    Proyek charter mendefinisikan bagaimana proyekakan diatur dan bagaimana alternatif proyek yangtelah direkomendasikan dan disetujui untuk didanaiakan dilaksanakan.

    Sebuah dokumen yang menyatakan secara formalkeberadaan suatu proyek dan menyediakan otoritas kepada projectmanager untuk mengaplikasikan sumber daya organisasi padaaktivitas proyek.

    Project charter juga merupakan alat untuk mencapaikesepakatan di antara para stakeholder (Project sponsor dan team)mengenai aspek-aspek utama di dalam project seperti tujuan, scope,deliverables, dan sumberdaya yang dibutuhkan.

    Tahapan membuat sebuah project charter :

  • 7Project Charter (Input)Project Statement of Work (SOW) Deskripsi naratif tentang suatu produk, layanan, atau hasil pada suatu proyekyang akan dikerjakan. Dasar dari penentuan SOW sendirimempunyai beberapa referensi yaitu kebutuhan bisnis, deskripsi ruang lingkupsuatu produk, dan rencana strategi dari suatu proyek.

    Business Case Sebuah dokumen yang berisi informasi yang diperlukan dari sudutpandang bisnis untuk memutuskan apakah proyek tersebut layakuntuk mendapat investasi atau tidak.AgreementsSebuah perjanjian biasanya digunakan untuk mendefinisikan tujuanawal dari sebuah proyek. Perjanjian bisa berupa kontrak, MOU, SLA,surat perjanjian, perjanjian verbal, email, ataupun perjanjian tertulis.

    Enterprise Environmental FactorsFaktor lingkungan perusahaan seperti standar pemerintah, standar perindustrian, regulasi, struktur dan kultur ornganisasi dan kondisi pasar. Organizational Process Assets Faktor proses asset organisasi dapat berupa contoh standar proses organisasi atau historical organizational information.

    Planning is still more of an art than a science

    Experience and good judgment are just as important as, andperhaps even more important to quality planning than using thelatest project management software tool.

    A project plan attempts to answer the following questions: What needs to be done? Who will do the work? When will they do the work? How long will it take? How much will it cost?

    Project Scope

    The Project Management Body of Knowledge (PMBOK) definesscope as the product or services to be provided by the projectand includes all of the project deliverables.

    One can think of scope as the work that needs to be completedin order to achieve the project's MOV.

    Project Scope StatementThe scope statement clearly specifieswhat your project will deliver and whatit won't deliver.In other words, it describes what'sincluded in the project and what isexcluded.As a result, it forms the basis for theproject plan.

    Subdivide Project into Phase

    The project can be organized into phases in order to deliver theproject's product.

    IT projects should be further divided into sub-phases that follow thephases of the systems development life cycle (SDLC).

    Breaking a project down into phases and sub-phases reducescomplexity and risk.

    More specifically, each phase should focus on providing at least onespecific deliverable (a tangible and verifiable piece of work).

    Tasks Sequence, Resources, and Time Estimates

    Once the project is divided into phases, tasks are then identified. Atask may be thought of as a specific activity or unit of work to be completed.

    Examples of some tasks in an IT project may be to interview a particular user,write a program, or testing.

    When considering tasks, it is important to consider sequences, resources, andtime to complete.

    Kick-Off

    Once the project charter and project plan are approved, many organizations have a kick-off meeting to officially start work on the project.
