The group / organisation must have their own developed Learning Management System (LMS) 0 not the freeware. Terms of reference for appointment of organization for appointment of Online Campus Managerat Directorate of Distance Education, Maharashi Dayanand University, Rohtak, Haryana

1. The organization / group should be working at National Level for a recognised State / Central Government

University

2. Should have the Network of sufficiently large number of Business Associates at all India/Global level

3. Should have done the Student Management for a good number of students per annum for a recognised

State / Central Government University

4. Should have the experience of managing multiple streams / faculties of study of recognised State /

Central Government University

5. Should have the experience of operating and managing own dedicated Web Server

6. Should have managed Foreign Business Associates operating outside India

7. Should have experience of Content / Study Material Development for recognised State / Central

8. The Group / Company / Organisation must be operational for more than 5 years

9. The Gross Turnover of Group / Company / Organis ation per annum should be at least 5 crore in past

Guidelines for sending EOI

1. Bidder Agency must enclose a covering letter on Bidder Agency’s Letter Head while sending the EOI in the format given below.

2. The EOI must be sent in sealed cover within the stipulated time. The EOIs will be evaluated strictyl as per

laid down criteria. Therefore, before sending the EOIs, the bidder agency must satisfy that they fulfill all the eligibility criteria. The related proof of experience, infrastructure etc., as asked for, must bee nclosed / detailed out for evaluating the EOIs.

3. The details must be furnished as per formats enclosed in this document and strictly as per serial order. The information intended to be supplied should be uf rnished in such a manner that the same satisfies t he need/requirement of EOI under various heads and iss elf0explanatory. The responses to this EOI must be complete and comprehensive with explicit documentary evidence in support of all the eligibility criteria mentioned herein above.

4. The turnover should be in Indian Rupees and should exactly match with the figures reflected in the Balance Sheet / P&L Account / Receipt & Payment A/c . The relevant portion of the document reflecting the turnover must be highlighted.

5. In case desired documents / proof are not enclosed, the EOI shall be rejected and no clarificatione/ nquiry will be sought / made.

6. The last date of receiving the EOI shall be adhered strictly. EOI received after the last date will not be opened and no further action will be taken on such EOI. However, if the last date is declared as holiday, the next working day on which office is opened will be treated as the last date of receiving the EOI. The EOIs should be physically received in the office of the Director, DDE, MDU, Rohtak. No plea made over phone / fax / E0mail that EOI is in transit and bea ccepted due to postal delay etc. shall be entertani ed. In the interest of bidder agency, it is advised that the EOI should be sent well before the closing date of receiving EOI. MDU shall not be responsible for any postal/courier delay.

7. The Bidder Agencies are advised to go through the “REGULATIONS GOVERNING ON LINE CAMPUS” given hereunder. The Bidder Agency is expected to p erform all the functions mentioned in this document and shall be governed by the conditions mentioned therein.

8. The designated team of the University shall visit the site of the Bidder Agency to verify the correctness of the facts mentioned in the application form. The report of the team shall finally decide the Agency to be selected for Establishing the Online Campus.

9. MDU reserves the right to reject EOI, received in response to this invitation, and its decision int his regard shall be final and binding.

10. In the event of tie in marks between the two or more companies, the University will be free to take its own decision based on other credentials of the companies.

REGULATIONS GOVERNING ONLINE CAMPUS

The Online Campus will be established at MDU DDE which will be managed by the ‘Online Campus

Manager’ to be appointed by the University

W ONLINE CAMPUS MANAGER shall be authorized to establish “MDU’s Onli ne Campus” for providing e0learning and online education for all courses as permitted by DDE, MDU Rohtak at its own expenses at such locations as mutually agreed upon.

W ONLINE CAMPUS MANAGER shall be exclusively authorized to establish, run, manage, market, promote, expand, administer, coordinate and deliver “Online Education” ht rough MDU’s Online Campus directly or through its Online touch points.

W The revenue sharing of “Course Fee” between DDE and “Online Campus” shall be as per existing arrangement i.e. 52% share of the University and 48% share of the study centre.

W A separate division/section for “Online” shall be formed under Directorate of Distance Education similar to UG, PG and IT & Management sections.

W The “Online” section shall have an Online Superintendent and 2 coordinators (one for IT and Management and 1 for UG/PG courses)

W The Online Superintendent shall be reporting to the Director, Distance Education t hrough DR/AR/O.S.D. Directorate of Distance Education, MDU Rohtak.

Admission Procedure

Admission to MDU’s Online Campus shall be very much transparent the whole procedure will be available purely online for the students. Students will be able to choose their willing courses from the list of courses available online. The “ONLINE CAMPUS” www.mduddeonline.net shall be designed and Hosted by the Online Campus Manager.

There shall be four admission and examination cycles per annum. These cycles shall be as follows:

The academic calendar of admission and examination once approved shall be applicable throughout. However in this case since the admission is available directly as well as through ONLINE CAMPUS MANAGER’s Online touch points the procedure shall be as follows:

W The Students shall read the Prospectus and admissi on procedure Online W The hardcopy of the prospectus shall be provided f or reference purpose W The students shall fill the Admission Form online W Deposit their fee Online or any other mode W Take a print of Admission form and payment receipt and attach the required relevant

documents and send it to ONLINE CAMPUS MANAGER’s nearest Online touch point. W The student shall enclose the self attested docume nt along with the application form.

W Also, the option to directly upload the scanned do cuments shall be provided to the student W The student shall ensure that the document submitt ed are true in all respects W ONLINE CAMPUS MANAGER’s Online touch points shall pre0scrutinize and check all

Admission Forms and documents and then forward them to MDU’s online campus office at DDE, Rohtak. The scrutiny of document shall be in accordance to the eligibility conditions.

W Each Admission/Re0registration form shall carry th e University share of 52% Course fee.

W Only those Admission/re0registration forms shall be accepted at Online Campus office of DDE, Rohtak for which the fee has already been deposited into the University’s account.

W Late fee shall be applicable as per DDE late fee r ules

Fees Payment Procedure

W The Course fee shall be decided and approved by the University. W “MDU’s Online Campus” shall be authorized to collect and deposit all fees through “Online

Mode” only. W Students shall be depositing their course fee and study material/examination fee online through

www.mduddeonline.net. Students can also go to their nearest Online Touch Point and deposit their fee online.

W ONLINE CAMPUS MANAGER’s Online touch point shall check and pre0scr utinize all admission forms and fee collected.

W It shall then transfer the University Fee Share (52 percent) along with Admis sion/re0registration forms to “MDU Online Campus” Office at DDE, Rohtak.

Establishment Of Online Touch Points

ONLINE CAMPUS MANAGER shall be authorized to establish, approve, manage and administer

Online touch points wherever deemed necessary in India and abroad. University shall bear no cost

towards establishment of Online points whatsoever. However ONLINE CAMPUS MANAGER should

ensure that Online points should be strategically located so as to cater to the support of students

wherever required. The updated list of Online points shall be always made available to the DDE, MDU

Rohtak.

Teaching Methodology - Online Campus

The methodology of instruction at “MDUs Online Campus” shall be different from that of the

conventional mode. The Correspondence and Online education system is more learner0oriented and

the learner is an active participant in the pedagogical (teaching & learning) process. DDE0MDU shall

follow a multiple media approach for instruction. It comprises:

To make Learning easier, effective and interesting, MDU shall provide most o f its courses in Self

Instructional Material (SIM) Format . Renowned authors specially design the study material with

the Technology Enabled Learning (TEL) methodology in mind. Each study material book contains a

bibliography mentioning additional reference books and material that the students can go through to

enhance their understanding. The study material is written in a manner that is suitable for

Technology Enabled Learning (TEL) and easy understanding of subject matter.

W Audio Visual Material Aids (Audio Video learning) The learning package contain CD0ROM allows the students to take advantage o fOnline Education benefits without need for an Internet connection.

W Online CAMPUS (Internet Based Education)MDU’s Online Campus delivery models shall be designed for today's computer0 savvy technically

oriented adult Learners who need more control of the time and place for learning. The use of

adaptive learning techniques contributes to the sound instructional design for career0oriented

professionals who prefer indirect “Internet based Education” that is flexible and innovative.

• Flexi Learn

The Flexi Learn delivery model is designed for lifelong Learners who prefer pacing their educational

experience to their own time schedule. It is more convenient education using the traditional methods of

distance learning and is especially designed for those Learners who prefer printed materials and

training classes due to limited access to a computer and Internet

Internet Based Education (IBE)

IBE is designed to help the flexible learning students’ study in a convenient computer based

environment. MDU shall provide Internet Based Education (IBE) for all its students to provide a means

for "self 0 paced, self0 styled learning". Through this new initiativve MDU shall be the pioneer in the

country to provide quality Online contents, which is interactive, enhanced and makes the learning

experience pleasurable. The Internet Based Education (IBE) sessions present scenarios, audio / video

clips, case studies, quizzes and an online assignment at the end. Students can thus not only enhance

their understanding of the subject matter but also can also save on time and cost by submitting an

online assignment through the Internet Based Education (IBE) session.

Students will require login to the MDU website www.mduddeonline.net to go through the Internet

Based Education (IBE) session. MDU will send a detailed instruction sheet on Internet Based Education

(IBE) to each student upon enrolment. The learning experience become more in0depth, flexible,

convenient, personalize and above all enjoyable. The Internet Based Education (IBE) is rich and

Declaration Of Result

» Each student shall be provided with provisional ma rk0sheet immediately after the conduct of Online Exam.

» Marks and provisional marks sheet of all students shall be made available to COE by Online section of DDE, after the completion of exam month/calendar.

» University’s COE can declare the final result and dispatch the original Mark0sheet of all Students to the Online Campus Manager who will disp atch the same to all the students individually.

1 ONLINE CAMPUS MANAGER will provide the university the required online software for registration ) for course for the students. 2) ONLINE CAMPUS MANAGER will provide the online software for Fee payments and Audit. 3) ONLINE CAMPUS MANAGER will set up a call center for customer support.

4) ONLINE CAMPUS MANAGER will provide the online software for updation for exams, assignments, registration and other things. 5) ONLINE CAMPUS MANAGER will online upload all the required books, assignments and exam material. 6) ONLINE CAMPUS MANAGER will be responsible for maintenance and upkeep of MDU’s Online Campus Portal www.mduddeonline.net 7) ONLINE CAMPUS MANAGER will have the responsibility of physical delivery of books to the student 8) ONLINE CAMPUS MANAGER w ill do all the required work and activities like marketing and other students’ generation activities for the university. 9) ONLINE CAMPUS MANAGER will be authorized to set up the exam centers as per requirement. 10;ONLINE CAMPUS MANAGER will have the role of appointment of technical per sons for the query handling of the students when required. 11) ONLINE CAMPUS MANAGER will have the whole responsibility for setting up for distributing admi tcard, mark sheets and roll no's as required. 12; ONLINE CAMPUS MANAGER will be given the responsibility for setting up of assignments and question papers for the students online. 16) ONLINE CAMPUS MANAGER will be maintaining the setting up standards for the course delivery in coordination with Online section of DDE. 17) ONLINE CAMPUS MANAGER will evaluate and grade of the student projects. 18) ONLINE CAMPUS MANAGER will be arranging the required notes and periodicals for reference. 19) ONLINE CAMPUS MANAGER will be given guidance for reference material and notes to provide all the students. 20) ONLINE CAMPUS MANAGER will have the responsibility of reporting to the university about the status of the portal at every interval of week’s times. 21) ONLINE CAMPUS MANAGER will provide all the teaching and administration staff for MDU’s Online Campus and to students directly or through its Online touch points.. 22) ONLINE CAMPUS MANAGER will take care of all the Infrastructure and facilities required to run this program. 23) ONLINE CAMPUS MANAGER will provide the entire Hardware and software requirement, which will be necessary from time to time. 25) ONLINE CAMPUS MANAGER will do all the required promotion and marketing for generation of students at all India level.

Works To Be Done By University

University will authorize Directorate of Distance Education to Open “MDU » ’s Online Campus” as per the above proposal

University shall have to form an Online section under DDE to take care of » all monitoring of the

above MDU’s Online Campus

University will set all the required Question Bank for Online Exam paper » s which will be posted by ONLINE CAMPUS MANAGER to the MDU’s Online Campus Portal and will also be used for setting up of question papers for University’s off line examinations.

University will authorize ONLINE CAMPUS MANAGER » to establish authorized Online touch

points/centers to provide all required facilities and support to students as per their requirement across the country and abroad

Financial implications 1) Course fees for “Online” courses shall be shared between University and ONLINE CAMPUS MANAGERin 52:48 ratios. This is the current revenue sharing ratio at DDE between University and the Study Centres. 2) Course fee will be collected online by ONLINE CAMPUS MANAGER and after due verification the University’s share (i.e. 52 per cent) shall be transferred to the University account along with Admission/Re0registration forms. 3) All the Online touch point/center charges shall be collected by the ONLINE CAMPUS MANAGERthrough online mode and after due verification shall be transferred to Online Touch Point.

The University can assign any additional responsibility to ONLINE CAMPUS MANAGER or its Online Point or, as it may consider necessary for the qualitative conduct of the course.

Expression of Interest (EOI)For Appointment of Online Campus Manager At Directorate of Distance Education (DDE)

with effect from the session 2011-12

Maharshi Dayanand University, Rohtak, Haryana (MDU,) is planning to establish the Online

Campus in Directorate of Distance Education (DDE) of the University with effect from the

session 2011012.

At present, the DDE have Study centres in 18 states of the country, but the major

concentration is among the Northern States only. The idea behind the establishment of

Online Campus is to reach those areas where the University could not reach or have minimal

presence. In addition to increase the reach within the country, online campus shall also

enable the University to register its presence in other countries too.

The Online campus shall be implemented in phases where the first phase be with the

introduction of MBA, MRM, BBA, BCA, PGDCA, MSc (Computer Science) and MCA

programs. The other programs of DDE shall be added at the later stage. The Online Campus

shall operate in addition to existing mode of education and both shall not be affected by

operations of the either.

MDU invites Expression of Interest (EOI) from leading educational groups, institutions and

organizations with proven track record and adequate knowledge and experience in the

desired field to be appointed as Online Campus Manager. Bidders Agency who are

interested to participate should apply on the prescribed proforma available at University

Website www.mdudde.net. The detailed terms and conditions and the regulations governing

online campus are also available at the University Website.
