Safety and Emergency Management

Safety Management

• Maintain a safe working environment

• Inspect all equipment at each shift

• Use appropriate PPE at all times

• Review all required training materials

• Be familiar and comply with safety policies (department/administrative)

• Cooperate with all safety inspections

• Immediately report on-the-job injuries to your manager

• Report suspicious odors by following facility-specific protocol

Security Management

• Wear identification badge at all times

• Ensure medication storage areas are locked at all times

• Report malfunctioning door alarms immediately to 305-585-6111

• Immediately report security breaches, trespasses, theft, acts of violence to 305-585-6111

Hazardous Materials & Waste Management

• Be familiar with toxic substances

• Obtain Material Safety Data Sheets (MSDS) instructions (JHS

Intranet Portal)

• Ensure that all toxic products are identified/labeled and

properly stored

• Make sure chemicals are approved and that you are properly

trained on:

– Proper storage

– Safe handling

– Appropriate disposal methods

– Spill response

Emergency Management

• Immediately become familiar with the JHS Emergency

Operations plan and your role

• Be familiar with JHS and departmental Policies regarding:

• Fires

• Bomb threats

• Hurricanes

• Know how to report repairs and to obtain supplies

Medical Equipment Management

• Medical equipment must be labeled with with

inspection dates

• Clean equipment must be stored separately from soiled

equipment

• Damaged equipment must be identified and placed out-of-

service

• Electrical hazards must be eliminated including use of non-

approved electrical devices (Admin. P & P #228)

Fire Safety Management

• JHS fire plan, smoke free and medical gas valve shut off

Admin. P & P #112, #115 and #447

• R.A.C.E. steps: Rescue, Alert, Confine, Extinguish

• P.A.S.S. steps: Pull, Aim, Squeeze, Sweep

• Know locations of all fire exits and fire response

equipment

• Report fire emergencies to appropriate phone number –

JMH: 305-585-6123

• Participate in fire drills

Fire Response at JHS Facilities

• Below is the procedure to follow in the event of a fire

emergency:

R.A.C.E.

– Rescue individuals from the immediate danger of the fire

– Alert facility emergency page operators by dialing the appropriate

number, and by activating the nearest fire alarm pull-station

– Confine the fire and/or smoke by closing all doors. Ensure that

appropriate trained personnel close medical gas/oxygen zone valves

according to polices in place

– Extinguish fire using approved fire extinguisher, if it is safe to do so

Using a Portable Fire

Extinguisher P.A.S.S. for Fighting a Small Fire

• Pull the round pin

• Aim the nozzle at base of the fire

while standing 6 to 8 feet away

• Squeeze handles together

• Sweep slowly from side to side

Fire (Life) Safety Equipment

• Fire Alarm Pull-Stations

– Know locations of all alarm pull stations within unit/department

• Smoke Detectors

- Should never be covered or tampered with

• Fire Exits

– Know all horizontal and vertical evacuation routes from unit

• Smoke/Fire Rated Doors

– Separation of Smoke Compartments

• Fire Sprinklers

– Nothing can be stored within 18” from the bottom of any fire sprinkler

• Visual (Flashing Lights) & Audible Fire Alarms

– These visual and audible indicators notify patients, visitors, and staff members that a fire emergency is occurring somewhere in the building where the alarm is sounding

– The emergency situation is active until both visual and audible notifications have stopped

• Fire Extinguishers

• A = (Water) Combustibles-paper, wood, trash

• B = (CO2) Flammable liquids, oils, chemicals

• C = (Halon) Electrical motors, pumps, wires

Other Fire Safety Issues

• Smoking is prohibited inside all JHS owned or leased properties,

buildings, passageways, and/or parking garages

• Enforcement of the Smoke-Free Campus policy is the responsibility of

all staff – it is not limited to managerial staff

• Defend-in-Place

• Horizontal and vertical evacuation

• Division/department/unit-specific fire response and evacuation

procedures

• Fire drills are conducted quarterly in all healthcare occupancy buildings

(and once annually in all business occupancy buildings) during all shifts

of operation at various times on various days of the week

• Fire drill response is critiqued, documented, and reported to Executive

Administration

Defend-in-Place

• Hospitals are comprised of smoke compartments which prohibit the

movement of fire/smoke between smoke compartments

• In the event of a fire/smoke emergency:

– Defend-in-Place within your smoke compartment

• Smoke compartments are separated by Fire Doors

• Fire Doors are indicated throughout JHS by a label similar

to the following:

• Close all doors/windows

• Check all areas to ensure that there is no sign of

fire/smoke

• Be ready to evacuate patients horizontally if the need

arises (assess patients’ needs)

Horizontal vs. Vertical Evacuation

• Horizontal Evacuation: Movement of individuals along the same level to an area of safety beyond a smoke/fire door

– This movement can be within the floor of origin or to an adjoining building on the same level

– Staff members may follow this mode of evacuation when deemed necessary

– Fire Doors are indicated throughout JHS by a label similar to the following:

• Vertical Evacuation: Movement of individuals to an area of safety either above or below the floor of origin

– This movement may be within the same building or to a floor above or below in another building

– In a business occupancy building, this movement is immediate

– In a healthcare occupancy building, this movement is to occur only with the order and direction of the Fire Department charge officer or a JHS Incident Commander

Department-specific Fire Response and Evacuation

procedures

• Each department is required to have a written unit/department specific plan that outlines fire response and evacuation procedures for each unit/area

• The plan must include:

– Emergency phone number

– Staff roles/responsibilities including the checking of all patient rooms, bathrooms, pantries, lounges, closets, etc.

– Evacuation procedures (Horizontal & Vertical) for the unit/area

– If necessary, alternate site of care (e.g. ICUs)

• Employees must be made aware of the JHS and written department-specific

fire response and evacuation procedures as soon as they are hired

• Employees should also receive an annual review of JHS and department-

specific fire response and evacuation procedures

Expectation During Fire Drills:

Staff MUST Know:

• R.A.C.E.

• P.A.S.S.

• Emergency phone number

• Appropriate emergency alert code for fires (e.g.

“Code Red”)

• Departmental evacuation procedures

• Horizontal Evacuation Routes

• Vertical Evacuation Routes

• More than one exit location

• Location of oxygen shut-off valve(s)

• Who is responsible for shutting off the oxygen

valve

• Location of fire response equipment

– Fire Alarm Pull Station

– Fire Extinguishers

– Evacuation Assist Equipment

Staff MUST:

• Activate fire alarm and call Page- Operator

• Effectively communicate with staff members on

the type (Code Red) and location of the

emergency

• Rescue patients and visitors to the nearest smoke

compartment(s)

• Check all areas for signs of fire/smoke

• Clear the corridor of obstructions (e.g. linen carts,

beds, etc.)

• Close all doors

• Stop all traffic from entering the area

• Bring two fire extinguishers to scene of the fire

• Respond quickly

• Note if:

• Fire/strobe lights operate

• Audible alarms sound

• All fire doors close and latch

Utility Systems Management

• Air vents must be unobstructed

• Report air quality repairs to manager or engineering

• Report elevator emergencies (Admin. P & P #239)

• Know department-specific plans regarding power

failures and water emergencies

• Provides general information and assistance

• Provides parking lot/garage escorts

• Provides locked car/office assistance

• Provides flat tire assistance

• Provides dead battery jump starts

• Enforces parking rules and regulations

• Presents crime and accident prevention programs to meet unit needs

Security • Patrols hospital complex

• Investigates suspected criminal activity/unusual

incidents

• Assists/supports nursing with visitor control

• Assists nursing with disruptive patients

• Cooperates with local law enforcement

• Responds to all calls for assistance

• Ensures hospital safety policies and procedures

Identification Badges

• All employees are to follow JHS policy:

• Display badge with photograph clearly visible at all

times

• Vendors, contractors, students, etc. must wear a

valid photo ID badge or a temporary ID card

• Supervisors/managers are to verify issuance of

temporary ID cards

Working Together

• Entire staff needed to ensure a safe and secure

environment

• Contact Security at 305-585-6111 (at JMH) if you

have a safety/security issue

• All elevators have phones or intercoms

• On JMH campus hit * (star) 81 at any pay phone

to report a safety/security concern
