Over the past year, I have been enrolled in the Hanley Centerfor Health Leadership/Institute for Civic Leadership’s HealthLeader Development practicum (healthleadershipmaine.org). Thefocus of the program is learning collaborative leadership skills andour practicum projects were centered on youth obesity. The endresults of our work will be a late June statewide forum that willlook at developing Maine’s public policy efforts in this area.

Over the course of the year, we all challenged ourselves to ‘stepbeyond our comfort zones,’ and to consider what personal meaningwe would find in the obesity epidemic. Throughout the course, Iwanted to make some changes for my own health, but couldn’tseem to find that “a-ha” moment to push me from contemplation toaction. Finally, two occurrences served to get me there: I steppedon the scale and had crossed a round number (the highest ever inmy life) and a resident, Stephanie Youd, at CMMC, took the timeto show me the great online tools at Weight Watchers that werehelping her to live what she was teaching.

As Family Physicians, we are planting seeds all the time, bothwith our words and our actions. We never know when those seedswill fall on fertile ground. Our encouragement may be the key for afriend, a coworker or a patient to start living healthier. I could notpredict what would get me started (and that was the hardest part),but I was ready to act when it serendipitously came my way.

Within the next week or two, I will cross from obese tooverweight, and it’s a great feeling! ASK and ACT—it works formore than just tobacco use!!!(aafp.org/online/en/home/clinical/publichealth/tobacco/askandact.html)

3rd Annual “Resident Day” atMAFP Annual Update ~

Getting Better Every Year!The 3rd Annual Resident “Day” was held

May 7, in conjunction with the 18th AnnualMAFP Family Medicine Update in Freeport. Threeof the four allopathic residencies wererepresented this year.

Residents attended a variety of sessions—JobSearch Process to Personal Finance. They alsohad a chance to hear from family physicians whopractice family medicine in a variety of ways, aswell as having dedicated time to speak with thephysician recruiters who attended.

New this year were opportunities for residentsto attend several of the general sessions withother attendees, updating them on Maine’s newMedical Marijuana Law and Advocacy on thestate level.

This session continues to be valued by thoseresidents who attend, and the MAFP looksforward to continuing this programmingspecifically for Maine Family Medicine Residents.

Physicians Recruiting Fair provides manyopportunities to see the variety of positionsavailable in Maine.

Draft Maine State Health Plan2010–2012 Released and

Public Hearings ScheduledThe draft of the 2010–2012 State Health

Plan* targets efforts to improve health andhealth status through expanded primarycare and prevention while producing savingsby eliminating waste and inefficiency.

“It links evidence-based public healthstrategies with measurable outcomes tolower the trajectory of health care costs,”according to the plan’s introduction.“Importantly, it lays out a path and identifiesthe policy choices now provided Mainethrough newly enacted national healthreform law.”

The plan notes the progress that hasbeen made, since the state started releasingthe state health plan, including:

• From the 16th healthiest state in 2003to the 9th healthiest in 2009.

• From 19th among states in coveringthe uninsured in 2003 to 6th in 2009.

• Costs for health insurance premiumshave grown more slowly in Maine thanin the rest of the United States.

• In 2003, Maine ranked 12th in thepercent of surgical patients receivingthe appropriate care to preventcomplications; by 2007, Maineranked 1st.

The plan suggests reducing inefficientpractices and waste, including:

• Reducing preventable hospitalizations,emergency room admissions andunnecessary care.

• Reducing duplicative and unnecessarylaboratory tests and advancedimaging.

• Increasing the number of Mainecitizens with a stable relationship withprimary care practice.

• Reducing health care-associatedinfections.

• Improving access to specialistconsultations through telemedicine.

• Strengthening community-basedpublic health and prevention.

• Paying for what matters; in otherwords, payment reform.

• Aligning policies and practices tosupport primary care and prevention.

• Guiding the Certificate of Needprogram to support priority goals.

The plan also discusses workforcechallenges, the importance of data andelectronic medical records.

The Advisory Council on Health SystemsDevelopment (ACHSD), the primary bodyadvising the Governor’s Office of HealthPolicy & Finance (GOHPF) on the statehealth plan, reviewed the draft at its meetinglast Friday. Public hearings were held onJune 9 in both Portland and Augusta.

The Maine Academy of Family Physicianshonors Charles M. Belisle, MD, Family Physicianof the Year 2010. This award recognizes Dr.Belisle’s outstanding dedication andcommitment to his patients and his community.

Dr. Charlie - Family Physician of the Year 2010!Dr. Charles Belisle (or “Charlie” as his many friends and colleagues call him) was honored

May 7. The qualities of the nominees include:• Provides his community with compassionate, comprehensive and caring medical care.• Is directly and effectively involved in community affairs and activities that enhance the

quality of life of his home area.• Provides a credible role model as a healer and human being to the community, colleagues

and especially to physicians in training and medical students.Dr. Belisle exemplifies all these qualities. He has been a family physician for over 30 years.

In fact, five of his 10 children are physicians, several practicing in primary care specialties.Charlie is a native of Biddeford. After graduation from the Univ. of Vermont Medical School,he completed his internship at the Naval Hospital in Virginia, returned to Maine for residency.He has served on the faculty at MMC Family Residency since 1977. One letter from a colleaguesaid, “As a teacher, he imparts his considerable medical knowledge in an experienced andpragmatic way. He is learner-centered, and matches his teaching to his learner’s styles.”Dr. Belisle’s service to others extends beyond his role at the residency. He has continued toserve our military in the Maine Air National Guard, dedicating himself to ensuring the healthand wellness of all personnel and their families. One of his residents said of Charlie, “CharlieBelisle is the quintessential Family Physician. He is the practitioner who many of us strive toemulate. His commitment to serving the underinsured and uninsured of Portland is evident. Ihave seen and heard firsthand from his patients the tremendous dedication he has to them. Weare incredibly fortunate to have Dr. Belisle as a physician in the great state of Maine.”

Lyme Disease Alert From theState Epidemiologist

Lyme disease is the most commonvector-borne disease in Maine and thesecond most commonly reported reportableinfectious disease in Maine. Ticks arealready active, and we expect the number ofLyme disease cases to increase as theweather continues to get warmer.

Lyme disease is a bacterial infection thatis carried by Ixodes scapularis (the deertick). Cases have increased each year inMaine, and occur in all 16 counties. Lymedisease is most common among school-agechildren and middle-age adults, and mostinfections occur during the summer months.

Lyme disease is a reportable conditionin the state of Maine. We request that alldiagnosed erythema migrans rashes bereported to the state, as well as all positivelab diagnoses. Preferred laboratory testingis a two-tier method, with an EnzymeImmunoAssay (EIA) or Immuno FlourescentAntibody (IFA) test followed by Western Blot.
