General Manager’s Office October, November DecemberLiaise with and support local medical and allied health professionals in their efforts to improve, attract and retain appropriate services and facilities for the Cowra community.

Council has committed to support the Beyond The Ranges project. This project being run under the auspices of Centroc and in close collaboration with the Central West Division of General Practitioners is aimed a various target groups to augment the supply of health practitioners in the region.

The Mayor and General Manager met with the Manager of the Cowra Health Service in November to discuss various matters relating to the hospital.

The Mayor also inspected the hospital with the Member for Burrinjuck and Parliamentary Secretary for Health late in 2011 taking the opportunity to advocate for retention and expansion of services and maintenance of the facility.

Corporate Services October, November DecemberCommunity ProjectsProvide support to the community to deliver programs that meet the needs of Cowra’s young people, including:Coordinating the operations of the Cowra Youth Council.

Youth Council Meetings held on a monthly basis. Regular liaison with Youth Council members. Coordinated regular Youth Council events,

including the Indent Regional Tour and end-of-year celebrations.

Coordinated nomination process and appointment of 2012 Youth Council members.

Coordinating 2012 Youth Week activities. Preliminary planning for 2012 Youth Week commenced.

Partnering with local schools and youth service providers to deliver health & wellbeing programs for young people.

Youth Council representatives attended Cowra Health Council meetings and reached fundraising target of $1000 to support retaining Headspace services in Cowra.

Implement relevant strategies from the 2009/2013 Sport & Recreation Plan, including: Identify and prioritise facility development to meet

the sport and recreation needs of the Cowra community (1.1.2).

Ongoing prioritisation in conjunction with Cowra Services and the Cowra Sport & Recreation Council.

Identify and pursue funding opportunities to support programs and facility development in the Cowra Shire (1.1.3).

Secured commitment of joint funding from Cowra Netball Club to upgrade Col Stinson Park amenities building.

Develop strategic partnerships to support the provision of sport and recreation initiatives within the community (1.2).

Attended the NSW Sport & Recreation Local Government Forum.

Maintain the Cowra Sport and Recreation Council as an advisory body to Council (1.2.1).

Implement the ‘Safe Seniors’ Project. Second training course for volunteers conducted in November.

Environmental Services October, November December

Through careful land-use planning and assessment of new development proposals, ensure that environmental impacts are avoided/minimised.

Awaiting advice from the Minister for Planning and the Minister for Primary Industries before placing the draft plan on public exhibition.

The draft Cowra Shire Development Control Plan has been progressed to a point where a first draft has been completed. The draft document will be work-shopped with Council in the near future.

On-going assessment of development proposals in accordance with legislative requirements, council policies and delegations of authority.

Respond to pollution incidents to minimise harm to the environment.

No major pollution incidents were recorded in this quarter.

Respond to companion animal and straying livestock incidents, issues and complaints.

Cowra Ranger Services continues to monitor and respond to incidents and complaints.

Maintain a companion animal re-homing program. Program is still being successfully maintained.

Work closely with the NSW Food Authority and local food-shop businesses to ensure that high standards of food hygiene are maintained.

The annual food-shop inspection program is currently being organized to be undertaken in January –February 2012.

Work closely with the Cowra Access Committee to identify access issues.

Continued administration assistance provided to the committee.

Infrastructure & Operations October, November DecemberRecreation ManagementEstablish and maintain quality open spaces, playgrounds, aquatic centre and sporting, cultural & recreational facilities that provide opportunities for community participation in passive and active recreational and cultural activities that promote mental and physical health and well-being.

On-going maintenance of council open spaces continues on a daily basis to provide residents with quality sports fields and open spaces.

Potable Water ManagementProvide a water supply that at all times meets relevant health regulations.

Advocate for the retention and improvement of appropriate educational and training courses through the Cowra TAFE campus.

Mayor and Business Officer attended a TAFE Western Connect function at Cowra TAFE on 1st December which outlined new products and delivery methods by Western Institute of TAFE into the region.

Corporate Services October, November DecemberHuman ResourcesCouncil as a key employer in the community aims to develop and retain a skilled workforce by providing quality education and training opportunities including school placements, traineeships and apprenticeships through:

Identify opportunities to work with local training providers eg. TAFE to provide employee training options.

Local TAFE utilised for Computer and Microsoft Suite training for various staff.

Local providers utilised for First Aid compliance training.

Discussions held with local training providers regarding options for traineeships and existing workers training.

Developing and implementing a Trainee and Apprenticeship Program.

Discussion held with high school regarding Cadetships.

Accountant and Engineering cadetships for 2012 being developed for recruitment in October.

General Manager’s Office October, November DecemberUndertake regular consultation with the local Aboriginal community to strengthen the relationship between Council, the Aboriginal community and the wider community.

Council is close to completing the archaeological study of the peace Precinct in consultation with the aboriginal community and should be finalised in the third quarter.

The Mayor and general Manager met with the new Cowra Local Aboriginal Land Council members in December which was a positive meeting.

Council has made a number of funding submissions in collaboration with the local community eg Repainting bridge pylons and Erambie clean-up.

Corporate Services October, November DecemberCowra Regional Art GalleryDevelop and present a diverse program of high quality exhibitions, public events, and workshop activities.

ExhibitionsThe Gallery commenced the quarter with the regional artists exhibition the Lachlan Valley Biennial Art Awards organised by the Cowra Art Group Inc. from 1-16 October. This popular exhibition was followed by a touring exhibition of works by six indigenous and non indigenous printmakers - Replant: A new generation of Botanical Art from the Nomad Gallery in Darwin, and a local artist’s exhibition curated by the Gallery Director - Rachel Ellis: New Works. Both of these exhibitions were presented from 22 October to 20 November. The final exhibition for 2011 was a touring exhibition from Grafton Regional Gallery - the Jacaranda Acquisitive Drawing Award (JADA) from 17 December 2011 to 29 January 2012. This was a significant exhibition of 46 drawings by artists from across Australia.

The gallery also presented a group exhibition of mosaic works titled Patterns in Nature, organised by the Mosaic Association of Australia and New Zealand, followed by the unique children’s exhibition Operation Art which continues to 10 February 2012.

Public Activities and promotion of the Gallery programThe Gallery presented the following promotional and public activities in association with the above program of exhibitions: Ongoing media promotion of the Gallery

exhibition program in local and regional media including ABC local radio ( with the support of Arts Outwest), weekly what’s on listing in the Cowra Guardian, monthly exhibition listings in a broad range of art and tourism publications, and listings on several art related and community/tourism web sites as well as Council’s quarterly Newsletter.

Paid advertising in leading art magazines and regional publications.

Design, printing and the mail out of invitations, posters and support information as well as the

Publication and mail out of a quarterly newsletter produced by the Friends of the Gallery.

The opening of the exhibitions Replant: A new generation of Botanical Art and Rachel Ellis: New Works. Guest speaker Fiona Sivyer, Manager Nomad Art Gallery, Canberra.

A special closing event for the exhibition Rachel Ellis: New Works with guest speaker Richard Perram, Director, Bathurst Regional Gallery.

The opening of the Jacaranda Acquisitive Drawing Award (JADA) exhibition with guest speaker Brian Langer, Director, Cowra Regional Art Gallery as well as Baroque keyboard music played by Tracey Callinan (from Bathurst) This opening included an entry fee supporting the Friends of the Gallery committee fund raising activities.

Ongoing visitor support by staff and volunteers. 2011 Regional Student Youth Art Exhibition and Awards. A record number of 143 students in years 10, 11

and 12 from high school across the central west entered the 2011 Regional Student Youth Art Exhibition and Awards. This was the eighth year the Cowra Regional Art Gallery has presented this unique regional youth art exhibition.

The Gallery received $1,200 in cash sponsorshipand donations, $100 in vouchers and catering in-kind support.

The 2012 Calleen Art Award and Central West Regional Artists Award The 2012 Calleen Art Award and Central West

Regional Artists Award entry forms were printed in October and a call for entries promotion was undertaken in several high profile art magazines from November 2011 and continuing to the end of February 2012. The awards entry form was also mailed to over 200 previous entrants and finalists, and distributed by mail in bulk amounts to galleries in NSW, Victoria and Queensland.

Grant’s2012 Annual Program Grant - Arts NSW The Gallery Director was notified in December by

Arts NSW that the Gallery application for a 2012 Annual Program Grant of $21,390 (ex GST) was successful. This grant will focus primarily on the Gallery’s annual public program and educational activities including: developing opportunities for school groups to visit gallery exhibitions and public talks; special workshop projects, and the development of information kits for high school teachers in the region during 2012. The will also produce a promotional brochure to extend the

2012 Incoming Touring Exhibition Grant The Gallery Director was notified in December by

MGNSW regarding its application for a 2012 Incoming Touring Exhibition Grant (ITEG) of $5,300 (ex GST) was successful. The funding will allow the Gallery to present a range of educational and public activities in association with the presentation of the touring exhibition Form Fire & Fruition – Geoff Crispin: a regional practice in clayfrom 20 October to 18 November 2012.

The grant funding allows the Gallery to host Geoff Crispin as an artist-in-residence for several days following the opening of his exhibition. During his residency Geoff Crispin will present a public floor talk, speak to different High school groups and conduct a day workshop for local adult ceramicpractitioners. These activities will not only supportthe development of new outreach activities for theGallery but also provide new audience development opportunities to further enhance its profile in the region.

Group visit’sThe Gallery received the following group visit’s: 1x Tourist group from the USA. 2 x Cowra community groups.

Develop educational activities with local schools. During the period October to December the following school related activities took place in association with the Gallery program: Staff presented floor talks to 6 visiting school

groups from the region. Staff sent a range of information kits regarding the

Gallery exhibition program to school teachers in the region.

Presentation of the 2011 Regional Student Art Exhibition and Awards.

School Visits 3 groups from St Raph’s Central school. 1 group from Hennessy High School. 1 group from Wyangala Primary School. 1 group from Holmwood Public School.

Develop and maintain the Gallery website including the introduction of the Calleen Collection online.

On-going - Update During December the Gallery Director continued

to liaise with the Gallery’s designer/website host re up dating current program information and the development of a new website design for the Gallery. This is due for completion at the end of February 2012.

Develop the Calleen Collection and Gallery Collection of artworks and maintain to Museum Standards.

On-going - UpdateIn October/November the Gallery commissioned two purpose built conservation storage boxes for the two Italian POW panels in the Gallery collection. This was

Play an active role in supporting and celebrating Cowra’s annual National Aborigines and Islanders Day Observance Committee Week activities (1.2.2).

Relationships maintained with Aboriginal Men’s group and Indigenous Interagency.

Continue the cataloguing and archival preservation of the Pardey Collection of negatives (2.1.1).

Cataloguing of the Pardey Collection continued through regular volunteer workshops.

Assess likelihood of funding options for the preservation of the Gordon Andrews Fountain (2.1.2).

General Manager’s Office October, November DecemberDevelop the appropriate plans, policies and procedures to meet the Department of Local Government’s Integrated Planning and Reporting framework timetable.

Community consultation for the review of the Community Strategic Plan (CSP) commenced in September at the Cowra Show and continued through to mid November. It is intended a workshop be held with Council early in 2012 to report on the findings and develop a draft CSP for public exhibition.

Maintain and develop relationships with other Councils, levels of government, associations and organisations within and beyond the Cowra local government area to ensure Council is kept abreast of current and emerging issues and Council’s views are appropriately represented.

Councillors, the Mayor and General Manager achieve this objective through their representations at various meetings, conferences etc within and beyond the LGA including the following. Constitutional Recognition of Local Government

Corporate Services October, November DecemberDevelop a system for the ongoing review and assessment of policies, plans and procedures.

Policies, plans and procedures are currently reviewed on the basis of due date for review (ie. Every 1,2 years etc as detailed from previous review. Also reviewed as required and determined by General Manager or relevant Director.

Information TechnologyPrepare the IT Strategic Plan. Multiple changes have been made to Council’s IT

Infrastructure over the last 12 months. These changes have not been incorporated within Council Strategic Plan document due to other commitments and staff shortages.

Consultation with Directors/Managers need to be conducted to determine requirements within their own areas driven by perceived need or by regulatory change. This list can then be prioritised

Upgrade Council’s website to current best practice technologies and provide all stakeholders with a resource they can use including use of the latest Social Media avenues.

Website plan has been drafted with timeline. Website server hosting has been completed and

server is available for application and site installation.

Website planning meetings have been put on hold and further design consultation will be completed with users (staff).

Meetings will recommence week starting 12/12/2011 to determine future directions and website functionality.

New website Project Plan was presented to Manex.

Current work being carried out are:- Photography- Setup Internal & External working parties to

help with feedback on what is expected from Council's website.

Risk Management Review and implement risk management plans, policies and procedures that minimise the incidence of personal injury and ill health to employees and members of the public.

The review of risk and OHS documents is carried out by the OHS committee each two years in alignment with the tenure of the committee. This review will be undertaken by the committee in late 2011. The annual Statecover / Statewide audits are ongoing.

Develop strategies and actions to reduce Council’s exposure to increased Workers Compensation premiums and regularly review cases with Council’s insurers.

Council’s W/C management team continue to address the issue of Workers Compensation. The team is working closely with Statecover Mutual and Council’s executive staff to further reduce the annual premium and the overall instances of W/C. The team meets regularly and reviews ongoing strategies.

Revenue Monitor outstanding rates and charges debts on an overall and individual basis and institute recovery action as required.

Fortnightly meeting are held with key staff to monitor bad debts and recovery methods and monthly report is provided to Council.

The Cowra Business Officer meets regularly with business managers and acts as a conduit to government services.

Monitor the performance of Cowra Tourism Corporation in delivering tourism services to the local industry.

A new Tourism Manager has now been appointed to work with the new Board. The General Manager will be meeting with the new Manager to discuss the MOU and reporting arrangements between the two entities.

Within available resources market Cowra as a preferred location for potential business and residential opportunities.

An Open Day was held during the long weekend in October as a follow-up to Country Week 2011. Around a dozen families participated either on or around the weekend with tours of Cowra, connection to real estate, education and other representatives. Real estate agents in Cowra reported an encouraging amount of interest from Sydney people who registered during the event in August and those who came up to look around.

In conjunction with key stakeholders, develop an economic development plan for Cowra Shire.

A consultancy brief has been drawn up to tender for the Economic Development Plan. An approach to NSW Trade & Investment for funding (which has been a traditional source of assistance for these plans) was unsuccessful.
