning Week, The Mansfield End of Lifer’s Group hosted a panel discussion on 4 April at Mansfield Performing Arts Centre, to help the Mansfield community start the discussion about end of life planning and understand the importance of advance care planning. Panellists included Matthew Rasmussen from the Office of the Public Advocate, Dr Will Twycross from Central General Practice, Dr Andrew Wettenhall from Mansfield Medical Clinic, Katie Lockyer from Mel Ryan and Glen Lawyers, Marie Hogarth a grief and bereavement counsellor and Jo O’Brien a palliative care nurse. Over 70 people attended the session, gaining valuable information about the end of life including, what happens when someone dies, advanced care planning, appointing decision makers, and writing of wills.

Vending Machines Condom vending machines were installed at the public toilets on High Street. In their first month of operation, 84 packs were sold generating $158 in income. Volunteers: Visitor Information Centre 3,650 people visited the Visitor Information Centre in April, including 900 people over the Easter period. Most popular enquiries were in regards to camping locations, access to 4WD tracks and suggested walks/hikes in region. Events Council supported the event planning process for the Mansfield Diamond Picnic Races, Jamieson Autumn Festival, The Bush Market and a Day on High. Tourism Working with Mitchell and Murrindindi Councils, Tourism North East in partnership with Urban Enterprise have been engaged to develop a plan for the Great Victorian Rail Trail, which includes product development recommendations an industry development and engagement strategy a high-level marketing plan and economic impact assessment. Youth The L2P program is currently supporting 9 active learners with 3 band new participants. We currently have 7 active mentors involved with the program and we welcomed a new mentor this month. There was a thankyou dinner for mentors and sponsors in April.
Average attendance for April was 17.8 young people per day; this is low due to school holidays. The Youth Centre collaborated with Valley Sport to offer a free sports day during school holidays over 50 young people attended with positive feedback from participants and their parents. April saw the completion of our Mansfield L.E.A.D program. 8 young people aged 18-25 graduated from the program after attending a 3 day intensive workshop in Melbourne, and a final day of workshops and debriefing. Councillor Attley, Council officers, local business employers, family and friends all came together to watch our young leaders graduate and be celebrated. The program was hugely successful, with positive feedback from both participants and indication from employers they want to be involved in future. Lords Pavilion Development Perkins Architects have been engaged to undertake the detailed design for a new pavilion, including change rooms at the Lord Reserve. This project was identified as one of the priorities in the Mansfield Sports Facilities Strategy. An initial community meeting with the current user groups – Apex Club, Mansfield Fly Fishers, Mansfield Croquet Club, Mansfield Little Athletics, Mansfield Junior Football Club, Mansfield Soccer Club and the Delatite Cricket Club was held to gain community input into the design. ECONOMIC DEVELOPMENT Activating Lake Eildon Project We are participating in a joint project with TNE, RDV, Murrindindi Shire and GMW. The project will be delivered over three stages.

Stage 1 will see a detailed economic analysis undertaken that provides an understanding of the current tourism visitation and recreational value of Lake Eildon to the local and regional economies. The report will largely utilise available information and data sources, however, will undertake some primary research to fill any gaps in the available information. The report will be used to inform and guide thinking regarding the opportunities for attracting and maximising future economic returns and value from Lake Eildon and surrounds. HEALTH & WELLBEING Maternal and Child Health (MCH) The month of April saw the MCH service welcome Michelle Meyer into the team. As a new graduate. Michelle concurrently works as a midwife at Mansfield District Hospital and brings a breadth of interchangeable skills and understanding of Mansfield’s families. The MCH survey closed in April and responses have now been collated. Common themes in the results have emerged and discussions commenced on tailoring the service to best meet the needs of our Mansfield families. Supported Playgroup (SPG) End of Term One saw nearly all the families who are currently enrolled wanting to continue to attend Supported Playgroup for Term Two. SPG offers home visits in conjunction with the playgroup sessions. These are offered to families who attend SPG for extra support.
Regional Assessment Service This month five new referrals were received resulting in services being put in place to support those people to remain living at home. Four clients have been taken off a period of reablement, due to no longer requiring services as they have improved their health and their ability to independence. Notification just received has indicated funding for RAS will continue from 1 July 2019 – 30 June 2020. Both Victoria and the Commonwealth have signed the RAS agreement Rural Access Building Inclusive Communities funding (previously known as Rural Access Program) has been extended to 30 September 2019. This is to align with the rollout of further Information Linkages and Capacity Building Program (ILC) grants throughout the year. National Disability Services (NDS) is providing grant writing training programs to assist organisations to apply for future funding. Integrated Family Services (IFS) IFS continues a period of transition where we move from a counselling model to a family services model, as per our funding arrangements. IFS work practices will be reviewed to prepare for upcoming service reviews, and to build better relationships with relevant community stakeholders such as Mansfield Secondary College and Upper Murray Family Care. IFS will soon begin a process of service promotion and community engagement, to ensure that there is a shared and accurate understanding of what the service can provide. Community and Home Care The Community Care Worker Team meeting was held 2 April, with special guest presenter Kari Loughridge - Diabetes Educator from Mansfield District Hospital. This training was valuable for our staff to refresh their knowledge and learn of current treatment practices.

During the monthly of April 1356 hours of care, across a variety of services, has been provided by the Community and Home Care team supporting our frail, elderly community members to remain living independently in their homes. Community and Home Care Team farewelled Planned Activity Officer Debra McCabe and wished her the best for her new role. Debra will be greatly missed by staff and clients. Marilyn Haddow is the new appointed Planned Activity Officer replacing Debra McCabe. (Second from right)
Planned Activities Groups Planned Activity Group clients have enjoyed the April program with Easter and ANZAC themed Activities. They enjoyed the opportunity to visit the silo art in Goorambat and Devenish.
EMERGENCY MANAGEMENT The termination of the Fire Danger Period on 1 May 2019 means that Council has been busy with phone calls and counter enquiries about burning off. Permits to Burn in Residential, Business and Industrial Zones are being processed with burning off permissible in all other zones. As the busy fire season draws to an end, agencies are reflecting on their responses, messaging and overall communications. It is generally agreed that significant improvements in communications, both inter-agency and out to the community, were seen this year. Electronic signage on roadsides is being recognised as a key strength in broadcasting messages as it not only delivers the current message, but also prompts residents and visitors to seek further information and warnings. While Mansfield Shire experienced a number of fires this summer, there were no property or stock losses. Most of the fires were caused by lightning strikes.

FIELD SERVICES This month the team installed a seat in botanic park and re-positioned the bins at the entrance of the Mansfield Recreation Reserve. New improvements to the leaf sucker have been made over the summer period, and it has now been put to good use with the cooler weather starting.
PARKS & GARDENS The Recreation Reserve and additional playing field has had their annual over sow of winter rye grass and are looking amazing. The team recently were advised of an extra area to maintain with the addition of “The Grange” subdivision. This month they spent a few days in the drainage basin area giving it a much needed tidy up. This will now become a regular area in the garden rounds.

CEMETERY April 2019 was a quiet month with no interments at the cemeteries. A request has been received for improved front fencing at Jamieson cemetery to improve the appearance. This has been agreed to in the next financial year. All cemeteries are looking dry but Parks and Gardens staff continue to perform routine mowing and maintenance at these locations.
CAPITAL WORKS
Perkins Architects have commenced the consultation phase for the design of the proposed Lords Pavillion. The Lakins Road culvert installation is progressing well. The culverts have been placed on the base slab and the headwalls are under construction. The top slab will be placed soon after and backfilling the approaches will follow.
The Paps Lane major patch, intersection construction of Old Eildon Rd/ Eildon – Jamieson Road and the Tolmie Mahaikah Road seal extension projects are nearing completion. The road base for both jobs has been prepared and they will be sealed in May 2019. Construction has commenced on the Barwite Road reconstruction. The road has been stabilised and the top layer of pavement is being installed.

The Bon Crescent toilet replacement for Bonnie Doon is progressing well. The offsite construction has achieved completion of the precast concrete work and the internal fitout underway. The new facility is on track for installation and completion in May 2019.
The construction and sealing of Kitchen Street in Bonnie Doon is currently underway.
