A report must be filed if the following conditions exist:

Reasonable cause to suspect:

1. The parents are aware or should have been aware of the illegal absenteeism.

2. Parents contributed to the problem or are failing to take steps to effectively address the problem.

3. Evidence or risk of educational impairment/harm to the child

Before reporting educational neglect:

Schools should make every effort to identify and document the reasons for student absences.

The procedures outlined in A-210, including thorough investigation of the circumstances surrounding the absence, must be followed by DOE officials before making a referral for educational neglect. (CR-A750 E.5)
