Located in the area declared under the provisions of the Water Act, Air act and Authorization under the provisions of HW (M,H & TM) Rules and amendments thereto subject to the provisions of the Act and the Rules and the Orders that may be made further and subject to the following terms and conditions: 1. The Consent to Operate is granted up to 31.12.2013. 2. The Consent is valid for the manufacture of - Sr. No. Product Maximum Quantity Manufacturing of Lead Acid Storage Batteries 1. CONDITIONS UNDER WATER ACT: (i) The daily quantity of trade effluent from the factory shall not exceed 230.0 CMD (ii) The daily quantity of sewage effluent from the factory shall not exceed 128.0 CMD (iii) Trade Effluent: Treatment: The applicant shall provide comprehensive treatment system consisting of primary / secondary and/or tertiary treatment as is warranted with reference to influent quality and operate and maintain the same continuously so as to achieve the quality of the treated effluent to the following standards: 1) pH Between 5.5 to 9.0 2) Suspended Solids Not to exceed 100mg/l. 3) BOD Sdays 27 Deg. C. Not to exceed 100 mg/l. 4) COD Not to exceed 250 mg/l. 5) Oil & Grease Not to exceed 10 mg/l. 6) Total Dissolved Solids Not to exceed 2100 mg/l 7) Chlorides Not to exceed 600 mg/l 8) Sulphates Not to exceed 1000 mg/l 9) Lead Not to exceed 0.1 mg/l 10) Cadmium as Cd Not to exceed 0.2 mg/l 11) Arsenic Not to exceed 0.2 mg/l 12) Total Metal Not to exceed 10.0 mg/l

(iv) Trade Effluent Disposal: The treated effluent shall be shall be recycled in theprocess to the extent maximum & remaining disposed on land for cleaning andflushing purpose in the factory premises.

(v) Sewage Effluent Treatment: The applicant shall provide comprehensivetreatment system as is warranted with reference to influent quality and operate andmaintain the same continuously so as to achieve the quality of treated effluent tothe following standards.

(1) Suspended Solids Not to exceed 100mg/l.(2) BOD 3 days 27 °C Not to exceed 100 mg/l.

(vi) Sewage Effluent Disposal: The treated domestic effluent shall be use for thegardening purpose in the premises.

(vii) Non-Hazardous Solid Wastes:

(viii) Other Conditions:1. Industry shall monitor effluent quantity regularly.2. Industry shall comply with the Batteries (Management and Handling) Rules,

2001, Amendment on 2010.3. Industry shall deal with the dealers who are obtained registration from Board.

4. The applicant shall comply with the provisions of the Water ( Prevention & Control ofPollution ) Cess Act, 1977 ( to be referred as Cess Act) and amendment Rules, 2003there under:

The daily water consumption for the following categories is as under:(i) Domestic ... 138.0CMD(ii) Industrial Processing ... 312.0CMD(iii) Industrial Cooling/Boiler ... 10.0CMD(iv) Agriculture/Gardening ... 25.0 CMD

The applicant shall regularly submit to the Board the returns of waterconsumption in the prescribed form and pay the Cess as specified under Section 3 ofthe said Act.

5. CONDITIONS UNDER AIR ACT:(i) The applicant shall install a comprehensive control system consisting of control

equipments as is warranted with reference to generation of emission and operateand maintain the same continuously so as to achieve the level of pollutants to thefollowing standards:

Control Equipment:1) Bag Filter of sufficient capacity shall be provided to Oxide mill section, Pasting sect,

Assembling section, Casting sect and Dust collector shall provide to any othersource of particulate matter emissions.

2) Mist eliminator of sufficient capacity shall be provided to jar formation and scrubberfor any other source of gaseous emissions.

Conditions For D.G. Set:

1] Noise from the D.G. Set should be controlled by providing an acoustic enclosure orby treating the room acoustically.

2] Industry should provide acoustic enclosure for control of noise. The acoustic closure/acoustic treatment of the room should be designed for minimum 25 dB(A) insertionloss or for meeting the ambient noise standards, whichever is on higher side. Asuitable exhaust muffler with insertion loss of 25 dB(A) shall also be provided. Themeasurement of Insertion loss will be done at different points at 0.5 metres fromacoustic enclosure/room and then average.

3] The industry shall take adequate measures for control of noise levels from its ownsources within the premises in respect of noise to less than 75 dB(A) during day timeand 70 dB(A) during the night time. Day time is reckoned between 6 a.m. to 10 p.m.and night time is reckoned between 10 p.m. to 6 a.m.

4] Industry should make efforts to bring down noise level due to DG Set, outsideindustrial premises, within ambient noise requirements by proper siting and controlmeasures.

5] Installation of DG Set must be strictly in compliance with recommendations of DG Setmanufacturer.

6] A proper routine and preventive maintenance procedure for DG set should be set andfollowed in consultation with the DG manufacturer which would help to prevent noiselevels of DG set from deteriorating with use.

7] The DG set shall be operated only in case of power failure.

8] The applicant should not cause any nuisance in the surrounding area due to operationof the DG set.

9] In case of problems, the DG Set shall not be operated until it is set back tosatisfactory position.

Standards for Emissions of Air Pollutants:1. SPM/TPM Not to exceed 150mg/Nm3

2. SO2 Not to exceed 416 kg/day3. SO2 from process Not to exceed 50 PPM4. Acid Mist Not to exceed 35 mg/NM35. Lead Not to exceed 10 mg/NM36. NOx from process Not to exceed 50 PPM

(iv) The applicant shall provide ports in the chimney/(s) and facilities such as ladder,platform etc. for monitoring the air emissions and the same shall be open forinspection to/and for use of the Board's Staff. The chimney(s) vents attached toVarious sources of emission shall be designated by numbers such as S-1, S-2,etc. and these shall be painted/displayed to facilitate identification.

(v) The industry shall take adequate measures for control of noise levels from its ownsources within the premises so as to maintain ambient air quality standard inrespect of noise to less than 75 dB(A) during day time and 70 dB(A) during nighttime. Day time is reckoned in between 6 a.m. and 10 p.m. and night time isreckoned between 10 p.m. and 6 a.m.

(vi) Other Conditions:1] The Industry shall not cause any nuisance in surrounding area.2] The Industry should monitor stack emissions and ambient air quality regularly.3] Industry shall deal with the dealers of Batteries who are obtained registration

from Board.

6. Whenever due to any accident or other unforeseen act or even, such emissionoccur or is apprehended to occur in excess of standards laid down, suchinformation shall be forthwith reported to Board, concerned Police Station, office ofDirectorate of Health Services, Department of Explosives, Inspectorate of Factoriesand Local Body. In case of failure of pollution control equipments, the productionprocess connected to it shall be stopped.

7. CONDITIONS UNDER HW (M,H &TM) RULES, 2008 :

a. The industry shall transport hazardous waste through MPCB AuthorizedTransporter only.

b. The industry shall follow Manifest system strictly while transportingHazardous Waste.

c. The industry shall inform the Board in its Form 4 returns regarding quantityof hazardous waste accepted by it during the year.

i) The Industry shall handle hazardous wastes as specified below.

8. The consent should not be constructed as any exemption from obtaining necessaryNOC from other Govt. agencies as may deemed fit necessary.

9. This is issued with recommendation of Consent Appraisal Committee meeting heldon 30.04.2011 of the Board and with the approval of Hon'ble Chairperson of theBoard.

10. This is issued as per the decision taken in the meeting of Consent Appraisalcommittee of the Board held on 30.04.2011.
