    MALACAANG said Wednesday it will studythe proposals to declare a national day of mourn-ing for the late comedian Dolphy, who was bornRodolfo Vera Quizon.

    That will have to be discussed with the Presi-dent, deputy presidential spokeswoman AbigailValte said.

    Hes already aware of several proposals to thateffect. It will have to undergo discussion.

    Valte said President Benigno Aquino III alsointended to visit Dolphys wake to pay his lastrespects.

    The meetings, which were supposedto start early Wednesday but were laterheld in the afternoon, were marked byheated discussion among the Aseanmembers, particularly between thePhilippines and Vietnam on one side,and the countries allied with China in-cluding host Cambodia, on the other.

    Reports from Cambodia also indi-cated that the foreign ministers werearguing whether to include in the COCspecifics of the disputes between Chinaand the Philippines, and between Chinaand Vietnam.

    The discussion was actually a starkdefiance of an earlier statement fromChina, which warned the Asean nationsnot to discuss territorial disputes dur-

    ing security meetings.By making the warning, Beijing also

    rebuffed US Secretary of State HillaryClintons earlier wish to discuss the issueon the South China Sea (West PhilippinesSea), which she described as critical.

    The Asean meetings are not anappropriate venue for discussing theSouth China Sea, Chinas ForeignMinistry spokesman Liu Weimin said.

    China has insisted that when thetime is ripe, it will consider adoptinga code of conduct based on buildingmutual trust and deepening coopera-tion, but not one that settles the ter-ritorial disputes, which it wants todiscuss with the concerned countriesseparately.

    Even in times of crisis, whenthe pool of available skills islarge, businesses fail to find thetalent they need because of amismatch in skills supply and de-mand, Sstrietska-Lina said.

    In a special session Wednes-day, the justices voted to takeback the status quo ante order

    that they issued on Tuesday tostop the Labor Department andthe Land Transportation Fran-chising and Regulatory Boardfrom implementing a new salaryscheme pending the resolutionof the case. That would have al-lowed bus companies to contin-ue paying their drivers and con-ductors on a commission basis,an arrangement that the govern-ment blames for the high rate ofaccidents involving buses.

    Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specied in the Revised Implementing Rules andRegulations (R-IRR) of Republic Act (RA) 9184, otherwise known as the GovernmentProcurement Reform Act.Specically, the procedures laid down in Section 30.3 of theRevised IRR on TWO-STAGE BIDDING will govern for this purpose.

    The Court also asked the La-bor Department and the fran-chising board to answer thepetition against the new salaryscheme filed by the ProvincialBus Operators Association ofthe Philippines, Southern Lu-zon Bus Operators AssociationInc., Inter-city Bus OperatorsAssociation, and the City of SanJose Del Monte Bus OperatorsAssociation.

    In their petition filed July 4,the bus companies said the new

    salary scheme violated the Con-stitution by compelling them toabandon practices that had notbeen prohibited by law.

    They argued that such ar-rangements had been in placefor a long time. Aside from giv-ing bus drivers and conductorsfixed salaries not lower than theapplicable minimum wage rate,the new government regula-tion also tasked bus operatorsto provide them with 12 regu-lar holidays with pay, one restday a week, overtime pay, nightshift pay and 13-month pay.

    After leaving Sampaguita, hewas taken in by Geny Lopez toABS-CBN where he starred in

    Buhay Artista, which was madeinto a movie with Panchito, SusanRoces and Ronaldo Valdez underRVQ Productions. The companywould be producing many othermovies all starring Dolphy andvarious leading ladies.

    But it was in 1971 when hebecame more popular as JohnPuruntong in the sitcom John

    en Marsha on RPN Channel 9,which was being written and di-rected by Ading Fernando. Hewould have starred in more com-edy shows despite the decline ofthe genre on local TV, but his fail-ing health became a deterrent tohis comic proclivity.

    Dolphy moved to Manny V.Pangilinans TV5 and starred in

    Idol si Pidol and Pidols Wonder-land, but his failing health wouldmake him unavailable most of thetime. He was also in Father Jeje-mon in 2010 for the MetroManilaFilm Festival that won for him aBest Actor award.

    Dolphy was known to be a leg-endary lothario with a string of

    relationships. His known affairstotaled six, starting with EngraciaDominguez and ending with ZsaZsa Padilla. He also cohabited withactresses Alma Moreno and PilarPilapil. No, he never married anyof the women he got tangled with,

    but he had children with them ex-cept for Lotis Key, who now livesin the United States.

    For over 60 years he pos-sessed the biggest award thiscountry had to offer: the uncon-ditional love of the Filipino peo-ple, Key said.

    HOUSE Speaker Feliciano Belmonte Jr. on Wednesday urged theSenate to consider moving to Quezon City to enable both houses ofthe legislature to work better and easier.

    The Senate is too far and difficult to reach. By moving to Que-zon City we will finally be able to have the Senate and House of

    Representatives in a nearby location in the same city, Belmontetold reporters.Since the reopening of Congress in 1988, the House has made

    the Batasan Complex in Quezon City its home while the Senate in1988 leased the GSIS building at the reclamation center alongRoxas boulevard in Pasay City.

    When asked if the Senate could relocate inside the Batasancomplex, Belmonte said, the Senate needed another one. Alot of people come to them all the time, for meetings andso forth, so they will have to look for a bigger space, Bel-monted said.

    Belmonte suggested that the Senate look into the possibility ofsetting up its own complex in the University of the Philippines inDiliman.

    UP has 499 hectares. I am sure they can use the Commonwealtharea within UP, Belmonte said.

    The President alsoappointed Robert Martinezas commissioner of the CivilService Commission.

    Tang, the most seniorassistant Solicitor Generalprior to her appointment,replaced Francisco Villaruz Jr.

    She is also a part-timefaculty member at the SanBeda College of Law and atthe University of Sto. Tomas.

    Martinez, who replacedRasol Mitmug and, will havea term expiring on February 2,2018.

    Martinez served as deputyadministrator of the Subic BayMetropolitan Authority.

    A lawyer by profession,he also served as directorof the Department of Tradeand Industry and chiefof the human resourcesdevelopment division ofthe Center for InternationalTrade Expositions andMissions.

    He was an associate lawyerof the Ochoa, Alto andAssociates law office from1986 to 1989.

    SPEAKER Feliciano Belmonte Jr.on Wednesday said the House ofRepresentatives will push to amendobsolete economic provisions of theConstitution, despite the lukewarmresponse from the Palace and warningsthat doing so could open a Pandoras boxof wide-ranging political changes.

    When I talk about charter change,I am only talking of [changing] theeconomic provisions because it is notdifficult and complicated, Belmontetold reporters.

    The Palace, which has been cool to talkabout constitutional change, said it wouldbe open to amendments as long as they fitthe reform agenda of President BenignoAquino III.

    But Belmonte said Congress shouldntbe the only one pushing for constitutionalreforms.

    Constitutional change should not beowned by anybody. Nobody can say thisbelongs to us. It should be the property ofeverybody, nothing partisan, he said.

    Belmonte said he preferred to amend

    the Constitution through a constituentassembly, with the House and theSenate voting separately, rather than aconstitutional convention with electeddelegates.

    He added that sweeping politicalreforms were too complicated and thatthe amendments should focus only onobsolete and anachronistic economicprovisions of the Constitution to spurthe economy, encourage more foreigninvestments, and to make the countrymore competitive. Maricel Cruz

    THE Sandiganbayan on Wednesday im-posed a 90-day suspension order against

    Coast Guard Commandant Vice Adm.Edmund Tan on a graft case filed againsthim three years ago.

    Sandiganbayan 4th Division JusticesGregory Ong, Jose Hernandez, and MaCristina Cornejo signed the order.

    The case stemmed from the complaintfiled by businessman Reynaldo Chua in2009, when Tan was still a commodore andcommander of Southwestern Mindanao.

    In his complaint, Chua said Tan prevented his cargo vessel LCTKapitan from leaving the Pagadian Port in Zamboanga del Surwhere the complainants 3,500 tons of iron ore that time was be-ing transported. He said the delay cost him half a million pesos.

    Tan said he would file a motion for reconsideration.I am submitting today a motion for reconsideration to stop the

    implementation of the suspension. This is a classic example ofjustice delayed, justice denied, Tan said.

    He said the Sandiganbayan has no reason to suspend him or fa-vor the administrative case since the case has been dismissed inthe (Office of the) Ombudsman and the complainant has already

    issued an affidavit of desistance in 2011. Tan was suspended fornine months by the Office of the Ombudsman in May, 2011.Tan said he did not violate the anti-graft law because he was only

    performing his official duty for holding the departure of the vessel.He (Chua) realized that my action to hold the departure of a barge for

    having no anchors was done in the performance of my duty, he said.On the businessmans withdrawal of the case, Tan said the graft

    charges against him should be dismissed.The complainant himself even appeared in court last February

    Both sides also agreed thatthe future autonomous entitymust be given the power tocreate its own sources ofrevenue and to have a justshare in the revenues generatedthrough the exploration,development or utilization ofnatural resources.

    The political entity shall alsohave the powers over the Shariahjustice system.

    afflicting Cambodian children brought

    back days of anxiety when the Severe

    Acute Respiratory Syndrome and bird

    flu first claimed their victims in Asia.

    Nearly 70 children have died in

    Cambodia as a result of the previously

    unknown disease. International media

    reports have shown worried parents

    falling in line to get their children treated

    in hospitals.

    The disease, we now know, has been

    puzzling Cambodian doctors for at least

    four months even as it has only recently

    caught global attention.Now CNN reports that the World

    Health Organization, working with

    the Cambodian Ministry of Health,

    will make the announcement that the

    disease is caused by a combination

    of pathogens including enterovirus

    71, streptococcus suis and dengue,

    as well as the inappropriate use of

    steroids, which can suppress the

    immune system.

    The symptoms of the illness include

    severe fever, encephalitis and breathing

    difficulties. It affects its victims so fast

    that most of those infected die within

    a day or two of admission to hospital.

    Immediately before death, childrenexperience a total destruction of the

    alveola(e) in the lungs, a Cambodian

    doctor tells the network.

    That the health body is about to

    announce the conclusion of its study

    even as its website remained silent on

    the issue as of press time Wednesday

    should allay fears that the mysterious

    illness would spread to the rest of the

    country and the region.

    In the meantime, our Transportation

    and Communication officias say our

    airport terminals have the capability to

    screen incoming visitors from Cambodia

    who may be exhibiting symptoms of the

    disease. The Department of Health hasalso come up with an anti-virus plan.

    Indeed, Filipinos must not see this as

    an event that has occured in a remote

    country. Children anywhere in the world

    are always vulnerable to diseases both

    known and unknown. And while it is

    always ideal to consult a doctor when

    symptoms are first observed, it is not

    always possible.

    The release of the research findings

    should be communicated as soon and

    as effectively as possible. Hysteria

    only fuels helplessness. Mysteries are

    simply things we can not understand at

    present and mass anxietyand in some

    instances, discriminationis best curedby credible information .

    Cracking the mystery

    plane than any politician.Dolphy did endorse the occasional

    politician, even if he never soughtoffice for himself. But even thecountrys foremost comedian failed tomake his friend Fernando Poe Jr. and,later, Manuel Villar, win the presidency,failures that must have cemented his

    belief that mere popularity and popularendorsers were not enough to take acandidate all the way to Malacaang.

    The success in the political arena ofmany show business personalities witha lot less star power than Dolphy neverconvinced the comedian to take the

    plunge. This simply made Dolphy lessopportunistic than nearly all Filipino

    politicians, including his office-seekingcolleagues in showbiz, for whom

    popularity and winnability were moreimportant than any other value that they

    brought to the table when seeking office;it did not make him any less of a Filipinoor a patriot because he insisted that his

    job was to be funny.Dolphy, whose deadpan Everyman

    endeared him to generations ofFilipinos, simply refused to become

    a victim of the Peter Principle andbe promoted beyond his level ofcompetence. On the other hand,Aquino, to cite just one prominentexample, is a devout adherent of theFilipino politicians religion whosemain doctrine states that the ability towin is the most important prerequisitefor public office.

    Yes, no one will ever know, nowthat Dolphy is gone, if a comedianwould have made a better president

    than an opportunistic politician whoseonly claim to fame is his family name.But I have this sneaking suspicionthat, because of Dolphys innatelove for the common man (whosestruggles he portrayed so well as JohnPuruntong and Kevin Cosme) and hisreluctance to capitalize on his fameand popularity, he would have fared alot better as president.

    I would be really shocked, forexample, if Zsa Zsa Padilla or EricQuizon, surveying the hordes ofFilipinos paying Dolphy a final visit

    before he is buried, decide to run foroffice. Given the late comediansaversion to the common practice ofconverting showbiz popularity into

    votes, Dolphyslongtime partnerand his mostfamous son wouldnot be honoringhis memory if theydid somethingas obviouslyopportunistic asthat.

    And yet,the last time am u c h - a d m i r e d

    Filipino died,her countrymendecided that herson should beelected President

    in gratitude. And the son, instead ofhumbly refusing to take on a job that hemust have known he was unprepared,unfit and even uninterested to take on,given his own meager accomplishmentsand unfocused lifestyle up to that point,eagerly accepted the challenge.

    Noynoy Aquino never had anydoubt that he deserved to be electedPresident simply because his belovedmother Cory had died, even if Coryherself had never imagined that herson would ever go so far in politics. To

    Noynoy and his handlers, the death ofCory was not just a sad eventit wasalso a golden opportunity.

    Perhaps Dolphy, whose greatestsuccess was in making us laugh whiletugging at our heartstrings, fullyappreciated the power he had over thenation as its preeminent comedian. Butit is a tribute to Dolphys wisdom andhis love for his fellow Filipinos thathe refused to manipulate them intorewarding him with even more powerof the political kind.

    Some peopleand their familiesare just more decent, sensitive andproper than others. And that is why Iwould be really disappointed if somemember of the Quizon clan suddenlyran for office because Dolphy diedor even put up a Dolphy party-listorganization supposedly in the latecomedians honor.

    Maybe Dolphy would have made aterrible president, perhaps even worsethan Noynoy. But Im glad Dolphy

    kept us wondering, instead of simplygrabbing the opportunity when it

    presented itself and later confirming toall of us that he was simply not cut outfor the job.

    And that is why Dolphy is loved,because winning in politics is easy,if the conditions are right and the

    politician is ruthless enough. On theother hand, comedy and decency,in which Dolphy excelled, are trulyhard.

    Disappeared

    I ACCOMPANIED the wife and twochildren of missing lawyer Joe FranckZuniga to see Justice Secretary LeilaDe Lima last week. The purposeof the meeting was to solicit thesecretarys assistance in determining thewhereabouts of the missing lawyer, the

    fourth person to have disappeared thisyear. De Lima did not disappoint. In thesaid meeting, she announced that shewas creating an NBI Task Force to lookinto the case.

    According to the lawyers wife,Charito, Zuniga called her on June20, 2012 to say that he had a meetingat Oceanworld Subic. He has not

    been heard from nor seen since. Hiscar, a Honda Civic, was recoveredthe following day in a remote part ofZambales. According to sketchy policereports, the vehicle was driven to thespot where it was found by a manwho later boarded a second vehicle.Unfortunately, the witness who reportedthis failed to get a glimpse of the face ofthe driver.

    Thus far, the family and authoritiesare facing a blank wall. Charito and the

    children related how Zuniga recentlyreceived what they believe to be adeath threat. Apparently, intelligenceauthorities from Subic furnished thelawyer with a flyer bearing his picturetaken in a prayer rally in the vicinityof Central Methodist Church alongTaft and Kalaw, Manila. The leaflet

    bore the cellular phone numbers of themissing lawyer, his home address andthe amount of $10,000.00, which theyinterpreted as the price tag for the lifeof the lawyer.

    The family could think of no onein particular who would benefit fromthe disappearance of the lawyer. Itis of public knowledge though thatProtestants have been known to be veryvocal in the promotion of social justice,which is why many military operativeshave branded some church membersfrom both the United Church of Christof the Philippines and the Methodists ascommunists.

    A second theory has to do with anon-going strife between the break-awayMethodist church headed by Zuniga,AIM Philippines, or the PhilippineMethodist Church from its motherchurch, the United Methodist Church-which until today is supported by theMethodist church of the United States.The family told De Lima that Zunigahad been very critical of what he claimsto be issues of corruption within themainstream Methodist church whichled to the recent breakaway of Zunigasdenomination. I myself refuse to believethat a Christian could conspire against afellow Christian. But Secretary De Limawas correct in noting that this too wouldhave to be investigated by authorities.

    Zuniga is not the only victimof enforced disappearance whom Irepresent. Prior to his disappearance,three Muslim scholars bound forSomalia disappeared presumably at

    Naia Terminal 3 where their domestic

    flight from Zamboanga landed. Thethree never made it to their connectingflight at Terminal 1. The three simplydisappeared and their respectivefamilies only had the chance to claimtheir checked-in luggages one monthafter their disappearance. Like inZunigas case, there has since beenno lead on what happened to the threeMuslims. Recently I wrote a letter toSecretary Mar Roxas of the Departmentof Transportation and Communicationfor him to convene a conference at the

    airport for all heads of security forcesthen present at Naia 3 on the date andtime of the disappearance of threemen. I am confident that given thatthe immediate arrival area at the Naiais a secure and sterile area, we couldaccount for all security personnel whowere in the vicinity of the arrival gateof the flight taken by the three missingscholars. Meanwhile, I have receivedunconfirmed reports form sourceswithin the security sector that one of thethree missing may have already beenkilled.

    Its ironic that these disappearanceshappened at the heel of the countrysrecent universal peer review at theHuman Rights Council. Almost allcountries that quizzed De Lima on theAquino administrations human rightsrecord expressed concern that thegovernment is in breach of its obligationto promote and protect the right to lifeagainst both extralegal killings andenforced disappearances. The concernswere not that Aquino was behind these,

    but that this administration was notdischarging its obligations to investigate,

    prosecute and punish the perpetrators ofthese killings and disappearances.

    In fairness, I am sure that Aquinohimself has never condoned theseaffronts on the right to life. Unfortunately,

    part of wha t international law demandsof him is not just to publicly renounce

    these crimes, but also to punish theperpetrators thereof.

    While the numbers ofdisappearances has not been as large asin other countries such as Peru, thereis still reason for alarm. If Zuniga,a seasoned litigator, a respectedmember of the legal community inBataan, and a respected church leadercould disappear without a trace, whathappens now to normal mortals whenthey disappear?

    I shudder at the thought.

    breakfast, lunch and dinner. This

    is especially true now that the

    election season is drawing near.

    Politics, after all, is the art of the

    possible.

    There are already two coalitions

    in the making: the United Nationalist

    Alliance of Vice President Jejomar

    Binay, former President Joseph

    Estrada and Senate President Juan

    Ponce Enrile, and the administrationLiberal Partys coalition with

    Manny Villars Nacionalista Party

    and bossman Danding Cojuangcos

    Nationalist Peoples Coalition.

    It is natural

    to think next

    about probable

    c o m b i n a t i o n s

    for the 2016

    presidential and

    vice presidential

    c o n t e s t s .

    Since the Vice

    P r e s i d e n t

    has not been

    shy about his

    p r e s i d e n t i a lambitions for 2016, the question

    foremost in the minds of people is:

    Who will be his running mate?

    Given that the Vice President has

    already coalesced with Estrada, it

    is logical to conclude that Senate

    President Protempore Jinggoy

    Estrada could well be his running

    mate in 2016.

    By any reckoning, a Binay-

    Jinggoy team-up for 2016 is

    formidable. Binay showed he

    had middle-class and grassroots

    support when he won against

    President Aquinos running mate,

    now Transportation Secretary

    Manuel Roxas. Binay also enjoysthe support of the Aquino sisters.

    Jinggoy, on the other hand, has

    the mass support of his father.

    Recall that the elder Estrada could

    have been president if not for the

    Iglesia ni Cristos endorsement

    of President Aquino. Jinggoy has

    also been performing well in the

    Senate.

    On the other hand, there is talk

    that a Mar Roxas-Chiz Escudero

    tandem is in the making.

    But Roxas lost his chance to

    become president when he gave way

    to President Aquino in 2010. Thats

    when the curtains fell in him.

    And officials of the Liberal Partyknow only too well that Escudero

    campaigned for Aquino and Binay in

    2010.

    Earlier on, it was mentioned that

    Escudero, along with Senator Loren

    Legarda, might be joining UNA as

    well. Now that they have coalesced

    with the administration party, whatdoes it make of them? Political

    opportunists?

    UNA has, thus far, come out

    with some formidable names for its

    senatorial slate: Senator Gregorio

    Honasan, Jackie Ponce Enrile (son

    of Senate President Enrile), San

    Juan Rep. JV Ejercito (son of for mer

    President Estrada by San Juan Mayor

    Guia Gomez), former Senator Migz

    Zubiri, among others.

    That leaves the Liberal Party with

    only five or six slots, and this is why

    it is forming a coalition with the NP

    and the NPC.

    Ive been a journalist for more

    than 50 years but this is the first timeI have seen an administration hard

    put in forming its own slate.

    The administrations problem

    is that the

    o p p o s i t i o n

    being formed is

    formidable.

    While Binay,

    Estrada and

    Enrile claim

    to still support

    P r e s i d e n t

    Aquino, the fact

    that they have

    formed their

    own coalition isa sign that inevitably, they will have

    to part with the latter. This as as

    certain as the fact that night follows

    day.

    In our kind of politics, as in other

    countries, there must always be an

    opposition. Even the former Arroyo

    administration parties, Kampi and

    NUCD, will have no choice but to

    join the o pposi tion .

    Senate President Juan Ponce

    Enrile and Speaker Sonny Belmonte

    are now talking about charter

    change. They point out that the 1987

    Constitution restricts foreigners

    from having more than a 40-percentcontrol of business and industry.

    But plans to change the

    Constitution will not go far without

    the support of President Aquino,

    who unfortunately seems cool to the

    matter.

    It is difficult to comprehend

    why President Aquino doesnt want

    charter change. Why doesnt he want

    to amend a flawed Constitution?

    Just because it was made under his

    mother?

    He must be bull-headed and

    unreasonable not to realize that the

    40-percent restriction on foreign

    ownership has been a major factor

    why investments have not beencoming here as much as they have

    been coming to Thailand, Malaysia

    and Indonesia.

    Is he afraid that charter

    change would lead to a change in

    presidential terms and even the form

    of government?

    Curt Smith of Tears for Fears looksevery bit a man satisfied. There is not theslightest trace of the rock star trappingsthat yoked many a lesser musician. Onlya handful of individuals in the pop worldcan ever claim such independenceVan Morrison and Leonard Cohen,among others, come to mindwhereall musical concerns are subsumedunder more domestic circumstances.In Curts case, it is fatherhood and allits attendant emotions. Checking hismodest website and twitter posts one ischarmed by his earnest interaction withhis respectful fans, the photographson the road and that of his family heregularly shares. Curt is comfortablewith his own candor. No, it is not at all

    the predigested narcissistic sort foundin the John Mayers or Kim Kardashians(but then she has nothing to do withmusic) of the world.

    Meeting Curt for the first time atthe TEDx Hollywood event on June 5,2005, I endeavored to listen to his post-Manila May 2, 2010 concert thoughtsfirsthand. Arlene Wszalek, his graciousand amiable personal managerwhomI met through Curts official websiteserved as our point of contact. I emailedher a series of questions that Curt sogenerously responded. Here they are:

    How was your Asian tour? Wherewas the band received most warmly?

    The Asian tour went great, it wasnice to visit a few places we had neverbeen before and see some fresh faces.The warmest reception without doubt

    was Manila which was just crazy!How does it feel to have 20,000-plusfans in Manila sing along with whatseems to be TFFs entire set? Up towhat extent will screaming or singingbe tolerable for you before it becomesa distraction to the band, or its all just

    perfectly fine? Did you really officiallypeak in Manila?

    It was quite amazing, althoughduring the set I didnt hear the audiencethat much as I have ear monitors inwhich is probably a good thing. I tookthem out between songs to get a sense ofthe audience and it was quite moving. Ithink we emotionally peaked in Manila

    Would you say that TFFs progressionfrom its synth-pop beginnings to a moreorganic and inclusive sound was natural?The Way You Are still sounds as fresh andseems, perhaps, the summit of TFFs

    synth-pop powers. What prompted theband to move in that direction ofSongs

    from the Big Chair and who initiatedit? Was the momentum already theremidway between it and The Hurting?

    I think we were aware of the limitationsof synth-pop and felt the need to

    progress after The Hurting. As much aswe love the album, in retrospect it comesover a little insular. We were growing upand felt the need to be more outgoing anddirect on Songs From the Big Chair.

    When you have to play an old tunenight after night, do you have a personalzone to make it sound as good as the firsttime or, at least, bearable (even if yourenot singing it)? How do find that happymean that unifies past and present?

    We tend to adapt with the times andcome up with a version that we can relate

    to now. For instance Shout begins alot more low key than the original aswere not that angry anymore. There arehowever songs that we havent touchedas they just belong in their original

    form, Everybody Wants To Rule TheWorld being a prime example.

    Is there any TFF tune or, anything,in your solo catalog that you wont dareplay these days?

    There are too many to name. The keyis that we have to still relate to a song tomake it believable live.

    Do you think your tunes could havebeen done any differently?

    They were and we changed themuntil we were happy with the direction.There are a thousand ways to record asong but in the end you have to go bywhat feels right.

    What would you constitute as awrap or thats enough in the studio,whereby anything beyond would just be

    just diminishing returns?When were going around in circles

    for more than a few days I know its timeto completely stop or reevaluate at alater time.

    How do you go about this as a soloartist?

    Same rules really. Some things neverchange!

    Would you sacrifice studioperfection for immediacy? Could youcite an instance?

    There are many times when Ivefound a track too perfect, too in timeor just too organized that it leaves me

    feeling a little cold. On those occasions Iwill spend time going back to basics and

    roughing it up to sound more emotionaland human.

    Where are Ian Stanley and MannyElias now? Are you still in touch?

    I believe Ian lives in Ireland andManny is in England but we dont keepin touch.

    Its hard to imagine Sowing theSeeds of Love played by a small crew,any more than it is for All You Need is

    Love. How would that full orchestralcomplement for Sowing at the Nightat the Prom 2006 in Antwerp stand asan approximation of the songs grandvision (if it ever existed)?

    I would say that the NOTP version isas close as well get to the record live,

    although we did perform it once withDavid Foster leading the orchestra atan Andre Agassi benefit that may havebeen better. It would be great to do awhole show of our music with orchestra.

    In Songs from the Big Chair, it wasso sad they had to fade it; in Sowingthe Seeds of Love, it was the boys backin 628 where the ear to the wall was atwist of fate anything of that sortof sendup consigned to posterity in

    Everybody Loves a Happy Ending?I dont believe so, although we were

    conscious of the fact that every albumweve released has had a song withthe word world in ithence SecretWorld.

    Whats your favorite tune in thealbum?

    Strangely enoughSecret World

    Domesticity seems to have breathednew life to your craft. The satisfactionis palpable in your music. You seem toenjoy being a father to wonderful kids.How has fatherhood changed youroutlook on music, life, and spirituality?

    Immeasurably would be the answerto that. Its changed my whole outlook,

    particularly towards whats reallyimportant and whats not. Theres a saying

    dont sweat the small stuffwhen youhave childreneverything else is the smallstuff. I record and play live because I wantto but I feel no pressure because I havesomething more valuable at home.

    You seem to be an enthusiastic adopterof social networking technologies. Ialso noticed how you tweet regularly.

    Where would the public side ofyou end and the private side begin in apervasive technology?

    As far as my personality goes I dontreally have a private side, I am what Iam. As far as personal privacy goes Ihave a gate

    How has it affected your music?Have you formed any musical allianceswith anybody youve met through yourwebsite?

    Ive done two tracks so far withpeople Ive met thru social media.One with the cellist Zoe Keating and

    one with Melissa R. Kaplan who has aband called Universal Hall Pass. Bothhave been eye opening and have turnedout great, so for my solo work Imcontinuing on recording a project basedaround Social Media.

    Would you have any plans, if not ofthe supersize sort, to just put out a CDof collaborations with other artists?

    As mentioned, its what Im in themiddle of with various artists right now.

    What led you to the CreativeCommons? How do you assess itsfuture?

    My manager told me about CreativeCommons initially and it just made sense.

    A way to copyright your music whilstsetting the parameters of how other

    people are able to use it in a simple formwithout lawyerswhats not to love? As

    more people become aware of it I believemore people will use it.Ive also read that youve recently

    been naturalized.Would you say the British reserve

    has already given way to Americancircumstance?

    Im certainly a lot more open than Iwas in the UK and less worried aboutembracing new things. Although Iwould probably put that down to myten years in New York rather than anoverall American thing.

    Have you experienced anything herethat made you feel quite American or,conversely, quite British?

    I still feel British at heart eventhough I have no intention of movingback. Theres certainly a British senseof humor than can be lost in the US.When Im in the UK and hear my kids

    speak I feel very confused!Have you ever experienced a Spinal

    Tap moment, either with TFF or solo,worthy of a Derek Smalls? Or doesyour amp just go up to 11?

    Yes, I once had a record companypublicist utter the words wheresmy photographer and she hadntseen Spinal Tap. I also complained ofthe meat not fitting the bread on theSowing The Seeds Of Love videoshoot and someone actually went offand trimmed it to fit.

    What would be fitting soundtrack/sto your life TFF or otherwise? Whatson your iPod now?

    It seems obv ious that all my music,with TFF and solo, would be thesoundtrack to my life. Currently Imlistening to Carina Round on my iPod.

    How do the next 5 years look forTFF and your personal efforts? Is theband working on a new album?

    Who knows? Theres a saying manplans and God laughs. All I know isthat Im touring this year with TFF,doing solo recordings and shows inbetween, and starting a web show calledStripped Down Liveits enough tokeep me busy for now.

    The Higgs boson

    THE announcement by Geneva-basedCERN (European Organization forNuclear Research) last July 4 aboutits latest accomplishment in its searchfor the elusive Higgs boson spawnedsearches and queries on what exactlythis thing is.

    Also called the God particlebecause physicists theorized that theuniverse would not exist without it, theHiggs boson is a proposed elementaryparticle in the Standard Model ofparticle physics.

    A particle is, according toWikipedia, a small localized objectto which can be ascribed severalphysical properties such as volume ormass, while particle physics studiesthe existence and interactions of

    particles that are the constituents of

    what is usually referred to as matteror radiation. Elementary particlesare the basic building blocks ofthe universe from which all otherparticles are made.

    CERN itself is cautious in thewording of its announcement, sayingon its Web site that its ATLASand CMS experiments see strongindications for the presence of a newparticle which could be the Higgsboson.

    The experiments found hints ofthe new particle by analyzing trillionsof proton-proton collisions from theLarge Hadron Collider (LHC) in 2011and 2012.

    The Standard Model of physicspredicted that a Higgs boson woulddecay into different particleswhichthe LHC experiments then detect.The experiments gave a 5 sigma levelof significance, which is counted as adiscovery in terms of certainty.

    The Higgs boson is named after

    British theoretical physicist Peter

    Higgs who with five others postulatedits existence in 1964. If it and itsassociated Higgs field existed, thetheory goes, it would explain whysome elementary particles have mass,also giving an insight into how mattercame into being. In other words, itgives other particles mass.

    And as we know from elementaryscience, all thingsliving and non-living are made of matter.

    Knowing whether the Higgsboson exists or not helps scientistsgain a better understanding of theorigin of the universewhichcould lead to more technologicaladvancements that could benefithumankind. Warp drive, anyone?Terraforming? The conquest andoccupation of space?

    On the Internet theres a world mapdated 10 July 2012 of countries whosescientists work for, collaborate with, orhave linkages to CERN and its projects.This map presents the Philippines asone of 19 countries with which CERNhas scientific contacts.

    Perhaps, eventually, given moreemphasis on the development andpromotion of science in the country,we might even join the roster of 20member states of CERN and directlyparticipate in its groundbreakingprojects.

    Its an exciting time to be alive, towitness the expansion and advancementof human knowledge in fashions thatwere only dreamt of before in sciencefiction, now coming to pass as reality.

    This reality is somethingreconcilable with our mindsets.

    Adapting to scientific changes is

    a phenomenon we are used toinjust a few short decades, we haveseen the birth of the portable musicplayer, mobile telephone, and laptopcomputer, gadgets once only seen onStar Trek and other SF shows but thatwe have absorbed into our daily liveswith surprising ease.

    Not everyone was optimistic aboutfinding the Higgs boson. PhysicistStephen Hawking lost a $100 bet withMichigan Universitys Gordon Kane,having insisted that the particle wouldnot be found.

    According to The Economist, ittook five decades, billions of dollars,and millions of man-hours to findthe Higgs boson; all worth it in thequest for knowledge for knowledgessake.

    CUSTOMS Commissioner RuffyBiazon ordered a review of the ac-creditation of 14,000 registered im-porters to determine their legitimacyafter 20 of them were found to befictitious and their registrations weresuspended.

    Biazon ordered lawyer RheaGregorio, head of the bureaus In-terim Customs Accreditation Reg-istration, to form a team and con-duct the review.

    The review of accreditation iscontinuous. We just want to know

    the capacity and the company pro-file to verify the authenticity of theimporters, said Gregorio. Werenot singling out any particular trader.Were doing it at random.

    Three of the suspended import-ers were meat and chicken importersidentified as Batoy Trading, Red HotTrading and Sacrecoure Commer-cial. Batoy Trading belonged to top10 importers of fats, offal, skin orrind and other meat products.

    Gregorio, however, declined togive the names of the other compa-nies that were suspended becausethey had not received Biazons per-

    mission to do so, but she said someof the importers were suspended fornot complying with requirementswhile orthers failed to submit theirprevious importations to an audit.

    She explained that aside fromcleansing the list of importers, the

    bureau also intensified its Post EntryAudit Group to recover unliquidatedduties and taxes of previous impor-tations for its revenue collectiondrive.

    If the bureau discovers fraud, itmay impose up to eight times themaximum penalty on the importer inaddition to the disputed amount.

    The Ofce of the President[OP], through the General Appropriation Act [GAA] FY 2012 intends to applythe sum of Three Million One Hundred Ten Pesos (Php 3,110,000.00) being the Approved Budgetfor the Contract (ABC) to payments under the contract for the Procurement of Consulting Services fortheStructural Investigation and Detailed Engineering for the Repair and Strengthening/Retrotting of theMabiniHallBuilding in Malacaang.Bids received in excess of the ABC shall be automatically rejected at theopening of the nancial proposals.

    The OP-BAC now calls for the submission of eligibility documents for Consulting Services for theStructural Investigation and Detailed Engineering for the Repair and Strengthening/Retrotting of theMabiniHallBuilding in Malacaang. Interested consultants must submit their eligibility documents onor before 10:00AM,July 19, 2012, Thursday at the OP-BAC Secretariat Ofce,RM 118 Ground FloorMezzanine, Mabini Hall Building, J.P. Laurel St., San Miguel, Malacaang, Manila.

    Late submission of Eligibility Documents shall not be accepted. The opening of Eligibility Documents will beheld on the same day at 1PM, July 19, 2012, Thursday at the Executive Secretaries Hall and Gallery, 4th/FMabini Hall Bldg., Malacanang, Manila.

    Applications for eligibility will be evaluated based on a non-discretionary pass/fail criterion. EligibilityDocuments will be available starting on July 11, 2012 to July 19, 2012 from 8:00AM to 12:00N and 1:00PMto 5:00PM, Monday to Friday.

    The OP-BAC shall draw up the short list of consultants from those who have submitted Expressions ofInterest and other required documents, and have been determined as eligible in accordance with theprovisions of Republic Act 9184 (RA 9184), otherwise known as the Government Procurement ReformAct, and its Revised Implementing Rules and Regulations (IRR). The short list shall consist of three (3)prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing areas follows:

    Current workload relative to job capacity 25.0 %

    Applicable experiences of Consult ing Organization (past 10 years) 35.0 %

    Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/failcriterion as specied in the RIRR of RA 9184.

    Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixtypercent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

    The OP-BAC shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) procedure where thenancial and technical proposals are given the corresponding weights:

    Financial Proposal _____________ 25.0%Technical Proposal _____________75.0%

    The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

    The contract shall be completed within one hundred fty (150) calendar days.

    The Ofce of the President-Bids and Awards Committee reserves the right to accept or reject any bid, toannul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurringany liability to the affected bidder or bidders.
