    ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTHS DECEMBER 2018 TO JANUARY 2019. 2.1. Frequency Particulars: During DECEMBER 2018 the system frequency was below 49.90 Hz for 12.68% of time against 10.69% of time during JANUARY 2019. The system frequency was above 50.05 Hz for 10.29% of time during DECEMBER 2018 against 19.05 % of time during JANUARY 2019. The system frequency was within the IEGC range of 49.90-50.05 Hz for 77.03 % of the time during December 2018 against 70.26 % of time during JANUARY 2019. The average monthly frequency was 49.97 Hz during month of DECEMBER 2018 and 49.97 Hz during month of JANUARY 2019.

    The detailed frequency particulars for the month of December 2018 and JANUARY 2019 are

    enclosed at Annexure-2.1. The brief detail of frequency profile is given here under:-

  • Central Discom is requested to `update their format for submission of details of Capacitor Bank as per prescribed format. The ‘Capacitor Banks healthy but not in service due to control ckt problem’ have not been included in the details submitted by Central Discom.

    2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The updated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on 31.01.2019 as submitted by MPPTCL is given below:-

    2.2.5 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The various ongoing Transmission Schemes completed during the financial year 2017-2018 (up to JANUARY 2019) and plan for completion of various ongoing Transmission Schemes for the Year 2017-2018 is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively.

    2.2.6 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz during DECEMBER 2018 and

    JANUARY 2019. There was no df/dt operation during the same period. [Action: MPPTCL]

    (ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt and U/F relays are in operation,

    where the U/F relays are not available, the numerical relays programmed for under frequency operation. Defective df/dt relay at 220KV Sagar & 220KV S/S Chhatarpur have been replaced & at 132KV S/S Chapda the df/dt protection is provided through df/dt feature of DPR. All U/F stages are in good/ healthy & working condition. [Committee may like to note]

    X’mer tripped at 21:55 Hrs. due to LA Burst. Emergency shutdown taken for 15 days from

    21.04.18 to 05.05.18 for CPRI oil filtering and

    RLA testing work.

    MPPGCL informed that Owing to adverse report of RLA conducted on ICT during shutdown, proposal for permanent discontinuation of ICT from service has been submitted. In 67th OCCM, Chairman OCC stated that the matter is under dispute, as MPPTCL has shown reluctance for decommissioning of ICT looking to system constrain and proposed to commission GIS at STPS with 500 MVA ICT in service in review meeting of Energy department. Therefore MPPGCL & MPPTCL shall discuss the matter with each other and resolve the matter at the earliest & intimate to SLDC. Latest status may also be intimated by MPPGCL/MPPTCL in the meeting.

    4. 50 MVAR (Make GE) Line Reactor at 400KV Sarni-Asta Ckt-I.

    Under outage since 31.03.18 due to concentration of

    Acetylene gas. DGA test of transformer oil of

    reactor was carried out by M/s CPRI, Bhopal.

    MPPGCL informed that NIT has been uploaded on dtd-20.08.2018 & enquiry has been opened on 19.09.2018 and certain queries on techno commercial issues have been sought from M/s GE(T&D) India(OEM). Price bid opened on 05.12.2018 & price clarification & correspondence is going on with firm. Latest status may also be intimated by MPPGCL in the meeting.

  • Any transmission element/ EHV element under outage, which has not been intimated/included under aforesaid outage list, should be invariably intimated to SLDC. All entities are requested to ensure the same. The utility may submit the latest status.

    [Action: MPPGCL/NHDC] 6.2 GENERATOR DATA SHEET OF SINGHAJI TPS UNIT # 1, 2, 3 & 4:- As per claus – 11, 12, 13 of Manual on Transmission Planning Criteria Of CEA the generator data is required for modeling

    the generators for simulation studies. It is also to mention that due to integration of RE Generators in the grid

    & its variable generation for which the precise simulation studies have to be done for proper grid management.

    Further vide e-mail dtd- 12.12.2018 & 21.12.2018 Singhat TPS was requested to submit the generator data of

    Singhaji TPS Unit #1,2,3&4. The requested data was submitted by MPPGCL.

    In view of the above, it is to mention that the details submitted earlier was not complete and missing

    details which is required to be re-submitted as conveyed vide e-mail dtd-12.02.2019 is as follows:-

    1. For Stage-1 Singhaji (2x600 MW)

    a. Complete Generator Technical datasheet which includes various curves like Capability, OCC, SCC etc b. PSS Tuning report of Unit-1,2

    c. Turbine Governor model details with inertia of Turbine and governor system(transfer function block

    diagram)

    d. Turbine governor commissioning reports

    e. PSS and AVR Model details (transfer function block diagram)

    f. GT technical datasheet (name plate)

    2. For Stage-2 Singhaji (2x660 MW) unit-3

    a. Turbine Governor model details with inertia of Turbine and governor system(transfer function block

    diagram).

    b. Turbine governor commissioning reports

    c. AVR and PSS parameters-to be downloaded from AVR and submitted.

  • Further it is to mention that with the commissioning of Unit-4 at Singhaji the details related to unit-4

    shall also be submitted. Hence seeing to the security of the grid the modeling of generators for precise

    simulation studies has to be done, therefore Singhaji TPS, MPPGCL is requested to comply with CEA

    regulations and kindly furnish the required details for modeling of generators for simulatuion studies at the

    earliest to this office for further submission to WRLDC.

    6.3 AVAILING SHUT DOWN ON NON-ISTS ELEMENTS (ELEMENTS FOR WHICH ONLY APPROVAL OF MP-SLDC IS REQUIRED) AND OUTAGE MODULE THEREOF:- The parallel run of the ABT, OA & MIS system is in progress and the outage module has already been initiated

    (link:- http://223.31.122.117:8080/EltrixPortal/login.jsp). Further it is to inform that the User ID and Password

    for all the circles/generating stations/EHT-M/EHT-C along with user manual of the outage module has already

    been provided vide this office e-mail dtd-14.01.2019. Also vide this office letter no. No No.07-05/174-

    B/Kalki/131 dtd-15.01.2019 all the concerned entities/authorities were requested to communicate the User

    ID/Password & issue necessary directives to the respective authorities to initiate the use of web based outage

    module.

    In view of the above all the concerned entities are again requested to submit/process the outage,

    tripping, generator outage, generator start/stop, new element charging request through web based outage

    module in addition to the existing practice. It is also to mention that from 01.04.2019 it will be mandatory to

    process the outage request through outage module only, hence all the entities shall approach for approval of

    shut down through outage module. In case of any queries/addition of element/etc the entities can write to us

    6.4 WEB BASED OCC OUTAGES SOFTWARE FOR REPLACING THE EXISTING GOOGLE SHEET:- WRLDC has prepared Web Based Application Software for planned outage coordination that would replace the existing coordination through Google Sheet. The Software comprising

    following features and process:-

    a) The proposed outages for upcoming OCC uploaded in web based portal before 5th of every month.

    b) Compiled OCC outage could be viewed and commented before the OCC meeting.

    c) Outage after approval in OCC, will be used for further processing.

    d) The readiness of D-3 days will be filled in Web portal by concerned utilities through their login

    credentials.

    e) Non-OCC outages will be updated and same is presented to WRPC for approval, before being

    considered for approval.

    f) Anyone could comment and give their feedback before D-3 days.

    g) The necessary utility concurrence may be availed before processing any outage.

  • h) The outage considered for approval could be viewed on D-2 days.

    i) The outage approved by WRLDC on D-2 days could be viewed on web portal.

    j) The final approved outage after NLDC concurrence is available on D-1 days in individual login

    credential.

    k) The re-schedule of outages is also done as per the approved guideline.

    l) Everyone could view the outage approval status online.

    The utilities are requested to adhere with guidelines framed regarding OCC outage procedure.

    6.5 REVIEW OF AUFLS SETTINGS:- Review of AUFLS Scheme was being deliberated from 2nd NPC meeting. The decision of 8th NPC in respect to AUFLS scheme is mentioned hereunder: -

    It is decided that AUFLS scheme with four stages and raising the frequency by 0.2 Hz viz 49.4, 49.2,

    49.0 & 48.8 Hz. The quantum of AUFLS would be reworked by NPC Secretariat based on the discussions held

    in this regard. It is therefore beneficiaries are requested to change their AUFLS settings as per decision of 8th

    NPC at the earliest under intimation to WRPC Secretariat. With regard to State wise quantum of load

    shedding, status quo may be maintained till decision is taken by NPC subsequently.

    6.6 CREATION OF GIS BASED ENERGY MAP OF INDIA BY NITI AAYOG:- Director, CEA, New Delhi letter No. 07/02/ceA/pfam/Niti Aayog/2018 dtd. 09.02.2018 (copy enclosed), addressed to

    CMDs/MDs/Chairperson of Discoms / Power Utilities, has requested to provide data pertaining to power

    utilities in attached format (Annexure-6.6) for development of Geospatial Energy Map of India. Accordingly, it

    has been requested to provide soft copy of these data to email Id- [email protected]. In the above

    context, it is to mention that Niti Aayog is developing a user friendly GIS based Energy Map of India which

    would provide true locations of energy resources in India including Power Plant, coal, and oil reserves,

    transmission lines, refineries etc. The CEA is nodal agency to collect all data pertaining to the power sector of

    India by collecting it from different utilities of power factor. In view of above, it is requested that consolidated

    information pertaining to your Company in prescribed format may please be made available in soft copy to

    CEA, New Delhi under intimation to this office. The above data may be emailed to mail Id -

    [email protected]. He details has been submitted by P&D MPPTCL and NHDC. The other entities are

    requested to submit the required details in prescribed format at the earliest. The Committee may discuss the matter

  • 6.7 UPDATED 33KV NETWORK DIAGRAMS AS ON 31.01.2019 AND DETAILS OF 33KV NETWORK PLANNED FOR NEXT 10 YEARS:- It has been directed by the Board of Directors of Transco in 93rd meeting that 4 year plan of upcoming transmission system of MPPTCL be

    reviewed through independent agency after taking into consideration the capacity addition during the period of

    last 5 years i.e. from 2013-2018. Accordingly RFP specification No.TR-67/2018 has been published on

    03.10.2018 and final order has been placed to M/s ERDA Vadodara on 25.01.2019 for review of 5 years

    transmission plan (2017-22) of MPPTCL and carrying out detailed studies for identification of new transmission

    works for subsequent 5 years (2022-27). In context to above, it is to mention that the 33kV feeder wise details regarding existing 33kV network and the

    plans for the next 10 years (up to 2027) shall be required for the aforesaid study by the consultant. The details

    regarding existing 33kV network i.e. number and capacity of 33/11kV transformer installed in 33/11kV

    substation, length of each 33kV line section with name of conductor used. 33kV HT consumers connected with

    their contract demand, solar/wind/other renewable power plants connected with their capacity for each 33kV

    feeder should be marked on map as per geographical location. The 33kV network planned for future should be

    indicated with dotted lines and the details be provided in Annexure-6.7.i, ii & iii. The letters to each Discom

    regarding submission of information have already been sent by CE(P&D), MPPTCL, however the desired

    information is still awaited.

    It is therefore requested that the desired details as mentioned above may be made available to CE-Planning &

    Design, MPPTCL, Shakti Bhavan, Rampur, Jabalpur by each Discom along with the diagrams of 33kV network

    emanating from EHV substations updated as on 31.01.2019 in respect of all the circles under East, West and

    Central Discom positively by 31st March-2019. The data shall be made available to CE-Planning & Design,

    MPPTCL, in prescribed format and the same may be mailed on CE(P&D) address e-mail :-

    6.8 MAPPING OF FEEDERS:- As earlier, it has been requested to initiate the process of mapping of AUFLS feeders in SCADA system, however no any progress in this regard noticed so far. In 8th NPC, it has

    been decided that WRPC would submit the details / progress of feeder mapping to NPC Secretariat on regular

    basis (quarterly).

    In view of above, it is requested quarterly details/ progress of mapping of feeders may kindly be

    furnished so that same may be communicated to WRPC for onward communication.

    [Action: MPPTCL/DISCOM’S] 6.9 PROTECTION AUDIT OF HYDEL POWER STATIONS OF MPPGCL:- The MPPGCL vide letter No. 07-10/601-PSDF, dtd 21/02/2018 has conveyed that protection audit of switchyard associated

    with 10 hydro power plants of MPPGCL is required to be carried out by WRPC. Further, it was decided that

    work or protection audit of all switchyard carried by a team constituted by WRPC accordingly nominations

    were invited from utilities for protection audit team. Vide this office email dtd 11.07.2018 the name of officers

    from MPPTCL, NHDC and MPPGCL was conveyed to WRPC. MPPGCL is insisting for early completion of

  • aforesaid protection audit, considering provisions of MOM of TESG meeting of PSDF regarding the

    observations for PSDF grant on MPPGCL proposal in 37th meeting held on 19.01.2018.

    As a sequel to above, SE (Protection), WRPC is intimated that looking to difficulties at WRPC level to

    constitute a committee for aforesaid work, it has been directed that committee may be constituted MP- SLDC.

    However, detailed programme for Protection Audit to be carried out be intimated to WRPC, so that WRPC may

    depute one member from WRPC their end. MPPGCL is therefore requested to furnish detailed programme for

    conducting Protection Audit along with data required in this regard as requested by WRPC earlier, so that

    proposed Protection Audit could be carried out.

    It is mentioned that the matter has been discussed in In 67th OCCM. The representative from CE(Hydel), MPPGCL has ensured that the required details of protection audit will be submitted within a week

    time, however requisite details of Hydel Power Station of MPPGCL have not been provided till date. Thus, the

    Protection Audit Activities still could not initiate further. The matter may please be expedited and needed

    information be provided to SLDC without further delay. [Action: MPPGCL]

    6.10 LOAD DROPPING SCHEME AT 400KV & 220 KV SUBSTATIONS TO HANDLE EMERGENCY CONDITION: - This issue have been discussed during various OCC meetings and the representative of T&C has promised that updated load dropping scheme installed at various substations will

    be provided , however the requisite details has not be provided to SLDC so far. This data is urgently required

    for real time system operation monitoring and to take remedial action to handle contingency condition In view of the above CE(T&C), MPPTCL is requested provide the desired details at the earliest.

    6.11 INSPECTION OF RELAYS OF AUTOMATIC UNDER FREQUENCY LOAD SHEDDING AND CERTIFICATION THEREOF: - It is desired that for safe & secure operation of integrated system, the under frequency relay should be connected in the system in healthy condition.

    Accordingly, WRPC is pressing hard to provide the self-certified status of healthiness of relays of Automatic

    Under Frequency Load Shedding (AUFLS) and periodic checking of the same. Vide this office various

    correspondence. The CE (T&C) and also SE(T&Cs) were requested to provide status of healthiness of relays

    of Automatic Under Frequency Load Shedding on priority basis to SLDC, so that same may be communicated

    to WRPC. Inspite of repeated request vide various correspondence, moreover the matter had been raised in

    OCC meeting of MP in time to time, however the desired information are still awaited from utilities. It is therefore desired that the above matter may be treated as urgent and status of healthiness of

    Automatic Under Frequency Relays may be provided to SLDC and also the under frequency may be tested

    periodically. In this context it is also mentioned that time to time WRPC official as well as SLDC official shall

    visit the sub-stations to ascertain the healthiness of under frequency relay.

  • 6.12 PROVISION OF SYNCHRONIZATION FACILITY AT EHV SUB-STATIONS OF MPPTCL AND AT ALL POWER HOUSE: - As per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations, 220 KV Sub-stations and 132 KV sub-stations in the path of black

    start. In 60TH OCC meeting MPPTCL representative informed the committee that order for 69 no.

    synchronization trolleys has been placed and 1 no. synchronization trolley has been delivered for checking

    and testing purpose at 220KV S/S Barwaha. In subsequent meetings this issue has been discussed. However,

    no any fruitful progress has been observed so far. In the above context it is indicated that at Manikheda HPS

    and Rajghat HPS synchronization facility is not available. It is felt that every Hydel Power station should be

    equipped with synchronization facilities invariably for system reliability and Crises Management. Also at

    Manikheda HPS & Rajghat HPS single bus system exists, hence MPPGCL is requested to explore the

    possibility for commissioning of Double Main Transfer Bus system. Thus, MPPGCL is requested to provide

    synchronization facility at Manikheda HPS and Rajghat HPS and MPPGCL may kindly provide status of

    making synchronization facility in aforesaid HPS. The MPPTCL may kindly provide the status of installation and commissioning of synchronization trolleys at different substations. Further, is also requested to indicate, whether

    synchronization facility could be provided at Karera & Pichhore substation on priority basis. The

    matter has been discussed with officers of T&C wing, it is conveyed that they are making arrangement

    for installation of synchronizing trolley at Pichhore S/s at the earliest. T&C may please update the position.

    6.13 DELAY IN SUBMISSION OF DOCUMENTS FOR FIRST TIME CHARGING OF ELEMENTS:- As per procedure laid down by NLDC for integration of new EHV elements into the grid and issuance of certification thereof vide letter dtd-26.05.2014, wherein it is indicated that all transmission

    licensees intending to commission any transmission element belonging to them and which is a part of a

    interstate transmission system shall submit FTC document for approval of RLDC. Further WRLDC vide e-mail

    dtd-02.01.2019 intimated the launch of FTC Software along with the user manual. In view of the above it is to inform that, after registration the separate user id & password of MPPTCL

    & MPPGCL provided by WRLDC was forwarded to respective entities so that they can upload FTC documents

    through this new FTC portal (link-http://ftc.wrldc.in:8080/ftc_wrldc/). Hence all the respective entities are

    requested to apply for integration of any transmission element belonging to them and which is a part of a

    interstate transmission system through this FTC portal within the specified time limit (i.e., 10 days prior to

    anticipated date of first time charging). It is requested that licensee / utilities shall strictly adhere with time

    schedule for documentation of first time charging of new transmission elements of all interstate line and all

    EHV elements 400kv and above. It may also be ensured that FTC formalities should have completed before

    availing outage for integration of element. The authority submitted FTC document should ensure compliance

    of protection/ metering/Telemetry issue in coordination with T&C official. It is also desired that all necessary

    data should have made available to all adjacent s/s for relay coordination well before targeted date. The

    authority submitted FTC document should ensure all formalities have been completed otherwise it would be

  • difficult to obtain clearance from WRLDC. In general, non-attachment of requisite papers/ SLD/ document of

    standing committee approval or approval of competent authority for intrastate elements /approval of Electrical

    inspector /noncompliance of relay coordination of adjacent s/s / providing information incorrectly caused delay

    in obtaining FTC approval. Therefore, it is desired that FTC document completed in all respect may be

    provided in stipulated time schedule so that FTC formalities could be completed within targeted date of

    charging.

    6.14 TEN DAILY RESERVOIR OPERATION TABLE OF MPPGCL HPS: - In the meeting held in Regional Office of MPPMCL at Bhopal on 24.09.2016 to discuss availability from Sardar Sarovar Project, ISP

    & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation

    table from WRD and NVDA for their operation of their hydro generators. In last 54th, 55th & 56th OCCM, request

    has been made to MPPGCL for furnishing the same to SLDC within a week.

    It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of hydel power stations in

    coordination with NVDA and WRD for optimum utilization of available water in the reservoirs during the

    summer season.

    6.15 REGULATE VOLTAGE DURING PEAK / OFF-PEAK HOURS:- It was apprised to the committee that Switchable Shunt Reactors are being taken in service during high voltage conditions. However,

    in view of inadequate shunt reactive compensation, the generating units are advised to contribute in voltage

    regulation by operating their units in under-excited mode (absorb Reactive Power) within the capability curve.

    The MW, MVAR and Voltage of generating units was time to time. In various OCC meeting of MP, attention has been drawn regarding MVAR generation by Power Station

    when bus voltage were deviate from nominal. It is observed that MVAR injection/absorption of generators are

    not as per the system requirement. Such operation is not desirable and it is therefore desired that AVR setting

    and the GT taps may be reviewed / adjusted so as to enable the unit to contribute in voltage regulation within

    the capability curve. The directives in this regard may please be adhered to regulate the voltage during peak

    hours as well as off peak hours.

    Generators are requested to provide MVAR support as per the system requirement and absorb MVAR

    when voltages are high to the extent as per their capability curve.

    ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- During 2018-2019 the black start mock drill

    The Black Start Mock Drill at Birsinghpur HPS was conducted on 20.12.2018 but the mock drill

    was suspended due to abnormal sound observed from generator side during mock drill.

    ensuing month.

    ITEM NO. 08: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 8.1 TESTING & CALLIBRATION OF METERS AND NON-RECEIPT OF TIMELY JMR DATA:

    1. SLDC has already requested CE(T&C) office in previous OCCMs to issue instructions to site officials for

    testing / calibration of meters installed at the Sub-Stations as per Regulations 10 and 18 of Central

    Electricity Authority (Installation and operation of meter) Regulation 2010. CE(T&C) office is requested to

    apprise the status of testing / calibration of interface meters to committee.

    2. CE(T&C) office was repeatedly requested in previous OCCMs to issue instructions to all circle offices for furnishing the JMR data in standard format enclosed herewith as Annexure-8.1 to SLDC on email id- [email protected] before 7th of every month. However, JMR data of all TNCs are still not being received by SLDC up to 15th of every month in required format. CE(T&C) office is again repeated requested to issue instructions to all circle offices for furnishing the JMR data in standard format by 7th of every month at email [email protected].

    [Action : CE(T&C) MPPTCL] 8.2 NON RECEIPT OF ABT METER DATA OF RAILWAY TSS THROUGH AMR SYSTEM:

    SLDC has already requested in 67th OCCM that ABT meter data of following TSS of Railways is not being received through AMR system:

    1. Railway TSS Bordhai.

    2. Railway TSS Umreth.

    3. Railway TSS Mansakra.

    4. Railway TSS Khirkiya.

    Railway representative has assured to coordinate with M/s Secure Meters Ltd. and SLDC for resolving

    the problems related with data downloading of meter data through AMR System installed at SLDC. However,

    meter data of above TSS points is still not being received by SLDC. Railways is requested to take immediate

    steps for providing data to SLDC nthrough AMR.

    8.3 AMR FACILITY FOR THE ABT METERS INSTALLED AT MPPGCL :

  • In compliance to state commission directives for computation of weekly transmission losses and Deviation

    charges, SLDC has requested the MPPGCL for providing the AMR facility on the meters installed at the

    interface points for data downloading through AMR System installed at SLDC. Accordingly MPPGCL has

    provided AMR facility on 107 Nos ABT meters installed at the interface points as intimated by CE(Thermal),

    O/o ED(O&M:Gen), MPPGCL vide letter No. 426 dated 01.03.2016. The status of Febraury 2018 of ABT meter

    data (42 Nos) not received through AMR system of SLDC has been emailed to GCC, MPPGCL on 18rd

    Febraury-2018. MPPGCL is requested to take up the matter with M/s Secure Meters Ltd. to resolve the

    problems related with non-readability of meters integrated successfully and provide AMC of AMR facility

    installed at Power Houses to M/s Secure Meters Ltd so that complete data of meters is received at SLDC.

    MPPGCL is requested to apprise the status of AMC.

    MPPGCL is requested to furnish the meter master of ABT meters installed at interface points of Hydel

    power station as standy meters and provide AMR facility on standby and check meters.

    MPPGCL is requested to instruct officials of SSTPS PH-I & II for furnishing the JMR data of Secure meters

    where AMR is provided and whose data is downloaded by SLDC. Futher, the 15 minutes blockwise data

    recorded in the meter no. XD435287 installed at GT of SSTPS PH-II unit-III do not match with midnight data i.e

    monthly injection data, SLDC vide letter No.07-05/SG-11/SEM/347 on date 14.02.2019 has aleady requested

    to take up the matter with M/s Secure Meters Ltd. for resolving the problem. MPPGCL may apprise status to

    the Committee.

    In case of Sanjay Gandhi Thermal Power Station of MPPGCL, the injection recorded by the ABT meters

    installed at the outgoing feeders generally do not match with the generation recorded at Generator end.

    MPPGCL is requested to advise the site officials for monthly checking / verification of feeder wise data with

    SLDC has already requested in 67th OCCM that the ABT meter data of ISP & OSP HPS is not being received through AMR system. ISP & OSP were requested to coordinate with M/s Secure Meters Ltd. & SLDC

    for resolving the problems related with downloading of meter data through AMR. OSP has integrated meters

    with AMR system except meter Sr. Nos. XC560147, XC560148, XC560150, XC560152, XC560154. ISP has

    replaced the SIM but details not furnished to SLDC for integrating with AMR system. ISP & OSP are requested

    to expite the integrating with AMR system and apprise the status to Committee.

    8.5 NON RECEIPT OF MONTHLY INJECTION DATA (JMR) OF NEWLY COMMISSIONED WIND & SOLAR POWER PROJECT FOR ISSUANCE OF MONTHLY STATE ENERGY ACCOUNT :

    The concerned SE(O&M)’s do not furnish the monthly injection data of following newly commissioned

    Wind & Solar Power Project connected at 33KV level. However, SLDC is incorporating the injection data

    recorded in ABT meter in SEA, but, verification of data could not be done.

    DDCs, Bhopal and Indore is requested to take up the matter with their CE(Comml), office for issuance of

    directives to concerned SE(O&M)’s to furnish the injection data by 3rd or 4th of every month.

    Further, SLDC has repeatedly raised the issue in OCCM’s that monthly generation data of Wind

    and Solar Projects is not being received from SE(O&M) Dewas till 7th of every month. DDC, Indore is

    requested to take up the matter with their CE(Comml), office for issuance of directives to SE(O&M),

    Dewas to furnish the JMR generation data by 3rd or 4th of every month.

    The injection data of the following wind & solar generators connected at 132KV level and above is not

    furnished by the concerned EE(T), MPPTCL. SLDC consider the data received through AMR or through MRI

    by site official in monthy SEA, but verification of data could not be done.

    i) 42MW Wind Power Project of M/s Suzlon Gujrat Wind Park Ltd. connected at 220KV Badnagar

    substation through 132KV Ckt.

    ii) 21MW Wind Power Project of M/s Sarjan Realities Ltd. connected at 220KV Badnagar substation

    CE(T&C) office is requested to issue necessary instructions to concerned filed offices for furnishing the

    injection data to SLDC by 3rd or 4th of every month.

    [Action : DISCOMS & MPPTCL] 8.6 TIME DRIFT IN ABT METER INSTALLED AT THE POOLING STATIONS OF WIND AND SOLAR GENERATING STATIONS AND SLIDING WINDOW PROBLEM:- SLDC has already requested in previous OCCMs that the ABT meters installed at the following Pooling Stations of Wind & Solar

    Power Project has time drift and thus not recording the correct data. SLDC has requested to Generators with

    copy to concerned licensee vide letter no. 3142 dated 29/10/2018 for time synchronization of the ABT meters

    with GPS so that correct DSM account of these Wind and Solar Projects is issued by SLDC.

    Generating Stations are recording the 15 minutes block wise data on slinding window principal thus blockwise

    data do not match with midnight data. The concerned officials are requested to ensure that ABT meters

    installed at interface points shall record load survey data in 15 minutes time block. Further concerned EE(T)’s

    are requested to advice RE Generators for immediate replacement of these ABT meters.

    ITEM NO. 9: SCADA and E&T RELATED ISSUES: 9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS /TRACTION FEEDERS-

    The telemetry of new 400KV S/s, 220KV S/s, important 132KV S/s having injection from renewable generating Stations, Captive Power Plant & Railway Traction feeders is to be provided before charging of the sub stations. However, telemetry of Eleven Sub Stations i.e. 132 KV Raghogarh, 132 KV Isagarh, 132 KV Pratappura, 132 KV Udaipura, 132 KV Ghatabillod, 132 KV Nowgaon, 132 KV Prithvipur, 132 KV Lalbarra, 132 KV Mandsaur, 132 KV Dongrital, 132 KV Chandrawatiganj is to be provided to SLDC.

    The 220KV Gudgaon & 220KV Jaora is also scheduled to be charged shortly and telemetry

    is to be provided before its charging. MPPTCL may please provide the plan for arranging telemetry of these sub stations.

    In last OCCM, MPPTCL informed that procurement of RTUs for 132 KV Raghogarh, 132 KV

    Isagarh, 132 KV Pratappura, 132 KV Udaipura is under progress. However the integration of telemetry of above S/s is still pending & no progress in the matter has been observed. MPPTCL is requested to provide present status as well as expedite the commissioning of telemetry of these sub stations.

    In addition to the above telemetry of Birsingpur HPS and Zinna HPS is also not available and same needs to be provided by MPPGCL. In last OCCM, MPPGCL informed that order for procurement of 7 RTUs will be placed by end of Jan-19 & MPPGCL was requested to finalise the data channel plan in coordination with SLDC and MPPTCL and initiate procurement of PLCC cabinet /outdoor equipments/ VFT modems so that the data channel shall be available before commissioning of RTU. MPPGCL is requested to provide the current status in the matter.

    The telemetry of these identified Sub Stations is urgently required for monitoring of grid.

    Hence the progress in the matter as well as further schedule of commissioning of telemetry may please be provided by MPPTCL & MPPGCL.

    In last two OCCM, ISP informed that the case for purchasing new RTUs has been initiated by

    ISP & it will be completed by 4-5 months in response to which ISP was requested to expedite the progress. The present status along with schedule for rectification of telemetry may please be provided by ISP.

    In last OCC, MPPTCL informed that there is some problem in RTU at 400 KV Kirnapur.

    MPPTCL (T&C) is pursuing the matter with BHEL but no significant response/action has been taken by BHEL. MPPTCL is requested to provide the current status in the matter.

  • It has been observed that in substations telemetered through DFE RTUs, the transformer voltage output is used for telemetry of bus voltage. This results in wrong bus voltage in case of transformer outage. MPPTCL is requested to arrange for separate MFM for telemetry of bus voltage.

    Further, It has also been observed that some times the bay no. of the charged element is changed without intimation of change in the physical address of RTU elements to SLDC. This results in the wrong telemetered values to SLDC. Recently at 220 KV Nepanagar S/s, telemetry of 132 KV Pipalpani feeder was charged though existing bay of 132 KV Bahadurpur feeder without intimation to SLDC thus resulting in wrong telemetered values of both the feeders. MPPTCL is thus requested to ensure prior intimation of any change in bay or physical address of RTU elements to SLDC.

    CERC has recently implemented new DSM regulation w.e.f. 1st January, 2019 and in

    this regulation change of sign of deviation by the entity is made mandatory after every six time blocks or else additional charges shall be levied for each violation. Thus the accurate computation of MP as well as Discoms’ demand is essential to avoid additional charges on daily DSM charges. Any discrepancy in real time data of Generation Station /Sub stations may lead to financial burden on Discoms’ in terms of additional DSM charges. MPPTCL, MPPGCL & NHDC are thus requested to ensure the continuity of real time data to SLDC SCADA all the time and fault if any, in the telemetry system should be attended promptly.     9.3 EXTENSION OF RGMO/FGMO SIGNAL TO SLDC/WRLDC :-The RGMO signal of Pench HPS has integrated in SLDC SCADA system & extension of RGMO/FGMO signal of following generating units is still pending:-

SLDC requested MPPGCL to confirm the same in written so that the matter may be placed before WRPC. The matter has been constantly pursued by SLDC vide letter dtd. 14.02.19, 17.10.18 & 21.08.18. However no response in the matter has been provided by MPPGCL.

    constant pursuance by SLDC. Gandhisagar HPS intimated that audio signal level meter is not available & person conversant with communication & telemetry is not available in substation.

    In addition to above, the telemetry of Madikheda HPS was out for 10 days from 07-01-19 to 17-01-

    19. The restoration of telemetry was delayed because of non-availability of spare PLCC Modem & level meter at Madikheda HPS.

    SLDC has constantly pursued the matter in last various OCC meetings regarding arrangement of

    RTU/PLCC spares, measuring instruments & adequate trained manpower at MPPGCL stations. However

    MPPGCL has not taken any actions regarding this matter.

    MPPGCL is thus again requested to take following measures to ensure round the clock availability of real

    time data to SLDC:-

    1. Arrangement of essential spares at power stations and one set of all spares at centralized location

    with intimation to all power stations

    2. Arrangement of training to persons looking after telemetry work.

    3. Arrangement of measuring instruments like level meters wherever not available.

    4. Ensuring availability of RTU configuration at all power stations.

However, despite constant pursuance, presently most of the PLCC voice communication of various power stations to SLDC is out since long time and detailed of non-availability as here under: -

    AE Satpura informed that faulty card shall be repaired at the earliest. Further, SLDC informed that the OPGW has already been laid between 400 KV Ashta and Satpura TPS and suggested that alternate path can be established using this path by installing end optical

    Repair/replacement of Exchange & Card of PLCC equipment at Satpura TPS side is still pending.

    Hydel Power Stations was discussed in last various OCC meeting & special meeting on 30.10.18. However there is no progress in the matter & status provided by MPPGCL in meeting dtd.30.10.18 remains the same.

    In last OCCM SLDC pursued the matter regarding extending 2 wire voice facility upto Singhaji 1 & 2

    TPS , Madikheda HPS, Rajghat HPS, ISP & OSP HPS from nearest wide band node. Only 2 wire voice facility extension completed for ISP HPS. MPPGCL & NHDC are requested to arrange completion of 2 wire voice facility upto their Power stations.

    9.5 NON AVAILABLITY & WRONG TIME STAMPING OF SOE AT SLDC SCADA :-

    The proper receipt of Sequence of events (SOE) in SLDC SCADA system from field RTUs is an important feature required for analysis of grid incidents. However, on some instances, it has been observed that the SOE was not received in SCADA system and accordingly, the matter was taken up with field for verification for proper configuration /connections of SOE data in RTUs. After long pursuance, the matter was investigated and it was found that the settings “inf code 2” & “inf code 4” were not correct in Dongfeng make RTUs. These settings have now verified and changed in some of the RTUs and SOE with correct time stamping from RTUS where settings were modified is now receipt in SLDC SCADA/EMS system. However, the verification of the same in most of the RTUs is still pending. The matter regarding verification of SOE in all Dongfeng make RTUS was also discussed in last three OCCM meetings and it was confirmed to arrange the same by end of August 2018. However no significant progress in the matter has been observed. Out of 155 RTUs, SOE verification of 87 RTUs has been completed & the list of RTUs where SOE verification is pending is enclosed herewith as Annexure-9.5. MPPTCL is requested to provide schedule of SOE verification and arrange SOE verification of balance RTUs on top most priority.

    9.6 UTILIZATION OF W.B NODE AT BIRSINGHPUR TPS:- In last various OCC, SLDC informed that the W.B node at Birsinghpur TPS has already been

    commissioned in 2016. However, despite constant pursuance utilization of node is still pending since last two years due to pending work of laying of cable form W.B node location to PLCC room, Exchange room and RTU. It was informed by SLDC that complete scheme to extend wideband facility upto RTU was prepared by SLDC and forwarded to SGTPS around two years back. The matter is pursued by SLDC constantly. However, required converter and laying of fiber optic cable is still pending. In last OCCM, MPPGCL informed that the procurement of optical cable & modem is still under tendering process. 9.7 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS & INTERMITTENT TELEMETRY DUE TO NOISE IN COMMUNICATION CHANNEL :- The long outage of telemetry & substations having intermittent telemetry due to heavy noise in communication channel is discussed in detail:-

    MPERC vide Letter dated 09-08-2017 has directed to submit reason for long outage for RTU & also directed to ensure proper functioning of RTUs. MPPTCL, MPPGCL are requested to sort out rectification of above RTU/data channel on top most priority & arrange for alignment of PLCC Channel & identify/replace the outdoor equipments which injects the noise in the channel/system. [Action :- MPPGCL, MPPTCL] 9.8 TELEMETRY OF RAILWAY TSS SUB STATIONS:-

    The telemetry of existing 38 Nos railway Traction Sub Stations & upcoming 25 new railway TSS is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP.

    In last two OCC Meetings, the railway representative informed that currently the telemetry of

    Railway TSS is being extended to Railway Zonal office & further it will be integrated with SLDC. SLDC has constantly requested Railways in last various OCC Meetings to arrange a meeting with SLDC before initiating the integration of telemetry with SLDC .However no such meeting has been arranged by Railways so far. Further Railways has not yet submitted the architecture of telemetry scheme, details of equipments & protocol to be used. Railway is requested to provide present status of telemetry commissioning and arrange a meeting with the implementing agency in coordination with SLDC on topmost priority.

  • 9.9 INFORMATION REQUIRED FOR PMU ANALYTICS UNDER URTDSM PROJECT:- Under the “Unified Real Time Dynamic State Measurement” URTDSM Project, the analytics applications has been installed at SLDC MP for which the relay setting details are required for its configuration from all the sub-stations where PMU’s are installed and its adjacent sub-stations (list of S/s enclosed as Annexure-9.9.1). The format for submitting the required details is enclosed as Annexure-9.9.2.

    The matter has been constantly being pursued by SLDC from last 4 OCC Meetings, however still the required information is pending to be provided by MPPTCL. The required data has been received from SGTPS, MPPGCL. MPPTCL is requested to furnish the data at the earliest.

    [Action :- MPPTCL] 9.10 ENSURING AVAILABILITY OF AIR CONDITIONER AT WIDE BAND NODES:- The availability of air conditioner is essentially required in wide band communication rooms. Accordingly, SLDC is taking up the matter continuously for ensuring proper functioning of air conditioners in wideband communication rooms. However, it is reported that one no.air conditioner at 220KV Ratlam is faulty, power supply for air conditioner at 220 KV Indore(SZ) is not available, non-availability of air conditioner at 220 KV Bhopal & 220 KV Betul. MPPTCL & MPPGCL are requested to ensure availability & running condition of Air Conditioner at following wide band nodes already commissioned :-
