Season's Greetings

As we make our way into the festive and summer season, it is a great time get out and about and celebrate in our community.

There is a range of events on offer in Manningham, including the immensely popular Carols by Candlelight on Friday 11 December, which is a fantastic way to get into the Christmas spirit.

There will be fun for the whole family and a wonderful carols program and I encourage everyone to come along and enjoy this annual event held in beautiful Ruffey Lake Park.

The 2016 Community Calendar, which is packaged with this issue of Manningham Matters, celebrates the wide range of indigenous plants that are found in Manningham and contribute to the picturesque landscape of our environment.

As well as getting out and about this summer, with the warmer weather on the way I encourage all households in Manningham to prepare and think about what you will do during extreme heat and for those in high fire risk areas to review your bushfire plan. For more information please see page 5.

However you celebrate the festive season, I hope it is a happy and rejuvenating time for you, your family and friends.

New website compares Victorian councils’ performanceResidents in Manningham will be able to view and compare Manningham Council’s performance with other councils across Victoria in detail online. The new State government website, www.knowyourcouncil.vic.gov.au, is being launched in November with the aim of giving greater consistency in measuring and reporting on Councils’ performance.

The site lists results of performance indicators across the areas of: finance, sustainability and services including roads, waste, libraries, maternal and child health, home and community care, animal management, food safety, aquatic facilities and statutory planning.

This year is the first time councils in Victoria have reported on the range of performance indicators under the State government’s new Local Government Performance Reporting Framework (LGPRF) on which the new website is based.

Pack a picnic and head to Ruffey Lake Park to celebrate the festive season at the 34th annual Manningham Carols by Candlelight. Celebrations will include a kids’ zone with rides, face painting and activities, pre-show entertainment as well as a traditional carols program and a spectacular fireworks finale.

The main stage program will commence from 8.00 pm and will include a variety of performances accompanied by the Manningham Concert Band, as well as feature act ‘Urban Praise’, who will bring a blend of R&B, soul and gospel to the event.

Come along and enjoy a family night out singing along to your favourite Christmas carols, plus a very special visit from Santa.

Song books, LED safe flame candles and glow novelties will be available for purchase throughout the evening, along with a range of food and drinks.

Parking is available via King Street.

The 2015 Carols by Candlelight event is presented by Manningham Council and proudly supported by Barry Plant Doncaster, Leader Newspapers and Yarra Valley Water.

Outdoor food safety tips for summer More than two million Australians fall ill with food poisoning every year and the majority of these occur in the warmer to hotter summer months. Here are some tips to remember when having a barbecue, picnic or going camping this summer:

Water and pool safety over summerWith a long summer ahead residents are urged to “Play it Safe” near water.

Manningham may not be near the coast, but residents should still take care as the potential for drowning is just as real in our rivers, lakes, dams and backyard pools.

Water holds a fascination for children and they are especially at risk of drowning. If you are a pool owner don’t run the risk, install fencing that adheres to building regulations around your home pool or spa.

Familiarise children with waterManningham has one of the highest ratios of pool ownership in the Melbourne metropolitan area and residents are urged to familiarise children with water by taking them for swimming lessons and keeping them under constant supervision around water.

Home barbecues and outdoor cooking• Keep the meat in the fridge until you are ready to start

cooking

• Store raw meats and poultry separate from cooked items, and underneath other food so that raw juices do not contaminate other food

• Cook food to at least 75 °C. Use a meat thermometer to check the final temperature. If you don’t have one, cook poultry until the meat is white (there should be no pink flesh) and for other meats, such as hamburgers or sausages, cook right through until any juices run clear

• Never buy cracked or dirty eggs and always thoroughly cook food made from eggs

• Use a clean plate for all cooked meats – don’t re-use the same plate, container, tongs or equipment used to hold or cook raw food for cooked food

• Take salads, dips and other perishables outside only when required, and return them to the fridge when that part of the meal is finished

Camping food safety tipsPerishable foods are generally unsuitable for camping unless you have access to a fridge. It is best to take dry, longlife and canned products. Other tips for camping include:

• If you want to take some meat with you, frozen meats can be stored in a cooler with ice bricks for up to two days and pre-cooked meals, such as frozen stews, for up to one day

• Cover the cooler with a wet bag to promote evaporative cooling

• Make sure you cook or heat all food well, to at least 75°C

• Boil drinking water before use, or use disinfecting tablets.

Summer fun at AquarenaHead to Aquarena Aquatic and Leisure Centre this summer and enjoy the new look Indoor Pool Hall that re-opened in October. Swimming lessons, school swimming programs, aqua exercise, aqua play, hydrotherapy, lap swimming and the leisure space are all back in action. This upgrade is part of a $20 million redevelopment of Aquarena and is yet another significant step to Aquarena's grand re-opening in mid 2016.

Plan and prepare for fire seasonWe are urging residents in high fire risk areas to plan and be prepared for this year’s fire season. It is important to prepare your property, house and garden in case of a grass or bushfire.

There are three key steps to ensure you are prepared:

1. Building protection – prepare and maintain your house

2. Have in place a Bushfire Survival Plan to act early

3. Adequate vegetation management.

The Country Fire Authority (CFA) runs a range of free fire safety programs that are available to residents in high risk fire areas. CFA fire safety experts are available in the Warrandyte, North Warrandyte, South Warrandyte and Wonga Park areas to provide residents with a free bushfire assessment of their property.

Fire Danger RatingsThe CFA’s Fire Danger Rating tells you how dangerous a fire would be if one started.

It is important to remember that regardless of property preparation, most homes will not be able to withstand fires in Code Red conditions. In high risk areas, the safest option is to leave early on an Extreme or a Severe day and, on Code Red days, leave the night before or early in the morning.

Being prepared for a heatwaveHeatwaves have contributed to more deaths than any other natural disaster in Australia and are considered one of Victoria’s greatest risks.

As we head into summer it is important to prepare and think about what you will do during extreme heat. The upcoming summer season is predicted to be hot and dry, with heatwave events very likely, therefore everyone needs to be prepared for the hot weather.

How do I know a heatwave is coming?The Department of Health will issue a HEAT HEALTH alert when the average temperature (calculated from overnight and daytime temperatures) reaches or exceeds 30oC. You can look out for an alert by:

• Checking television, radio and newspaper weather forecasts

• Visiting www.health.vic.gov.au/environment/heatwaves-alert

• Visiting www.bom.gov.au

• Calling us on 9840 9333.

What should I do during a heatwave?• Look after yourself and keep in touch with others

• Keep cool – spend as much time as possible in cool or air-conditioned buildings

• Drink plenty of water (if your doctor normally limits your fluids, check how much to drink during hot weather)

• Stay out of the sun – if you must be outdoors, stay in the shade and wear a hat and light, loose fitting clothing

• Try to reduce the heat inside your home – block out direct sunshine (if you are in a high risk fire area make sure you still have a clear view outside to check for signs of fire)

• Consider ways to keep cool if the electricity goes out – e.g. soak your feet in cool water.

Fun @ the Plaza Park continues this summer at MC SquareThe exciting new Plaza Park Project will have the forecourt of MC Square and the Doncaster Library bustling with fun, activities and events, which are sure to keep you and family entertained this December.

The fun will continue in 2016, including an Aussie ‘Pop Up Farmyard’ event planned for Australia Day with free animal face painting, farming demonstrations, a farmyard playspace, local music and entertainment, a barbecue and more.

There are some fantastic activities planned for the Plaza Park into 2016 with events to be presented by Circus OZ and The Arts Centre Melbourne.

Please see the Events Calendar on pages 7 to 10 for more detail on upcoming events at the Plaza Park this summer. Local community organisations are welcome to plan and program activities in the space too.

Creating a dementia-friendly communityManningham Council would like to hear from you on the issue of dementia and how Manningham can become a dementia-friendly community.

According to Alzheimer’s Australia VIC, there are currently 342,800 people in Australia with dementia, including more than 25,000 with younger onset dementia. It is estimated that one person is diagnosed with dementia every six minutes. In Victoria, there are an estimated 81,000 people living with dementia and this figure is expected to increase to almost 246,000 by 2050. Dementia is, in fact, the largest cause of disability in people over the age of 65 in Australia and currently there is no cure.

A dementia-friendly community is a place where people are aware of and understand dementia, and people with dementia feel included and involved and have choice and control over their day-to-day lives.

To help Manningham find ways to become a dementia-friendly community, we invite residents to participate in our survey.

The survey is part of a pilot project, "Inclusive Manningham: A Dementia-Friendly City," through Alzheimer’s Australia Vic, with Commonwealth and Victorian governments funding, to help councils across Victoria identify proven and successful ways to lead and support dementia-friendly initiatives across more communities in Victoria.

Chinese New Year and the Year of the Monkey

Monday 8 February

The Spring Festival (Chinese New Year) is the most important traditional festival in China and is celebrated for 16 days, commencing on Chinese New Year’s Eve and ending with the Lantern Festival. It is celebrated by one third of the world’s population, including many of Manningham’s 16,000 Chinese language speakers.

Every Chinese New Year starts a new animal zodiac year. Chinese New Year 2016 will be the year of the Monkey. People born in the year of the Monkey are said to be smart, optimistic and adventurous.

Celebrations for Chinese New Year will take place at the Plaza Park on Saturday 6 February. More details will be released closer to the time at www.manningham.vic.gov.au/plazapark

Shop local this ChristmasChristmas is a great time to support your local businesses so why not shop locally this festive season.

Manningham has more than 40 designated activity centres which are situated within easy reach of most residents.

Visit one of Manningham’s local farmers’ markets for fresh, home grown produce or visit some of the beautiful unique shops dotted around the municipality.

Make the most of the summer holidays by taking advantage of the many cafés and restaurants in Manningham, ranging from the rural setting of Warrandyte to the more contemporary scene in Doncaster.

Youth Sustainability Day 2015More than 500 students participated in Manningham’s fifth annual Youth Sustainability Day at Currawong Bush Park, where secondary students delivered a range of sustainability activities to primary school students on energy, waste, water, biodiversity, ecology and social sustainability.

A total of 20 activities were delivered throughout the day. Students from Whitefriars College demonstrated their solar cars while students from Doncaster Secondary College presented on litter and water pollution and Templestowe College delighted the kids with their presentation which included live animals.

The day commenced with Wurundjeri Elder Bill Nicholson delivering an inspiring Welcome to Country and Smoking Ceremony which had students captivated.

Waste collection over Christmas and New YearWaste collection in Manningham will continue without interruption over the Christmas and New Year period. Your garbage, recycling and garden waste will be collected as usual according to your waste collection calendar.

Households often produce more garbage and recycling during the festive season. Please remember that the contractor will only collect material that is placed inside the bins. Overfull bins will not be collected.

Donatable GoodsGood quality clothing items, furniture, homewares, books and toys can be donated to your favourite charity store during store opening hours. Please do not place items outside the charity store after hours.

Charity stores will not accept anything broken, damaged, torn or stained. If you wouldn't give it to a friend, please don't give it to a charity store.

Illegal DumpingIf you witness someone dumping garden waste, household goods, cardboard, polystyrene or any other litter item in a public space, please record the location, date, time and car registration and report it to the Manningham Litter Hotline 1800 NO LITTER (1800 665 488).

Garden waste vouchers available Garden waste vouchers are now available for residents living in the bushfire prone areas of Manningham, including Wonga Park, Warrandyte, Park Orchards, Donvale and parts of Templestowe.

Vouchers can be used at Manningham’s Garden Waste Recycle Centre, corner Blackburn and Websters roads, Templestowe on Sunday 29 November and Sunday 6 December 2015.

Vouchers are available from the Manningham Civic Centre, 699 Doncaster Road, Doncaster with a maximum of four vouchers per household.

Improving flood management in ManninghamIn partnership with Melbourne Water, we have recently completed a review to provide a more accurate model of the impact of flooding across Manningham.

Following this review, Council is proposing to change the flooding overlays within the Manningham Planning Scheme, which will affect a variety of properties in the City. If your property is in the flood overlay area, you will have received direct notification and more information from Council.

The changes are being proposed as Amendment C109 to the Manningham Planning Scheme, which is currently on exhibition until Thursday 24 December.

Amendment C109 proposes to introduce a new and/or revised Special Building Overlay (SBO) or Land Subject to Inundation Overlay (LSIO) to a number of affected properties. The proposed overlays are to be applied to land in Manningham that may be affected by flooding.

Have your say: Ruffey Creek Linear ParkWe are currently reviewing the Ruffey Creek Linear Park Management Plan and need your help.

Ruffey Creek Linear Park is an open space corridor linking Ruffey Lake Park to the Yarra River in Templestowe. For most of its three kilometre length it offers a bushland experience for pedestrians and cyclists on an off-road shared path.

We are seeking your input to ensure we understand how the community currently uses the park and what the potential improvement opportunities are for its future improvement.

Consultation closes on Monday 14 December 2015.

For many of the affected properties (59 per cent) the changes will be minor, as they will either:

• Have their existing flooding overlay removed completely

Amendment C109 will assist Council to:

• Consider planning permit applications for new buildings and works, ensuring that new homes and buildings are developed above known flood levels

• Identify existing affected properties to target community education about flood impacts

• Understand the numbers of properties that may be impacted by flooding, which will assist in prioritising future drainage upgrades.

Let’s Live Well in BulleenLive Well in Bulleen is a new community strengthening project using a place based approach to improving local services and infrastructure.

Council is working closely with residents, local businesses, including those from Bulleen Plaza, government and community organisations, as part of the project to create better health outcomes for people in Bulleen.

Extensive research and community consultation in the local area has indicated a need for better access to services and more opportunities for social engagement in the Bulleen area.

The next phase of the project will implement new initiatives that draw on Bulleen’s strengths, such as its diverse community, natural open space and active retail and small business precincts.

Footpath upgrades in Wonga Park As part of our Principal Pedestrian Network, the footpath along the western side of Yarra Road in Wonga Park has undergone a $300,000 upgrade to improve pedestrian safety and access from Launders Avenue to Jumping Creek Road and beyond.

The upgrade included the installation of a pedestrian island on Yarra Road to improve safety for local residents and students and parents of Wonga Park Primary School who access the school crossing on Jumping Creek Road.
