    In April of 2007, EPA and four national groups signed the Green Infrastructure Statement of Intent to promote green infrastructure as a reliable and viable method for managing wet weather. Since then, 67 national, regional and local organizations haveendorsed a Stakeholder Statement of Support for Green Infra

    structure as a commitment to implement this cost effective and often environmentally preferable approach to wet weather management. Engagement and assistance from these partners is necessary to gain broad-spectrum acceptance for these practices and remove barriers and regulatory roadblocks. We invite local and state governments, environmental groups, development groups, and other entities to join us in our efforts to mainstream the use of green infrastructure practices.     In early September, EPA Region 5 held a one-day workshop onGreen Infrastructure for CSO Control for a large audience of localpublic works officials, government representatives, and environmental organizations. Speakers from the District of Columbia,New York City, and Kansas City, Missouri shared informationabout models and estimations for how to include green infrastructure in CSO areas. Other topics included benefits, operation& maintenance, performance standards and design elements, local codes and ordinances, and incentives to support green infrastructure.     Research & Development

    Temple University-Ambler Campus established the Center for Sus

    tainable Communitiesin July 2000 to develop and promote newapproaches to protect and preserve quality of life through sustainable development. The Center has worked on various watermanagement projects, including a recent effort to revitalize theflood-prone Fort Washington Office Park into a Sustainable OfficePark. The office park site, developed in 1953, was originallymarshland and is crossed by four creeks. The Center lead a twoyear study to: evaluate the flooding and transportation problemsat the office park; recommend solutions to mitigate flooding, enhance accessibility, and revitalize the office park; and, preparea Development Implementation Plan with short-term and long-term recommendations. In addition to removing some of the

    buildings, the draft report suggests improving office park conditions by restoring unnecessary parking lots to a more naturalstate and by installing green roofs, porous paving, rain gardens,bioretention swales and basins, and underground cisterns thatcapture and manage the majority of the stormwater on-site.The Center also teamed up with the Villanova Urban StormwaterPartnership to form the Temple-Villanova Sustainable StormwaterInitiative, which works to advance the practice of stormwatermanagement through cross-disciplinary research and outreach.

    Three universities, Cornell University, University of California at

    Davis, and Virginia Tech partnered to research the benefits of using structural soil under pavements. The results of their experiment found that a 24-inch deep bed ofCU-Structural Soil withapproximately 30% porosity holds about a 5-inch rain event. CU-Structural Soil is a patented two-part system comprised of a rigidstone lattice meeting engineering requirements for a load-bearing soil, along with a quantity of soil to meet tree requirements for root growth. The lattice of load-bearing stones providesstability as well as interconnected voids for root penetration, air,and water movement.
