IN COUNCIL, January 7, 1862.

The Committee appointed to prepare a code ot Rules to be o1iserved by

the Board for the current political year, having attended ·to the duty

assigned them, recommend the following:

RULES.

1. At the time :;i,ppointed for the meeting of the board, it shall be the

duty of the members to be in their pbces.

2. When the board shall have been called to order by the governor,

the journal of the preceding day shall be read by the secretary of state.

3. When members address the governor, they shall do so standing in

tneir pbccs.

4. The following standing committees shall be appointed, (viz.) on

warrants; on acJcunts; on military and naval affa,ire and expenditures;

on pardons and state prison affa,irs; on reform school ; on Indian affairs;

on the insa.nc hospital; on the deaf, dumb and blind; on public buildings;

and on pay roll.

5. All committees shall be appointed by the governor, and shall consist

of three mem'uers, unless otherwise ordered.

6. No member shall act as counsel for any party before a committee of

the legislature.

7. No member shall absent himself without leave, unless a quorum be

left at the board.

8. In case the governor should be absent at the time appointed for the

meeting of the board, the members shall he called to order by the senior

councillor present, who shall act as chairman.

9. All communications to the two branches of the legislature shall be

transmitted by the secretary of state.

10. No person, except the bea,rer of a messa,ge from the senate or the

house of representatives, shall be admitted into the council chamber dur-

I ing the session of the council ; nor at any other time, except by permis­

sion of the governor, one of the councillors, or the secretary of state.

11. Persom. having business with the governor, any member of the

council, or the secretary of sttite, shall be required to make their wishes

known throu~;h the messenger.

12. Every member who shall present a petition, shall place his name

thereon, and a brief statement of its contents.

13. The yE·as and nays shall be called by the governor upon the nom­

ination of all oflicers of important grade. upon the nomination of state officers, the call to begin with the senior councillor; upon county nomi­

nations, with the councillor from said county, and then according to

seniority.

14. Before the question is taken upon the confirmation of any nomi­

nat10n, any councillor having objections thereto, may state the rnrno and

the reasons 1,herefor ; which may be diseus.~ed by any member of the

board; but no member shall speak more than twice upon the same nomi­

nation, without special leave.

13. No rule shall be dispensed with, except by the consent of two­

thirds of the members present.

16. Such councillors as may approve the doings of the board in their

absence, shall upon examination thereof, have the privilege of signing

the record.
