MANAGEMENT INFORMATION SYSTEM

WHY Management Information System (MIS)?

Presently, SSA –RTE, Inspecting the School wise – Block wise –District wise- State wise status of toilet and drinking water facility and aim to cover each and every schools across the country. Now the process seeks a) How to start? b) Where to start? C) How to consolidate Block wise – District wise – State wise data? U- DISE (Unified District Information System for Education) in MIS is the relevant, trusted and scientific tool from which MIS can retrieve school wise report like:

Toilet Type of Drinking

water Facility Availability of

Toilet for CWSN With Type of school, building status and all other dependent information.

It will automatically be a part of micro planning as involvement of School level stake holders like HM/SMC/CPC authenticated this.

If block wise report required for planning then MIS will group as:

Name of the Block

No. of Schools not having girls

Toilet

No. of School having no

drinking water Facility

No. of School having no

Availability of Toilet for CWSN

No of schools having such facility along with progress report of construction will also be reported.

It will automatically be a part of micro planning as involvement of block level stake holders like CPC/SSA coordinators analyzed this.

Similarly, reports and planning can be made for the district, using all stake holders under the supervision of District SSA/URG Committee. Hopefully, the issue of compliance of toilet will be completed by January 2015. Above example is one of the vital RTE parameter of comply, there are several RTE parameters to be analyzed and finally to chock out plan. Reporting school wise weakly status:

Authorities/concerned is only possible through this kind of Computerized Management

Information System.

WHAT IS Management Information System (MIS)?

Management Information System is basically intended to collect, store, analyze, extract, timely retrieve and integrate data using computer from various sources in order to supply necessary presentable information for managerial decision. It has some special features like speed, accuracy and storage of large amount of data. In view of above, for better functions following goals have been set:

a. Effective and efficient management. b. Planning process to be driven by database. c. Decision making process with the use of information base. d. Multi-directional flow and sharing data and information base at all levels (District, Circle, CRC and School).

MIS provides several benefits to the organization: the means of effective and efficient coordination between Departments; quick and reliable referencing; access to relevant data and documents; improvement in organizational and departmental techniques; day-to-day assistance in a Department and closer contact with the rest of the world.

Objectives

To create comprehensive database at school education at the district level and

review the status every year.

Improvement of MIS activity to an extent so that it can act as Decision Support

System(DSS) .

To evaluate monitor enrolment and retention.

Evaluating and monitoring of pupils’ achievement with special emphasis on girl’s

education, education of deprived section, minorities.

To ensure the informative approach for the implementation of all programme.

Publishing reports and data through National Web portal of SSA.

Finally to achieve the target of SSM/SSA.

CONVERGENCE OF MIS WITH ALL OTHER:

Educational Management Information System(EMIS):

Management Information System (MIS) plays a pivotal role in every .

There are three components of Management Information System (MIS)

1. General User.

2. Database Administrator / System Analyst/MIS-In-Charge.

[Above two components is the Human Resource, in modern practice those

components are to be most skillful]

3. Computer and Peripherals.

In the last component (computer and peripherals) there must be a dedicated tool /software for

collecting, storing and querying data. For Example, Unified-District Information System for

Education (U-DISE) is one of the coherent tools in implementing Educational Management

Information System (EMIS) in SSM/SSA.

PMIS (Project Management Information System):

In Management Information System (MIS), Sarva Shiksha Mission there exist PMIS, which is running

very well along with EMIS with the following activities:

1) Enterprise Resource Planning (ERP) has been implemented( Tally ERP 9.0 is going on

with full swing by keeping all financial component of SSM).

2) Spreadsheet management technique has been used for other type of PMIS activity.

3) Finally National Web Portal, may be considered as a part of E-Governance System

has also been implemented.

MIS through U-DISE (Data collection method and etc.) Four parts of U-DISE have been taken into consideration for U-DISE programmes every year.

1. Data collection through U-DISE Data Capture Format (DCF) from every school as on 30th September each year.

2. Consistency checking which is followed by Data Entry to U-DISE database through a Graphic User Interfaced Front End, that is designed keeping in view the DCF.

3. Consistency checking which is succeeded by regular reporting from the software to the administrator for planning and monitoring the education system.

4. Dissemination of data with all stake holders through Web, District report card, Edu-Block report card, school report card, PPT presentation and etc.

ABOUT U-DISE SOFTWARE:

U-DISE-Unified District Information System for Education, a very well-tuned database and the front

end software, developed by National University of Educational Planning and Administration

(NUEPA) formerly National Institute for Educational Planning and Administration (NIEPA) in

collaboration with UNICEF.

The software is running in the Client-Server architecture where the database is a very

worldwide and well known efficient ORACLE 11g database.

TRAINING/CAPACITY BUILDING:

I. MIS-in-charge and Planning coordinator received training from UNICEF for data analysis

with respect to RTE parameter analysis.

II. MIS-in-charge received training from SPO for U-DISE (total work).

III. All CPC, District coordinators and Shiksha Bandhus received training from AO and MIS-

In-charge SPO for U-DISE total work.

IV. All Block/ULRC MIS coordinator ,PMIS coordinator, CIVIL engineers, All DEOs received

concrete U-DISE DCF training for data feeding and analysis with respect to RTE

parameters & etc from MIS-In-charge.

V. All Pry. Schools received training from CPCs for U-DISE DCF.

VI. All HM of UP/Sec/HS schools received concrete U-DISE DCF training which was very

successful.

• Apparently it seems that Circle-III, IV, XI, and XIX have unsatisfactoryGPI.

• Error in data collection or in data entry.• As the data is consistent for more than one year, we cannot say that

the data is wrong.

Dependency• Number of Boys, Girls, and Coed Schools.• Population (District Children Sex ratio ≡ 1000:946)• Standard Gender Parity Index should be approx. 0.95

Facts• The fact when Girls enrolment is approximately double than that of

GPI(ELEMENTARY-GOVT./GOVT AIDED) A: Apparently it reveals that few of the Educational Blocks (Circle) has high GPI, implies that boys are less number in school with respect to girls. Few of the Educational Blocks (Circle) has low GPI, implies that girls are less number in school with respect to boys. Whatever, both indicates poor GPI in context to Educational equity / share of eligible components of boys and girls. Now this study intends to reveal facts after considering root level study.

Circle-3, GPI=1.96 at a glance

The above diagram represents that out of total 61 schools, 17 Schools (28%)are Girls Schools, 7 Schools (11%) are Boys, which is less than even half of theNo. of Girls Schools. Again within 37 Co-ed (61%) Schools, Girls and BoysEnrolment ratio is 0.82(=GPI), implies less girls in Coed Schools – Actual andInteresting fact.

The above diagram represents that out of total 56 schools, No. of Girls School is Half ofthat of the No. of Boys School. Again out of 44 Coed Schools (79%), Girls Enrolment is abit Higher than the Boys Enrolment. Hence, % of Girls enrolment within co-ed schools ishigh in this Circle. GPI =1.07 among Co-ed Schools.

As Circle / Educational Block, a concept of EducationalAdministration, constituted with few KMC Wards is not ademographic structure, it is a challenging task to find out Circle-wiseChild Population (6-14 yrs) Sex ratio from Census 2011. we will do itafter receiving such.

Final Report will be prepared after receiving detailed report from theCircle Level.

Innovative / Girls Education Cell may take initiative for further study to carry out

analysis of all circles under Kolkata to know the actual position of Girls and Boys components

are satisfactory, Planning Cell may put concrete budget, if required, for this kind of Innovative /

Research activity and to share all CPC and stake holders. Last but not the least, for portion A(

apparent/overall) point of view where One of the Educational Parameter is concern the data

should be analyzed, school mapping or other factor to be upgraded, If table B(B1 & B2)

analyzed this indicator will not indicate any wrong trends.

STRENGTHS & WEAKNESS:

Less priority given to Information system. Low space for MIS-Cell. No appreciation/award for good work, although some provisions are there in MHRD/NUEPA . Lack of High level Technical Resource like LINUX Server and etc.

RECOMMENDATION:

1. To aware the necessity/importance of EMIS (MIS/Information Technology) to

School/Community people and other people attached with SSM, Kolkata by taking

different activity (e.g., conducting seminar etc.).

2. Creation of record of Total children, Creation of records of Name-wise particulars of

enrolled children and out-of-school children.

3. Updating of National Web Portal of SSA.

4. Maintenance of database like IED, U-DISE & etc.

5. Pupil achievement in various school subjects. Enrolment, retention and completion rate.

6. Progress in different activities.

7. Optimization of Information Acquisition Process.

8. Pay-Roll, stock control (EOQ model) may be included under PMIS activity.

9. Reducing anomalies of data (checking consistency).

10. Decentralized Database, i.e., URC level Data Bank Creation- to be

constructed block level office where Block level MIS-Coordinator, DEOs

will be posted and from where Data collection and Data entry of U-

DISE can be carried out.
