Completion of Manifest Form

Complete the CTL form w/in 14 days of the initial tire transaction.

Make sure all information has been provided on the CTL form prior to sealing the form for mailing.

Drop CTL form in the local mail box or post office, no postage is necessary.

Manifest Collection/Preparation Process CTLs have pre-printed mailing

address to Post Office Box 1259, Sacramento, CA 95812.

More than 267,000 CTL receipts were received in 2009. 183,000+ original (white copy) CTL

forms CalRecycle receives less than 10-20

damaged CTLs/month from USPS. To date, CalRecycle has received

only 1 accusation that CTLs have been lost by USPS.

Manifest Collection/Preparation Process Once collected, BMI Imaging picks

up the CTL forms on a daily basis (M-F) and transports these documents to their scanning facility in North Natomas. Great care is taken to ensure that no CTLs are misplaced or lost during the transit.

CTLs are opened and prepared for scanning (staples, tape, or any other foreign objects are removed from the CTL form).

Manifest Scanning Process

CTLs scanned into BMI Scanners (equipped with 3D ultrasonic multi-feed detection sensors which trigger an error and cause the machine to stop if more than one piece of paper enters the scanner at the same

time. Scanners are calibrated twice daily). Multi-Feeds rarely occur - the

operator reviews the physical documents and the scanned images for continuity by checking the unique physical imprint on the page generated at the time of scanning. After review, the scanner operator performs any necessary re-scans of the documents.

Manifest Data Entry Process

CTL images transmitted electronically to BMI’s site in Sunnyvale, CA for the data entry. To verify transmission, an electronic count

is made on the scanned images sent to Sunnyvale to ensure all records are electronically transferred.

BMI reviews the scanned images and then performs “Double Key” entry of the CTL image and validates the data.

Manifest Data Loaded into WTMS

Once a week, BMI Imaging uploads batches of CTLs. Automated modules extract the data and load it into WTMS.

The average time between BMI Imaging picking up forms at USPS to when the validated data is loaded into WTMS is two weeks.

Quality Control/Quality Assurance

To ensure Quality Control and Quality Assurance, the hauler can access WTMS through CalRecycle’s Web Portal Entry. Hauler requests Web Portal access by

letter with their E-mail address. CalRecycle electronic invitation is sent

to hauler. Hauler can access WTMS by creating

an account and logging into “My Tire Program” to see their information which is available for viewing 24/7.

Options for Improvement

To ensure that your CTLs have been processed and the information has been correctly inputted into WTMS; YOU can do the following: Mail the CTL form as soon as it has

been completed and reviewed for errors/omissions.

Obtain Web Portal access to determine if your CTLs have been received by CalRecycle.

Submit CTL information via Web Based EDT or Batch EDT for immediate confirmation of receipt by CalRecycle.

Options for Improvement

CalRecycle is committed to improving WTMS by: Working in concert with Information

Management Branch staff to review protocols for data management and security on a regular basis.

Continuing to promptly process both mailed and electronically delivered CTLs on a timely basis.
