Families and Communities … Emphasizes the role that adult education and literacy plays in supporting the educational and skill achievement of parents and family members to participate in education development of their children and improve economic opportunities for families.
English Language Learners (ELL) … WIOA adds mathematics to the scope of services, and expands the focus of the ELLs by adding civics education and workforce training.
Institutional Education …Encourages investments in and
innovative programming for the educational and career advancement of incarcerated individuals.

Student Profile
Data elements are broken down into three categories:
StudentIf a student enrolls in more than one grantee in a given program year, that data will be saved with the student record and shared across grantees.
EnrollmentData elements saved per enrollment (class). These data elements must be collected per enrollment (class). For reporting purposes, the earliest enrollment (class) data will be utilized.
Student Profile
Period of ParticipationA period of participation is when instruction/service is provided, to a student that misses no more than 90 consecutive calendar days.
• Local programs/classes can no longer withdraw a student.
• AEMIS will automatically withdraw a student after s/he has no attendance for 90 calendar days.
• The student’s last day of attendance will be assigned as his/her withdraw date, removing his/her name from the log attendance screen.
Student Profile
• If a student returns after 90 calendar days of absence, the program/class will be able to re-enroll the student by selecting a re-enrollment box. This will place him/her back on the log attendance screen.
• The student’s entry assessment for the 2nd, or subsequent, periods of participation will automatically become his/her exit (last) assessment for the previous period, IF it is not more than six (6) months old. In which case, an alternate to the previous assessment must be administered and entered into AEMIS, prior to logging additional attendance.

According to WIOA Section 203 …
The term “integrated education and training” means a service approach that provides adult education and literacy activities concurrently (occurring or existing simultaneously) and contextually (relating to, dependent on) with workforce preparation activities and workforce training for a specific occupation or occupational cluster for the purpose of educational and career advancement.
The term “workforce preparation activities” means activities, programs, or services designed to help an individual acquire a combination of basic academic skills, critical thinking skills, digital literacy skills, and self-management skills, including competencies utilizing resources, using information, working with others, understanding systems, and obtaining skills necessary for successful transition into and completion of postsecondary education or training, or employment.
New Class Information
Workplace Site Type … adult education and literacy activities offered by an eligible provider (WVAdultEd) in collaboration with an employer or employee organization at a workplace or an off-site location that is designed to improve theproductivity of the workplace.
WBPL is no longer an available option. All students who meet the definition above must be pre-assessed prior to the 12th instructional hour and post-assessed according to publisher guidelines.

Release of Information applies to each individual enrollment (class).
A student may revoke their consent to release their SSN, but s/he must do so in writing, at which time, if a SSN is visible, it is to be removed.

If the release of information is NOT signed and on file per enrollment (class), regardless of the availability of their SSN, their data cannot be entered into AEMIS.

If the student identifies YES to the self-identifiable disability question,this portion of the form becomes confidential.
If the student self-identifies s/he has a physical or mental impairment and her/his income is $11,880, s/he may be eligible for DHHR assistance,
regardless of the household income.

Student ProfileEmployed … The participant, at program entry, (a) is currently performing any work at all as a paid employee, (b) is currently performing any work at all in his or her own business, profession, or farm, (c) is currently performing any any work as an unpaid worker in an enterprise operated by a member of the family, or (d) is one who is not working, but currently has a job or business from which he or she is temporarily absent because of illness, bad weather, vacation, labor-management dispute, or personal reasons, whether or not paid by the employer for time-0off, and whether or not seeking another job.
Employed, but Received Notice of Termination of Employment or Military Separation is pending … The participant, at program entry, is a person who, although employed, either (a) has received a notice of termination of employment or the employer has issued a Worker Adjustment and Retraining Notification or other notice that the facility or enterprise will close, or (b) is a transitioning service member (i.e. within 12 months of separation of 24 months of retirement).
Not in labor force … The participant, at program entry, is not in the labor force (i.e. those who are not employed and are not actively looking for work, including those who are incarcerated).
Unemployed … The participant, at program entry, is not employed but isseeking employment, makes specific effort to find a job, and is available for work.

Student Achievements
Completion of these sections/items of the online Student Achievements is mandatory and documentation MUST be maintained in the individual student folders.
Achievements that were accomplished by the student must be entered in AEMIS by Tuesday for the previous week, per the program assurances/grant award.
When logged in AEMIS, the date the achievement was selected will default to the date entered. The date should be changed to reflect the actual date of the achievement. Achievements are tracked by period of participation.
Earned a Digital Literacy Certificate
WIOA references the Museum and Library Services Act of 2010, which defines digital literacy as “the skills associated with using technology to enable users to find, evaluate, organize, create, and communicate information.
Resources to integrate technology:
Integrating Technology in the Adult Education Classroom is a self-paces course that explores integrating technology in the adult education classroom and is sponsored by LINCS.ed.gov
Dear Colleague letter, signed with the Institute of Museum and Library services, encourages public libraries and adult education providers to work together on the provision of digital literacy training.
Microsoft Office offers digital literacy curriculum, instructor resources, and an opportunity for students to earnDigital Literacy Certificate.

If an achievement is selected within the Industry Recognized Credential section or for “Entered military while enrolled”, some form of documentation MUST be included in the permanent student folder AND is considered confidential. Documentation can include:
