Overarching Principles

Systems must be integrated into other initiatives and adapted to the local context

The PD providers at the regional level have the skill, expertise, knowledge, and personal relationships necessary to build this capacity.

The DOE must facilitate this process by deliberately creating structures and processes to ensure integration of RTI into other major state initiatives.
