ABOUT MAGNA CARTA 2015

The Magna Carta 2015 Global Empowerment Through Rule of Law Forum unites young leaders frommore than 20 countries with dignitaries and policy experts representing law, business, government,academia, and civil society to discuss the rule of law and its role in the evolution of democraticinstitutions and the global economy.

The Forum culminates in a series of group discussions between His Royal Highness The Prince of Wales and young leaders about a range of issues related to the rule of law and its application in their home countries. Young leaders attending the conference under the auspices of the Department of State’s International Visitor Leaders Program (IVLP) represent Algeria, Armenia, Brunei, Croatia, Egypt, Hungary, India, Lithuania, Malawi, Nepal, Nigeria, Saudi Arabia, Spain, Sri Lanka, Tunisia, Turkey, and Venezuela. In addition, three Mandela Washington Fellows who are alumni of the 2014 Young African Leaders Program will be representing Kenya, Zambia, and Zimbabwe. The conference will reach online members of the Presidential Precinct Network representing over 100 nations.

FORUM TOPICS

Introductory Remarks and Prologue: Leadership Challenges for Civil SocietyThe Presidential Precinct is dedicated to the proposition that freedom, self governance, the rule of law, and the institutions that foster these values are essential to build nations successfully. We encourage dialogue amongst young leaders and legal experts to improve civil and political rights. Today, we address those rights in the context of Magna Carta. We look especially at economic development, government transparency, gender equality, and the environment as they might be addressed in a Magna Carta for the future.

Economic Development and Transparency: ConversationIn 1215, Magna Carta created a totally new promise of accountability and equity by shifting control of the economy and civil institutions of the U.K. from a monarchy to the people. Open and transparent processes of governance may be the most powerful tools for attracting and growing businesses in emerging democracies. We will address the rules and structural elements of legal systems that encourage the investment of foreign capital, promote free trade, and generate economic growth.

Gender Equality and Women’s Empowerment: Presentation and ResponseThe promotion of rights, equity, and freedoms are the greatest indicator of a country’s social, economic, and cultural health. Systematic discrimination against women and girls inhibits the development of civil society and delays the development of democratic institutions. We will discuss the critical building blocks that provide education, health, and safety for all members of society.

Climate and Conflict: Presentation and ResponseThe globalization of markets and threats to security and natural resources by non-state actors highlight the need to address key external challenges that are larger than governments and their treaties. Climate change, conflict over resources, and the displacement of indigenous peoples limit economic stability and threaten social progress. We will discuss how Magna Carta’s recognition of rights to natural resources may suggest a model of interdependence and self-governance that allows us to see common obstacles and mutual opportunities beyond what is immediate or local.

Working LunchVisiting leaders will break into small working groups and have the opportunity to describe the most pressing challenges in their communities, exchange ideas, and collaborate on practical solutions to advance their national concerns.

Magna Carta of the Future: SummaryEmerging leaders are key to creating and developing improved civil environments that support innovation in business and government. While Magna Carta holds promises for each generation, critical voices on the world stage know that new, dynamic, and flexible approaches will be needed to reform local and global systems.

Town Hall: Pulling the Pieces Together A moderated discussion will summarize the key elements of the conference, empower leaders to practically advance the ideas and sustain the debate through the Presidential Precinct Network.

HIS ROYAL HIGHNESS THE PRINCE OF WALES ELDEST SON OF THE QUEEN AND PRINCE PHILIP, DUKE OF EDINBURGH

Through the years, His Royal Highness developed a wide range of interests which are today reflected in The Prince’s Charities, a group of not-for-profit organizations of which The Prince of Wales is Patron or President. The group is the largest multi-cause charitable enterprise in the United Kingdom, raising over £100million annually. The organizations are active across a broad range of areas including education and young people, environmental sustainability, the built environment, responsible business and enterprise, and international relations.

The charities reflect The Prince of Wales’s long-term and innovative perspective, and seek to address areas of previously unmet need. These interests are also reflected in the list of more than 400 organizations of which His Royal Highness is Patron or President. The Prince’s interest in fields such as the built environment, global sustainability, youth opportunity, education, and faith have been elaborated over many years in a large number of speeches and articles.

CONFERENCE CHAIRS

Neal Piper | Managing Director, The Presidential PrecinctNeal Piper is the Managing Director of The Presidential Precinct. Neal has years of experience managing teams worldwide and creating innovative solutions for Fortune 100 companies, startups, and nongovernment organizations. He previously worked for Population Services International (PSI), the world’s largest social marketing NGO and expanded its medical sales training curriculum to help improve the quality of healthcare services in 15 countries under an $80 million grant from the World Health Organization and USAID. Neal also worked at Pfizer where he was elected President of the

Global Health Fellows Alumni Business Network, leading and representing a network of 300 Pfizer leaders who applied their professional skills on 3-6 month assignments with 40 key partner organizations around the world. Neal also founded Living the Dream, a media company with a mission to inspire people to live out their dreams; and Hope Rising, a healthcare organization that provided counseling to children and adolescents in Atlanta. He has travelled to over 50 countries on all seven continents.

Stewart Gamage | Director, Morven; University of Virginia Co-Founder, The Presidential PrecinctStewart Gamage serves as Director of Morven Programs at the University of Virginia. Prior to joining the University, Gamage was Vice President for Public Affairs at The College of William & Mary for 15 years. She was also Chief Operating Officer of APCO Associates; Policy Director to the Majority Leader in the U.S.House of Representatives; Director of the Virginia Liaison Office and Senior Assistant to Governors Charles Robb and Gerald Baliles; and Associate Deputy of Intergovernmental Affairs at the White House during

the Carter Administration. In 1999, President Bill Clinton appointed her to the Commission for Presidential Scholars. She graduated summa cum laude from William & Mary in 1972 and earned her MPA from the University of Southern California in 1979. Gamage has also served on the state board of the Sorensen Institute for Political Leadership and as Vice Rector of the Board at William & Mary. In 2005, she received the Governor’s Award for community Service from Governor Warner.

James B. Murray, Jr. | Founder, The Presidential PrecinctJim Murray is the managing partner of Court Square Ventures and has been a principal and founder in venture capital and investment banking firms specializing in telecom and IT businesses since 1982—these firms currently manage over $4 billion. Murray currently serves as director of fourCSV portfolio companies. He has been a director of over two dozen companies; CEO of North Coast Cellular; and board member of the Smurfit Graduate School of Business Administration, University College, Dublin, Ireland. He served as Rector (chairman) on the Board of Visitors at William

and Mary and is current Chairman of the 1693 Scholars Foundation and the Monroe Commission. Murray is the author of Wireless Nation: The Frenzied Launch of the Cellular Revolution in America and holds a patent for a wireless maritime ignition control system. He received his B.A. from the University of Virginia, a J.D. from The College of William and Mary, and an Honorary Doctor of Laws from The College of William and Mary. He served as the Virginia Commission on Higher Education Board Appointments Chairman for eight years and was the Advisory Committee Chairman of the U.S. Export-Import Bank.

William C. Hubbard | President, American Bar AssociationWilliam Hubbard is President of the American Bar Association. He was previously Chair of the ABA’s House of Delegates, and President of the American Bar Foundation and American Bar Endowment. He is a member of the council of the American Law Institute; Chairman of the Board of the World Justice Project; fellow of the American College of Trial Lawyers; and fellow of the American Board of Trial Advocates. He is also a permanent member of the United States Fourth Circuit Judicial Conference. Hubbard has served on the University of South Carolina’s Board of Trustees since 1986 and served as

Chairman from 1996-2000. In 2010, he received an Honorary Doctor of Laws from the University. In 2002, Hubbard was presented the Order of the Palmetto, the highest civilian award presented by a South Carolina Governor. In 2007, Hubbard received the American Inns of Court Professionalism Award for the United States Court of Appeals, Fourth Circuit. Hubbard earned his J.D. from the University of South Carolina School of Law and a B.A. from the University of South Carolina. He was law clerk to U.S. District Judge Robert F. Chapman and is now a partner at Nelson Mullins Riley & Scarborough LLP.

Baroness Nicholson of Winterbourne | Chairman, AMARBaroness Nicholson of Winterbourne is Chairman of the AMAR International Charitable Foundation—of which HRH The Prince of Wales is Patron —that serves displaced populations in the Middle East. Baroness Nicholson was ennobled and became a member of the House of Lords in 1997. There, she chairs the All-Party Parliamentary Group for Foreign Affairs. She was appointed as Prime Minister’s Trade Envoy to Iraq by The Rt Hon David Cameron MP in January 2014. Baroness Nicholson served in the House of Commons from 1987-1997 and the European Parliament from 1999-

2009. She is a member of the U.K. Delegation to the Parliamentary Assembly of the Council of Europe. Baroness Nicholson serves as Executive Chairman of the Iraq Britain Business Council (IBBC); Chairman, Booker Prize for Russian Fiction; Vice President, The Man Booker Prize for English Fiction; President, The Caine Prize for African Writing; and President of The Children’s High Level Group (Romania). She holds seven Honorary Doctorates and has received awards for her humanitarian work.

Jessica Mathews | Former President, Carnegie Endowment for International PeaceJessica Tuchman Mathews is the former President of Carnegie Endowment for International Peace and Carnegie distinguished fellow. She was director of the Council on Foreign Relations’ Washington program; World Resources Institute founding vice president and director of research; staff member for the U.S. House of Representatives Interior Committee on Energy and the Environment; and National Security Council director of the Office of Global Issues. Mathews is a member of the Harvard Corporation and trustee of

the Nuclear Threat Initiative. She has served on boards at Radcliffe College, the Inter-American Dialogue (co-vice chair), four foundations, and the Brookings Institution. She co-founded the Surface Transportation Policy Project, served on study groups at the National Academy of Sciences, and is an elected fellow of the American Philosophical Society. Since 2001, she has served as a director of SomaLogic and Hanesbrands Inc. Mathews has widely published in newspapers and journals and has also co-authored and co-edited three books. She holds a Ph.D. from the California Institute of Technology and graduated magna cum laude from Radcliffe College.

Evan Ryan | Assistant Secretary of State for Educational & Cultural Affairs, U.S. GovernmentEvan Ryan is Assistant Secretary of State for Educational and Cultural Affairs (ECA), overseeing a wide variety of exchange programs to increase mutual understanding and peaceful relations between the people of the United States and the people of other countries. ECA exchange programs engage more than 160 countries and has had over one million participants.From 2009 to 2013, Ryan served in the White House as Assistant to the Vice President and Special Assistant to the President for Intergovernmental Affairs

and Public Engagement. Previously, Ryan was a consultant for the Education Partnership for Children of Conflict. Ryan served in the White House from 1994-2000 as Deputy Director of Scheduling for First Lady Hillary Clinton and Special Assistant to the First Lady’s Chief of Staff. Ryan has served on the Peace Players International Board of Directors and was a Term Member of the Council on Foreign Relations. Ryan holds a B.A. from Boston College and an M.I.P.P. from the Johns Hopkins University School of Advanced International Studies.

Gregory Fairchild | Professor, Darden School of Business, University of VirginiaGreg Fairchild is an Associate Professor at the University of Virginia’sDarden School of Business; serves as an academic director for Darden’sInstitute for Business in Society; and teaches in Darden’s MBA andExecutive Education programs. Fairchild was named as a high-impactresearch professor and the sole scholar focused in entrepreneurship bythe Financial Times in 2010. In 2009, he received a Pioneer Award forleadership and risk taking in integrating ethical, environmental, and social

issues into the MBA curriculum. In 2012, Fairchild was named one of the Top Ten Business SchoolProfessors in the World by CNN/Fortune and one of the 50 Best Business School Professors by Poets& Quants. His work has been cited by Inc. Magazine, The Economist, National Public Radio (NPR), USAToday, New York Times, and the Washington Post. Fairchild previously worked for Kraft General Foods,Procter & Gamble, and Saks Fifth Avenue. He serves on Virginia Retirement System board and consults for corporations, nonprofits, and governmental agencies. Fairchild and his wife, Tierney, founded Resilience Education, an organization that provides Socratic education to those whom cannot afford it.
