Honourable Sir, I am happy to present the very first state budget of the present Government popularly elected just four months ago. Sir, this transformation has been made by the people of Maharashtra having faith in the thoughts/values of Chhatrapati Shivaji Maharaj. Here, I want to make it clear that this change is not for the sake of making few people richer but the people of Maharashtra want to see their dreams turning into reality. For that, people have given us this opportunity to serve them. Our Government is committed to fulfil the aspirations of the people of the state who have reposed their faith in our Government. As the Finance Minister, I will strive hard to reflect all the hopes and expectations of the people of Maharashtra in my budget. The State Government while presenting this budget has honestly tried to make it more favourable and the handicapped, weaker sections, the dalits, the tribes, farmers, labours, the minorities should feel that the Government cares for them. I am quite aware of the fact that the 11 crore people of Maharashtra are hopeful and judging the intentions of the Government through this budget. The Government has kept in view the insights of the Rural Development Concept of respected Shri Tukdoji Maharaj, the social justice as per the expectations of Dr.Babasaheb Ambedkar, the Antyodaya scheme based on the views of Pandit Dindayal Upadhyay and the progress of my dear sisters, the young generation which is still unemployed even after pursuing higher education, the farmers, tribes and all.

In brief, priorities have been ascertained - to stabilizeand to make sustainable the dry land agriculture, rapidgrowth of basic infrastructure, to successfully face thechallege of everyday growing urbanisation and moreimportant to increase the job opportunities for theyouth of our state. I am aware that, there may be someprovisions which are mandatory keeping in view ofpast liablities and sudden change in the direction in thebudget may not be always feasible. However, I willprovide maximum funds for the above mentionedsectors in forthcoming 5 years.

To start with I have substantially increased theprovision for these sectors in the present budget. I amaware that while transforming the dreams of growth ofthe people into reality, we have to come across variouschallenges ahead. Currently, the State bears a debtburden of over Rs.3 lakh crore for which we areservicing an interest burden of over Rs.24000 crore.The revenue imbalance poses a challenge on thefinancial management of the State. In current year, therevenue deficit has reached Rs.13883 crore. I am quiteaware that if we utilise the loans and debt for ourregular expenditures, we are forcing unjust burden onthe next generations. In order to bring the revenuebalance back on track, I will definitely take somestrong measures. We have to create capital assets forthe new generation. I know that certain capitalexpenditure which is accounted for in Governmentaccounts may not necessarily lead to productive assetformation and thus I will explore all ways and meansto make a capital expenditure more fruitful. Theavailable resource growth is limited. Though theroadmap to progress is quite difficult, with the blessingsof Chhatrapati Shivaji Maharaj, we are committed tomove ahead in this adverse conditions and take theState of Maharashtra on the path of progress.

Taking into consideration, the limited resourcesavailable, I have decided to implement new andinnovative options and methods to augment these

resources. For this, I am tapping some unconventionalrevenue sources such as charging premium fee linkedto the market value of land for change in purpose ofthe land, additional F.S.I. etc., I have taken care thatnone of the burden through these measures will fall onthe citizens and tax payers.

If you analyse the last year’s budget, you will findthat although the plan was finalised at Rs 51022.54crore but it is a fact that the funds were not madeavailable to that extent. Today, while presenting theplan of Rs 54999 crore, I will definately try to makeavailable each and every pie of it. The utilisation of theavailable funds will be done with the clear view that weare the Trustees of the people of Maharashtra andtherefore, today’s budget is not expenditure based budgetbut it is target oriented budget. And for that I amannouncing long term and ambitious measures today.The schemes and projects which are sponsored by theState Government will be henceforth monitoredthrough Evidence Based Photography, for whichseparate Control Room will be established atManatralaya level.

For overall growth of all the sectors and to fulfil thehopes and expectations of the people of Maharashtra,we have to work as ‘Team Maharashtra’. and this willinclude the we in power, the opposition member,Government officers and employees, farmers, traders/business, entrepreneurs/industrialist. We will notpoliticize the issue of the growth of Maharashtra. Wewill encourage the Government officers and employeesto come up with new innovative ideas to increase thestate income, to evolve new sources of income and toreduce the State expenditure and thereby increase oursavings and for this a new scheme will be launched tohonour such persons.

During last few years, there has been noticeableincrease in the suicides among the farmers. Theseincidences are painful. In order to free the farmers

from the financial crisis, to provide them economicalstability and boost their confidence, we have undertakena new and ambitious project of ‘Jalayukt ShivarAbhiyan’. The main reason behind the suicidal attemptof farmers is that they are burdened with the debtfrom money lenders and therefore, the Governmenthas decided to free the farmers from this burden. Thebenefit of the scheme which was announced by CentralGovernment in the year 2008 was not extended to thefarmers opting for such loans from money lenders. Inaccordance to the Honourable Chief Minister’sannouncement during the winter session of 2014, theGovernment has decided to repay such loans amountingto Rs 156 crore principal amount and its interest of Rs15 crore which will make around 2 lakh 23 thousandfarmers free from the debt burden. In 2014, the farmersin our state have faced various natural calamities likedraught, hailstorms, and subsequent unseasonal spell ofrain. Hence, to support the farmers, Government hasprovided a financial assistance of Rupees 4000 croreand relief in electricity bill and exam fee etc. were alsobeen extended.

1. As I said just a short while before, theGovernment has decided to implement Jalayukta Shivarproject to overcome the water scarcity for drinkingand agriculture due to irratic rainfall. Under the project,it is planed to collect the rainwater, ensure itspercolation, increasing the groundwater table andbuilding up the water storage in a decentralised manner.This project envisages that every village will consorvewater decentralised planing and implementation. Thisscheme should remain as government scheme butpeople should feel that it belongs to them. I am surethat through peoples’ participation the villages will befreed from water scarcity. For this, an amount of Rs.1000 crore has been made available through districtschemes.

In order to create decentralised water resourcesthrough ambitious Cement Nala Bunding chainstructures, an outlay of Rs. 500 crore is proposed whichis twice the amount as made available during the lastyear.

An amount of Rs. 100 crore is earmarked from theoutlay undistributed under the Planning Departmentfor repairs and renovation of the ex-Malgujari tanks inthe district of Gadchiroli, Bhandara, Gondia andChandrapur.

2. Micro Irrigation Programme is being implementedin the State under the centrally sponsored NationalMicro Irrigation Mission. Around 16 lakh hectres ofland has been brought under Micro Irrigation in theyear 2013-14. An outlay of Rs.330 crores is proposedfor the scheme in 2015-16, which is significantly higherthan that of last years outlay Rs 12 crore 50 lakh.

3. Taking into account the large number of suicidesin Yavatmal district, the state Government willimplement a new pilot project “Motiramji LahaneKrushi Samruddhi Yojana”. Under this scheme throughconvergence of various agriculture schemes andmechanisation of agriculture, efforts will be made toincrease the agricultural productivity. The details ofthe scheme will be announced in due course. For this,an outlay of Rs. 50 crore is earmarked from the outlayundistributed under Planning Department.

4. While water storages are being created indecentralised manner, it is also important to energisethe agricultural pump sets. Presently there has beenvast disparity among the districts in number ofagricultural pump sets per thousand hectares ofagricultural land. This proportion is very low especiallyin the dry land districts. This is one of the main reasonsfor the regional disparity in the state. It has been plannedto reduce this disparity in the upcoming two years.

Compared to the last year’s outlay of Rs. 150 crore forenergisation of agricultural pump sets, significantlyhigher outlay of Rs. 970 crore has been proposed thisyear.

5. It is need of the hour to promote the non-conventional energy sources for long term energysecurity. Under the Central Government scheme, theState Government has undertaken a pilot project ofinstallation of 7,540 solar agricultural pump sets. It isexpected that farmers will get assured electricity supplyunder the scheme.

6. Employment generation programmes such asJawahar Wells, Farm Ponds, Horticulture are beingimplemented in the State under the State EmploymentGuarantee Scheme and Mahatma Gandhi NationalEmployment Guarantee Scheme. Through theseschemes, the adults in rural areas who are willing to dounskilled work are provided employment. Besides,various works have been started in the C Class MunicipalCouncils under the State Employment GuaranteeScheme. An outlay of Rs.700 crore is proposed for thestate Employment Garantee Scheme and Rs.1948.80crore is proposed towards to state share under theMahatma Gandhi Rural Employment GuaranteeScheme during the year 2015-16.

7. Annual growth rate of 4 percent in agriculturesector is the main objective of Rashtriya Krishi VikasYojana in order to make improvments in agricultureand allied sectors. I propose an outlay of Rs.336 crorefor this scheme. Also, an outlay of Rs.257 crore isproposed in the year 2015-16 for National Food SecurityMission, Agricultural Extension and Technology Missionand Horticulture Development Mission.For providing protection from hailstorms, financialassistance will be provided to grape farmers to purchaseShednet.

8. It is proposed to take measures to scientificallypreserve and develop the good quality traditional andlocally preserved seeds by the farmers through genebank system. For this purpose, an outlay of Rs 10crore is earmarked for the year 2015-16 from the outlayundistributed under planning Department.

9. An outlay of Rs 140.92 crore is proposed in2015-16, for modernisation of Animal HusbandryInstitutes and Fodder Development Programme

10. Financial assistance is provided formechanisation of fisheries vessels through NationalCooperative Development Corporation. For thisRs.13.25 crore is proposed in year 2015-16. Also,construction of jetties under NABARD assisted RuralInfrastructure Development Fund have been undertakenin the district of Sindhudurg, Ratnagiri, Raigad, Thane,Palghar and Mumbai. For this Rs. 20 crore is proposedin 2015-16.

11. There have been huge escalation in cost of manyirrigation projects due to time over runs. Therefore,there is no direct benefits to farmers in spite of veryhigh expenditure on such projects. For this, theGovernment has decided to draw a time boundimplementation plan by precise technical and financialplanning.

An outlay of Rs.7,272 crore is proposed for WaterResources Department in the year 2015-16 and 38irrigation projects is planned to be completed duringthis year. As a result, 700 Million Cubic Liter waterstorages will be created and 69 thousand hectare landwill be brought under irrigation.

12. The deteriorating conditions of roads in ruralareas of the State is a cause for concern. In order tohave better communication facility for rural population

In the next 5 years around 1000 villages will bedeveloped through this scheme. An outlay of Rs. 25crore is earmarked for this purpose from the outlayundistributed under Planning Department.

16. An outlay of Rs.535.34 crore is proposed forpower generation projects in the year 2015-16.

17. In order to upgrade the capacity of powerdistribution network, have assured and quality powersupply and providing new connections, InfrastructurePlan-2 Scheme has been formulated. Special attentionwill provided to regions of Vidharbh and Marathwadaas these areas have low level of development. An outlayof Rs.538.83 crore is proposed in 2015-16 for thispurpose.

18. Keeping in view the increasing need of powerfor industrialisation and agriculture and stabilisation ofhigh tension lines grids, it is necessary to give emphasison generation of hydal power. An outlay of Rs.900crores is proposed in the year 2015-16 for for hydalprojects.

19. The Government is doing its best to keep theirpower tariff reasonable by taking long term and effectivemeasures to reduce the expenditure of Governmentcompanies engaged in Generation, Transmission andDistribution.

20. The Government has accorded priority forproviding shelters to families under poverty line in thestate. At present there are over 2 lakhs eligiblebeneficiaries in the state who do not have their ownland. They are not able to take benefit of the shelterscheme on account of not having their own land toconstruct the shelter. For those families, the Governmenthas launched a new scheme named ‘Pandit DindayalUpadhyay Gharkul Jaga Kharedi Arthasahayya Yojana’

under which assistance upto Rs.50,000 will be madeavailable to them. For this purpose, an outlay of Rs.200crores is earmarked.

21. The Government has fixed target of constructingone lakh good quality houses which toilet facilitiesunder the schemes of Indira Awas Yojana, Ramai AwasYojana, Shabari Adivasi Gharkul Yojana and RajivGandhi Nivara Yojana using new technology. For this,an outlay of Rs.884.46 crore is proposed in 2015-16

In order to provide affordable houses to slum dwellersand middle class famalies, the State Government willbring new housing policy. It will be the endeavour ofthis State government that no person in the State willremain homeless by the end of 2022.

Keeping in view the increasing urbanisation in theState, it is imperative to address issue of civic facilitiesfor the urban population. It is the endeavour of theGovernment to provide high quality civic facilities tothe population in urban areas.

22. A Special Purpose Vehicle Company has beenset up to give impetus to progress of Mumbai MetroLine 3 Project. An outlay of Rs.109.60 crore is proposedin the year 2015-16 for this project.

23. In order to give impetus to the progress ofNagpur and Pune Metro Railway Project, an outlay ofRs.197.69 crore and Rs.174 .99 crore respectively isproposed in the year 2015-16.

24. To cope up with the urbanisation and to attractinvestments, it is necessary to develop cities by creatingphysical and social infrastructure. Accordingly, SmartCities development concept will be implemented. Inorder to take up more cities in the state under thescheme of the Central Government, an outlay ofRs.268 crore is proposed in the year 2015-16.

25. With a view to keep all cities and towns in thecountry clean, healthy and habitable and to give cleanand healthy environment to the people, the Governmentof India has launched ‘Swachchha Bharat Abhiyan’. Toimplement this scheme in the State, an oultay of Rs.320crore is proposed in the year 2015-16. Like wise toimplement this scheme in rural areas, an outlay of Rs490.49 crore is proposed as the state share.

26. Under Maharashtra Sujal Va Nirmal Abhiyan,257 water supply and sewerage schemes have beenapproved. For this, an outlay of Rs 80.50 crore isproposed in 2015-16 and if required an additional fundswill be made available.

27. Maharashtra Suvarnajayanti NagaroththhanMahabhiyan is being implemented in all “D” ClassMunicipal Corporations, Municipalities and MunicipalCouncils in the State. For this, an outlay of Rs.600crore is proposed in the year 2015-16.

28. Roads, transport, railways, ports and airports arethe foundation of long term development of the Stateand it is necessary to give emphasis on development ofthese amenities.

Taking in consideration, the deterioration in theconditions of State Transport buses and depots, theGovernment is taking up pilot project of renovation ofState Transport Depots at the regional head quarters ofMumbai, Pune, Nashik, Aurangabad, Amravati andNagpur. The State Government also intends to procurenew buses for the State Transport. For this, an outlayof Rs.16.40 crore is proposed in the year 2015-16 andbesides this Rs.125 crore is earmarked from the outlayundistributed under Planning Department.

Municipal Coperations in the State will be encouragedto use bio fuel for transportation services to protect theenvironment. Also usage of E-taxis with ladies driverwill be promoted for conveyance of school goingchildren.

29. To expedite the railway projects in Maharashtra,the State Government has approved in principle to setup a Special Purpose Vehicle with equity participationof the State Government and Ministry of Railways.For railway projects under construction, an outlay ofRs.68.60 crore is proposed.

30. A memorandum of understanding has beensigned between Maharashtra Meritime Board, KonkanRailway Corporation and Port Developer to providerail connectivity to Jaigad Port.

31. An outlay of 91 crore is proposed in the year2015-16 for development, inspection and maintenanceof airstrips under Maharashtra Airport DevelopmentCorporation at Ozar, Kolhapur, Akola, Shirdi, Karad,Amravati, Solapur, Chandrapur etc.

32. The State Government has launched a uniqueprogramme called ‘Make in Maharashtra’ with anobjective of retaining the premium position of theState in industrial development and economic progressof the State. Under the programme, the investors whoare willing to invest in the State will benefit by simplifiedand easier procedures while obtaining variouspermissions to start an industry thereby reducing thetime required to complete various procedures.

33. An outlay of Rs. 200 crore is proposed in theyear 2015-16 for land acquisition and rehabilitation forMihan Project.

34. 25 mega projects have been approved in theyear 2014-15 in which investments of Rs.13166 crorewith employment opportunities to 13988 persons isexpected. For this, an outlay of Rs.30150 crore isproposed in the year 2015-16.

35. Industrial Cluster Development scheme has beenstarted to boost development of industrially backwardareas. For this, an outlay of Rs 26.50 crore is proposedin the year 2015-16.

36. An outlay of Rs.59.66 crore is proposed in theyear 2015-16 towards interest subsidy of 5 to 7 percenton long term loan of the eligible textile industrial unitsin the State under the Textile Policy.

Also an outlay of Rs.28 crore is proposed towards 10percent capital subsidy on the long term loan of eligibletextile industrial units in Vidarbha, Marathwada andNorth Maharashtra.

For the regular scheme of power subsidy to powerlooms an outlay of Rs. 1232.53 crore is proposed.

37. The cashewnut processing units in the KonkanRegion, is provided incentive subsidy of the amount ofvalue added tax paid by them on the cashewnut finallysold by them out of the produced and processedcashewnut. For this, an outlay of of Rs.5 crore isproposed in the year 2015-16.

38. Maharashtra Gharelu Kamgar Welfare Boardhas been established to implement various welfareschemes for domestic labours. For this, an outlay ofRs.20 crore is proposed in the year 2015-16.

39. Sinhasth Kumbh Mela will commenced in NashikTrimbakeshwar in the year 2015-16. A plan of Rs.2thousand 378.73 crore has been approved includingworks of construction of ghat on the Godavari Riverbank, approach road, temporary shelters etc. Most ofthese works are nearing completion and the remainingworks are planned to be finished soon.

40. 42. A comprehensive master plan is being preparedfor the conservation and preservation of the forts inthe State and for development of people centrictourism. These forts will be provided with basicamenities along with Tourist Information Centre.Maintaining cleanliness in the area and aforestationwill be done through the Joint Forest ManagementCommittee.

The Government has decided to establish NisargParyatan Vikas Mandal with the objective ofdevelopment of the tourism in forest areas, conservationof biodiversity and also for improving the livelihood ofthe local people who are depending on the forest fortheir livelihood. For this an outlay of Rs.50 lakh isproposed for meeting initial expenditure.

44. Konkan region of Maharashtra has a vastcoastline of 720 kms. Keeping this in mind an outlayof Rs. 42 crore is proposed for beach tourism in year2015-16

45. Chandrpur and Sindhudurg, far off places in thestate, are blessed with mineral and natural boundries.A special programme of integrated planning andimplementation will be executed to have optimum useof these natural resources. Accordingly, botanical gardenwill be developed on similar lines as that of Banglorein Ballarpur, district Chandrapur. For tourismdevelpment in Sindhudurg district, a special programmeis being developed. The district tourism plan ofSindhudurg is proposed to be submitted to World Bank/Asian Development Bank for financial assistance. Theproposed project of Sea-world in Sindhudurg districtwill be provided with required funds. A request hasbeen made to Ministry of Tourism, Government ofIndia to provide financial assistance to the said projectwhich has also been earmarked for the assistance. Askill development training centre is also proposed underthe project.

46. Various amenities like direction indicators,washrooms of international standards, potable drinkingwater and refreshment places will be developed on thetransit route for the local and foreign tourist visitingvarious tourist centres in maharashtra. For thedevelopment of tourism amenities at Mumbai, Ratnagiri,Sindhudurg, Aurangabad, Buldhana, Kolhapur etc. anoutlay of Rs. 2.25 crore is proposed in 2015-16. 47. In 2015-16 an outlay of 9.10 crore is proposedfor the ongoing works of tanks under the RashtriyaSarovar Sanvrdhan Programme at Solapur, Dhule,Nandurbar, Nagpur, Sangli, Kolhapur, Sindhurdurg,Chandrapur, Thane, Raigad, Latur, Ahmednagar, Sataraand Pune. Keeping in view, the importance ofenvironment of the local place, it has been proposed toorganise various programmes of environment protectionand conservation, climate change action plan andawareness programmes. Required outlay will be madeavailable for this purpose.

48. Development of integrated wild life protectedzone and tourism facilities of interntional standardssimilar to that of Masaiemara is proposed at SanjayGandhi national park, Tadoba-Aandhari Tiger reserveand Gorewada zoological park. Biodigester toilet,drinking water facilities will be provided to to thetourist on Jungle sufaries. Also forest tourism centreswill be developed at these destinations. An outlay ofRs. 91 crore is proposed in 2015-16. An additionaloutlay of Rs.100 crore is earmarked from the outlayundistributed under Planning Department

49. The Government through the Social ForestryDepartment intends to develop parks named ‘UttamraoPatil Forest park’ in every district. In these parks, it isproposed to develop plantations of local varieties ofplants. Also, there will be Forest and EnvironmentCentre and Nisarg Parichay Kendra in the parks. Forthis, an outlay of Rs.20 crore is proposed.

50. Nurseries based on advance tecnologies will bedeveloped in every district on the state and for this anoutlay of 18 crore is proposed in 2015-16.

51. In order to effectively implement PESA Act1996 and Forest Rights Act 2006, it is proposed toestablish a three tier Cooperative federation. Throughthis authority it will be possible to regulate the collection,grading, storage, selling of medicinal plants, aromatictrees like Tendu etc. Also it will enable local populationto get reasonable price for their produce. For this, anoutlay of Rs.50 lakh is proposed to meet the preliminaryexpenses.

52. State government has recently announced theBamboo Policy in December 2014. To promote thesmall-scale industries based on bamboo, MaharashtraState Bamboo Development Board is proposed to beset up. Adequate outlay is proposed to meet out thepriliminary expenses.

53. The Government intends to bring a new schemenamed ‘Shyamprasad Mukharji Jan Van Vikas Yojana’with the objective of increasing the forest cover alongside the scheduled wild life sanctuaries with publicparticipation. It is also proposed under the scheme thatthe various schemes of rural, tribal and waterconservation departments will be implemented in anintegrated manner. 54. In order to bring uniformity in the managementat various zoological park in state and to effectivelycoordinate with the central wild life authority it isproposed to establish the ‘Maharashtra State ZoologicalPark Authority’. For this required outlay is madeavailable in 2015-16.

55. The concept of collective nature conservationwill be implemented to reduce the human wild lifeconflict and to provide tourism benefits to the residentsalong side the national parks. It is proposed to implementit on pilot basis through the corporate socialresponsibility at Gothangaon at the borders of Umred– Karhand sanctuary. Also this project will beimplemented in the buffer zone of Tadoba Tiger reservewith Government assistance and funds under CorporateSocial Responsibility.

56. The biggest Challenge for the government aswell as the present generation is to provide employmentopportunities for youth. Today, the youth is notinterested to live on the doles provided by government.Naturally there is usually urge in today’s youth topursue some employment and to prove to be aproductive member of family and the society. Toempower the youth to successfully build their future,it is necessary to incorporate the skill development intraditional learning system. Honourable Prime ministerShri Narendra Modi has presented the concept of ‘SkillIndia’. On similar lines, with objective of skillMaharashtra, the State Government has established anew department called Skill Development andEntrepreneurship Department.

Currently there are some schemes for skilldevelopment and self employment assistance. Afterevaluation of these schemes and if required by mergingof these schemes the state government has decided toimplement a comprehensive “Promod Mahajan SkillDevelopment Programme”.

Under this scheme, the youth will be trained in theirareas of work or interest/ aptitude and every year 5lakh youth will undergo training in ITI and privatetraining centers and 75% of them will get assured jobs.

Special focus will be given to the areas likeconstruction manufacturing, textiles, automobiles healthservices, banking, industrial, medicinal production, agriprocessing etc. We will strive to reach maximum youththrough this medium. The government proposes toestablish skill development center in every district andtransform the ITI centers into skill development centerin the districts. The details of the said scheme will beannounced in due course. The government will do itsbest for effective implementation of this scheme. Forthis, an outlay of Rs. 161.84 crore is proposed to thenewly created Skill Development and EntrepreneurshipDepartment.

57. The State government has decided, followingthe thoughts of father of the nation Mahatma Gandhiand to establish research and training centre at Sevagramdistrict Vardha to promote village industries, cottageindustries and handicraft industries. 58. Though the new sports policy was announced in2012 but it was not implemented to the extent it shouldhave been. The State Government will now effectivelyimplement this policy.

59. Keeping in view the importance of physicalexercise, public gyms will be established for the sportsperson and youth in a phased manner at district sportcomplex or municipal gardens. For this, funds will bemade available. In 2015-16 an outlay of 50 crore isproposed for constructon of sports complexes at talukaand district levels.

60. In order to reduce the drop out rate of girls inSecondary schools, the Government has a scheme ofconstruction of hostels for girls. For this, an outlay ofRs.112.52 crore is proposed for the year 2015-16, whichin comparison is twice the outlay made available lastyear.

61. It is planned to construct protection walls for allgovernment Girl’s hostels in a phased manner. An outlayof Rs.25 crore is earmarked from the outlayundistributed under Planning Department. Thegovernment has decided to construct the protectionwalls in all the girl’s hostels in the 3 years period.

62. Although every year more than 30 thousandcrore is spend on elementary education, the quality ofeducation is a matter of concern. The government iscommitted to provide value based quality education.

Emphasis will be given on evaluation of teachers andexamination system. In addition, biometric attendancesystem will be introduced for both the students and theteachers. Government will take all care to ensure thatno child is deprived of education and it will remain thepriority of the Government in the future.

Sarv Shiksha Abhiyan is a programme for qualityeducation and all-round development of children in theage group of 6 to 14 years. This programme is thevehicle through which the Right to Free andCompulsory Education Act 2009 is being implemented.An outlay of Rs. 1,690.56 crore is proposed for thisprogramme.

63. It is proposed to modernise J.J. School of ArtMumbai, and other Art colleges to improve the qualityof Art education. An outlay Rs. 10 crore has beenearmarked out of the undistributed outlay under thePlanning Department. It is also proposed to set upSchool of Planning and Architecture of internationalstandard at Aurangabad.

64. It is proposed to establish a National Instituteof Pharmacy Education and Research at Nagpur withthe objective of developing professionally qualified andskilled man power and improve research in this fieldthrough use of advanced technology and reach of thebenefits of the same to the common people.

65. It is proposed to provide assistance to candidatesfor training for the Civil Services (Main) examinationand interview in order to improve the success ratio ofcandidates of Maharashtra. Further study rooms withreference books facilitie will be provided at districtheadquarters to help students. 66. The upgradation of post graduation medicalcourse programme has been undertaken at thegovernment medical colleges of Pune, Aurangabad,Akola, Ambejogai, Solapur, Miraj, Sangli, Dhule,Yavatmal, Latur and Nagpur. The upgradation is beendone by providing the medical colleges with additionalfacilities. An outlay of Rs. 20 crore is proposed in2015-16 for this purpose.

67. An outlay of 35 crore is proposed forconstructions and other primary facilities in newlyestablished medical colleges at Nandurbar, Mumbai,Alibaug, Satara, Gondia, Baramati and Chandrapur.An additional outlay of Rs.100 crore is earmarkedfrom the outlay undistributed under PlanningDepartment. And comprehensive master plan has beenprepared for developing the government medical collegeat Nagpur and steps are being taken for itsimplementation.

A proposal of a high-rised super speciality hospitalbuilding at Sir J.J.Hospital, Mumbai is approved.Although, this project was pending for a long time,waiting for the approval from the highrised committee,now the approval for the building has been accordedby amending the law appropriately. It will now getempetus in its implementation. An additional 1000beds will be made available through this project.

68. The National Rural Health Mission, NationalUrban Health Mission and other 11 disease controlprogrammes, have been merged in the National HealthMission. Reducing the infant mortality rate andmaternal mortality rate, the Mission includesprogrammes of increasing the availability of healthfacilities, prevention and control of noncontagiousdisease are the components of the programme. In 2015-16 an outlay of 1996.48 crore is proposed for thisprogramme.

69. The eligible beneficiaries under this scheme areentitled for a free treatment for 971 notified diseases.In 2015-16 an outlay of Rs.300 crore is proposed forthis programme.

70. It is planned to provide 70 new born infantambulances to reduce the mortality rate of new bornsick infant. For this required funds will made available.

71. An outlay of Rs.181.36 crore is proposed forconstruction of health institutions in urban areas, Rs.47crore for rural hospitals, Rs. 112 crore for the ruralhospitals under the backlog, and Rs.49.56 crore forprimary health centres and its sub centres totalling Rs.389.92 crore in 2015-16

72. It is endeavour of the Government to empowerswomen and make them stand on their own feet. Forthis, micro credit is very essential component.

The Government intends to use local agriculturalproduce to provide quality supplementary nutritionunder various programmes. Women self help groupswill be assisted to purchase equipment for producingquality supplementary nutrition products. Similarly, anew scheme named ‘Punyashlok Ahilyabai HolkarMarket Place’ will be launched to set up permanentmarkets at each district headquarters for providing theoutlet for sale of goods produced by such Self HelpGroups. 75. An outlay 75 crore is proposed in 2015-16towards share capital contribution to Moulana AzadMinority Developement Board. An outlay of Rs.75crore is earmarked from the outlay undistributed underPlanning Department. Through this programme loanswill be made available to employement, self-employe-ment training activities of women.

76. The Rural area development programme forminorities is implemented to provide basic amenitiesto the rural minority population and to improve theirliving standards. In 2015-16 an outlay of Rs.25 croreis proposed for this programme. The Government alsointends to implement this scheme in the urban areas ofBhiwandi, Malegaon and Miraj.

77. An outlay of Rs.6490 crore is proposed for theScheduled Caste Sub Plan in proportion to its populationratio. Out of this amount, Rs. 2400 crore is allotted todistrict programmes and Rs. 4090 crore to state levelprogrammes. An outlay of Rs. 175 crore 52 lakh forhealth services, Rs. 320 crore for Ramai GharkulGramin Yojana, Rs. 225 crore for setting up governmenthostels and Rs. 100 crore for residential schools hasbeen proposed under the Scheduled Caste Sub Plan.

80. From year 2015-16, 5% of the total provisionof the Tribal Development Department, will betransferred directly to the Grampanchayats as untiedfunds. This fund will be in proportion to the populationof the villages. Maharashtra will be the 1st state in thecountry to implement this scheme. Under this schemebasic facilities like maintenance of road, sewagedisposal, forest conservation works will be undertaken.These works will be carried out by the Joint Forestmanagement/Village Forest/Eco DevelopmentCommittee and with the approval of the Gramsabha.

81. I am happy to state that process of installationof CCTV in Mumbai has now geared up. In addition,the Government intends to install CCTVs at Amravati,Aurangabad, Nashik and Nagpur cities.

82. Cyber crimes have been showing increasing trendday by day. It is proposed to set up cyber crime labsin each district to control such criminals. An outlay ofRs.18 crore is earmarked from the outlay undistributedunder Planning Department

83. Government intends to provide modernamenities in Police stations and colonies. LakkadganjPolice Station and colony will be developed as the firstsmart police station and colony. Necessary funds willbe made available for this programme.

85. The 21st Century is the age of digital technology.Government intends to implement the idea of digitalMaharashtra not only to improve the facilities ingovernment offices but alsto to make available moreimformation to the people more easily, improve securityand provide facilities to people. beneficiaries. This will reduce the leakages and bringingtransferancy. All scholarships and fee reimbursementwill also be directly transferred to bank accounts of thebeneficiaries after using biometric identification.

87. The Government has decided to use Biometricin Public Distribution System to curb the malpractices.An outlay of Rs. 23 crore is proposed for this purpose.

88. An outlay of Rs. 5 crore is earmarked for settingup of theatres in every district to promote aspiringartists and to carry forward our cultural tradition. Everydistrict in Maharashtra will have well equipped theatreduring the period of next 5 years.

89. It is proposed to digitise folk art and folk musicinstruments which are on the verge of extinction. Anoutlay of Rs.70 lakh is proposed for this purpose in2015-16

90. The history of our state and our country isinterlinked to the lives of Chatrapati Shivaji Maharajand Bharatratna Dr. Babasaheb Ambedkar. An outlayof Rs.100 crore is proposed for the construction ofChhatrapati Shivaji memorial in Arabian sea.

A monument of Bharatratna Dr. BabasahebAmbedkar will be set up at the site of Indu Mill,. acentrally located place in Mumbai. Necessary fundswill be made available for this purpose.

Late Shri Balasaheb Thakare and late shri GopinathMunde have made invaluable contribution in politicaland social fields. New monuments are proposed to beset up in their memories, at Mumbai and Aurangabadrespectively.

94. The government has undertaken digitization of956 rare texts and conversion of the historical recordsavailable in devnagari scripts. Also the digitization ofrare texts, important news papers available at statelibraries will be done. In 2015-16 Rs. 14.71 crore outlayis proposed for this purpose.

95. An outlay of Rs.5 crore is earmarked from theoutlay undistributed under Planning Department forthe digitization of well-known Asiatic Library inMumbai.

96. The government will set up an EvaluationCommittee as pilot project to evaluate the presentlyexisting acts, governments resolutions and schemes toclassify them and remove if unwanted.

I am confident that the state will achieve a doubledigit growth rate on account of various programmesproposed herewith. Yesterday I have presented the detailed EconomicSurvey Report in the house. Without dwelling on this indetail, I will briefly mention some of the important points.

97. According to the advance estimates, during 2014-15, Gross State Domestic Product (GSDP) at constant(2004-05) prices is expected to increase by 5.7% overthe previous year. During 2013-14 the GSDP increasedby 7.3 per cent over the previous year. Central StatisticalOffice, GoI has revised the base year from 2004-05 to2011-12 this year. Due to the new series this rate mayneed some revision. The per Capita State Income forthe year 2013-14 is estimated at Rs. 1,17,091. Theestimated Per Capita National Incomce according tothe revised series. Rs. 80388.

The inflation rate based on average All-IndiaWholesale Price Index for the period April 2014 toFebruary, 2015 was 2.46 per cent as against 5.98 percent of the corresponding period of the previous year.

The average All India Index of Industrial Production(Base year 2004-05) for the period April, 2014 to January,2015 was 174.0 which was higher by 2.5 per cent overthe corresponding period of the previous year.

98. The size of annual plan 2015-16 is proposed atRs. 54999 crore. Rs. 6490 crore are assigned for theScheduled Caste Sub Plan which is in proportion withpopulation of the scheduled caste (11.8 percent) andRs. 5170 crore (9.4%) are earmarked for Tribal AreaSub Plan. District annual scheme has been earmarkedat Rs.7127 crore 93 lakh which is significantly higherby Rs. 1225 crore 93 lakh compared to that of theprevious year.

Recently we have received the recommendations ofthe 14th Finance Commission. The 14th FinanceCommission has recommended the increase in the taxdevolution of the states from 32 to 42 per cent. Theinter-se share of Maharashtra in union taxes is increasedfrom 5.199 % to 5.521%. The grant-in-aid for the ruraland urban local bodies have been increased significantly.

Also there is an increase in state disaster responsefund. Accordingly there is an change in the centrallyassisted scheme ratio. The impact of the recommenda-tions on the funding pattern through centrally sponsoredscheme is still unclear and can not be assessed incurrent situation. Therefore in accordance with theguidelines issued by Central Government for Centreand State Share in future necessary fund will be madeavailable through reappropriation and supplementarydemands

99. In June 2014 while presenting the supplementarybudget a revenue receipt of 1 lakh 80 thousand 320crore was expected. Which is revised in RE at Rs. 1lakh 794 crore keeping in view the trends in revenuereceipts. In the beginning of the year the estimatedrevenue expenditure was Rs. 1 lakh 84 thousand 423crore which is now revised at Rs. 1 lakh 94 thousand677 crore. As a result the revenue deficit which was atRs. 4103 crore has increased to Rs. 13883 crore. Thisrevenue deficit is mainly due to the industrial powerbill subsidy, relief packages announced to droughtaffected farmers.

In budget 2015-16 the revenue receipt is estimatedat Rs. 1 lakh 98 thousand 230 crore and the revenueexpenditure is estimated at Rs. 1 lakh 988 crore. As aresult a revenue deficit of Rs 3757 crore is indicated.I will try to minimize this deficit through savings byreducing wasteful expenditure and effective revenuerecoveries.

I want to assure the public of the state through thissovereign and august House while concluding budgetpresentation that I will do my best not to cut anyoutlays which have been allotted to various sections ofsociety. I also assure the people of the state throughthis august House that we will do our best to achievethe objectives that we have set for development of thestate.
