Centrally located in the ASEAN region with apopulation of more than 500 millionpeople, Malaysia offers vast opportunities

for global automotive and componentmanufacturers to set up manufacturing anddistribution operations in the country. Pragmaticgovernment policies, political and economicstability, sound economic fundamentals, well-developed infrastructural facilities and aneducated and skilled labour force have attractedmajor international automotive and componentmanufacturers to invest in Malaysia.

The rapid growth of the economy and the highpurchasing power of its population have madeMalaysia the largest passenger car market inASEAN. At the same time, the establishment ofnational car projects, PROTON and PERODUA,has transformed Malaysia from a mere motor carassembler into a car manufacturer. The industry

has boosted the development of engineering,auxiliary and supporting industries and contributedto skills development and the upgrading oftechnological and engineering capabilities. Thesefactors have further enhanced the attractivenessof Malaysia as a base for global automotivemanufacturers.

With a ratio of 200 cars for every one thousandpeople, Malaysia ranks among countries with highcar ownership ratio in the region. Toyota, Honda,Nissan, Mercedes Benz, Volvo, BMW and Peugeotare some of the global automotive companieswhich have set up operations in Malaysia to takeadvantage of the buoyant consumer demand.International component manufacturers, such asTRW, Delphi, Continental, Nippon Wiper Blade,Denso and Bosch have also made Malaysia theirbase to launch their products in the region.

Reaching New HeightsCurrently, there are 28 manufacturing andassembly plants producing passenger andcommercial vehicles, composite body sportscars as well as motorcycles and scooters.These plants have a total installed capacity ofapproximately 963,300 passenger andcommercial vehicles and about 1 millionmotorcycles per year, with production cateringprimarily for the domestic market.

The automobile market has reboundedimpressively from the effects of the Asian

financial crisis of the 1990s. Total vehicle sales reached an all-timehigh of 552,316 units in 2005, surpassing the previous highs of487,605 units in 2004 and 404,837 units in 1997. Total vehicle salesin 2009 were 536,905 units.

Technologically, Malaysia has made significant progress, with Protonunveiling its first locally-designed model in 2000 and developing itsown engine in 2002. The new PROTON plant in Tanjung Malim ishighly automated, employing robotic technology, and is designed forhigh volume production and efficiency, using lean manufacturingprocesses.

Malaysia - Production and Sales ofPassenger and Commercial Vehicles

The National Automotive Policy (NAP) wasintroduced on 22 March 2006 to facilitate therequired transformation and optimal integration ofthe local automotive industry into regional andglobal industry networks within the increasinglyliberalised and competitive global environment.

Review of NationalAutomotive Policy

In October 2009, the Government reviewed theNational Automotive Policy (NAP) with theobjectives of:-

• ensuring orderly development as well as longterm competitiveness and capability of thedomestic automotive industry as a result ofmarket liberalization;

• creating a conducive environment to attract newinvestment and expand existing opportunities;

• enhancing the competitiveness of the nationalcar manufacturer through strategic partnership;

• fostering the development of the latest, moresophisticated technology in the domesticautomotive industry;

• developing high value- added manufacturingactivities in niche areas;

• enhancing Bumiputera participation in thedomestic automotive industry;

• improving safety standards for consumers andpromoting environment- friendly opportunities;and

• enhancing the implementation of current NAP’spolicy instruments.

The new policies and measures under the NAPReview are expected to provide significantcontribution to the overall growth of the industryand the country. Emphasis will be given inattracting investments in high value-addedmanufacturing activities using latest and hightechnology. The opening up of ManufacturingLicense (ML) for manufacturing and assemblingactivities in the selected segments particularly forluxury cars and hybrid/electric vehicles willencourage new investments and expansion ofexisting investments in the country.

The emphasis on safety and environment aspectsunder the NAP Review will ensure the continueddevelopment of the domestic automotive industry.The phasing-out of imported used automotiveproducts and introduction of mandatory standardsfor parts and components and standards for fueland quality will spur the development of theautomotive industry in the long run.

Regional Opportunitiesunder the ASEAN FreeTrade Area

In line with Malaysia’s commitment under AFTAand to encourage competitiveness in theautomotive industry, import duties on CKD andCBU vehicles from ASEAN countries havebeen reduced to 0% and 5% respectively. Forvehicles from non-ASEAN countries, the importduties on CKD vehicles have been reduced to0-10% while import duties on CBU vehicles

were reduced to 30%. To maintain governmentrevenue, excise duties are imposed on allvehicles, both locally manufactured/assembledand imported. The import and excise dutiesimposed are as follows:

Trade liberalisation within ASEAN has openedup a vast regional market, providing exportopportunities for automotive and componentmanufacturing companies. Carmakers will alsobe able to source cost-competitivecomponents from ASEAN countries and benefitfrom potential economies of scale.

The elimination/reduction of tariffs on motorvehicles by the Malaysian government, levelledthe playing field for all automotive industryparticipants. This is clearly an important stepundertaken by the government towards tradeliberalisation.

While Malaysia has no commitment to reducingimport duty for vehicles imported from non-ASEAN countries, in order to be equitable, theGovernment has also reviewed the import dutystructure on vehicles that are imported fromNon-ASEAN countries.

A Growing ComponentsSector

The development of Malaysia’s automotiveindustry has made the country a productioncentre for major automotive componentmanufacturers. Today, there are more than 690automotive component manufacturers,producing a wide range of components, suchas body panels, brake parts, engine parts,transmission and steering parts, rubber partsand electrical and electronic parts. In 2009,the sub-sector generated sales of RM 5.77billion, while imports amounted to RM 4.42billion and exports RM 1.98 billion.

Among the major component manufacturers areforeign multinationals, such as Delphi AutomotiveSystems, TRW, ZF, Continental, Bosch and NipponWiper Blade while local companies include APMAutomotive, Sapura, Delloyd and Ingress.

In addition to supplying to the local originalequipment market, an increasing number ofcomponent manufacturers are exporting theirproducts, especially to ASEAN countries. Chinaand Thailand are also among the major exportdestinations.

The global trend in automotive manufacturing –the modular system – is also fast gainingprominence in Malaysia. Proton has taken the leadin implementing this modular system with the

manufacture of theProton Waja model.Some of the modulemanufacturers includeHicom Teck SeeManufacturing, APMIndustries Holdings,Delphi PackardElectric, Denso, AutolivHirotako Safety andSapura Automotive.

Benefiting fromStrongEngineeringSupportingIndustries

The engineering supportingindustries have developed intandem with the development ofthe manufacturing sector. Therapid development of the mouldand die, metal casting,machining, metal stamping,surface treatment, finishing andheat treatment industries inMalaysia augurs well for thedevelopment of the automotiveindustry.

Mould & Dies

There are about 20 mould anddie companies which cater to theautomotive industry. Thesecompanies can manufacturespecific types of moulds, diesand tooling to meet the needs ofthe industry.

Metal Casting

The metal casting industry,comprising sand casting, die-casting and investment casting,has developed into a majorsupply source supporting theautomotive industry. Currently,about 18 die-casting companiessupply the automotive industrywith die-cast parts andcomponents, such as front andrear wheel hub, front and rearbrake panel and alternatorhousing and engine parts suchas crank case, crank case coverand cylinder head cover.

Machining

There are over 50 companiesundertaking specialized precisionmachining and over 100 smallmachining workshops. Some ofthese companies possess state-of-the-art machining centres with

capabilities to machine minuteprecision gears and shafts forengine and transmission parts.

Metal Stamping

Metal stamping, anotherimportant supporting industry forthe automotive industry, is awell-established industry inMalaysia, with over 300 companiesin operation. A number of thesecompanies undertake secondaryprocesses, such as electroplatingor spray painting and surfacefinishing treatment of stampedparts and components.

Metal SurfaceTreatment/Finishing

The metal surfacetreatment/finishing industry, withover 40 companies in operation,provides a variety of platingservices, such as batch andcontinuous electroplating,precision electroplating,electroless plating, functionalelectroplating, cathodicelectrodeposit, dacrotisedtreatment, phosphating,passivation, anodizing andchromating.

Heat Treatment

In the heat treatment serviceindustry, there are over 20companies in operation, offeringa range of services, coveringcontinuous mesh-belt heattreatment, vacuum hardening,carburizing, carbonitriding,nitriding, annealing and

tempering for a diverse range ofproducts. Heat treatmentservices for high carbon steeland alloy steel materials, such ascritical parts for bearing andautomotive components, are thelatest addition to the range ofservices provided.

A ConduciveInvestmentEnvironment

Against a backdrop of steadyeconomic growth, highlydeveloped infrastructure andpro-business governmentpolicies, Malaysia provides aconducive environment formanufacturing activities.

Malaysia is one of the fastestgrowing economies in the regionwith gross domestic productgrowing at an average of overfive percent in the 1980s andover seven percent in the 1990s.GDP growth in 2009 was - 1.7%

The world-class Kuala LumpurInternational Airport, well-equipped seaports and anextensive road and rail networkform the backbone of an efficienttransport system which are vitalto the development of theeconomy.

Malaysia’s workforce is multi-cultural, multi-lingual (Englishspeaking), well-educated andamong the most dynamic andcompetitive in the region.

• Pioneer Status withpartial/full exemption fromthe payment of income taxfor 5 or 10 years

• Investment Tax Allowanceof 60% of qualifyingcapital expenditureincurred within five yearsfrom the date the firstcapital expenditure wasincurred

• Pioneer Status with full faxexemption from paymentof income tax for 5 yearsor Investment TaxAllowance of 60% ofqualifying capitalexpenditure incurredwithin five years deductedagainst 100% of statutoryincome for themanufacture of automotivecomponent modules

• Incentives for IndustrialLinkage

• Special package ofincentives (pre-package/customised) are grantedfor selected projects.

With a strong domestic carmarket, coupled with aconducive investmentenvironment, Malaysiacertainly has the rightelements in place to forgeahead in becoming theregion’s automotive hub.

The Malaysian Government’sbudget for 2009 hasintroduced several incentivesfor further development of thedomestic automotive industry,in line with the global trendtowards the use of fuelefficient and environmentalfriendly vehicles. One of theseis the exemption of 100 per

cent import duty and 50 percent excise duty on importednew hybrid cars with enginecapacity below 2,000 c.c.Another incentive is thereduction of the road taxstructure for diesel-poweredvehicles for private use,making it similar with that ofpetrol-fuelled vehicles. Thesemeasures indicate thecommitment by theGovernment to adjust itspolicies in order to face thechallenges and takeadvantage of oppurtunities inthe global and regionalmarkets.

• Companies undertaking themanufacture of selectedcritical and high value-added parts andcomponents for theautomotive industry areeligible for:

i.Pioneer Status with income tax exemption of 100% of the statutory

income for a period of ten years. Unabsorbed capital allowances as well as accumulated losses incurred during the pioneer period can be carried forward and deducted from the post pioneer income of the company; or

ii. Investment Tax Allowanceof 100% on the qualifying capital expenditure incurred within five years from the date the first qualifying capital expenditure is incurred. This allowance can be offset against 100% of thestatutory income for each year of assessment. Any unutilised allowances can be carried forward to subsequent years until they are fully utilised.

The qualifying parts and components for the automotive industry are asfollows:

- transmission systems;

- brake systems;

- airbag systems; and

- steering systems

• Investments in theassembly or manufacture of

hybrid and electric vehicleswill be granted:

- 100 per cent ITA or PS for a period of 10 years;

- customised training and R&D grants in additionto the existing grants;

- 50 per cent exemption on excise duty for locally assembled/manufactured vehicles or provision of grant under the Industrial Adjustment Fund (IAF);

- PS of 100 per cent for 10 years or ITA of 100 per cent for 5 years for manufacture of selected critical components supporting hybrid and electric vehicles, such as:

• electric motors;

• electric batteries;

• Battery Management System;

• inverters;

• electric air conditioning;

• air compressors;

Applications received by 31December 2014 are eligiblefor these incentives.

The NAP Review introducessubstantially higher taxexemptions for exportedgoods with a significantportion of value added inMalaysia. This reflects thecountry’s goal to expandthe amount and quality ofexports. A tax exemptionon statutory income for allsectors is offered based onthe percentage increase inits value added.

The tax exemption onstatutory income formanufacturers in theautomotive industry isenhanced:

- from 10 to 30 per cent of the value of increased exports, provided the goods attain at least 30 per cent value added; and

- from 15 to 50 per cent of the value of increased exports provided that the goods attain at least 50 per cent value added.

SomeSuccessfulForeignAutomotiveandComponentCompaniesalready inMalaysia

Honda Malaysia Sdn.Bhd. is a joint-venturebetween Honda Motor Co.Ltd. of Japan (51%), DRB-HICOM Berhad (34%) and

Oriental Holdings Berhad(15%). It assembles HondaCity, CR-V, Civic and Accordand manufactures CVJ(Constant Velocity Joint) in itsplant in Pegoh, Melaka. Theplant has a productioncapacity of 20,000 units ofmotor vehicles and 80,000car sets of CVJ componentsper year. The CVJ are for boththe domestic and exportmarkets. The company alsoundertakes PDI (pre-deliveryinspection) operations beforethe assembled units aredistributed to Honda dealersnationwide. The companyemploys over 1300employees, and has a strongand dedicated dealer networktotaling 54 nationwide. In linewith its goal to provide thebest customer service, thecompany has a dedicatedparts warehouse located inKlang, Selangor.

Thestrategic partnership for ajoint assembly operation withDRB-HICOM, has resulted inMercedes-Benz Malaysiahaving the largest productrange in locally assembledpassenger car andcommercial vehicles in theASEAN region. Mercedes-Benz Malaysia alsomanufacturers commercialvehicles, consisting ofMercedes-Benz bus chassis,prime movers such as Actrostrucks as well as MitsubishiFuso commercial vehicles.The company also importsother niche models, such asthe Mecedes-Benz A-Class,

Denso (Malaysia) Sdn.Bhd., established in 1980, istoday one of the largestautomotive componentmanufacturers in Malaysia. Apioneer in the development ofmany products, Denso(Malaysia) focuses on themanufacture of air-conditioning systems: coolingunits, condensers,compressors andevaporators; enginemanagement systemcomponents: startermotors, alternators andradiators; and instrumentclusters and others:meters, windshield wipers,windshield washers,power window motors,hors, flashers and relays.In addition to being a major automotivecomponent supplier to the

TRW Automotive, a worldleader in steering andsuspension systems andnumber one in the globalmarket for electric steeringsystems, established TRWSteering and Suspension(Malaysia) Sdn. Bhd. in 1992to manufacture steering gearboxes. Today, it hasdiversified into themanufacture of tierods, tierodends, suspension ball joints,stabilizer bars, steeringcolumns, steering linkages aswell as cold forged parts andcomponents for motor vehiclebraking system.

Nippon Wiper Blade(M) Sdn. Bhd., a 100%Japanese-owned company,manufactures wiper arms andblades for both OEM andafter sales markets. Thecompany has establisheditself as a world-classmanufacturer of wiper blades

and arms, and currently, morethan 80% of its products areexported, with the majormarkets being the UnitedStates, Japan and Europe.The company’s products areused by major automotivemanufacturers, such asToyota, Daihatsu, Honda,Nissan and DaimlerChrysler intheir global operations.

Malaysia AutomotiveLighting Sdn. Bhd. isengaged in the research,design, development andmanufacture of exterior

automotive lightings andcomponents, making it theonly location for research anddevelopment activities in theAsia -Pacific region. Thecompany exports more than60% of its production, mainlyto Japan and Thailand forMazda, Suzuki, Isuzu andDaimlerChrysler while itsdomestic customers aremainly PROTON andPERODUA.
