Service Hospital

History

1958: A separate outdoor clinic formed for government employees, a satellite clinic of

Mayo Hospital.

1960: Clinic named as Wahdat Hospital. Subsequently renamed as Services Hospital.

1977: Services Hospital becomes the teaching hospital for the newly formed Allama

Iqbal Medical College(AIMC).

1995: Teaching hospital for Postgraduate Medical Institute(PGMI).

1999: Declared as autonomous. A management board was setup to look after the

affairs.

2002: Services Hospital declared as the teaching hospital for the newly formed Services

Institute of Medical Sciences(SIMS).

Brief history

In 1958, a separate outpatient department of Mayo Hospital, Lahore was setup for the use of

government employees. In 1960, this was converted into 55-bedded and name as Wahdat

Hospital; it had medical and surgical facilities, together with laboratory and X-Rays unit. It was

later renamed “Services Hospital

In 1977, the bed strength was increased to 192(50% for the general public) and it became the

teaching hospital of Allam Iqbal Medical College, (AMIC). In 1986, various additional buildings

were constructed and the bed strength was raised to 904.In 1995, AIMC moved to its new

campus, attached to Jinnah Hospital. Services Hospital then became attached to the

Postgraduate Medical Institute, (PGMI), with increased bed strength of 1096.Services Hospital

Lahore was declared as "Autonomous Institution" in 1999. Most recently PGMI has become

attached to the Lahore General Hospital; it will be shifted to the premises of LGH on completion

of its building.

The Emergency and Trauma Centre was setup in 2002 and is now being upgraded and

modernized under the Chief Minister's initiative of "Strengthening of Emergency Medical

Services" (SEMS). This scheme has been approved by the Board of Management, at a total

cost of Rs. 80 million. Construction work is being carried out by the Communication and Works

Department. Equipment worth Rs. 9.9 million is also being purchased under SEMS. As per

Chief Minister's initiative, the emergency staff is receiving an additional allowance equivalent to

50% of their basic pay. In addition, all patients attending the Emergency and Trauma Centre

are getting medicines free of cost. In order to make the emergency department fully functional,

a comprehensive ATLS training program of undergraduate MBBS and nursing student is being

In addition, Staff working in the emergency department is being trained on regular basis to

handle emergency patients and disaster victims. Diagnostic facilities at Services Hospital are

being further improved by purchasing a "Periscan PIM II Laser Doppler Imager" and a "Whole

Body Multi (16 slices) Computerized Tomography System (CT Scanner)". It is planned to create

fully equipped "Vitro-retinal Surgery Unit" and Endocrinology equipment in various department

of Services Hospital Lahore, has been approved at a total cost of Rs. 205 million. This will

ensure that every department of the hospital has most modern equipment, So that all health

delivery services can function efficiently. Another ADP scheme, "Construction of Waiting Area

for MOT, ophthalmology Day care centre and extension Medical Block in Services Hospital

Lahore" was also approved during 2004-2005, at a cost of Rs. 20.03 million, and construction

under this Scheme is in progress; a day care centre for ophthalmology patients will be set up

and a waiting area for patient's attendants will be created.

In 2003 , the Government of Punjab has established a unique, self financing Services Institute

of Medical Sciences (SIMS) for undergraduate medical students and attached to services

Hospital. It is planned to construct SIMS hostels and residences for the hospital-related staff on

the premises of PGMI and the main SIMS campus within Services Hospital itself SIMS, which

has been provisionally recognized by Pakistan Medical and Dental Council, had been

functioning on the campus of the Postgraduate Medical Institute using he faculty of PGMI.

According to the requirement of Pakistan Medical Dental Council, Board of Management,

SIMS / Services Hospital , has created posts for teaching and allied staff, authenticated by

Finance Department. The 6-Birdwood Road premises have been handed over to SIMS and now

we have got our own premises and faculty to teach our students. Teaching posts have been

filled with teachers and Professors of the highest rank and contractual recruitment of Assistant

Professors of the disciplines is under way. Supporting Staff have also been recruited on

contractual basis. As a result, Services Hospital is now functioning at par with any other

teaching institution. The Health Department of the Government of Punjab has appointed a

Project Director for SIMS and approved its Project Implementation Unit (PIU). PC-i of SIMS has

been approved by planning and Development Department and Construction work is likely to

start in the near future. After completion of College building and provision of most modern

equipment SIMS will be comparable with any national or international teaching institution.

Profile of leader;

Faisal Masud

Faisal Masud(born October 16, 1954) is the current Principal Chief Executive of Services

Hospital/ Services Institute of Medical Sciences in Lahore, Pakistan. His appointment as

principal was controversial as many more senior professors were overlooked.

He became a Member of Royal College of Physicians, Edinburgh, Glasgow and London in 1982

and a Fellow of Royal College of Physicians, Edinburgh in 1998. His area of interest is

endocrinology.

Masud has 24 years of teaching experience. During his teaching career he has taught at King

Edward Medical College, Lahore, Post Graduate Medical Institute, Lahore and Services Institute

of Medical Sciences, Lahore. He has the unique honor of direct selection to the posts of

Assistant Professor, Associate Professor and then Professor by the Punjab Public Service

Commission.

As a research scholar, Dr. Faisal Masud has 18 research publications to his credit. He has

participated in numerous International Conferences, Seminars and Workshops.

Masud has also proved his administrative skills as Principal Executive Officer of Services

Hospital.

S.I.M.S. was recognized by the iMed. In 2008 as soon as its first batch passed out.

The S.I.M.S. journal "THE ESCULAPIO" is one of a kind in the quality of medical research it

boasts off and has received great international acclaim.

The students also have an yearly magazine that comes out by the name of the "SIMSONIAN".

The new college building, a state of the art building on which more than 100 million rupees have

already been invested, will be open by 15th December 2009.

S.I.M.S. students are considered the best medical students in Pakistan.

The First Prof. Part 1 result declared on 15th December 2009 affirmed S.I.M.S. as the best

medical college in punjab, the college showing an unprecedented 96 percent result.!!

As the SIMS had been accommodated on the PGMI's Birdwood Road campus and given a

maximum space for its offices as well, the board observed that the PGMI was now facing

scarcity of space even for its offices. It demanded that the government should hand over at least

two rooms in the administrative block back to the PGMI.

Talking to Dawn, a board member said it was perturbed over the en masse transfer of faculty.

The board wanted that this premier institution should stay for imparting postgraduate medical

education.

He said the board had called for immediate posting of required teaching staff at the PGMI or

approval to appoint teaching staff through special selection board.

It also called for the provision of sufficient budget for the research and laboratory facilities,

besides upgrade of its library. The board agreed that it would prepare a PC-1 for the

construction of the PGMI's new building on a 20-kanal tract on the LGH campus. The PC-1 will

also include equipment and personnel requirements of the institution.

Jinnah Hospital

Jinnah is the second largest teaching hospital in the Pakistani province of Punjab spread over

105 acres (0.42 km2) and with 1100 beds. It is the first autonomous hospital that has been

properly built according to a premeditated design with three main areas. First there is a

residential area for doctors, students and for the first time a rest area by the name of "Sarai"

where the relatives of the patients can find temporary lodgings. The Affiliated medical college is

Allama Iqbal Medical College.

Jinnah Hospital is recognized by Pakistan Medical and Dental Council (PMDC) for house job

and specialist training and by College of Physicians and Surgeons of Pakistan (CPSP) for Post

Graduate Studies (FCPS). Most of the training programs are also recognized in United Kingdom

and Ireland by Royal College of Physicians , Royal College of Surgeons and Royal College of

Obstetrics and Gynecology .

Jinnah Hospital is where all major or minor accident cases from the Motorway are brought for

immediate management being the best Level I trauma center of Lahore. A majority of patients at

Jinnah come from the surrounding poor suburbs like Bhai Pheru, Pattoki, Raiwind and all the

near villages. Jinnah also caters to the southern localities of Lahore as well as southern Punjab.

Jinnah is a teaching hospital as well. With 1416 students studying to be doctors at Allama Iqbal

Medical College and learning practical procedures at Jinnah, over 7,000 doctors have

graduated from here over the last ten years.

It has a team of 65 consultant physicians and surgeons which are among the top ranking

professionals in the country. It has all departments like Ob/Gyn, Ophthalmology, Orthopedics,

Laboratory and General Surgery. What make Jinnah stand out among the other public hospitals

is additional departments like Oncology, Radiology, Plastic Surgery, Dermatology, Urology,

Neurosurgery.

Jinnah Hospital's services in terms of equipment also make it shine. Complete pathology tests

and scans including x-rays, ultrasound, mammography and CT scan are performed here. There

are certain services, machines and equipment which, although easily available in the private

sector are too expensive to purchase or maintain in the public sector. Jinnah Hospital has an

edge over the other public hospitals in having certain machinery like a Radiotherapy Machine

(Cobalt 60) which is functional in Jinnah Hospital.

An average of 550,000 patients visit the Out-Patient and Emergency Department every year,

where 70% of the treatment is given completely free. Every year more than 1,500,000 tests are

carried out in Pathology Laboratory. During year 2004, the Accident and Emergency department

has treated 134,477 patients, which were not charged even a single penny for admission, tests

INTRODUCTION:

Named after founder of Pakistan Quai-e-Azam Mohammad Ali Jinnah, 1100 bedded Jinnah

hospital Lahore become operational in the year 1994, initially by providing outdoor facilities only.

The hospital was formally inaugurated on February 2nd, 1996 by the Prime Minister of Pakistan

and then started the new era of quality health care delivery in the south western region of the

metropolitan. In the beginning, health care facilities was confined to limited specialties but with

the passage of time, more specialties and departments were added and now, the Jinnah

Hospital is providing quality health care services in almost all the specialties of medicine,

surgery and allied health sciences. In the year 2005 with the inauguration of new 100 bedded

Accident & Emergency Department, Jinnah Hospital was officially notified by the government as

1250 bedded teaching hospital.

Now Jinnah Hospital, Lahore is a tertiary care teaching hospital attached to Allama Iqbal

Medical College. It is a 1250 bedded hospital comprising of 30 Departments of different

specialties. It has been acknowledged and rated as the leading institution of Punjab in

recognition of its excellent services, cleanliness and development works.

The performance of this hospital can be gauged from the fact that the total number of patients in

year 2003 was 500,000 and it has increased to 700,000 patients in year 2007. Hence, there is

an increase of 200,000 patients indicating the faith of general public in the services of this

institution.

Regarding the Accident & Emergency Department, it is a 100 bedded department with 50 beds

in Surgical Emergency and 50 beds in Medical Emergency. The Accident & Emergency

Department was strengthened in year 2005 under “SEMS” program. A total number of

approximately 300,000 patients were treated in Accident & Emergency Department during the

year 2007. Moreover, the consultants of on call units of Medical, Surgical, Orthopaedics,

Jinnah Hospital - Services Provided

Since its time of inception, Jinnah Hospital has maintained its repute of being one of the most

advanced health care centers in the Government sector. The Jinnah Hospital provides tertiary

health care facilities to patients from all over the country and from all factions of the society.

Most of the out of city patients belong to central and southern Punjab. All the road traffic

accidents from the M2 motorway are referred here. Because of its strategic location, it is the

hospital of choice for most of the newly developed colonies of Lahore covering Allama Iqbal

Town, Canal View, Faisal Town, Garden Town, Township and many other areas of the city.

According to the folklore, Jinnah Hospital is the most neat and clean hospital in the Government

sector.

As most of the patients are of low socio-economic status, the hospital has a wide infrastructure

for catering to the needs of the poor. The hospital receives generous amounts of donations

each year, allowing free treatment and investigations for many poor patients.  There are two

areas for the initial checkup points of the patients: the Outpatients department and the

Emergency department.

DEPARTMENT OF ACCIDENT & EMERGENCY

As soon as you enter the hospital, you will find the emergency department nosing out at the

front. It provides free treatment to an ever-increasing number of people. In year 2004 alone,

almost over 175,000 patients were provided case and relief in this department. There are four

emergency departments actively working 24 hours a day. These are Medicine, Surgery with

Orthopedics and Trauma, Pediatrics and Gynecology. The number of patient turnout in medical

emergency on a full sunny routine day is around 100. This value is around 80 in Surgical and 50

in the Gynae & Obs. Emergencies.

There are units on call which include Cardiology, Otolaryngology (ENT), Intensive Care Unit,

Ophthalmology, Plastic Surgery and Urology. There are emergency operation theatres actively

managing surgical, orthopedic and gynecological emergencies. Recently upgraded with new

expensive medicines for emergency patients, the fully air-conditioned emergency floor provides

lots of medicines not available to any other public sector hospital. Streptokinase injections,

Octreotide injections, Novapressin injections, Naloxone injections and Activated Charcoal are

the most expensive medical items to count a few while orthopedic implants that cost Rupees

5000 each are available for orthopedic emergencies. Such provisions standardize the

management of Acute Variceal Bleeding of Hepatitis C patients, patients of poisoning especially

organo-phosphorus poisoning, Myocardial Infarction (Heart Attack), fracture cases and care of

the terminally ill. Available for all and sundry, this equipment shows that medical science has

grown bolder and more successful than ever.

There is a busy blood bank working 24 hours a day. It provides free blood donation services to

emergency patients on non-donor basis. Working on a give-and-take basis, the blood bank has

minimized the chances of getting blood from potential drug abusers.

Investigations form a backbone in modern medicine. There are free investigations services for

emergency department. The blood and urine investigations, Electrocardiography, X-Rays and

Ultrasonography services are completely free. The CT scan facility is also available in the hospital & for

cases of head injury presented in emergency this investigation is provided free of cost.

Out Patient Department

The Outpatients department provides services for checking patients for follow-ups & common

and complex ailments. In year 2004, almost over 350,000 patients were catered in OPD. With a

nominal amount of Rupees 10, a patient can consult internationally reputed consultants. There

are more than 150 competent consultants available in this department. The medical, surgical

and gynecological outpatient departments are the busiest with over 200 medical, 90 surgical

and 250 gynecological patients checked on a bright sunny day. The complex and serious

patients are reviewed by consultants for admission. There are outpatients’ rooms for almost

every body system. There are three clinics: a tumor clinic, a diabetic clinic and a rheumatology

clinic.

In Patient Department

The wards have admission cases that are serious and complex. Entertaining admissions from outpatients

and emergency, most of the wards are peaceful, neat and clean. The number of patients per consultant

during a round is usually around 20. This means that adequate amount of individual attention is paid on

all patients. In year 2004, over 38,000 patients were catered in various in-patient departments.

There are 4 medical wards. While all the wards are equally equipped for dealing with all sorts of

patients, some wards have specialized in particular fields depending upon the tastes of the consultants.

Medical I for example is specialized for neoplastic and endocrinology disorders, Medical II for

Rheumatology and Pulmonology related problems, Medical III for Gastroenterology and liver disorders

and Medical IV for Central Nervous System disorders. Like the medical floor, there are four surgical

wards. Surgical I is specialized for hand and breast surgery, Surgical II for liver & biliary tract surgeries

and Surgical III & Surgical IV for laparoscopic surgeries.

The orthopedics ward is the busiest ward in the hospital. With over 50 beds, the ward is most of the

times completely filled. There is a Urology ward in which facilities like Renal Transplantation and

Lithotripsy are available. There are two Gynecology wards, two otolaryngology wards, a pediatrics ward,

an Ophthalmology ward, a dermatology ward, a plastic surgery ward, a psychiatry ward, a TB chest ward

and a radiation oncology ward.

JINNAH HOSPITAL - "SARAI"

Walk into any public hospital. Gulab Devi or Mayo or Ganga Ram... you are in danger of tripping

over families of patients sleeping in corridors, lawn benches, any available chair or table. In our

society, with one patient the whole clan tries to move into the hospital and this is a norm. You

cannot ask or order them to leave as you cannot go against the masses, moreover the minute

you do so, they start complaining about mistreatment at the hands of the management creating

bad will & publicity.

Keeping in view the problem faced by Hospital Staff in functioning and the social & cultural

norms of our poor & un-educated section of the country, the management of Jinnah Hospital

had a novel idea of making a living area exclusively for the relatives of the patients in 1999. This

area called as "SARAI" or "Rest Area" is a completely separate block for residence built on a

half a kanal. It has halls with separate sections for males & females with all facilities for cooking,

washing and adjacent toilets to make their stay comfortable. On the average, more than 70

people can be accommodated in one night at the Sarai. Realizing the fact that people coming to

Jinnah Hospital belong to the poorest of poor villages and cities, the management charges only

Rs. 10 per night which is primarily for registration purpose & monitoring. In case a person is so

poor to afford the paltry fee of Rs. 10, the duty incharge has authority to make the

accommodation rent free.

The concept of "SARAI" has facilitated the smooth running of the services and has given the

hospital a cleaner and better managed appearance.

Threats:

Recently BURN CENTER is inaugurated in Jinnah Hospital by Prime

Minister (Yousuf Raza Gillani)

Availability of SARAI (rest area) for relatives of patients is only in Jinnah

Hospital.

Conclusion:

In above discussion we have discussed the functions of Jinnah and Services hospital. On this

conclusion one obvious thing is that both are almost the same as they are non-profit

organizations working under the government of Pakistan .One thing can raise their level is that

government and public support and as well as the loyalty of their managements.
