1. Welcome note by the Malaysian Physiotherapy Association President The president called the meeting to order and she thanked members of MPA for making an effort to be present at the 52nd MPA annual general meeting.

3. President’s Report The President report for the year 2014 on the following issues: 3.1. MPA EXCO Meeting The President stated that they were 6 EXCO meetings in the year 2014/2015 which were held in Hospital Kuala Lumpur and in WQ Park. Discussions also were actively carried out using WhatsApp, phone calls and email to discuss issues and to ensure that all the plan and activities were done. Meeting with event management Company to AOS to manage ACPT in preparation for the coming ACPT in September 2016. EXCO members also have a meeting and discussion with the insurance company, Prudential regarding group indemnity and insurance coverage for MPA members. Madam President state that MPA received few called from the private practitioners interested to find out insurance plan that can cover them for negligence and indemnity claim. Prudential have approve MPA and stated that they would like to offer MPA a proposal to draft out a policy suitable for members of the association. Madam President and EXCO members also have look upon few companies to find out that only very few who are willing to do this and Prudential gave a good offer. The Plan offered by the Prudential is only for MPA members and must be bought under MPA umbrella. MPA will look further into the plan by this company. 3.2. Web Page The President state that MPA have few session meeting and discussion with the current web master, Mr. Nagen, for the upgrading plan of the current webpage to be more user friendly than the current web page. Members have complained about the current webpage which they found was not really interactive and user-friendly for them. MPA and the webmaster have come out with the new webpage and will be presented and demonstrated by Mr. Lee Yong Han later. The web page will have latest MPA activities, Publication i.e. journals, event and updated e-journal. Members are encourage to send their papers or research to MPA to be put on the website and share among the members. Membership subscription is also being revised where the members now pay using online using ipay 88. The system can be accessed at home and did not need any receipt to proof of payment. In future all the member’s certificate can be printed online the system also will allow members to pay using their credit card. 3.3. MPA activities in 2014 The President state that MPA have a partnership with the NGO Empowered under Dr. Christina Ang who is the founder. The objective of this NGO is to create the awareness of the colon cancer to the lower income group. The target is those in the poor community. MPA have been working with the group for many years. WQpark leads by MPA EXCO member Madam Chelvi with the help of the students have organized activities with Empowered. They have had three session with Syntax Company in Shah Alam in

collaboration with IJM looking in the community in Petaling Jaya and at low cost flat in Setapak. The physiotherapist were given the task to encourage people to live a healthy lifestyle by performing exercises daily. MAHSA had invited MPA to attend their 10th Year anniversary and a representative was sent there. MPA also was invited by MQA to attend the meeting of the Allied health colleges, discussing the Physiotherapy syllabus. Madam President stated that many Hospitals celebrated world physiotherapy days but not many that send their report to MPA. She hope that in future any hospital or organization who celebrate world physiotherapy day to report to MPA so that it can be share with all the members. In Penang, World Physiotherapy days was celebrated in the silver jubilee home which is the home for the elderly, activities include talk on fall prevention, Balance exercises and fun activities. In Alor Setar, Hospital Sultanah Bahiyah have successfully celebrate world physiotherapy day by organizing few activities to create awareness among the public of the role of physiotherapy such as exercises for obese children. WQpark also have organized world physiotherapy day in KL festival city in Setapak, among the activities are screening for the public. Madam Ng Choo Bing from Gleneagles Hospital who has been pioneering World physiotherapy day in the hospital for many years and she faithfully send the report and pictures of the activities to MPA. Hospital Rehabilitation Cheras also submitted their world physiotherapy day report to MPA, since this is their first world physiotherapy day MPA have supported them by providing RM300.00 to fund their activities. Madam President state that MPA will provide fund for any hospital or organization to celebrate world physiotherapy day up to RM300.00 provided that they send the request to celebrate world physiotherapy day to the president. 3.4. MPA Building Madam President state that, during the meeting last year Datuk Dr. Bains commented that there is no signboard of the MPA building which is not good for MPA image. MPA have manage to place the signboard on the building even though there is some difficulty. Madam President showed the picture of the building with the signage. Mr. Joachim, MPA Assistant Secretary is the one who responsible to put the signage. Madam President State that the building is belonged to all the MPA members but the problem is that it is not fully utilized. She State the in the last AGM it was decided and the floor agreed that the building was to be sold one the strata title received according to the current value. Madam President acknowledge Madam Ng Choo Bing suggestion that once the building sold MPA should look for a new building new building that is accessible and utilized by the members in the future.
3.5. 1st National Student Physiotherapy Conference Madam President mention that MPA has participated in the 1st National Student Physiotherapy Conference. The conference was a brainchild by Dr. Haidzir Manaf, lecturer from UiTM and also MPA EXCO member. The conference aims to bring all the student from whole over Malaysia to expose to the activities, during the discussion MPA has agreed to collaborate with UiTM to organize the conference. 150 physiotherapist students from various IPTA and IPTS participates in the students’ workshop. The objectives of this workshop is to expose the physiotherapist student to the new area pf physiotherapist which will be useful for them during their clinical posting, to encourage networking among the physiotherapist students, to expose the student to the physiotherapist working environment, to enhance and improve their communication skills and foster relationship among them. 9 workshops were conducted in UiTM 150 from 13 IPTA and IPTS all over Malaysia. MPA sponsored RM 6000.00 for the food and all the expenditure during the conference for the 2 days. MPA suggested that for this to become every two yearly

programme to encourage students to work and enjoy the session together. Any IPTA or IPTS who want to participate or would like to host the programme to inform MPA and MPA will provide a support and help for the programme to benefits students members. 9 workshop consist of Joint Mobilization, DNS, Vestibular Rehabilitation, sport Injuries. Transcranial Magnetic Stimulation, Management of Lymphedema, Exercises Training. Geriatric Rehabilitation and women Health. The closing ceremony was attended by Dato Hamzah Fansuri, dean faculty of health sciences, MPA president and Head of Physiotherapy department and Mr. Haidzir Manaf. Meeting with the student representative from the IPTA and IPTS was done after the closing ceremony session, issues that was brought up by the students was discussed. MPA has asked the student what are their need and how MPA can help and support them and follow-up meeting will be done later. 3.6. MYCAP Madam President congratrulate the MPA and the president for being elected a vice president of MyCap. MyCap is Malaysia confederation of the allied of professional. MyCap consist of 32 allied health professional. Datuk Tan Yoke Hua, Head of Bahagian Sains Kesihatan Bersekutu KKM has suggested that allied health professional in Malaysia should have their own confederation. The meeting was held in Bahagain Sains kesihatan Bersekutu Putra Jaya and the election for the EXCO members. The advisor was Dato’ Tan Yoke Hwa, The President was Mr Nik Mohd Hamzi and Madam Yew Su Fen as the vice president among the 23 allied health profession who has joint MyCap 3.7. Insurance and Group Indemnity Madam President explain that MPA have discussed with the insurance company, Prudential and they have proposed their scheme specially design for MPA and this also for individual physiotherapist practitioner who are members of MPA. The period of the coverage is yearly and members can choose either RM 250,000 or RM500,000 coverage this scheme cover only within Malaysia and members can choose either option one which they need to pay premium amounting RM500.00 and option two is RM750.00 per annum. The scheme presented by Prudential and will be place on the MPA website for the members who is interested. MPA did not discussed any benefits for MPA from these scheme because the aim of the scheme is to give the best offer to the MPA members and MPA does not want to benefit from scheme. 3.8. Scholarship Dr. Devinder has suggested that MPA given a scholarship for the deserving physiotherapist students, MPA support this ideas and want to extend to qualified physiotherapist. The committee need to set up to come with the term and condition to nominate the student to ensure that it will be fair and not bias to anybody. There also a plan that MPA to sponsor the registration fees for deserving MPA members to attend the coming ACPT, members can write to the MPA stated that their interested and this will be selected by the committee.

3.9. Unemployed Physiotherapist Last year, there is issues that was brought up regarding to the unemployed physiotherapist, it was suggested that the survey to be carried out to find out the situation and the truth of the claimed. Miss Geetha from KLMC has agreed and volunteer to help MPA with the survey. The survey is need to provide evidence to the Ministry of Health and Ministry of Higher of Education regarding of the unemployment qualified physiotherapist and also over production of the new physiotherapist graduate and to ensure the quality of student are within the standard. The survey received 217 respondence, Miss Geetha will present the outcome of the survey later. 3.10. Accredited Course Madam President announced that MPA will organized the first accredited course for the members. MPA has spoken to Manual Concepts (Course Organizer) Dr Toby Hall and Mr. Kim Robinson specialist in Musculo-skeletal the founder of the company. It will be 12 days course and upon completion the participant will be accredited by Manual Concepts and can practice is all over the world. The course fees will be informed later after MPA discussed and finalized it and hopefully can come out with the minimum and affordable fees to the members. MPA hope that they will be enough participant to ensure that the course can be done here. Madam President also announce that there is scholarship for Bobath Course. She has spoke to the organizer, Dr. Hung has allocated a place for MPA members the course fees will be waived by the organizer and the successful candidate will only need to pay for the food, transport and accommodation, Philippine is being chosen because the cost is much cheaper than Malaysia to conduct the course. The duration of the course is 8 weeks before the candidate can be accredited as Bobath Therapist. Madam President mentioned that she has place the information in her web message, but since then there is no response from the members interested to attend the course. Madam President expressed her disappointed of the lack of response from the members. Any members who interested is encourage to write up or call to the president and she will help to connect them to the organizer. The successful candidate will be acknowledge as Bobath Therapist 3.11. ACPT Madam President inform that the ground work for the ACPT has been carried out and later the web page will be launched and MPA has appointed AOS and event management company to help out with the ACPT. The company has send their representative, Miss Ching Ching to explain about the ACPT preparation and the web page. Invitation letters will be send out to those who interested to participate in the ACPT and appointed them to be in charge in some areas such as Protocol and Logistic. Madam President also inform that MPA has already set up the scientific committee group. Dr. Maria Justine was elected to be the chairlady and Dr. Devinder as the Assistant. Miss Bhavani was elected as the secretary and Miss Leena Poh Lee Chien as the treasurer. The proceeding will be head by Dr. Haidzir. For the subgroup, Dr Leonard will be the coordinator for Musculoskletal, Neurological – Dr. Azlin, Pulmonary- Assoc. Prof. Ayesah Ali, Health Promotion- Assoc. Prof Chan Sook Chin, Geriatric- Dr.Davinder and others will be under Dr. Goh Hui Ting. The overall coordinator – Dr. Haidzir.

3.12. CPD for Physiotherapist Members. Madam President mentioned that she received information that some physiotherapist have post in social medial asking the benefits of becoming MPA members. Madam President state that MPA has done a lot for the past few years to ensure that members can improve their knowledge and skills. The last three years, MPA has brought up world renowned speakers such as Dr. Toby Hall, Sue Jenkins, and Kim Robinson. Lisa Harvey and Karen Grimmer who are specialized in their field apart from that, MPA has collaborated with the company more than 20 workshop for the members in the central, Northern, eastern Region and also east Malaysia. Members who attended this workshop is not being charge any fees. 3.13. MySihat Madam President informed that recently MySihat has approached MPA to be their working partner to combat Non- Communicable disease such as obesity which is becoming endemic. They have start the programme called JomKurus and MPA has been given responsible to help in the programme to train the trainer who are running 1 Malaysia Gymnasium. There are 81 Gymnasiums which are not fully utilized. The aim of the programme is to encourage the people in the community to come to the gym to exercise and reduce their weight. Physiotherapist is given responsible to monitor this community their results. MPA members is encourage to participate in the programme if they interested as a trainer and they will be paid. The programme is during the weekend. A pilot projects will be carried out and all the information will be available in the MPA web page Madam President end her president speech by thanks all the members for the listening
4. Adoption of MPA New Vision, Mission and Goals. Mr. Secretary stated that there is changing in the AGM agenda whereby agenda no 4 will be adoption of MPA new vision, Mission and Goals 4.1. Madam President explain that MPA even though exist more than 50 years only have motto but did not have vision, mission and goals. Last year she proposed the vision, mission and goals statement to the floor last MPA AGM but she did not receive any responses or feedback except one from Assoc. Prof Chan Sook Chin. Assoc. Prof Chan wrote that she will be happier if MPA also will state that they will also be a champion in physiotherapy education.
Vision: Malaysian Physiotherapist Association will champion for all physiotherapist to be the preferred health care practitioner for the prevention, promotion, treatment and rehabilitation of impairments, functional limitation and disabilities related to movement, function and health applying evidence based physiotherapy practice

4.2 Dato’ Dr. Bains stated that he think the words used is too powerful and suggested the words need to refines again i.e. “Champion”. The meaning of “preferred health care practitioner “why prefer? .The meaning of “impairments”. 4.3 Dr. Devinder suggested that the statements to be rephrase again and call for a meeting. Madam President State that she always open to the suggestion and any improvement. 4.4 Datin Hjh. Asiah thanks the President for making an effort to make the vision and mission statement but she also think that vision should be a short and sharp statement. The mission is an important part should be precise. She also asked what the strategies to achieve the vision and mission. She also state that it also should referred to the objective of the MPA and the definition of the word physiotherapy in the allied health bill. She apologized that she maybe overlook also about the proposal. She agree that a focus group meeting need to be done to deliberate how the rephrase the word. 4.5. Mr. Jayagopi state that the vision, mission and goals should follow the constitution and to let the members deliberate the proposal. 4.6 Madam President asked the floor either the proposal need to be deliberate or to be accepted. The floor anonymously agreed that the proposal need to be deliberate again before being adopt. Madam President asked the floor any members who would like to lead the team and come out with acceptable vision, mission and goals statements Madam President state that MPA will try to allocate some fund for this 4.5 Datin Sharifah suggested that the team should consist of 5 to 6 members and Datin Hjh. Asiah suggested that the team should have a mixture of the senior and the young physiotherapist. The Team consist of Datin Sharifah Khairiyah Dato’ Dr. Bains Datin Hjh Asiah Mohd Hashim Madam ng Choo Beng Pn Kamariah Kamarudin Dr. Maria Justine Mr. Raymond Siow Madam President congratulate everyone for the support and will leave to the group to deliberate the vision, mission and goals and it will be put on the web page once it is completed within two months.

5. Confirmation of Minutes of the 51st Annual General Meeting 5.1. Mr. Secretary apologize that he missed Mr Siva name from FAM in the attendance list of the 51st AGM.

7. Treasurer Report and confirmation of statement of Account ending 31st December 2014 7.1. The treasurer presented the financial report for the year ending 31st December 2014 7.2. Dato’ Dr Bain asked about the meaning of Plant and Equipment, According to Mr. Han, this is the auditor terminology for the properties or building. 7.3 Mr Jayagopi asked about the word “other receiver” Mr. Han explained that the word other receiver means that the income that the resource is unknown and cannot be trace. The Bank cannot disclose any information about where the money came from and from who. Mr Jayagopi raised up the issues that members paid for the subscription but never been contacted by MPA. Madam President inform that members need to contact MPA if they receive no answer of their subscription even though they have made payment. Mr Jayagopi state that the system is wrong. Madam President agreed and explained that the main reason for MPA to introduce ipay 88 systems is to address this issues. Mr. Jayagopi asked how many membership that still pending for approval. Mr. Han answered that there is 9 membership that currently pending for approval due to not providing details such as enclosed proof of subscription payment. Madam President said that if the MPA will accept all the member application if they fulfilled all the criteria. Datin Hjh Asiah suggested that the system being strengthen so that the process of the membership can be improve. 7.4 Mr. Jayagopi asked about the sponsorship, Mr. Hans explained that it is the activities that MPA has sponsored such 1st Malaysia Physiotherapy Students conference. Mr. Jayagopi raised the issues of RM6000.00 being paid for the sponsorship of 1st Malaysia Physiotherapy Students Conference, that anything beyond RM5000.00, it need to be passed by the floor. Madam President explained that it is one lump sum approval. Madam President state that it need to be passed by the floor but since the AGM is once a year it is very difficult for her to get the approval, She also state that this is the first time that amount more than RM5000.00 being approved. The event already being announce in the previous AGM and MPA will sponsor RM6000.00 for the event. She state that this was proposed by the floor and there is no objection by the members. Mr. Jayagopi state that it still need to

get approval from the floor. Madam President acknowledge and apologize for her mistakes and proposed to the floor to passed the RM6,000. 7.5 Dato’ Dr. Bains asked about the statement of traveling and accommodation, Mr. Han explained that this mainly covered for the speakers such as lectures and workshop which mainly from overseas such as Australia and India. 7.6. Dato’ Dr.Bain asked about the number of new membership, Mr Hans inform that he don’t have the figure but for active membership in 2014 is 490 and 2013 the members are 410.The total registered members 893. Mr. Han further explained that active members is the members that pay their subscription until 2014. 6.5 Confirmation of Financial Report ending 31st December 2014 Proposed: Mr. Jayagopi Seconded: Marcus siow siaw Hung
8. State Representative There is no state representative report send to MPA.
9. Any Other Business. 9.1. Mr Jayagopi has send a proposal that to limit the tenure of MPA elected president for two (2) consecutive terms only. This proposal suggested in view of other professional bodies which has such a clause in their constitution for the progress and smooth running of the association Madam President inform that in Singapore Physiotherapy association that the current president hold the post for the past 10 years (5 terms) Dato Bains commented that is to ensure that the new generation have a chance to hold the post. Madam President state that the power is in the members to decide based on the performance. Mr Jayagopi explained that the 2 term is long enough for the president to carry out their duties. The reason 4 years is enough for the president to passed to the successor and to support them. Datin Hjh Asiah state that whoever raised up the issues there are responsible to explain and clarified. She state that she cannot remember what being stated in the constitution, she suggested that this being carried out in the constitution manner and to view it in the professional manner. Datin Syarifah agreed with Datin Hjh Asiah statement and state that it need to be discuss , agreeable for the proposal and be written up in the constitutional manner and then proposed to the members. Madam Mina state that to ensure the continuity this should be deliberated Madam President suggested that the floor to think again about the proposal and to be further discussed in the next AGM

10. Election for Executive Committee (2015-2017)
